Abstract

Pada hakekatnya fungsi utama Dewan Perwakilan Rakyat (DPR) adalah membuat undang-undang (Legislasi), oleh karena itu DPR membentuk unit khusus yang bertugas di bidang legislasi yaitu Badan Legislasi (Baleg), guna mengkoordinir proses pembentukan undang-undang. Namun, pada Tahun Sidang 2016 – 2017 DPR menargetkan 51 RUU, dan realisasinya hanya 7 RUU (13.73%) yang berhasil disahkan di Rapat Paripurna. Penelitian ini menggunakan teori Efektivitas Organisasi (Steers, 1985) yang menyatakan bahwa ada empat faktor yang mempengaruhi Efektivitas Organisasi yaitu Karakteristik Organisasi, Karakteristik Pekerja, Karakteristik Lingkungan, Kebijakan dan Praktek Manajemen. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan wawancara, observasi, studi kepustakaan, serta validasi data dengan triangulasi. Hasil penelitian: pada aspek organisasi, Badan Legislasi belum melakukan pendivisian sesuai dengan skema pembentukan undang-undang. Pada aspek pekerja, pendidikan anggota Badan Legislasi belum sesuai dengan kebutuhan organisasi. Selain itu tujuan individu dengan tujuan organisasi masih belum selaras. Kemudian, lingkungan internal Badan Legislasi yang datang dari kepentingan individu anggotanya dapat menghambat target RUU, selain itu lingkungan eksternal, pengaruh kekuatan Partai Politik yang begitu dominan, tidak terlepas dari diberinya kewenangan luas dalam mengatur Fraksi-Fraksi. Pada aspek kebijakan dan Praktek Manajemen, perubahan Tata Tertib DPR dari yang sebelumnya mewajibkan kehadiran fisik setiap anggota berubah menjadi kehadiran yang diwakilkan melalui tanda tangan pada daftar hadir. Selain itu, belum adanya kebijakan mengenai pelarangan rangkap jabatan yang jelas, seperti pelarangan rangkap jabatan anggota DPR dengan jabatan diluar DPR seperti partai politik maupun perusahaan swasta.

Abstract

The objective of this research aimed to study and analyze the main problem, the root cause of the problem, the conceptual model of control and designing the action plan for the transformation of the municipally-owned corporations (MOC) at PD Holding Company Gowa Mandiri with research period from 2013 to 2018. This research utilize qualitative analysis using Soft System Thinking (SST) approach and Soft System Methodology (SSM) method. The primary data gathered from the interview and focus group discussion with focal points. I find two main problems in the MOC which is the lack of Good Corporate Governance (GCG) and interventions from the local government. There are also 11 root causes of the main problem. I suggest that MOC need a strengthened regulation on GCG and enhancing the paradigm of the local government to view MOC as a strategic organization so as to improve the policy making process of the MOC.

Abstract

Agropolitan merupakan bentuk pembangunan yang memadukan pembangunan pertanian (sektor basis di perdesaan) dengan sektor industri yang selama ini secara terpusat dikembangkan di kota-kota tertentu saja. Secara luas pengembangan agropolitan berarti mengembangkan perdesaan dengan cara memperkenalkan fasilitas-fasilitas kota/modern yang disesuaikan dengan lingkungan perdesaan. Ini berarti tidak mendorong perpindahan penduduk desa ke kota, tetapi mendorong mereka untuk tinggal di tempat dan menanamkan modal di daerah perdesaan, karena kebutuhan-kebutuhan dasar (lapangan kerja, akses permodalan,pelayanan kesehatan, pelayanan pendidikan, dan kebutuhan sosial-ekonomi lainnya) telah dapat terpenuhi di desa. Hal ini dimungkinkan, karena desa telah diubah menjadi bentukcampuran yang dinamakan agropolis.Kebijakan Agropolitan telah diimplementasikan di Indonesia sejak tahun 2002. Salah satunya berlokasi di Kab Cianjur. Meski sudah lama dan dianggap konsep yang tepat untukmengembangkan agroindustri, Agropolitan di berbagai wilayah meredup kegiatannya. Dengan menggunakan pendekatan kualitatif, penelitian ini menggambarkan bagaimana implementasi kebijakan kawasan agropolitan, khususnya di Kabupaten Cianjur yang relatif lebih berkembang dibandingkan dengan kawasan agropolitan di wilayah lain di Indonesia.

Abstract

The tourism sector has a significant contribution to the economy of Manado City, North Sulawesi Province. However, on the other hand, it has a negative effect on the increase in the number of child commercial sexual exploitation victims and makes children into commercial sex workers. Despite not effective, the Local Government of Manado City, North Sulawesi Province, has made efforts to cope with the child commercial sexual exploitation victims. In connection with the case, this study is designed to analyze the causes of ineffectiveness of Local Government efforts in tackling child commercial sexual exploitation victims. The study was conducted in tourism area of Manado City, North Sulawesi Province. The informants involved in this study were divided into two types: experts and non-experts. The informants were determined by using Opportunistic Sampling, and the sampling is using Snowball Sampling. The results of the study showed that the development of tourism sector has negative effect on children in the communities. Efforts made to cope with child commercial sexual exploitation victims by the local government and relevant parties have not been effective due to limited allocation of budgets and skilled, quality human resources, the lack of harmonious understanding between police with judges and public prosecutors as law apparatus, supervision, and protection of victims in solving the cases of child commercial sexual exploitation victims, the implementation of action committee’s duties and responsibility have been not effect, the number of obstacles facing them.

Abstract

Kemiskinan merupakan masalah yang banyak terjadi hampir di seluruh wilayah Indonesia, tanpa terkecuali di Kabupaten Subang. Kemiskinan di wilayah ini masih cukup tinggi sekalipun banyak program penanggulangan kemiskinan telah di lakukan. Untuk itu, maka penelitian ini difokuskan pada Evaluasi Kebijakan Percepatan Penanggulangan Kemiskinan di Kabupaten Subang, mengingat program-program yang ada hanya dinikmati tidak lebih dari 20 persen penduduk miskin yang ada.Untuk menjawab masalah tersebut digunakan kriteria penilaian yaitu menggunakan konsep evaluasi William N.Dunn yang mendasarkan kriteria penilaian untuk enam dimensi, yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan.Metode yang dipakai dalam penelitian ini adalah metode kualitatif. Adapun sumber data diperoleh dari sumber data primer dan sekunder. Dengan teknik pengumpulan data dilakukan melalui studi lapangan dan studi pustaka,dengan wawancara langsung, observasi, forum group discussion (FGD), dan studi kepustakaan. Informan dalam penelitian ini berasal dari Kementrian Sosial, Bappeda Jawa Barat, unsur pemerintah daerah, tim TKPKD, unsur perguruan tinggi dan masyarakat sebagai kelompok penerima manfaat.Hasil penelitian menunjukkan bahwa dari sisi efektivitas mulai dari pembangunan system, mekanisme penyaluran sampai kepada sumber daya finansial maupun sumberdaya manusia belum optimal. Begitupun untuk efisiensi. Pamanfaatan sumberdaya yang ada juga belum maksimal. Responsivitas rendah, karena rentang kendali dan kontrol lemah. Perataan juga belum terdistribusi dengan baik, sehingga ketapatan sasaran bagi rumah tangga miskin belum mencapai sasaran yang ditetapkan dalam program-programpercepatan. Dari hasil evaluasi kinerja yang menjadi hambatan utama di Kabupaten Subang adalah otorisasi atau kewenangan, disusul kemudian efisiensi dan efektivitas, disiplin dan inisiatif. Bahwa jika dilihat dari dampak Kebijakan Percepatan Penanggulangan Kemiskinan terhadap kelompok penerima manfaat di Kabupaten Subang, tidak berdampak cukup besar bagi perubahan kehidupan mereka. Temuan hasil riset adalah bahwa kebijakan percepatan penanggulangan kemiskinan akan berhasil apabila ditopang oleh political will pemerintah yang melibatkan kekuatan struktur birokrasi di dalamnya selain peran serta aktif masyarakat dan dunia usaha

Abstract

In this era of, the public gives more attention to the achievements of government performance, including the regional government. One of the problems is the repeated floods in the Citarum Watershed. However, because disaster events can occur at any time with different locations, there are difficulties for regional leaders and their staff to measure and evaluate the quality and performance of the disaster management programs that they have carried out, especially in situations of emergency response. The large flood of Upper Citarum has damaged buildings and disrupted infrastructure functions due to 12,654 buildings submerged and damage such as potholes and foundation damage many local roads and the closure of a number of schools and other social buildings. Evaluation of the performance of disaster management programs is needed in order to know program performance to develop and to increase capacity and services performed. This study will expose what has been done by the Bandung District Government to overcome the problem of flooding in the Upper Citarum watershed during the last 3 years and evaluate the performance of the Bandung Regency Government to tackle the problem of floods that have recurred in that area using Logic Model.

Abstract

Mental health is a condition that affects a person's thinking, feeling, and protecting yourself so you can succeed in your daily life. However, the amount of stigma and ignorance of the rights of mental health sufferers makes support groups want to carry out policy advocacy. The author conducted a study literature review on mental health policy advocacy that has been done by previous researchers to find out various programs or ways to advocate for mental health management. This SLR shows that advocacy efforts can be carried out by distributing content on social media, communicative discussions, and health literacy tools. Increasing mental health support for policy advocacy will make the government wiser towards mental health policies and also facilitate health services for people with mental disorders.

Abstract

This study aims to determine the involvement of actors with a triple helix approach in cooperation in managing corporate social responsibility (CSR) of Regional-Owned Enterprises (BUMD) of West Java Province, given that CSR management during visits to West Java Province is expected to be able to support regional development budgets and one of the the door of the West Java Provincial government's sustenance from the eight priority doors of sustenance. This research method uses a qualitative method with a descriptive approach and uses data collection techniques in the form of interviews and documentation. The data analysis technique used is an interactive model consisting of data reduction, data analysis or display and drawing conclusions. The results of this study are that there are actors who collaborate in a triple helix in the management of CSR for BUMD West Java Province, which have different roles in achieving the same goal of implementing CSR to the community in a sustainable manner and supporting collaboration between the government and the community and companies. This triple helix collaborative research is seen from the 3 actors who have the most significant influence on the CSR management process. The actors in question are from the West Java Provincial Government through the CSR Facilitation Team (Government), BUMD Actors, namely PT. Migas Hulu West Java (entrepreneurs), and the role of academics as well as groups receiving CSR programs. The recommendation in this study is that the West Java Government as the highest policy holder discusses CSR management as a prioritized policy agenda to help the West Java Government itself in the context of socializing and outreach of government cooperation with academic and community groups as well as supporting the West Java Provincial government in managing sustainable CSR. and have a major impact on society.

Abstract

The Job Creation Law, enacted in Indonesia in November 2020, has provided a new understanding of the sectors, such as investment and business activities, employment, and ease of conducting business, that are directly related to various aspects of regulatory adjustment. Research and innovation related to regulatory adjustments have received growing attention in recent years. This article thus attempts to reveal regulatory amendments from the strategic policy of job creation, particularly in terms of research and innovation, grouped into four topics: 1) conducting research and innovation activities; 2) supporting human resources and expertise; 3) stipulating policy support for facilitation, licensing, and taxation; and 4) endorsing the institutional implications of research and innovation in the regions.

Abstract

Pasca berakhirnya perang dingin, fokus negara-negara di dunia ini tidak lagi terhadap peningkatan kekuatan militer untuk menghadapi ancaman dari negara lain melainkan lebih kepada peningkatan perekonomian negara dimana persaingan dunia mulai beralih dari militer ke ekonomi. Dalam rangka melindungi dan mempertahankan salah satu sektor ekonomi strategis nya, Indonesia dan Malaysia yang semula berkompetisi dalam pasar CPO Internasional justru membuat kerjasama dengan membentuk Dewan Sawit atau CPOPC (Council of Palm Oil Producing Countries). Dewan tersebut dibuat untuk mempromosikan serta meningkatkan daya saing minyak kelapa sawit yang kerap kali mendapat sorotan negatif dari negara lain, terutama dari negara-negara Eropa. Sebagai dua negara produsen terbesar sawit dunia, Indonesia dan Malaysia cenderung pasif dalam menentukan harga, dan standar sawit mereka sendiri dan kerap mendapat kecaman terhadap industri sawitnya yang dinilai tidak ramah lingkungan. Kata kunci: Keamanan Ekonomi, Kerjasama, CPO, CPOPC
