Abstract

National Health Insurance Program is held BPJS Health is an insurance program that helps communities in order toimprove community health status. BPJS Health is a legal entity formed to administer the health insurance program. Thus,this research is very important as the evaluation of health care programs implemented JKN BPJS in Sleman. This studyused mix-method research methods or a combination of qualitative research and quantitative. Thus, the method of datacollection using surveys and interviews, accompanied by direct observation in the field. The research location is in thedistrict of Sleman, precisely at the level of health facilities I. While the process of data analysis in this study begins with thisdata collection, mengkodefikasi the data, calculate the index, interpret the data, categorize data and linking the findings.Based on the results of the study, the authors found that people's judgment JKN Program is organized by the Health BPJSin Sleman district on a service model gets pretty good value, and the quality of service also get pretty good value.Although there are some problems such as the lack of public knowledge at the service model, and problems in the workforce, but queried the whole program is going pretty well

Abstract

The BUMDes of Katon Margo Sembada is one of the BUMDes affected during the covid-19 pandemic. This impact can be seen from the decrease in income by 30%. This happens because so far BUMDES Katon Margo Sembada, still uses conventional methods in marketing. There is no website or social media related to the BUMDES business unit of Katon Margo Sembada, making this BUMDES undeveloped and unknown to many people. In addition, BUMDES Katon Margo Sembada also lacks human resources who can manage BUMDES well through the marketplace and digital marketing. Furthermore, this community service aims to aid BUMDES Katon Margo Sembada based on technology, information, and communication so that the managed business units can be known by the wider community. Through the community empowerment approach, this service is expected to change the existence of the community to be more independent, productive, and prosperous. Based on the results of the initial assessment of the problem, the team has aided in website creation, social media, mentoring and training in media, digital marketing, and marketplace. In addition, the team also initiated by establishing strategic collaboration between BUMDES Katon Margo Sembada and the Government Science Laboratory, University of Muhammadiyah Yogyakarta in the implementation of Information and Communication Technology-Based Management and Assistance.

Abstract

This article investigates the quality of peace in armed conflicts that occurred in the Southeast Asia region. The authors compared the cases of Aceh, where the armed conflict between the Free Aceh Movement or GAM and the government of Republic Indonesia ended peacefully with the Helsinki Memorandum of Understanding, with the conflict in the southern Philippines, where a peace agreement, the Comprehensive Agreement on the Bangsamoro, was successfully achieved between the government of Philippines and the Moro Islamic Liberation Front. This research employed document analysis to analyse the peace settlement documents of both parties and the derivative laws of the agreed settlements, as well as other relevant sources as the secondary data. All documents and sources were processed through the NVivo 12 application. The findings revealed that in both Aceh and Bangsamoro, the quality of peace is far from significant, for not all the terms of the agreements had been realised and there was still mutual suspicion prevailing between the two fighting parties. Therefore, what had been agreed upon in the Aceh and Bangsamoro post-conflict agreements must be accomplished as they should be in order to create a lasting peace, thereby allowing the people to experience a sufficient quality peace together.

Abstract

Public sector modernization has long been on the political agenda of governments around the world. This study aims to provide an overview of the development of scientific research with the theme of public sector digitalization in the last ten years, from 2014 to 2023. The researcher used the qualitative method with a literature approach. The data source was obtained by accessing journals in the Scopus database with high citation counts. The data obtained was then analyzed using VOSviewer. The results showed that 417 journals studied public sector digitalization from 2014 to 2023. It is widely assumed that the United Kingdom and the United States are the most influential countries in digitalization research in the public sector. The results showed a significant difference in research topics between the UK and the US. Even though this study provides information about public sector digitalization, it has its limitations. The main limitation is that the articles only come from the Scopus database, with no other comparative data. Future research should continue to use data from other databases to contribute more comprehensive knowledge.

Abstract

This study aims to determine the Strengthening of Agile Government in implementing Covid-19 Vaccination Policies: Studies in 5 Provinces on the Island of Kalimantan. This research is a qualitative case study designed to analyze the findings with four characteristics of agile government: responsiveness, strategic adaptation, focus on results, and management anticipates future problems. This study shows that the best responsiveness in East Kalimantan Province, the responsiveness of handling the Covid-19 vaccine is considered very agile, the responsiveness level is 25.00%. In contrast, the province that is still under its responsiveness is West Kalimantan Province with its responsiveness. 14,00% rate. Furthermore, the highest strategy adaptation is the Province of South Kalimantan and Central Kalimantan, 22.00%, both of which have the same percentage value. At the same time, the lowest percentage is in North Kalimantan Province, which is 16.00%. In addition to Focus on Results, the highest percentage of achievement results in West Kalimantan Province, which is 31.00%. At the same time, Central Kalimantan, East Kalimantan, and North Kalimantan Provinces have a low achievement rate of 15.00%. Then in the Management of Overcoming Future Problems, the highest percentage is the Province of West Kalimantan, which is 26.00%, and the Provinces of East Kalimantan and Central Kalimantan, which have a low yield of 15.00%. The five provinces have different strategies for dealing with vaccination.

Abstract

This study aims to determine how the communication patterns carried out by the government of Kulon Progo to increase local revenue (PAD). This research uses descriptive qualitative method, how many indicators in this study were analyzed using Nvivo 12 Plus software. Data collection is done through observation, interview, and documentation. This research was conducted in Kulon Progo Regency, Provision of the Special Region of Yogyakarta, involving the Regent, TAPD, BAPPEDA, BKAD, and DPRD. The results of this study show a positive trend in increasing PAD kulon progo from the period 2014-2018. Good communication is carried out by the Kulon Progo government to increase PAD, by conducting internal and external communication. Internal communication between institutions that are leading sectors in the effort to increase PAD, and external communication with the community to form a joint commitment to the success of efforts to increase PAD, and with the private sector through a Memorandum of Understanding (MoU), this is done as a means and supporting infrastructure in efforts to increase PAD.

Abstract

Improving the quality of public services is done through bureaucratic reform through the Ministry of State Empowerment and Bureaucratic Reform (KEMENPANRB) making one of the latest innovations in making excellent service. Public Service Malls are basically the integration of public services from the regions with various public services of the central government, BUMN and private. This research uses descriptive qualitative research method with analysis through Nvivo12 Plus application with crosstab feature and matrix query rate (%). The results of this study are: first, the relative benefits obtained from MPP in Kulon Progo Regency. This society is the most dominant in getting its benefits. Second, the compatibility or adjustment of MPP in Kulon Progo is more in line with the needs and has been planned by DPMPT. Third, the complexity or complexity of MPP innovation in Kulon Progo can be easily accessed by service users. Fourth, triability shows that MPP has really been tested, then each of them starts innovation, in this study the community also conducts a trial that is by accessing the services that are in MPP. Fifth, the observability of producing MPP can be seen by the recipient of this innovation in this case the community, so this is also the most dominant factor of society compared to the others.

Abstract

The study highlights the significance of understanding the impact of digitalization on public services in local government organizations, particularly about coordination strategy and digitalization policy. The rapid advancements in information technology have transformed the delivery and acquisition of public services, necessitating a comprehensive understanding of the factors influencing the efficiency of digital services.  A quantitative approach was used, with Smart-PLS 3.0 analysis involving respondents from South Buton Regency local government organizations. Data collection was conducted through a direct survey in the field. The results showed a strong relationship between coordination, strategy, and digitalization policy, with a significant relationship between these factors and the effectiveness of digital services. However, no significant relationship between digitalization policy and digital service effectiveness was found. The results of this study provide valuable insights into the dynamics of interoperability governance and the nuanced relationships between coordination, strategy, digitization policy, and digital service effectiveness in local government organizations. Despite the significant influence of coordination and strategy, the role of digitalization policy on digital service effectiveness suggests the need for further evaluation or a change in policy approach. Limitations of this study include the small sample size and focus on one geographical area, so caution is needed in generalizing the findings. Nevertheless, this study contributes significantly to understanding the implementation of digitization in public services, with practical implications for policy development and management practices.

Abstract

COVID-19 memunculkan ketidakpastian dan perubahan yang sangat konstan sehingga kebutuhan informasi berupa kebijakan pemerintah menjadi sangat penting untuk disampaikan kepada masyarakat. Dalam makalah ini dideskripsikan mengenai kebijakan pemerintah bidang pariwisata, yaitu: program mitigasi dan pemulihan sektor pariwisata pada masa transisi kenormalan baru dalam rangka percepatan penanganan dampak COVID-19. Kebijakan pemerintah tersebut disampaikan kepada masyarakat melalui akun media sosial official Kemenparekraf, salah satunya adalah akun twitter official @Kemenparekraf. Untuk mengetahui sejauh mana kesesuaian kebijakan yang disusun dan yang disampaikan kepada masyarakat, dilakukan qualitative content analysis (QCA) terhadap akun @Kemenparekraf, menggunakan NVivo12 dengan fitur antara lain the management, word frequency analysis, dan visualisasi data informal. Dari 807 (delapan ratus tujuh) tweet akun @Kemenparekraf yang diposting sejak Juni - Desember 2020, hanya terdapat 3 (tiga) hashtag/kata yang dapat langsung menjelaskan kebijakan yaitu: #banggabuatanindonesia untuk kegiatan Anugerah Bangga Buatan Indonesia (BBI) 2020,#indonesiacare untuk Sertifikasi InDOnesia CARE (I Do Care), dan chse untuk Dukungan CHSE (Cleanliness, Health, Safety, Environment). Penggunaan hashtag/kata dalam tweet masih belum dapat menjelaskan kebijakan secara keseluruhan. Penelitian ini dapat dilanjutkan dengan membandingkan target, output program dan dampaknya kepada pelaku pariwisata dan ekonomi kreatif.

Abstract

The research question is how the district government collaborates through the task force, MCCC and volunteers in handling the COVID-19 pandemic in Sleman Regency. This research aims to describe and analyze the collaboration of the Regency government through the task force, MCCC in handling the COVID-19 pandemic in Sleman Regency; to describe and analyze supporting and inhibiting factors in collaboration between district governments through the task force, MCCC and volunteers in handling the COVID-19 pandemic in Sleman Regency. This type of research is a type of qualitative research with a case study design that will describe and analyze the collaboration of the Regency government through a task force, MCCC and volunteers in handling the COVID-19 pandemic in Sleman Regency. The data collection methods used were interviews and documentation. The data analysis technique used qualitative data analysis. The results of this study can be concluded that the government and Muhammadiyah as private parties have established relationships and resulted in collaboration. The existence of the COVID-19 pandemic has made the government form a special team to deal with the pandemic, namely the task force, the COVID 19 program created by the Task Force to coordinate with the central government and private elements. For the government, MCCC is a partner in capturing aspirations, while for MCCC the government is a means of realizing aspirations in a broader context.
