Abstract

Traffic congestion in Bandar Lampung City has led to the emergence of volunteer traffic controllers, commonly known as Pak Ogah. Their presence has sparked mixed reactions from the public. Some view them as helpful in maintaining traffic flow in the absence of traffic police, while others consider their actions to cause disturbances, traffic jams, and illegal levies. One of the most controversial actions is the forced opening of road barriers without proper authorization and outside the scheduled times, which violates Law Number 22 of 2009 on Road Traffic and Transportation. This study addresses two main issues: the functionalization of criminal law against Supeltas (volunteer traffic controllers) who unlawfully open road barriers, and the policies of the traffic police (Polantas) regarding their presence. This research uses normative and empirical juridical methods, with data collected through literature studies and field interviews with four key informants. The findings reveal that such actions constitute legal violations that can jeopardize road safety and public order. Firm legal enforcement is essential, yet specific regulations concerning Supeltas are still lacking. This study recommends guidance and supervision by law enforcement, particularly traffic police, and the application of criminal sanctions in accordance with existing legal provisions.

Abstract

Purpose: This study aimed to assess the effectiveness of non-penal measures implemented by the police in preventing and reducing speed limit violations, particularly illegal street racing (balap liar), in Baturaja Barat District, South Sumatra. This study also aims to explore in depth the role of the police in addressing speed limit violations, focusing on how law enforcement can effectively carry out duties to reduce such offenses. This includes various aspects, such as the implementation of preventive measures involving public outreach, awareness campaigns about the dangers of violating speed limits, and the use of technology in monitoring and enforcing the law.   Methodology: This study used an empirical research method by conducting interviews at the Baturaja Barat Police Station and Polres OKU. Results: Routine patrols, school socialization campaigns, and parental involvement have successfully reduced illegal street racing incidents between June and October 2024. Conclusion: The role of the police in tackling illegal racing includes normative and factual efforts, with an emphasis on non-penal approaches such as education and parental involvement. The main obstacles stem from low legal awareness, weak sanctions, lack of legal facilities, and social and cultural factors. Limitations: There are still limitations in resources, lack of parental awareness, and absence of legal racing venues. Contribution: Provides insights for policymakers and law enforcement to develop preventive, educative, and rehabilitative non-penal strategies in dealing with illegal racing to increase collective awareness of road safety and reduce accidents due to speed limit violations.

Abstract

This research aims to provide an overview of Legal Protection for Victims Who Act in Self-Defense. In this study, the author employs a normative juridical approach. The theoretical framework used is the Theory of Factors Influencing Law Enforcement, by examining the obstacles that affect law enforcement in cases where victims attempt to defend themselves. The secondary data used in this research is sourced from various materials such as statutory regulations and legal journals. The findings show that the Indonesian Criminal Code (KUHP) regulates self-defense (noodweer) and excessive self-defense (noodweer exces) as stipulated in Article 49 paragraph (1) and paragraph (2) of the KUHP. Article 49 serves as the legal basis for providing legal protection to individuals who act in self-defense. Under this Article, a criminal act committed may be exempted from criminal liability, allowing the perpetrator to be free from any legal charges, provided that the elements of self-defense are fulfilled. Obstacles in law enforcement for cases involving self-defense include unclear legal provisions, limited understanding among law enforcement officers of the noodweer concept, lack of supporting infrastructure such as CCTV, low public awareness in reporting crimes, and a weak legal culture. Of all the factors, law enforcement is considered the most dominant because the central role of officers in enforcing regulations professionally, objectively, and fairly is crucial in determining the true realization of justice.

Abstract

This article explores the revitalization of choir singing amidst the dominance of band-based music in local church worship practices, with a case study at the Pentecostal Church in Indonesia (GPdI) El Roi in Sawahan Village, Karanganyar. The study employed a qualitative case study approach to examine the strategies, music education values, and participation dynamics within the church choir. Data were collected through in-depth interviews, participatory observation, and church documentation. The findings reveal that the choir remains active through structured coaching, youth involvement in regeneration, and strong collective spirit. Beyond functioning as a worship ensemble, the choir serves as a non-formal music education medium that reinforces spiritual, social, and aesthetic values. These findings reinforce the discourse that community-based arts practices play a vital role in shaping religious identity and communal solidarity, even in non-urban settings. This research contributes to the development of arts education within religious community contexts.
