Abstract

Act No. 24 of 2011 is in force since one January 2014 throughout the local government, is no exception SlemanYogyakarta. However, implementation of this BPJS still encountered many problems in the field. But the boomingcommunity participation has not been matched by an adequate system so much going problems field. Moreover, lackof socialization by BPJS cause the crux of information in society. In addition, a lot of complaints from health insuranceparticipants who feel lost its facilities, especially in the referral process, medicines and other support services. Thepurpose of this study was to determine how the implementation BPJS Sleman district in managing the National HealthInsurance in Sleman. This research is descriptive quantitative research. Data collection techniques in this study questionnaireand documentation techniques. As for the number of samples in this study were 100 people with purposivesampling technique. The technique used to analyze the data in this study is the analysis technique by using the indexand Test Independent Sample T test using SPSS software. Based on the results of this study concluded that the publicperception of the Institution of Social Security ministry of health in hospitals Morangan Sleman Yogyakarta based onArticle 10 of Act No. 24 of 2011 which consists of 1) Conduct and / or receiving Participant registration, 2) Pickingup and collecting dues from participants and Employers, 3) Receive contribution of Government assistance, 4) Collectand manage data participants Social Security program, 5) Paying Benefits and / or pay for health services in accordancewith the provisions of the Social Security program and 6) Provide information regarding the conduct of theSocial Security program the participants and the community has been good with a range of index values of 2.78 s / d3.43. The results of this study also concluded that 1) there was no significant difference in perception between thegroups of beneficiaries and the contribution of non beneficiaries of contributions based on the implementation and oraccept registration of participants in the Health BPJS Sleman.2) there was no significant difference in perceptionbetween the groups receiving communities tuition assistance and contribution of non beneficiaries based data managementBPJS participants in Sleman. 3) there are significant differences in perceptions between groups of beneficiariesdues and non-beneficiary communities dues by the payment of benefits or pay for health services BPJS in Slemanand 4) there are significant differences in perceptions between groups of beneficiaries and the contribution of nonbeneficiaries dues based on the implementation of information provision BPJS Sleman

Abstract

Health care is one of the fundamental rights of the people who held the government as mandated in the 1945 ConstitutionArticle 28H Paragraph (1) Everyone has the right to live physically and mentally prosperous, residence and got a goodenvironment and healthy and receive medical care. Social Security Agency consists of BPJS BPJS Health and Employmentwhich will cover the entire population of Indonesia no later than January 1, 2019. Services BPJS many people questioned.According to Assistant Representative ORI D.I.Y. Reports BPJS services complaints procedure is quite high in 2015. Thereare also complaints of them in the management of the bureaucracy, registration, until the queues are long and the relatedpayment. Of the existing problems researchers aim to investigate the implementation of the National Health Insurance(JKN) focused on Stakeholder Relations, Financing Model and Outcome JKN in Bantul. This research approach using acombination of methods. The research location in the district of Bantul. Sources of data in this study are primary data andsecondary data. Data collection techniques in this study using interview, questioner and documentation. The unit of dataanalysis in this study is the Social Security Agency. The sampling technique using the formula Slovin. Data analysistechniques in this study using data reduction, data presentation and conclusion. According to the research there is arelationship between BPJS with Health Facilities regulated in PP No.85 Year 2013 on cooperation in improving healthservices. Hospitals and health centers in collaboration with BPJS had been running quite positive. A total of 90 healthfacilities in Bantul who cooperate with BPJS. Of health insurance financing model thats enough ideal assessed on the indexaverage of 2.74 included in either category. JKN one principle of mutual assistance means helping each one participant tothe other participants. While the outcome JKN assessed on the percentage of the guarantee of health in Indonesia (52.5%)in the province D.I.Y. (64.6%) and in Bantul (73%). Tinkat Bantul merepon public awareness by becoming participantsBPJS. Service is guaranteed for the First level services and advanced stipulated in Presidential Decree No. 19 Year 2016.And the cost of minor health for the poor. Of the average index value JKN outcome of 3:06 categorized as either couldmean that JKN program has considerable benefits for both participants.

Abstract

The Parliament recess activity is a form of participation from the community in the planning process of developmentin the area. Perliament of the South OKU regency implement recess 3 times in one year. The process of recessactivities began with preparations of parliament to determine the place, time and all material to be delivered duringrecess implementations. Preparations of recess participants conducted to determine the aspirations to be deliveredduring recess. The aspiration to be delivered during the recess comes from Musrembangdes, all aspirations has beendelivered during the previous recess and unrealized aspirations, also in village meeting. The first thing that discussedto the implementation of the recess is consulting parliament activities before and after recess. The second things arethe expressions of aspirations by recess participant. Aspirations articulated by recess participants will be identifiedtogether by the recess participants and parliament. The results of this agenda will be used as a report aspirationsrecess and it will be submitted to the regional government. Articulate of aspirations during the discussions of KUA andPPAS will be prepared at fractions meeting by asking the opinions of each member in factions by the discussions of thegeneral statements of fractions. The general statement form fraction used as a reference for members of parliamentsto follow commission and board budget meeting

Abstract

The concept of regional autonomy and the views from the historical Aceh considered appropriate to enforce ShariaLaw kaffah. Qanun No.13 of 2003 about Maisir (Gambling) is one of the five existing Qanun in the implementationIslamic Sharia in Aceh, with the aim of preventing all forms of implementation and support for implementing gambling,to implement Islamic Sharia there are three institutions that run(1) Department of Islamic Sharia, (2) Satpol PP andWH, (3) Syariah Court. Bu tthe reality is still going on various forms of gambling. The above considerations, there viewwas conducted in order to see how the Governance Policy Qanun No.13 of 2003 about Maisir (Gambling) in Gayo LuesRegencyof Aceh province and Relationships between Implementing Agencies. The method used in answering thereview using qualitative descriptive method to obtain aclear description of the public participation, LSM in the implementationof Qanun No.13 of 2003 and the relationship between the executing agency. Therefore, the technique incollecting the data that used is observation technique which is observe the objects condition in the field, interview theperformers who involved in implementing Qanun Nomor 13 in 2013 about Maisir (gambling) in regency of GayoLueswith record it in a document.

Abstract

The problems discussed in this study is the transparency of budget management in the area work unit (SKPD)Bulukumba Lodging at the Department of Education, Youth and Sports Bulukumba, Department of Health, Office ofFinancial Management and the Department of Highways. This study aims to determine the performance oftransparency in the management of local budgets in the regional work units Bulukumba and factors that affect theapplication of transparency. The method used in this penelitiian is the combination of qualitative and quantitativemethods, sample in this study of 60 people with menggunanakan purposive sampling method. There are two typesof data analysis applied in this study, the analysis of qualitative and quantitative analysis. The results showed thatthe transparency of budget management conducted by the Department of Education, Youth and Sports Bulukumbaof several indicators has a value of cumulative index 2:02 by category Less Good, transparency of budgetmanagement conducted by the Office of Financial Management Bulukumba of several indicators has a value ofcumulative index 2. 81 with good category, transparency of budget management is conducted by the Department ofHealth Bulukumba of several indicators has a cumulative index score of 1. 98 with the category of Less Good,transparency of budget management is carried out by the Highways Agency Bulukumba of several indicators has acumulative index score 2:09 with Less Good category.

Abstract

The purpose of  this study was to describe the policy implementation Public Service Agency (BLUD) in RSUD TanjungSelor. This study uses descriptive qualitative research with data collection through the data collection process impirismove from facts to theory building. Results of  research policy implementation BLUD in RSUD Tanjung Selor show thatSPM has not run optimally meets standards and criteria set. BLUD running quite well due to the availability of  medicalfacilities and hospital equipment, adequate human resource quality, health care procedures and treatment costs areaffordable. However, for many services still complained of  patients considered less swift in responding to complaints.A common perception among the leaders of  positive effect on the delivery of  public health services, especially fromthe aspect of  equity, and affordability of  health care. In addition coordination and functional with health agencieshelped smooth implementation of  accountable implementation. The ability of  the police still lacked discipline officers,and less friendly. Comfort aspect of  this facility is an extra burden on the patient. In the sense of  this study indicate thatthe change of  status into BLUDs at RSD Dr. Soemarno Sosroatmodjo Tanjung Selor Bulungan did not show a significantimpact on changes in the quality of service.

Abstract

Kabupaten Gunungkidul merupakan salah satu daerah yang berada dalam wilayah administratif Provinsi Daerah Istimewa Yogyakarta. Dalam hal kemiskinan Kabupaten Gunungkidul merupakan daerah termiskin diantara lima Kabupaten/Kota lainnya. Angka kemiskinan, angka buta huruf, angka perceraian, dan angka putus sekolah yang tinggi, semakin memperkukuh status Kabupaten Gunungkidul sebagai Kabupaten termiskin di DIY.Pengentasan kemiskinan di Kabupaten Gunungkidul pasca reformasi ternyata menunnjukkan hasil yang cenderung statis. Sekalipun dalam hal ini, Pemerintah Pusat, Pemerintah Provinsi DIY, maupun Pemerintah Kabupaten  Gunungkidul sendiri telah melakukan berbagai upaya dalam mengentaskan kemiskinan di Kabupaten Gunungkidul. Secara umum APBD kabupaten Gunungkidul masih sangat bergantung pada sektor pertanian. Angka penduduk miskin masih tinggi, begitu juga dengan angka buta huruf yang masih menempati urutan kelima diantara Kabupaten lain yang berada dalam wilayah administratif Provinsi Daerah Istimewa Yogyakarta.Dalam upaya mengentaskan kemiskinan di Kabupaten Gunungkidul kedepannya, Pemerintah Kabupaten Gunungkidul harus segera membenahi diri dengan cara menyediakan data yang lengkap, serta konsisten dengan program pengentasan kemiskinan yang berkesinambungan dan anggaran yang pro terhadap pengentasan kemiskinan. Kreatifitas dan inovasi dalam membuat kebijakan sangat mutlak dibutuhkan, hal ini dikarenakan Kabupaten Gunungkidul terbilang memiliki potensi alam yang luar biasa.Memaksimalkan lahan yang tersedia, mengelola potensi wisata, serta meningkatkan kualitas sumber daya manusia adalah hal yang paling realistis untuk dilakukan saat ini.Mengingat, bahwa Kabupaten Gunungkidul merupakan Kabupaten terluas di DIY dengan potensi alam yang luar biasa, sudah semestinya masalah kemiskinan di Gunugkidul dapat segera diatasi.

Abstract

In Indonesia, the role of women in the political world is not statistically arguably contributing massively, due to several resistance that must be considered. Women's participation in politics should be balanced with men who are massively dominant in political positions. Because the rights between men and women's rights have the same recognition in state life in Indonesia based on the 1945 Constitution. The Islamic view is to always pay attention to the concepts of justice, wholeness, harmony, the balance of fellow human beings with nature. The purpose of this study is to determine women's participation in politics in Indonesia and to be a reference for women to participate in politics (executive and legislative). This type of research used in this research is qualitative research. The analysis used from this paper is descriptive analyzes. Analyzes were performed using the Nvivo 12 plus software. The results of the study are the lack of women's education on politics, regeneration of political parties, issues of permission from spouses, financial capital, descendants of political figures, patriarchal beliefs and culture that are still thick. This is an obstacle for women in participating in politics.

Abstract

Penelitian ini bertujuan untuk melihat bagaimana pengelolaan keuangan Desa dalam perspektif akuntabilitas di pemerintahan Desa Tanjung, Desa Teniga dan Desa Malaka. Bagaimana pengelolaan keuangan Desa dan apakah tepat sasaran pengelolaan keuangan Desa serta pertanggungjawaban pemerintahan Desa terhadap keuangan Desa. Metode yang digunakan adalah metode kualitatif dengan mendeskripsikan dan eksplorasi hasil dari analisis. Hasil penelitian menunjukan bahwa Desa Tanjung dalam pengelolaan keuangan Desa pada anggara tahun 2017 bisa dikatakan cukup baik dilihat dari hasil pertanggungjawaban dan penilian kecamatan dan BPMDES, Desa Teniga dalam pelaporan pertanggungjawaban anggran tahun 2017 dikatakan baik juga karena menempati posisi ke tiga di tingkat kecamatan tanjung, namun berbeda dengan Desa Malaka yang pengelolaan keuangan terjadi permasalahan dengan mengakibatkan keterlambatan pertanggungjawaban kepada intasnsi yang lebih tinggi, pertanggungjawaban secara administrasi bisa dikatakan baik namun pada tahap pelaksanaan pemerintah Desa masih mendapatkan banyak kritikan oleh masyrakat karena ketidakpuasan terhadap pembangunan infrastruktur yang cepat rusak sehingga menimbulkan banyak pertanyaan dari masyarakat Desa terkait akuntabilitas keuangan Desa.

Abstract

This paper was aimed to measure the integrityof public service at Kutai KartanegaraRegency, East Borneo Province, Indonesia.The public service integrity can be seen frommany perspective such as how the citizenssatisfied with the public services provided bythe government, how the public perception oncombating corruption, and how success thegovernment providing minimum servicestandard to the public at large. This threeforms of public service integrity was the mainfocuses of this research in Kutai Kartanegararegency. The phenomenon of public service inKutai Kartanegara Regency shown out of thetracks and missing to convey the importanceof public service values, characterized byuncertainty of charges, time, and procedures.The research used the quantitative methodsby scoring 3 indexes, which are the CitizenSatisfaction Index, Corruption PerceptionIndex, and Minimum Service Standard Index.This research used Non- probability Samplingmethod, also Judgment Sampling procedure,in the development and compilation of thecitizens satisfaction index. There were 57local government agencies that served as thesamples.
