Abstract

This paper analyze the performance of Bappeda Banyuwangi Regency in making Local Development Action Plan 2015. Performance measurement of public sector organizations is relatively more difficult to do then the privat sector that having profit oriented. Value for money concept can be used for perfomance measurement in public sector. This research use economic measurement as one of the three subjects in value for money concept. It is consider about the cost of input procurement. Data taken from documentations and interviews. Result of the research show that performance of Bappeda Banyuwangi Regency in using of fund has fulfilled the economic criteria.

Abstract

This research was motivated by Civil Servant Apparatus regulation whichdemanded changes in the bureaucratic system. The purpose of the research is to plan employee core capability in the skill and knowledge dimensions towards the ASN era. This type of research uses a description method with a qualitative approach. The results show that planning of employee core capability is done by analyzing organizational objectives, internal and external environment of Human Resources, forecasting Human Resources needs, and planning development strategies by merit system and knowledge management.

Abstract

Public service is one of the important things that becomes a benchmark in the implementation of government administration as a manifestation of creating quality public services. The problem in public service is a burden for the government because many complaints are received by the government on the implementation of public services, especially in the field of land, services about land services that seem convoluted and require a long time. Head of Land Agency Regulation No. 1 of 2010 as an effort to respond to poor service by the National Land Agency of the Republic of Indonesia through accelerated public service programs in the land sector, one of which is One Day Service for Land Services or one-day service that can be carried out throughout the Agency's work area National Land all over Indonesia. It is expected that this program can improve thequality of public services in the field of land so that public services in the land sector become a quality and effective and efficient service.

Abstract

In the case of the development of public services, it is not merely an administrative problem or merely fulfilling the physical needs of service quality and customer satisfaction, especially considering that both of them have a major influence on the sustainability and development of an organization's mission. Such services must be accessible to the community without exception, regardless of socioeconomic status, race, ethnicity, religion and other subjective characteristics. As a service provider for citizens, the government is required to further optimize and be able and able to fulfill all its responsibilities to the community, both in terms of quality and quantity of service. Problems that occur in the Bondowoso District National Land Office are problems of poor service quality, good service quality will produce good output for the community and for the Land Office itself. The services available at the Land Office are a bit complicated and difficult for the public. The service of land certificates will make people's lives better with clear legal certainty.

Abstract

This study was aimed to investigate the satisfaction level of students with disabilities toward the educational services provided by Brawijaya University based on indicators of Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The popilation was students with disabilities at Brawijaya University, while the sample included 16 respondents determined by the Purposive sampling technique. The result demonstrated the average score of the tangibles (X1) variable, reliability (X2), responsiveness (X3), assurance (X4), and empathy (X5) were 4.40, 4.04, 4.11, 3.97, and 3.76, respectively. This showed that respondents gave a positive response (agree) to the indicators of the quality of education service. In addition, the score of the customer satisfaction index (CSI) obtained was 81.26%. Therefore, it is concluded that students with disabilities have so far been “satisfied” with the educational service provided by the university. However, university is expected to improve the quality of education service quality and students’ expectation.

Abstract

This research aims to identify and analyze the dynamics of policy formulation in the development of special interest tourism villages in the mentally retarded village of Karangpatihan Village, Ponorogo Regency, where there are problems with the mentally retarded community which causes them to be unable to fulfill their daily needs, resulting in poverty in the community. The aim of this research is to provide an alternative or policy solution for tourist villages that can be adapted to basic human needs, namely special interest tourism. The results of this research show that there is tourism potential that needs to be developed by looking at four factors that influence the formulation of alternative tourism village policies, namely the first is an idea where an idea is used to strengthen strategies and innovations to stabilize and improve the function and role of social areas by fostering mentally retarded communities, second is the government's interest To increase the income of the mentally retarded community, the third is an institution involved in developing special interest tourism villages that coordinate with each other in empowering the mentally retarded community. fourth is the individual aspect that supports the development of tourist villages. Through these four aspects, a new idea emerged regarding sharing tourism villages which was promoted with the concept of special interest tourism, namely special interest sharing tourism which had never been initiated in various regions before.

Abstract

The terminology of policy failure is potentially rejected by the government. Because the consequences of policy failure will have a negative impact on the image of the government itself. The concept of policy failure is a broad and useful concept policy analysis. Policy anomaly is a concept born of policy failure. The aim of this article, to review several research literature related to the concept and indicators of policy anomalies, to clarify the extent and through what mechanisms policy anomalies can be recognized in the public policy process. Several relevant literature related to policy anomalies have been reviewed. Based on the findings article, policy anomalies provide clues to learn from past mistakes by releasing the wrong way in managing and implementing public policies. As well, to understand more effectively the rules and procedures that hinder by focusing on analysis of policy failures. The main emphasis on management, program, and political anomalies analysis, and two dimensions of anomaly: bad formulation and bad implementation. Furthermore, anomaly analysis must address political debates on policy processes, often under-discussed. Because, can help develop an understanding of how governments fail in some ways, but not in other. So the policy solution given will be more targeted.

Abstract

The purpose of this study is to explain the perceptions of the working class, both in the formal and non-formal sectors, about the forms of corruption, and to what extent is the significance of differences in personal characteristics and job characteristics on the perceptions of the working class about the forms of corruption. This research uses a survey method to explain the perceptions of respondents in terms of their attitudes, values and beliefs on the phenomenon of corruption, through sampling of those who work in both the formal and informal sectors in Malang Raya.   of this study consisted of 140 respondents. The sampling techniques used were cluster sampling and convenience sampling. This research uses questionnaires, interviews and secondary data. The data were analyzed using cross tabulation method, also known as Lazarsfeld technique. The results showed: (1). The level of knowledge or understanding of the respondents on attitudes and behaviors classified as corruption is still relatively low (2). There are three reasons that cause corruption, namely First, corruption occurs due to economic reasons, political factors, and social factors. The implication of this research is that it takes exemplary apparatus, especially from law enforcers in sentencing corruptors, so that it can be an example for the community and create a deterrent effect for corruptors.

Abstract

The rapid advancement of telecommunications technology led to an expansion of frequency spectrum usage, which raised significant concerns regarding human radiation safety. There was a lack of detailed data concerning how specific frequency fluctuations directly influenced the rate of electromagnetic energy absorption in human tissue. This study aims to provide a comprehensive analysis of Specific Absorption Rate (SAR) values across various frequency bands. A systematic evaluation was conducted to identify the correlation between frequency variation and energy absorption patterns. This research provides a critical contribution by establishing a clearer relationship between device operating frequencies and user safety compliance. The method involved a series of controlled tests across multiple frequency bands commonly utilized in cellular services. Electromagnetic simulations were performed to measure the energy distribution within body tissue models. The results indicated that frequency variation significantly influenced both the distribution and the peak absorption values. Higher frequencies tended to concentrate energy absorption within the surface layers of the body tissue rather than penetrating deeper structures. Furthermore, the data showed that as frequency increased, the absorption patterns became more localized. SAR values remained within international safety limits, yet showed distinct trends for each frequency interval tested. The findings confirmed that frequency was a primary determinant in electromagnetic interaction with biological systems. This study concluded that frequency variation must be a central consideration for establishing device compliance with safety standards. These results served as a foundational reference for optimizing transmission performance while maintaining safe radiation limits.
