Abstract

E-government is considered a crucial instrument for service transformation as it is believed to assist in achieving the government’s objectives by functioning as a flexible digital service platform for development. Nevertheless, our understanding of its potential impact on governance remains limited, particularly regarding the advancements made in digital-based services for the public sector inside government and the resulting level of public satisfaction. This study examines the crucial significance of e-government in the restructuring of agile governance in Indonesia. Qualitative research methods are employed for this research. Data related to the E-Government Development Index (EGDI) are collected through the United Nations website. After successfully retrieving the data and presenting it in a suitable format, the authors analysed Indonesia’s overall EGDI score and examined individual EGDI indicator levels. The findings show that the Indonesian government has accelerated the implementation of e-government, catalysing the digitalisation of governance and improving efficiency, transparency and public engagement. The report asserts that e-government can revolutionise governance in Indonesia, rendering it more agile and responsive. Nevertheless, a requirement remains to enhance and augment the e-government infrastructure and implement policies that foster digital inclusivity to bolster Indonesia’s governance capabilities. By bolstering e-governance, the government will enhance its efficacy in addressing forthcoming crises and augment citizen participation in policy formulation.

Abstract

Digital transformation is a critical need for modern governments to address the growing demands for fast, transparent, and efficient public services. This study examines the implementation of the SmartASN platform in driving the digital transformation of State Civil Apparatus (ASN) management. Employing a qualitative research approach with a narrative review methodology, the study systematically reviews and synthesizes secondary data collected from 2016 to 2022 on the digital transformation of ASN management. The Agile Governance theory guides the analysis. It focuses on three key aspects: 1) SmartASN Platform Governance, 2) Systematic and Adaptive Approaches in ASN Management, and 3) ASN Management in the Digital Age. The findings demonstrate that the SmartASN platform is instrumental in advancing ASN’s digital transformation, supporting Indonesia’s broader goals of creating a world-class bureaucracy. This is evidenced by Indonesia’s significant improvement in the E-Government Development Index (EGDI), which rose from 116 in 2016 to 77 in 2022. The study contributes to the academic understanding of digital governance by providing actionable recommendations to optimize the SmartASN platform and develop policies that support agile digital transformation. These insights highlight the potential of digital platforms in fostering innovation and enhancing adaptability in the public sector.

Abstract

This study aims to present a history of city branding: hyper-competition, challenges, and opportunities for improvement. The method used in this study used qualitative with a literature study approach. The findings in the study showed that in understanding the place and building city branding, there are at least three processes first through urban governance planning or infrastructure, then observation by looking at other places in the city branding. Finally, branding representation on social media is in the form of websites and tweets through news, while Instagram is through branding images from somewhere and several other media. Furthermore, City branding can be hyper-competition, showing that business competition is increasing. On the other hand, it can be a challenge and an opportunity considering that many cities have reimagined their competitive strategies by maximizing their internal potential, namely existing resources, to take opportunities and anticipate the threats faced. The contribution of this study provides an understanding of measurements in the city branding literature, helps researchers discover new studies, and can interpret the complex nature of cities. Another thing is that closing the gap between theory and practice presents a huge challenge for brands.

Abstract

This study aims to identify and analyze the major problems affecting the Ugandan public sector through the lens of public choice theory. The research addresses the economic, political, social, and technological challenges that force government institutions to seek new ways to improve public sector performance. Despite various reforms initiated over the past 25 years, corruption, inefficiency, and inadequate service delivery remain pervasive issues. Corruption affects resource allocation and hinders development, while inefficiency is linked to a lack of skilled personnel, outdated infrastructure, and bureaucratic red tape. Shortcomings in service delivery, particularly in health and education, contribute to public dissatisfaction.Methodologically, this study employs a qualitative analysis of existing literature and government reports to assess the effectiveness of anti-corruption measures, capacity-building initiatives, technology adoption, and bureaucratic streamlining. The analysis reveals that while efforts to enhance transparency through digital platforms and establish anti-corruption units have been made, the impact of these reforms has been limited. This limitation is attributed to implementation challenges and resistance to the application of private sector techniques in the public sector.The study concludes that sustained progress in the Ugandan public sector requires ongoing commitment, comprehensive institutional reforms, and active community engagement to ensure effective governance and improved service provision.

Abstract

This study employed a bibliometric approach to examine the evolution of e-government research in the context of a smart society in Asia and Europe. E-government is essential for transforming public services; however, it faces obstacles, including the digital divide, data security, and challenges related to citizen engagement. This study used bibliometric analysis of the SCOPUS database to identify research trends, conceptual interrelationships, and thematic developments in e-government and smart society research from 2002 to 2025. The results demonstrated that incorporating smart city principles into e-government has expanded research to encompass governmental openness, civic engagement, and digital innovation. Nonetheless, a substantial disparity persists in the accessibility of digital services, especially for those with limited digital literacy. Moreover, significant disparities in e-government deployment are evident between industrialized and developing nations, shaped by legislation, infrastructural preparedness, and socio-economic conditions. This study offers insights into prospective research avenues and policy recommendations to improve the efficacy of e-government in fostering an inclusive and sustainable smart society.

Abstract

This study critically examines the foundational readiness for digital government transformation by comparing the regulatory and institutional capacities of two major cities in East Kalimantan, Indonesia: Kota Balikpapan and Kota Samarinda. Using a qualitative comparative case study, data were gathered from in-depth document analysis, surveys of eight local government officials, and semi-structured interviews with eight key informants from the Communication and Information Offices. The findings reveal a stark divergence in institutional execution despite similar regulatory frameworks. Kota Balikpapan’s strong technical regulations are hindered by pervasive sectoral ego (reported by all respondents), creating implementation friction. In contrast, Kota Samarinda exhibits a collaborative institutional culture with no inter-agency resistance, driven by its integrative “Smart City Plus” vision and a centralized service platform. The study concludes that mature digital government depends less on regulatory completeness and more on deliberate governance engineering, intentional design of collaborative structures, leadership as integrators, and trust-based operational cultures. This research contributes by asserting that in decentralized contexts, the sociopolitical dynamics of local bureaucracy are the ultimate determinants of success, outweighing technology alone.
