Abstract

This study investigates the effect of digital competence and leadership on employee performance, with job satisfaction as a mediating variable, within the Human Resources Development Agency (BPSDM) of the Ministry of Communication and Digital. The research is motivated by the demands of digital transformation in public bureaucracy, requiring employees to possess digital skills and be guided by adaptive leaders. Although employee performance at BPSDM has shown improvement over the past five years, issues remain regarding the effective use of technology and leadership quality. Job satisfaction is also considered a potential mediating factor linking competence and leadership with performance outcomes. A quantitative approach was used, testing seven hypotheses through path analysis. The findings reveal that digital competence has no significant impact on job satisfaction or employee performance. Similarly, leadership does not significantly influence performance but has a strong effect on job satisfaction. Job satisfaction itself does not significantly affect performance and fails to mediate the relationship between digital competence or leadership and employee performance. Out of the seven hypotheses proposed, only one was accepted: leadership significantly influences job satisfaction. These results imply that while leadership can foster job satisfaction, it is not sufficient to enhance employee performance directly or indirectly. Furthermore, digital competence has not yet become a key factor in improving performance or satisfaction in this context. This study contributes to the understanding of how human resource variables interact in public organizations undergoing digital change and provides insight for policymakers aiming to improve performance through leadership and digital skill development.

The data obtained are then processed and evaluated for seminars and publication. The results of the study indicate that a high work ethic has a positive and significant direct effect on the innovative behavior of business actors, a high work ethic positively and significantly affects business performance, innovative behavior positively and significantly affects business performance, and a high work ethic affects business performance mediated by innovative behavior. This research is expected to contribute positively to all stakeholders (academics, businesspeople, government) in enhancing competitiveness and business sustainability amid the challenges of the global economic recession.

Abstract

Objective This study has two goals: to investigate the impact of employee participation on WA, and to analyse how PE affects EI and WA at Universitas Katolik De La Salle Manado.Methodology The sample consists of 110 lecturers from Universitas Katolik De La Salle Manado, with the study using EI, WA, and PE as the main variables for generating hypotheses to be tested via moderating regression analysis. Results This study's results demonstrate that EI positively influences WA and is moderated by PE at Universitas Katolik De La Salle Manado.Research limitations/implications This study suggests that Indonesian higher education institutions should prioritize EI and PA practices. This can be achieved through decision-making opportunities, training programs, autonomy, and employee recognition. The interaction between these factors does not significantly explain WA variance. Organizations should focus on individual implementations to maximize their impact. Further research is needed to explore other moderating variables and alternative models.Novelty/Originality The study examines the relationship between EI, PE, and WA in Indonesian higher education institutions, expanding on previous research on these dimensions.
