Abstract

This article aims to examine the education budget policy allocated for inclusive education programs, wherein providing a budget is highlights. In this context, Yogyakarta City government is submit because of its embracement unto inclusive budget post for education. This paper used a qualitative approach with document-analysis method to analyze the inclusive education budgets from 2017 to 2019. The research findings are; first, the budget allocation for inclusive education is considering to be minimal when compared to other program budget posts. In 2017, budget allocation was only 1.02%, in 2018 amounted to 1.05%, and in 2019 1.19% of six programs set out in the educational development program objectives. Second, a critical review of the budget and realization of 2017 to 2019 inclusive education program has found to be not optimal absorbed as desired achievement targets. Even so, the evaluation of budget absorption includes in the high category on performance appraisal. Third, the number of inclusive schools and the percentage of teachers according to qualifications from 2017 to 2019 has been increasing. Fourth, the budget for the education development program in 2017 to 2019 has declined. Nevertheless, more importantly, the budget heading for inclusive management education in 2017 and 2019 has increased. Therefore, this has proven that the Yogyakarta City government has committed to realize inclusive education and deserves to establish as a region that cares about inclusive education.

Abstract

Digital technology has become a certainty in the government development agenda. Currently, the presence of digital government is considered the final point of achievement in e-government development. So far, many digital government development initiatives have been carried out at the local government level. Still, there has not been any research that examines the extent to which digital government development has been carried out at the district/city level using a variable approach to the digital government evolution classification. This research is to fill the void. This research uses secondary data from literature publications of scientific articles related to digital government in the two cities, namely Samarinda City and Balikpapan City. The search for data related to digital government uses the Google Scholar database as a data source. The data search stage is carried out using the Publish or Perish software to classify the resulting publications based on the theme's relevance. Research findings show an increasing research trend and continue to fluctuate every year. The focus of the issues and dominant themes presented have provided new information and understanding regarding how digital governance in the two cities has been implemented so far. Furthermore, the findings of this study also show that, in general, the level of evolution of digital government in both towns in Samarinda City and Balikpapan City has existed in the four available evolutionary stages. Still, some steps are dominant, and others are not dominant.

Abstract

This research aims to determine the optimization of data interoperability for the efficiency of the One Data Employment System by analyzing the implementation of the One Data standard, technical challenges, organizational needs, and the benefits of strategic steps. This research uses a qualitative research approach with in-depth analysis assisted by NVivo 12 Plus Software with various data sources that support the research results, namely Previous studies/literature reviews, news, and websites on the Satu Employment Data portal. The results of the analysis show that the implementation of the One Data standard includes data collection and exchange policies, development of technological infrastructure, adoption of data standards, personnel training, and stakeholder involvement with inter-agency coordination, as well as regular data reporting and validation, are needed to prevent duplication. Technical challenges relate to differences in communication protocols, data formats, and security. The results of the implementation show that with a careful and collaborative approach, these technical challenges can be overcome, as seen from the network revitalization and increased data security at the Ministry of Manpower with the help of BSSN. Organizational needs by carrying out needs analysis, setting standards, developing infrastructure, and managing data quality. Benefit from strategic steps by aligning departments, training, and regular monitoring, as well as scalability and collaboration. One Employment Data organizers produce quality data through the coordination of various work units and one data policy.

Abstract

This study aims to evaluate the Satu Miliar Satu Desa (Samisade) program. The Samisade initiative in Bogor Regency has been funding village infrastructure since 2021 with the goal of fostering regional development in rural areas. This research focuses on the Samisade program, which aims to improve rural economies, reduce poverty, and promote local development. Data was collected through online news and in-depth observations from community members, village heads, sub-district heads, agencies, and the regent of Bogor Regency. The study uses descriptive-qualitative methods and Nvivo 12 Plus tools to analyze the data, ensuring the program's effectiveness and meeting community expectations. The research provides a comprehensive understanding of the program's impact on rural development. According to the study, the Samisade program in Bogor Regency has greatly aided village officials in developing infrastructure, promoting health, education, and growth-oriented programs, and controlling and carrying out accountability. The initiative was funded by an IDR 7.6 trillion budget increase of 10% for 2021, which allowed the program's debut in 2020. Despite obstacles, the Samisade Program in Bogor Regency has been successfully carried out, with its goals, objectives, and techniques being recognized. It has contributed to ongoing infrastructural improvement and economic growth.

Abstract

Indonesia is one of the first nations to formally acknowledging Bangladesh's independence that is in February 1972. However, there is lacking scientific study on both government relations. To solve the Rohingya crisis in Bangladesh from Myanmar. This study analyzes the roles of alliances in government relationships between Bangladesh and Indonesia in the epoch of prime minister Shaikh Hasina and President Joko Widodo, the Rohingya refugee (2017-2020). This qualitative research operates secondary data; Qualitative Descriptive (QD) is a form used in the qualitative study for comprehensive thoughts, expressly regulating the relevant phenomena. The research questions, what kind of challenges Indonesia and Bangladesh friendship faced on the Rohingya issue? How did both nations overcome, and what are the roles in their governmental alliances played? The study found that both countries have effective diplomatic administrative regulations. Indonesian government's efforts in the case of Rohingya are very active compared to other Asian countries. In reply to the Rohingya emigrant crisis and the maintaining of reciprocal settlement with the Bangladesh government in focusing of Indonesia diplomacy, is to find the arrangement of the refugee dilemma by approaching the root elements of the puzzle and intensifying the collaboration in determining the crisis. In short, the Bangladesh government appreciated the efforts of the Indonesian authority by mutual relationships even the friendship is upon the reciprocal agreement. It suggests that both governments should maintain an equal or more friendly bilateral settlement to keep these diplomatic relations effective and fruitful for both nations.

Abstract

Corruption control is a critical component of effective governance, particularly within local governments in Indonesia. This study examines the relationship between good governance indicators and corruption control within the local government of Yogyakarta City, Indonesia, aiming to identify key governance factors that influence anti-corruption efforts. A quantitative research approach was employed, using descriptive statistical methods to analyze data collected from questionnaires distributed to five local government agencies in Yogyakarta City. A total of 98 respondents were selected through purposive sampling. Data analysis was conducted using Structural Equation Modeling (SEM) with Partial Least Squares (PLS) to assess the reliability, validity, and regression performance of the good governance indicators. Reliability was measured using Composite Reliability (CR), with values above 0.70 indicating strong reliability, and validity was assessed based on Outer Loading, with values above 0.70 considered valid. Regression analysis indicated that control of corruption, political stability, and voice and accountability significantly influence corruption control, with p-values of 0.010, 0.009, and 0.029, respectively. However, government effectiveness and the rule of law did not show a significant impact on corruption control, with p-values of 0.381 and 0.799. These findings suggest that specific governance factors, such as political stability and accountability, play a critical role in addressing corruption within local governments in Indonesia. The study introduces a novel approach by employing a quantitative SEM-PLS method to examine good governance indicators in Yogyakarta City. The findings suggest that government effectiveness and the rule of law may not have a significant influence on corruption control, challenging common assumptions in governance research.

Abstract

Penelitian ini berupaya memahami proses dari sistem penganggaran di Indonesia melalui perspektif teori New Institusional dan Spending Review. New Institusional adalah penjelasan yang populer dan tegas untuk menjelaskan tindakan individu dan organisasi. Spending Review adalah metode untuk mengukur kualitas pengeluaran pemerintah dalam struktur Anggaran Pendapatan dan Belanja Aceh (APBA) Provinsi Aceh. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan tinjauan pustaka. Hasil penelitian ini pelaksanaan APBA di Provinsi Aceh pada Tahun Anggaran 2018 telah berjalan dengan baik. Tingginya penyerapan anggaran Dana Desa juga membuktikan bahwa sistem pelaporan sudah praktis dan mampu dipahami aparatur desa di Provinsi Aceh. Hal ini mengindikasikan perbaikan pola penyerapan pada Tahun Anggaran 2018 yang lebih matang dan terencana.

Abstract

Keterbukaan informasi publik menjadi kebutuhan yang tidak terelakan dalammasyarakat digital. Pada tahun 2014 Pemerintah Daerah Istimewa Yogyakarta melaluiBadan Perencanaan Pembangunan Daerah DIY mengeluarkan aplikasi satu datapembangunan yang diberi nama Dataku, yang kemudaian pada tahun 2019 pengelolaanaplikasi ini berada pada Unit Pelakasana Teknis Balai Penelitian, Pengembangan, danStatistik Daerah (BPPSD) Badan Perancanaan Pembangunan Daearah IstimewaYogyakarta. Aplikasi ini bertujuan untuk memudahkan Organisasi Perangkat Daerah(OPD) dalam mencari data- data statistik. Aplikasi yang sudah enam tahun beroprasi initentu dalam tahapan implementasi mengalami transformasi dalam pengelolaaninformasi yang sebelumnya dilakukan secara manual, sekarang melakukan digitalisasidata. Berdasarkan hal tersebut menarik peneliti untuk menjadikan aplikasi Datakusebagai objek dalam pengambilan data dan melibatkan Unit Pelakasana Teknis BalaiPenilitian, Pengembangan, dan Statistik Daerah (BPPSD) Bappeda DIY sebagaipenanggung jawab Aplikasi Dataku. Penelitian ini bertujuan untuk menganalisistransformasi yang ada dengan hadirnya aplikasi Dataku. Penelitian ini menggunakanmetode deskriptif kualitatif yang dalam proses pengumpulan data menggunakan datawawancara dari pihak yang berkaitan dan dokumentasi sebagai sumber data. Hasilpenelitian ini yang dibagi dalam 3 fase yakni fase 1: Pencairan, fase 2: Mengubah, fase 3:pembekuan kembali, mengalami transformasi yang lebih baik dalam setiap fase.Implementasi aplikasi ini dianggap membantu para OPD maupun masyarakat dalammemperoleh data pembangunan. Masih terdapat kekurangan dalam hal kelengkapandata dan kurangnya infrormasi bahwa aplikasi ini bisa digunakan oleh publik, akan tetapiaplikasi ini tetap dapat terus ditingkatkan untuk menjagkau masyarakat yang lebih luas.

Abstract

This study aims to reveal and explain the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year conducted by researchers in 16 high school inclusion schools in DIY. In this study the authors use two major concepts in evaluating this policy, namely: Policy Design and Policy Implementation. The method used in this research is Mix-Method, which combines two qualitative and quantitative research methods, so that more comprehensive, valid, reliable, and objective data are obtained. The results of this study are the policy design obtained a value of 3.12 and was included in the fairly good category, the implementation of the policy obtained a score of 2.77 and was included in the good enough category so that the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year were in the fairly good category.

Abstract

This study aims to determine the research development with the Theme E-Government Development Index (EGDI) from 2003-2023. The method used in this study is qualitative with literature study. This research data source uses the Scopus database to identify research themes related to the EGDI for the 2003-2023 period, with a total of 240 article documents indexed by Scopus. Data analysis in the study used VOSviewer and NVivo 12plus to analyze the data and classify the research theme. The results showed that 2011 became the highest year in published Scopus-indexed articles. China is the country that has the highest contribution to research publications. Aii, Janowksi, Khawula, Khan, and Marthins were the main contributors to contributing publications. Then, the topics of electronic commerce, government data processing, government, e-government, and electronic health food became the highest frequency score for occurrences. The system is the most crucial topic in every research publication under the Theme of EGDI indexed by Scopus from 2003-2023. This research contributes theoretically to measuring e-government development in a country and practical in public service ICT innovation.
