Abstract

Title: Application of Benefit Transfer In Coastal Mangrove Ecosystem Management of Pacitan Regency Based on Circular EconomyMangrove ecosystems have great ecological and socio-economic benefits. The management of mangrove forests on the coast of Pacitan Regency has not been going well because the community has not realized the substantial benefit of a mangrove forest. This study aims to measure and expose the benefits of the option value based on a biodiversity value of the mangrove ecosystem in the coastal area of Pacitan Regency. The biodiversity value as a reference in preserving the coastal mangrove ecosystem of Pacitan Regency is calculated based on the circular economy. The research was conducted in May– June 2021 using a descriptive analysis approach. Data were collected from secondary data related to the research. The method used to see the option value is the benefit transfer method by assessing the estimated benefits from other places, then transferred to obtain the option value of benefits from the environment. The results showed that the value of the selected economic option of mangrove forests was assessed based on biodiversity in Sidomulyo Village, Ngadirojo District, and Pacitan Bay, Sidoharjo Village, Pacitan District with an area of 7 ha of mangoves amounted to Rp1,018,470.00/ha/year. The economic value of the option value in the coastal mangrove ecosystem of Pacitan Regency needs to be maintained through integrated management system with applications to monitor objects in the mangrove forest and monitor the relationship between the government and the community as mangrove ecosystem managers. Waste management activities need to be developed as well through the application of 3R (reduce, reuse, and recycle). The circular economy concept is used so that the value of the option benefits does not decrease and can increase the socio-economic and ecological benefits so that the welfare of the coastal community of Pacitan Regency increases.

Abstract

The sanitary conditions in densely populated settlements such as in Yogyakarta are quite heterogeneous, in terms of both quality and quantity. The parameters in the healthy home assessment include components of the house, sanitation and behaviour. The economic valuation method is one of the ways used to provide a quantitative value of the goods and services produced by natural resources and the environment. The purpose of the study is to determine the valuation of the Contingent Valuation Method (CVM) value. CVM method is one of direct economy assessment methods through Willingness to Pay (WTP) question. This study aims to determine the economic conditions in the settlements in the city of Yogyakarta. This type of research is an observational retrospective design. Samples were 597 families living in the city of Yogyakarta taken by using multi-stage random sampling. Economic valuation data covered income, willingness and ability to pay taps, waste management and effluent treatment from households, were obtained using a questionnaire. The results of this study on the economic valuation of votes obtained WTP of taps water (PDAM) was in the range of 2,500 – 4,000 IDR / 10m3 / month with ATP for 7,585 IDR / 10m3 / month, WTP for garbage levy was in the range of 2,000 - 4,000 IDR/ month with ATP for 13,594 IDR / month, while WTP for wastewater management was in the range of 3,000 IDR/ month with ATP 2,870 IDR/ month. A total of 48.41% survey respondents have an income of less than 1,500,000 IDR per month so that the economic condition of Yogyakarta is in a low category.

Abstract

(Excise on Tobacco Products (CHT) as the largest contributor to the Indonesian economy when compared to other excisable goods reaches 96% so it is considered quite effective to improve the country's economy. CHT has increased every year with the aim of controlling the negative impact of cigarette consumption and relaxing the success of the High Risk Excise Control (PBHT) in eradicating illegal cigarettes. This study aims to analyze the impact of the CHT increase on sectoral output and Gross Domestic Product. The method of analysis in this study is Input-Output using the 2010 IO table (updated in 2019). The classification of the Input Output table is 185 sectors and aggregated into 21 sectors. The analysis in this study is multiplier analysis, distribution and linkage. The result is that the increase in CHT on the tobacco product processing industry has no impact on the national economy as a whole, so it is better for the CHT increase regulation to remain in effect. The government must supervise related parties in the production of the cigarette industry so that fraud does not occur if the CHT increase is still in effect.

Abstract

In Indonesia, waste has become a national issue due to the old view that waste management is only collected, transferred, and disposed of in landfills. Several big cities in Indonesia also face the same problem. The open dumping of waste at the landfill in TPA Terjun Medan Marelan has resulted in negative environmental externalities that continue to get worse for the people living in the vicinity. The external costs of TPA Terjun Medan Marelan will be studied in this study. Residents living around the TPA are the research subjects. In this study, replacement costs and the cost of illness will be determined as a logical tool for calculating the total cost of externalities. Externality costs at the TPA Terjun Medan Marelan are calculated using benefit transfers. Given the difficulties and high costs associated with valuing actual costs, the benefit transfer method was developed as an alternative method for assessing externalities using scores from studies of similar circumstances or characteristics conducted elsewhere. This study focuses on estimating the costs of externalities related to the feasibility of a waste power plant (PLTSa) project using the benefit transfer method from the PLTSa project at TPA Benowo Surabaya, which is then applied to the PLTSa project plan at TPA Terjun Medan Marelan. The study found that the existence of the TPA Benowo Surabaya has a negative impact not only on the environment of the residents but also on its social and economic aspects. Then the researchers also found that there was also a negative impact from PLTSa in TPA Terjun Medan Marelan
