Abstract

Employee performance in the public sector is a crucial issue in the era of globalization and digitalization. At the Cooperatives and SMEs Office of Central Kalimantan Province, performance issues are reflected in low program realization and limited employee competencies. This research evaluates the influence of humble leadership on employee performance with intrinsic motivation as a mediating variable. Data from employees selected through total sampling technique were analyzed using Partial Least Square-Structural Equation Modeling (PLS-SEM) with bootstrapping method. The study also utilized the Upsilon statistical method to quantify the magnitude of mediation effect. According to the study results, the relationship between humble leadership and employee performance was fully mediated by intrinsic motivation. This article presents and analyzes the significance of the results obtained from hypothesis testing and its implications for improving local government employee performance.

Abstract

This study systematically examines the interrelationship between green human resource management (GHRM), green innovation, and the blue economy in promoting sustainable coastal development in Indonesia. Using a Systematic Literature Review (SLR) approach, this research analyzes 65 peer-reviewed academic articles published between 2021 and 2025. The review identifies four major thematic clusters: (1) the implementation of GHRM practices, (2) the linkage between GHRM and green innovation, (3) the role of green innovation in socio-coastal contexts, and (4) the integration of GHRM and green innovation within the blue economy framework. The findings indicate that GHRM plays a critical role in shaping environmental competencies, pro-environmental behavior, and organizational learning, which collectively stimulate green innovation. Furthermore, the integration of GHRM and green innovation strengthens the socio-economic resilience of coastal communities while supporting sustainable marine resource management. However, the literature also reveals limited empirical application of GHRM in community-based coastal development, particularly within developing regions. This study contributes by offering a human-centered and knowledge-based conceptual framework for sustainable coastal development, providing strategic insights for policymakers, local governments, and development practitioners to enhance the implementation of the blue economy through strengthened human resource capacity and environmental innovation.

ABSTRACTThis community service activity aimed to strengthen human resource capacity through Green Human Resource Management (GHRM) and green innovation in the prospective Kampung Nelayan Merah Putih located in Tanjung Putri and Sei Ijum Raya Villages, Central Kalimantan. The activity adopted a participatory action research approach involving local communities in every stage, from identification to training evaluation. The program was designed through three integrated components: socialization on green innovation, training on GHRM, and green marketing practice. The training increased participants’ understanding of sustainable human resource management and environmental awareness. The pre-test and post-test results indicated an average knowledge improvement of more than 40 percent, showing a significant shift in participants’ behavior toward environmentally responsible practices. The integration of GHRM and green innovation proved effective in empowering coastal communities, strengthening village institutions, and encouraging the emergence of sustainable economic initiatives. This model demonstrates that environmentally-based capacity building can be replicated in other coastal villages to promote inclusive green and blue economy development.
