Abstract

Abstract The objective of the study is to construct 5Ps strategy for coal mining governance using the perspective of SDGs in the Malinau District of North Kalimantan, Indonesia. The study was conducted using qualitative method. Data was collected through field observations and in-depth interviews, and secondary data of official published documents. Data was analyzed using the interactive analysis Model of Mile, Huberman, and Saldana. This research concluded that the 5Ps strategy for coal mining productions in the Malinau District of North Kalimantan is very useful for governing all stakeholders in the District in respect to environmental, social and economic aspects. The 5Ps strategy is 1) People, this means communities should be involved in the coal mining governance, 2) Planet, environmental awareness, 3) Profit, economic aspects should be well calculated and managed, 4) Peace, justice and equality are also the spirit to manage the coal productions and colaborations among the stakeholders are important to make the success of production.Keywords: Coal Mining Governance, Sustainable Development Goals, 5Ps Strategy

Abstract

Policy implementation is an equally important process of policy formulation in the context of achieving policy objectives. Although a policy has been well and neatly arranged, the purpose of the policy will never be achieved if the policy is not implemented properly. Policy research is a study of policies intended for the general interests of policies or implemented policies. There are several policy model implementation theories. Some of them are Edward's model, Grindle's model, Mazmanian and Sabatier's model. These policy implementation model has several advantages and disadvantages in its implementation. Using policy analysis triangle framework, these three implementation models can be made as an optimized policy implementation analysis method which has the advantages of the three models and meets the comprehensive and integrative aspects of an organization. The result presented in this study is a design of the policy implementation analysis method based on George Edward III, Marilee S Grindle, and Mazmanian & Sabatier policy implementation model.

Abstract

The implementation of free trade agreements has consequences for product competitiveness, both competitiveness in the international market and competitiveness in the domestic market (Ministry of Trade of the Republic of Indonesia, 2011). An alternative strategy that can be done in an effort to deal with free trade is to create and produce superior products that are not the result of assistance from other countries, so that these goods have a strong bargaining position in the global economy. One industry that is local and has the advantage of this product is the coconut sugar industry. One of the best coconut sugar producers in Indonesia is Pacitan Regency. The importance of the industry based on coconut sugar for the people in Pacitan Regency has an important value, so that the function and role of the government is very much needed to increase the existing coconut sugar industry. The purpose of this study was to analyze the potential of coconut sugar SMEs in Pacitan District, analyze the constraints in the development of coconut sugar SMIs and analyze the role of local governments in facilitating coconut sugar SMEs. Retrieval of data in this study includes field observations, document studies and interviews with all stakeholders such as coconut sugar industry players, consumers, Micro Cooperative and Business Services and the Pacitan Regency Industry and Trade Office. Data analysis techniques use interactive analysis. Pacitan Regency is one of the best coconut sugar producing regions in Indonesia with a total of brown sugar industry which is as many as 5,115 units. This sugar industry can absorb 10,220 workers or 39.03% of the workforce in Pacitan Regency. This is due to the large number of raw materials in the area of Pacitan Regency. The coconut sugar industry is currently experiencing two obstacles in its production process and marketing. The Micro Cooperative and Business Office and the Pacitan Regency Industry and Trade Office in order to increase coconut sugar SMIs carry out coaching and facilitation. The guidance and facilitation includes training, work equipment facilities, product legality facilities, promotional facilities and capital facilities.

Abstract

Placement of structural officials in the Momahe City administration still holds the problem. The problem occurs because there is a different legal basis used in the placement of structural officials. For appointment of echelon II / b officials using PAN-RB Regulation no. 13/2014 on openly charging the Office of the Leader. As for the placement of Echelon III and IV still use Government Regulation no. 100/2000. In this last rule the role of the Agency for the consideration of position and rank is very dominant. This dominance led to the imposition of Echelon II structural officials under the prone to bureaucratic politicization. Novelty of this research is to see the reality of the problem of placement of structural positions by looking at the relationship between the elements with each other with systems thinking approach. This study aims to create a model of organizing the placement of structural positions in the city government Momahe. The results showed that systemically the placement of structural officials based on merit showed two behaviors, namely reinforcing and balancing.

Abstract

This paper aims to explore women empowerment in waste management in Sub-District Dau, Malang.  This research used questionnaire to obtain data and then the data have been analyzed by using MDSs in order to assess the index and sustainability on women empowerment through a 5 dimensions. The results of analysis of the dimensions are Control (26,71), Implementation (39,36), Monev or Monitoring and Evaluation (32,63), Development Utilization (37,44), Level of Participation (33,45). The index shows that it is lower level. Therefore, if it is to maintain or improve the sustainability status of women empowerment "less" to "good" it is necessary to manage the sensitive attributes that affect the five dimensions.

Abstract

This Research aims to explain the collaboration to develop eco-based tourism villages in Kalipucang Village, Pasuruan Regency. The research focus consists of three points such as collaborative governance process; collaborative governance results; and obstacle and supporting factors of collaborative governance in the development of eco-based tourism village in Kalipucang Village. Theoritically, collaborative governance theory and principles of ecotourism are used to analyse process and results of tourism village development. This research uses qualitative research methods and interactive data analysis technique models that include data condensation; data display; and verification and conclusion drawing. The results showed that the collaborative governance process was enforced by each stakeholders, but several obstacles happened among the procces, such as the lack role of the Pasuruan Regency government sector and internal conflict among village stakeholders. The results of collaborative governance show that the development of a tourism village has succeeded to establish 6 tourism destinations; homestays; an achievement from regency and provincial level; and benefits in the social, economic, environmental and political aspect. While the implementation of the whole principle of ecotourism only occurs in the tourism destinations of “Omah Kopi” and “Kampung Susu”.

Abstract

The purpose of this research is to describe and analyze the recruitment and selection of teaching staff at Mulawarman University to realize good governance so that they can compete nationally and internationally towards World Class University and face the challenges of the Industrial Revolution 4.0, and are required to master three literacy fields, namely literacy in technology, humanities and artificial intelligence (AI). So universities must be able to have human resources, especially educators who are professional and have international standards. The success in getting professional educators lies in recruitment, selection, training, and development. The problem that arises is that in the recruitment of educators, state universities always get less formation than is needed, while the ratio of lecturers and students must be met. The series of decision making regarding the appointment of contract lecturers carried out by Mulawarman University to meet the ratio of lecturers to students needs to be examined and explored further. The research method used is qualitative, using data collection techniques from interviews, observation and documentation studies as well as using qualitative data analysis of the Spradley model. The findings in the field show that there are two series of recruitment and selection activities, the first is the recruitment and selection for CPNS educators, and the second is for Non-PNS educators through several stages.

Abstract

The study aims to analyze and identify the impact of the Covid-19 pandemic on the performance of the Regional Public Hospital "X" based on a balanced scorecard. The author analyzes performance using a balanced scorecard measuring instrument. Where the balanced scorecard has four perspectives, namely the perspective of finance, customers, internal business processes, and learning and growth. These perspectives can measure performance comprehensively. The type of research used is descriptive with a qualitative approach. The results show that hospital performance is measured by the perspective on the balanced scorecard, there is a significant impact of the Covid-19 pandemic on performance seen from four perspectives. From a financial perspective it is affected by a decrease in income and the large amount of expenditure. The customer perspective shows a decrease in the number of patients caused by restrictions on admission. The internal perspective of the business process has operational constraints. Meanwhile, the learn and growth perspective experiences an impact due to the high stress experienced by employees.

Abstract

Local Economic Development (LED) is an appropriate development concept due to the related local or territorial circumstances like considering locality capacity, internal and external factors, and local economic growth so that it has been implemented in many countries. Then the existence of village autonomy and rural area development in Indonesia is such a form of LED implementation. Generally, LED implementation through rural area development has not been successful enough, but in some districts, it has not provided a big impact to improve the people's prosperity. To succeed the LED implementation in developing rural areas, it requires strategies to tackle some problems and challenges and provides a vivid goal in the long term so that the development conducted can synergize each other. Scenario planning is one of the relevant approaches in this case since it accommodates the high complexity and uncertainty. Also, it is used in long-term planning formulation. Moreover, this scenario planning used the TAID method that is tracking, analyzing, imaging, and deciding. Data in this research are compiled by interview, secondary data, and observation to meet the tracking step. Then the output of this will be analyzed using cross-impact to create a scenario in the analyzing step, and the output will be an input for formulating visions and strategies in the imaging and deciding step. This article provides four alternative strategies for developing rural areas which are Dissemination, Optimization, Affirmation, and Reformation.

Abstract

Penelitian empiris di bidang work family conflict (konflik antara kerja dan keluarga) menunjukkan bahwa work family conflict memiliki dampak yang negatif terhadap individu, keluarga dan organisasi. Penelitian mengenai dampak dukungan organisasi (work life balance policies dan FSSB) terhadap karyawan sampai saat ini didominasi oleh penelitian di konteks western countries. Disebabkan adanya perbedaan sosial dan kultural, hasil penelitian yang terkait dengan topik pekerjaan dan keluarga yang dilakukan dalam konteks tersebut mungkin saja tidak berlaku di negara non-western (termasuk di Indonesia). Sehingga tujuan dari penelitian ini adalah untuk menguji pengaruh dukungan supervisor yang suportif terhadap keluarga (family supporrtive supervisor behaviour/FSSB) terhadap tingkat konflik antara pekerjaan dan keluarga dalam konteks Indonesia. Populasi penelitian ini adalah tenaga pengajar (dosen) wanita (berkeluarga) di lingkungan Universitas Brawijaya, Malang. Konteks universitas/perguruan tinggi dipilih dengan alasan adanya peningkatan yang signifikan mengenai jumlah tenaga pengajar wanita di perguruan tinggi di Indonesia yang menyebabkan isu work family conflict merupakan salah satu isu yang penting di lingkungan perguruan tinggi di Indonesia. Disamping itu, tenaga pengajar di perguruan tinggi memiliki beban kerja yang relatif tinggi sehingga merupakan konteks yang relevan untuk meneliti work family conflict, namun penelitian dalam konteks ini masih terbatas.
