Abstract

Implementation of a new structure of organization and working procedures in Universitas Brawijaya brings a significant change. Some administration and supervising staff lost their positions. As a result, the university analyzes to select a suitable career promotion system to hire the best man for the best position. The merit-based system becomes a selected strategy as it allows Universitas Brawijaya to appoint individuals with the right competence. The objectives of this study were to analyze the implementation of a merit-based system in administration and supervising staff promotion in Universitas Brawijaya and HR strategy the university applied. The finding showed that the university has implemented a merit-based system for administration and supervising staff promotion. All eligible candidates have equal opportunity, information about the selection process was accessible for everyone (transparent), and the university designed a passing grade for the promotion process. However, administration (lack of competence) and psychological (non-conducive atmosphere for implementation of the merit-based system) aspects became issues the university should encounter. Thus, Universitas Brawijaya should have adequate planning to make sure that the merit-based system is the only system used for administration and supervising staff career promotion.

Abstract

Penelitian ini bertujuan untuk menjelaskan dan menganalisis upaya Kementerian Agama Kota Malang dan NGO (Pengurus Daerah Dewan Masjid Indonesia dan Pengurus Masjid Jami’) Kota Malang dalam memperbaiki manajemen masjid; serta menjelaskan dan menganalisis model hubungan keduanya dalam memperbaiki manajemen masjid di Kota Malang. Jenis penelitian adalah deskriptif-kualitatif. Hasil penelitian menunjukkan bahwa Kementerian Agama Kota Malang dan NGO (Pengurus Daerah Dewan Masjid Indonesia dan Pengurus Masjid Jami’) telah melakukan upaya perbaikan manajemen masjid melalui beberapa program/kegiatan yangdapat diklasifikasikandalam tiga aspek manajemen masjid, yaituaspek organisasi masjid (idarah), kemakmuran masjid (imarah), dan bengunan dan fasilitas fisik masjid (ri’ayah). Kementerian Agama Kota Malang dan NGO menjalin hubungan dengan model hubungan autonomous.       Kata kunci: Manajemen Publik, Manajemen Masjid, Non Government Organization (NGO)

Abstract

Abstract This study aims to explain and analyze the influence of gender roles, Masculine and Feminine Gender Role Stress against work commitment. This research uses quantitative approach, with purposive sampling technique. The respondents were UB's administrative staff of 96 respondents. The data were collected by using questionnaires. The analysis of this study used the simultaneous significance test (F test) and Partial significance test (t test). The results of gender role deception show that male and female respondents tend to have a feminine gender role. The result of F test shows that there is influence of gender role, Masculine Gender Role Stress (MGRS), Feminine Gender Role Stress (FGRS) together with significant work commitment on male respondent, (F count> F table) F arithmetic 4,435 < F table 2,811, and big influence 22,8%. While Sig.F 0,008 <0,05. However, the results of the female respondents in the F test did not show significant results, because (F arithmetic <F table) F arithmetic 1.438 <F table 2.822, with a large influence of 9.1%. From the result of t-test, the significant result is only evidenced from the influence of gender role on work commitment (sign 0,326) on male respondent. While the result of MGRS sera FGRS test on work commitment both on male and female respondents did not show significant result. Nevertheless, the measurements of MGRS and FGRS indicate an indication of stress on male and female respondents. In other words, masculine and feminine stereotypes are one source of stress and problems in both male and female respondents.

Abstract

Penyusunan Analisa Jabatan dan Analisa Beban Kerja merupakan keharusan bagi Pemerintah Daerah yang akan melakukan formasi Pegawai Negeri Sipil (PNS). Pemerintah Kabupaten Malang saat ini memiliki PNS ± sebanyak 16.059 orang dan mayoritas ada pada tenaga pendidikan sejumlah 10.316 orang. Dengan luas wilayah Kabupaten Malang sebesar 3.534,86 km2 dan jumlah penduduk bulan Desember Tahun 2014 sebanyak 3.092 .714 Jiwa, maka rasio 1 Pegawai Negeri Sipil di Kabupaten Malang melayani 188 penduduk. Dengan melihat rasio ini, maka jumlah Pegawai dilingkungan Pemkab Malang masih belum ideal (kurang). Tujuan penelitian ini adalah untuk mengetahui dan memperoleh gambaran tentang praktek perencanaan  sumberdaya aparatur melalui analisa jabatan dan analisa beban kerja berbasis teknologi informasi dalam rangka pemetaan jabatan dilingkungan Pemerintah Kabupaten Malang dan faktor-faktor yang berkaitan dengan hal tersebut. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif, menggunakan analisis data model interaktif Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa Pemerintah Kabupaten Malang telah menyusun Analisa Jabatan dan Analisa Beban Kerja serta Peta Jabatan dengan menggunakan Teknologi Informasi (IT) berbasis website. Seluruh SKPD yang berjumlah 85 seluruhnya telah menyusun Analisa Jabatan dan Analisa Beban Kerja serta Peta Jabatan.

Abstract

The covid-19 pandemic that has hit the world and Indonesia in particular is not only about the number of people exposd to the virus, but its impact on the economic life of society and the country. The slowdown in various economic activities, the business world, trade and various elements driving the real economy have led to a potential decline in the per capita income of the Indonesian population. This is what is felt by the people of the suburbs at the Rawabebek rusunawa DKI Jakarta who really depend on micro-enterprises for their living. They have experienced a decrease in income since the COVID-19 pandemic so they have limitations in meeting the needs of daily life. For this reason, sustainable community empowerment efforts are needed through aapproach Collaborative Governance. The purpose of this study is to analyze empowerment programs that have been carried out for communities affected by the COVID-19 pandemic through collaborative governance. This study uses a qualitative approach to the type of phenomenological research. The results showed that the collaboration process in empowering the relocation community at the Rawabebek flats only touched on the instrumental aspects and had not touched the substantial aspects. The collaborative process in empowering relocation communities should be based on social capital.capital Socialis capital that can be used as the driving force in empowerment. Social capital provides support to the community to take action together and reciprocally. Social capital is an alternative form of modality that is beneficial for the community to obtain both economic and social benefits.

Abstract

One of the dimensions of the Sustainable Development Goals (SDGs) is the economy. The performance of the economy can be seen from macroeconomic indicators, namely Gross Domestic Product (GDP), inflation, labor force index, and interest rates. The SDGs are also very closely related to demographic conditions, especially the level of health and welfare which is reflected in life expectancy. In this study, it is proposed to model life expectancy with macroeconomic variables using the Neural Network (NN) method. The selection of the NN method is based on the existence of a non-linear relationship between the life expectancy variable and several macroeconomic variables. The data used is Indonesia's annual data for the period 1990-2020. NN modeling uses several combinations, namely a combination of inputs, number of neurons, and activation functions. Based on these combinations, the best model is obtained, namely the NN(4,4,1) model with the activation function of tanh. The model explains that the four macroeconomic variables have an effect on life expectancy. This is in accordance with the argument in the book Macroeconomics that life expectancy modeling can be influenced by macroeconomic variables.

Abstract

Tourism is one sector that plays an important role in the process of development and development of an area, especially for improving the community's economy, conservation cultural customs, and environmental conservation. Tourism development also has negative impacts such as depletion of natural resources, causing pollution, and environmental problems. The need for sustainable development in the economic, customary and cultural aspects, as well as the environment in the tourism sector. The development of tourist villages is a form of sustainable development. Banyuwangi Regency Regulation Number 1 of 2017 concerning Tourism Villages as a regulation for tourism village development in Banyuwangi Regency. However, there are still environmental problems in the development of the Osing Kemiren Traditional Village. This research uses a qualitative approach with a case study method. Data collection techniques by means of observation, interviews, and documentation. The results of this study indicate that environmental problems occur due to differences in interests between actors implementing policies, the existence of institutions and authorities who are less supportive in supervising the development of tourist villages, as well as responsiveness and compliance of people who do not understand the development of tourist villages.

Abstract

This activity aimed at improving the competence of SMK students in the fiber optic field that supports the development of broadband network technology in Indonesia. In addition, it was also to assist students in improving the basic competencies and core competencies of the Vocational High School curriculum for telecommunication access network engineering expertise. The activity was organized by the Telecommunication System Study Program at the Indonesian Education University Regional campus in Purwakarta, West Java in the Community Service (PkM) program. A total of 16 participants who were vocational students from several schools in Purwakarta Regency attended this activity. The method of implementing the workshop was the presentation of theory, practice, and evaluation by giving a questionnaire to the participants. The results of the participants' responses showed that they were satisfied with the implementation of this workshop (score 94.42 of 100).

Abstract

The ability of employees known as employee competency is one of the strengths for the organization. Recently the concept of core competency has shifted to a core capability that is an organizational ownership that is different from the others. The aim of the research is to identify the core capability of employees at Plant Conservation Botanic Gardens through knowledge creating activities. This type of research uses a description method with a qualitative approach. The results showed that in the Plant Conservation Botanic Gardens has carried out a process of knowledge creating activities consisting of consisting of joint problem solving, integration of new tools and methodologies, experimentation and prototype preparation, and absorption of knowledge from outside the organization so that core capability from skill dimensions and knowledge.
