Abstract

The stages of implementing government goods and services procurement services are unclear and the factors determining success are not yet known in government agencies. This can lead to low public trust in the government procurement service process for goods and services. The aim of the research is to obtain an overview of the stages of implementation of government goods and services procurement services as well as the factors determining their success. This research was carried out at the Gorontalo Cultural Heritage Conservation Center. The research method used is descriptive qualitative with an inductive approach and analyzed in stages through data reduction, data presentation and drawing conclusions. The data sources for this research consist of primary and secondary data. Primary data is selected informants related to goods/services procurement activities and providers who have carried out work at the agency. Secondary data is supporting data in the form of printed documents and related files. Data collection was carried out by means of observation and in-depth interviews. The results of this research show that there are two stages in the procurement of goods and services that are not optimal. The two stages in question are the procurement preparation stage and provider selection. Apart from that, human resource competency and standard operational procedures as determining factors for service are still not optimal. It is hoped that with future improvements, outputs from the provision of goods and services procurement services can be achieved that are transparent, effective, efficient and fair, right on target and with minimal abuse of authority

Abstract

Digital transformation in the health sector requires regional hospitals to optimize the implementation of the Hospital Management Information System (SIMRS) as a public policy instrument that supports timely and evidence-based decision-making. This study analyzes the role of SIMRS at Otanaha Regional Hospital, Gorontalo City, by examining its contribution to managerial effectiveness, data quality, and health service governance. Using a descriptive-analytical approach, the research draws on observations, in-depth interviews, and a review of the hospital’s 2024–2025 performance documents. The findings indicate that SIMRS implementation remains suboptimal: 64% of service units still rely on manual records, 48% of administrative staff have not mastered key system features, and patient data updates are delayed by an average of 7.4 hours. Data completeness reaches only 82%, accompanied by a strong negative correlation (r = –0.71) between data delays and managerial decision-making speed. These results highlight the need to strengthen organizational capacity, establish structured digital governance, and cultivate a data-driven institutional culture to enhance SIMRS effectiveness as a public policy instrument.

Abstract

This study aims to systematically review the implementation of collaborative governance strategies in regional health policy, with a particular focus on integrating socioeconomic data to support Universal Health Coverage (UHC). The province of Gorontalo, Indonesia, is highlighted as a reflective case of underrepresented contexts in global health governance literature.A systematic literature review (SLR) was conducted following the PRISMA 2020 protocol. Forty-five peer-reviewed articles published between 2000 and 2025 were identified through Scopus, PubMed, ScienceDirect, and Google Scholar. Inclusion criteria emphasize empirical studies on regional health governance, socioeconomic data utilization, and multi-actor collaboration. Data were analyzed using thematic synthesis (Thomas & Harden, 2008), supported by coding reliability checks and the CASP qualitative appraisal tool to ensure rigor and validity.The analysis revealed three dominant themes: actor fragmentation and mandate asymmetry, partial integration of socioeconomic data into decision-making, and facilitative leadership as a critical success factor. While Latin America demonstrated advanced data integration supported by strong regulation, Southeast Asia and Sub-Saharan Africa demonstrated collaborative practices rooted in trust-building but hindered by limited institutional interoperability. In Gorontalo, strategies remain experimental, relying heavily on health-sector data while neglecting poverty, education, and demographic indicators. This highlights the absence of a comprehensive framework bridging local data ecosystems with collaborative policy design.This review identifies a persistent gap in data-integrated collaborative governance within regional health policy, particularly in marginalized contexts. The study proposes the Integrated Collaborative Governance Framework for UHC Realization, emphasizing trust-building, leadership, and local cultural values (eg, huyula) as essential drivers. The findings enrich collaborative governance theory while offering practical insights for strengthening UHC-oriented health policies in Indonesia and the Global South.

Abstract

This study examines the governance of artisanal and small-scale mining (ASM) in Bone Bolango Regency, with a particular focus on the role of the Regional House of Representatives (DPRD) in balancing economic, environmental, and social interests. Although the contribution of ASM to the Gross Regional Domestic Product (GRDP) is relatively small, the sector serves as a primary or supplementary livelihood for more than 4,000 households, creating a high level of microeconomic dependency. The research employs a systematic literature review, analysis of government data, official statistics, and local media reports to map economic dynamics, ecological risks, and social vulnerabilities. The findings reveal that the DPRD tends to align with the aspirations of the majority of miners, while environmental concerns and the protection of vulnerable groups—such as women, children, and indigenous communities—receive limited attention. Unregulated mining practices generate significant ecological risks, including mercury contamination and landslides, as well as social conflicts related to land access and ownership. The study concludes that more adaptive and inclusive legislative strategies are needed, encompassing the strengthening of deliberative forums, participatory monitoring, ecological risk zoning, and compensation mechanisms for affected groups. Through such approaches, ASM can continue to sustain community-level microeconomies while minimizing ecological and social risks, thereby achieving a balance between economic growth, environmental sustainability, and social justice.

Abstract

The digital transformation of public health systems has created an urgent need to reexamine leadership roles and strategies amidst the dynamics of multi-level governance and increasing digital inequality. This study aims to identify patterns, challenges, and strategic contributions of digital leadership in the complex context of public health policy.A Systematic Literature Review (SLR) approach was used following the PRISMA 2020 guidelines. A total of 96 articles from seven international databases were screened, and 18 selected articles were thematically analyzed using the Braun & Clarke method. The analysis focused on three main dimensions: leadership style, multi-level governance context, and digital equity in public services.The results reveal three key findings: first, current digital leadership tends to be technocratic and insufficiently responsive to inequalities in digital access and literacy. Second, a policy paradox exists between the central and local levels, creating obstacles to strategic implementation. Third, ethics and public justice have not been explicitly underpinned in the design of digital leadership strategies. Based on these three findings, a conceptual model was developed based on the intersection of ethical digital leadership, cross-level governance, and sensitivity to digital inequality.This research contributes to the development of a more reflective and applicable theory of public sector leadership, and offers policy direction and training for justice-based digital leadership.

Abstract

The dialectic between bureaucracy and post-bureaucracy in public administration has given rise to various interpretations that often criticize the limitations  of conventional bureaucracy and encourage the adoption of the post-bureaucracy model. This study aims to analyze the theoretical dialectic between the two paradigms with a focus on identifying gaps in bureaucracy that can be filled through the presence  of post-bureaucracy. The research method used is qualitative with a library research approach, which relies on primary and secondary data sources from related literature. The findings of the study show that  conventional bureaucracy is still needed as a foundation of governance that ensures stability, legal certainty, and procedural accountability. However, in the face of the complexity of the modern environment, this model is considered less responsive to the demands of the dynamics of change, participation, and innovation. This is where post-bureaucracy offers structural flexibility, cross-actor collaboration, digital governance, as well as an orientation to public values. The resulting ideal space is not a substitution, but an integration between the two models: a bureaucracy that maintains rules and accountability, but is flexible and adaptive to change. This synthesis is expected to answer the gap in contemporary public administration and realize stable, inclusive, and responsive governance to the interests of the community.

Abstract

ABSTRACTABSTRACTThis research aims to analyse the Pentahelix model in the implementation of a free nutritious meal programme in Gorontalo City, focusing on primary and secondary education in the pursuit of the Golden Generation 2045. The Pentahelix model involves five key elements: government, academia, industry, community, and media, which collaborate to achieve a shared objective of enhancing the nutritional quality of children. Through a collaborative approach, the free nutritious meal programme is expected to reduce malnutrition rates and improve the quality of education and health for future generations. This study employs qualitative methods, including interviews and observations, to gather data from various stakeholders. The findings indicate that collaboration between the government and the community is crucial for the success of this programme. Furthermore, the role of media in disseminating information about the importance of nutrition has proven to be effective. Therefore, recommendations to enhance the participation of all Pentahelix elements are essential for achieving long-term goals in creating a healthy and productive generation.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Program Keluarga Harapan (PKH) dalam pengentasan kemiskinan di Desa Buba’a, Kecamatan Paguyaman Pantai, Kabupaten Boalemo. Fokus penelitian ini meliputi aspek komunikasi, sumber daya, disposisi atau sikap pelaksana, dan struktur birokrasi dalam pelaksanaan Program Keluarga Harapan. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data diperoleh melalui wawancara mendalam dengan aparat desa, pendamping sosial PKH, dan masyarakat penerima manfaat, yang didukung oleh observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Program Keluarga Harapan (PKH) di Desa Buba’a belum sepenuhnya berjalan optimal. Hal ini ditandai dengan masih kurang meratanya komunikasi dan sosialisasi program kepada Keluarga Penerima Manfaat (KPM), keterbatasan sumber daya dalam pelaksanaan pendampingan, serta adanya kendala koordinasi dan pelaksanaan tugas antar pelaksana program. Selain itu, disposisi atau sikap pelaksana dalam menindaklanjuti keluhan dan pembaruan data penerima bantuan belum berjalan secara maksimal. Meskipun demikian, Program Keluarga Harapan telah memberikan kontribusi positif terhadap peningkatan kesejahteraan masyarakat, terutama dalam membantu pemenuhan kebutuhan pendidikan, kesehatan, dan kebutuhan dasar keluarga miskin. Berdasarkan hasil penelitian, dapat disimpulkan bahwa implementasi Program Keluarga Harapan di Desa Buba’a telah memberikan manfaat bagi masyarakat, namun efektivitas pelaksanaannya masih memerlukan perbaikan pada aspek komunikasi, sumber daya, disposisi pelaksana, dan koordinasi birokrasi. Oleh karena itu, disarankan adanya peningkatan intensitas sosialisasi program, penguatan kapasitas dan jumlah sumber daya pelaksana, peningkatan responsivitas pendamping dan aparat desa terhadap kebutuhan masyarakat, serta penguatan koordinasi antar pihak terkait guna mewujudkan pelaksanaan program yang lebih efektif, tepat sasaran, dan berkelanjutan dalam mendukung pengentasan kemiskinan.

Abstract

Penelitian ini bertujuan untuk mengetahui kinerja Dinas Kepemudaan, Olahraga dan Pariwisata Kabupaten Gorontalo dalam meningkatkan kunjungan wisatawan di Pentadio Resort Kabupaten Gorontalo. Fokus penelitian meliputi kemampuan (ability) sumber daya manusia, motivasi (motivation) kerja aparatur, dan dukungan (opportunity) fasilitas serta sistem yang tersedia dalam menunjang peningkatan kunjungan wisatawan.  Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Informan penelitian terdiri atas Kepala Dinas, Sekretaris, Kepala Bidang Pariwisata, pengelola Pentadio Resort, serta masyarakat atau wisatawan. Berdasarkan Hasil penelitian menunjukkan bahwa kinerja Dinas Kepemudaan, Olahraga, dan Pariwisata Kabupaten Gorontalo dalam meningkatkan kunjungan wisatawan di Pentadio Resort belum berjalan secara optimal. kemampuan, masih terdapat keterbatasan kompetensi sumber daya manusia (SDM) terutama dalam aspek inovasi pengelolaan, pemanfaatan teknologi digital, promosi wisata, dan pemeliharaan fasilitas. Pada motivasi, aparatur telah menunjukkan tanggung jawab dalam memberikan pelayanan, menjaga kebersihan, namun masih kurang dalam kreativitas dan inovasi untuk meningkatkan daya tarik wisata. Sementara itu, pada dukungan, telah dilakukan renovasi beberapa fasilitas wisata, tetapi masih ditemukan berbagai kendala seperti sarana dan prasarana yang rusak, kurang terawat, keterbatasan anggaran, serta promosi digital yang belum optimal.
