Abstract

To enhance the pedagogical skills of elementary school (SD) teachers in Dairi Regency, this study aims to evaluate the characteristics, feasibility, and effectiveness of the CarLOS-based training management model. Conducted from June 2023 to February 2024, the research involved 100 teachers and two model trials, utilizing the ADDIE framework—analysis, design, development, implementation, and evaluation. All research instruments were validated and tested for reliability through expert review and user trials. Key features of the CarLOS model include active participant engagement in collaborative design, adaptive flexibility to accommodate changes, collaborative learning that promotes cooperation and knowledge sharing, integration of technology-enhanced collaborative learning, a theoretical foundation combining inductive training and collaborative learning models, and inclusive participation to ensure broad involvement. Experts rated the model with an average score of 94%, while user trials yielded an 88.25% feasibility rating. Significant improvements in pedagogical competence were demonstrated by N-Gain scores of 76.08% in limited trials and 77.87% in extensive trials, supported by paired sample t-test results. With an overall user evaluation score of 94.49%, the findings confirm that the CarLOS model is highly effective in enhancing the pedagogical competencies of SD teachers in Dairi Regency. Beyond improving teaching skills, the model also strengthens the overall teaching methodology in primary education.

Abstract

Penelitian ini bertujun untuk mengetahui bagaimana persepsi masyarakat terhadap kualitas pelayanan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi (Studi Pembuatan E-KTP dan KK). Metode yang digunakan dalam penelitian ini deskriptif kualitatif adapun jumlah informan sebanyak 11 orang. Penelitian ini menggunakan teknik analisis data yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa, kualitas pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi dilihat dari dimensi tangible (bukti fisik) belum memenuhi kualitas pelayanan dengan baik, dimensi Reliability (Kehandalan) pegawai sudah menjalankan dengan tepat waktu sesuai ketentuan yang berlaku dan memiliki standar prosedur dalam menjalankan fungsi sebagai pelayanan kepada masyarakat agar berjalan dengan terstruktur, dimensi Responsiveness (Ketanggapan) bahwa pegawai sudah menunjukkan sikap tanggap kepada masyarakat petugas akan merespon dengan baik dan cepat, dimensi Assurance (Jaminan) bahwa jaminan kepastian waktu pelayanan dan jaminan biaya pelayanan baik tetapi belum memberikan kepuasan kepada masyarakat sebagai pengguna layanan, dimensi terakhir yaitu Emphaty (Empati) dalam memberikan pelayanan juga berperilaku kurang adil dan masih pandang bulu (diskriminatif). Sesuai dengan penelitian yang telah dilakukan, petugas pelayanan di Kantor Administrasi Kependudukan dan Pencatatan Sipil Kabupaten Dairi masih ada membeda-bedakan masyarakat yang melakukan pelayanan.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses implementasi kebijakan bantuan sosial tunai dan mengidentifikasi faktor-faktor penghambat dalam implementasi kebijakan bantuan sosial tunai serta menganalisis dampak bantuan sosial tunai terhadap kesejahteraan masyarakat penerima di Kelurahan Sidorame. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Pemilihan metode kualitatif didasari oleh keinginan peneliti untuk mengeksplorasi fenomena yang tidak dapat diukur semata-mata dengan angka, yaitu proses implementasi kebijakan dan persepsi kesejahteraan. Informan Kunci yaitu Lurah atau Sekretaris Lurah Sidorame, Informan Utama: Kepala Seksi Kesejahteraan Masyarakat (Kasi Kesra) dan para Kepala Lingkungan (Kepling) dan Informan Pendukung: Masyarakat penerima manfaat BST di Kelurahan Sidorame. Analisis data menggunakan model Miles yaitu: Reduksi Data, Penyajian Data dan pengambilan keputusan. Hasil penelitian menunjukkan bahwa pelaksanaan PKH di Kelurahan Sidorame Barat I dengan tingkat keberhasilan yang signifikan pada indikator Komunikasi dan Disposisi. Informasi mengenai hak dan kewajiban KPM tersampaikan dengan baik melalui pendamping PKH, sehingga 248 KK penerima manfaat memiliki komitmen yang kuat untuk mematuhi syarat bantuan. Hal ini dibuktikan dengan konsistensi informan dalam mengalokasikan dana sesuai dengan komponen bantuan yang mereka terima, adanya kategorisasi pemanfaatan dana yang sangat strategis bagi keberlangsungan hidup rumah tangga dan kriteria evaluasi William N. Dunn, program PKH telah memenuhi standar efektivitas dan ketepatan. Namun, dari sisi kecukupan, bantuan ini masih bersifat bantuan stimulus dan belum sepenuhnya mampu menjadi solusi tunggal untuk membawa masyarakat keluar dari kemiskinan secara permanen tanpa didampingi oleh program pemberdayaan ekonomi lainnya.

Abstract

Objektif. Kasus kematian ibu dan bayi di Kota Medan setiap tahunnya mengalami lonjakan yang cukup tinggi, sehingga permasalahan ini masih menjadi perkerjaan rumah bagi Dinas Kesehatan di Kota Medan. Melihat data dari laporan kinerja Dinas Kesehatan pada tahun 2020 angka kematian ibu di Kota Medan mencapai 12 kasus, dengan kematian bayi 15 kasus. Sedangkan, pada tahun 2021 angka kematian ibu di Kota Medan meningkat hingga mencapai 18 kasus, dan kasus kematian bayi sebanyak 48 kasus. Angka ini cukup tinggi mengingat Kota Medan merupakan Ibukota Sumatera Utara yang seharusnnya memiliki angka harapan hidup yang tinggi bagi masyarakat terkhusus ibu dan bayi. Penelitian ini bertujuan untuk mengetahui mengapa kinerja dinas kesehatan kota medan belum efektiv dalam menanggulangi angka kematian ibu dan bayi serta apa yang menjadi faktor penghambat dinas kesehatan dalam menangani masalah tersebut. Metode Riset. Metode yang akan digunakan peneliti dalam penelitian ini adalah metode penelitian kualitatif. Dimana penelitian kualitatif adalah prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang dapat diamati. Hasil. Berdasarkan hasil penelitian, Kinerja dinas kesehatan Kota Medan masih belum efektiv dikarenakan ada beberapa faktor yang menjadi penghambat Dinas Kesehatan Kota Medan dalam menekan angka kematian ibu dan bayi di Kota Medan. masih kurangnya kemampuan serta motivasi kerja yang dimilki pegawai kesehatan sangat berpengaruh terhadap pelayanan yang diberikan kepada masyarakat. Kesimpulan. Berdasarkan penjelasan sebelumnya, dapat disimpulkan faktor penyebab angka kematian ibu dan bayi meningkat dikarenakan ketersediaan sarana dan prasarana yang belum tercukupi dan masih adanya pelayanan yang kurang maksimal sehingga masih harus diperlukannya peningkatan kualitas pelayanan. Tidak hanya itu, faktor non medis juga mempengaruhi angka kematian ibu seperti faktor ekonomi, dan pendidikan. dinas kesehatan kota medan selalu berusaha untuk meningkatkan kualitas kerja dengan cara melakukan pegawasan serta evaluasi kinerja tenaga kesehatan. Efektivitas kinerja Dinas Kesehatan Kota Medan dalam menurunkan angka kematian ibu di Kota Medan sudah sesuai dengan prosedur meskipun dalam praktiknya belum maksimal.

Abstract

This research examines the Evaluation of the Family Hope Program (PKH) in Lau Pak-pak Village, Tigalingga District. The main focus of this study is the implementation of the Family Hope Program (PKH). The village government conducted group meetings and surveys of the community members who receive PKH assistance. Using a qualitative descriptive method, the results of the study show that the progress of the Evaluation of the Family Hope Program (PKH) in Lau Pak-pak Village, Tigalingga District, is considered fairly good. The implementation has been carried out properly in accordance with the procedures and mechanisms stipulated in the PKH regulations. This can be seen from the fulfillment of the elements contained in the evaluation theory according to William N. Dunn (2000: 608–610), which include: (1)Effectiveness, (2)Adequacy, (3) Equity, (4) Responsiveness, (5) Appropriateness. Based on these findings, the researcher provides several recommendations, namely: (1) In the future, an early survey should be conducted to identify eligible PKH beneficiaries.(2) Increasing the number of PKH facilitators or assistants. (3) Prioritizing the use of PKH funds for education and health purposes.

Abstract

This study is motivated by the condition of the Tanjung Pinggir Final Disposal Site (TPA) in Kota Pematangsiantar, which has experienced overcapacity and still applies an open dumping system, resulting in air, water, and soil pollution as well as public health disturbances. The research aims to analyze the implementation of strategies carried out by the Dinas Lingkungan Hidup Kota Pematangsiantar in addressing environmental pollution impacts. The study is grounded in the implementation theory of Van Meter and Van Horn, environmental management strategy theory, environmental pollution theory, and regional autonomy theory. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and documentation. Informants included the Head of the Environmental Agency, landfill field officers, and local community representatives. The findings indicate that technical, operational, educational, and collaborative strategies have been implemented, including waste compaction, leachate control, environmental monitoring, and 3R socialization. However, the implementation remains suboptimal due to budget limitations, inadequate facilities, landfill capacity constraints, and low community participation. It is concluded that although the strategies have been implemented, their effectiveness requires further strengthening through improved resources and more sustainable waste management systems.

Abstract

This study aims to determine the strategies used by frontliners in handling public complaints and how these strategies contribute to improving the quality of public services at the Medan Timur District Office. Quality public service is an important indicator in the implementation of government administration, especially at the district level which directly interacts with the community. In the administrative service process, public complaints often arise due to a lack of understanding of service procedures, delays in document processing, and limitations in service facilities. Therefore, the role of frontliners as officers who directly interact with the community becomes very important in handling these complaints. This research uses a qualitative research method with a case study approach. Data collection techniques were carried out through interviews, observations, and documentation involving informants consisting of frontliner officers and members of the public who received services at the Medan Timur District Office. Data analysis was conducted using the Miles and Huberman interactive analysis model which includes data reduction, data display, and conclusion drawing. The results of the study show that the strategies used by frontliners in handling public complaints include receiving and listening to complaints directly, providing explanations regarding service procedures, checking the completeness of required documents, and coordinating with supervisors when problems cannot be resolved directly. These strategies help the public better understand the service procedures and create good communication between service officers and the community. Therefore, the complaint handling strategies implemented by frontliners play an important role in improving the quality of public services at the Medan Timur District Office.

Abstract

The development of information technology encourages governments to transform public services through the implementation of digital-based services as an effort to realize good governance. The digitalization of public services at the sub-district level is expected to enhance transparency, accountability, and provide wider opportunities for public participation. However, the utilization of digital-based public services in Medan Timur Sub-district has not been fully optimal, as some members of the community still prefer face-to-face services rather than using the digital platforms that have been provided. This study aims to analyze the forms of community participation in utilizing digital-based public services in Medan Timur Sub-district and to identify the supporting and inhibiting factors of such participation in realizing good governance. This research employs a qualitative method with a descriptive approach. Data were collected through interviews with key informants, main informants, and additional informants, supported by documentation studies. The data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing based on the Miles and Huberman model. The results of the study indicate that community participation in digital-based public services in Medan Timur Sub-district is still at a consultative level, which is reflected through the utilization of services such as complaint platforms, access to administrative information, and the Digital Population Identity (IKD) service. Digital services have also supported transparency through information openness and strengthened accountability through digital recording systems and documented complaint mechanisms. The supporting factors of community participation include the availability of digital platforms, the responsiveness of government officials, and documented service systems. Meanwhile, the inhibiting factors include low levels of digital literacy among some members of the community, limited access to devices and internet connectivity, and the community’s preference for direct face-to-face services.

Abstract

The issue of slum settlements remains one of the environmental problems in urban areas, including in Belawan Bahagia Subdistrict, Medan Belawan District. The government is attempting to address this problem through various development programs. This study analyzes the implementation of the Village Fund program in tackling slum settlements in Belawan Bahagia Subdistrict using George C. Edwards III's theory. The method used is qualitative through interviews, observation, and documentation. The research results show that the program implementation has gone quite well but is not yet optimal. Community communication and participation are still low, resources are limited, while the disposition of officials and the bureaucratic structure have functioned well. The program contributes to environmental improvement but still requires optimization.

Abstract

Penelitian ini bertujuan untuk menganalisis bentuk dan tingkat partisipasi masyarakat serta efektivitas upaya pemerintah dalam mengatasi pendangkalan saluran drainase di Kelurahan Besar, Kecamatan Medan Labuhan, Kota Medan. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pendangkalan drainase disebabkan oleh perilaku masyarakat dan faktor alam seperti sedimentasi. Upaya pemerintah meliputi pembentukan tim pengorekan, gotong royong rutin, dan koordinasi lintas pihak. Partisipasi masyarakat tergolong cukup baik, namun belum konsisten dan cenderung meningkat saat terjadi dampak langsung seperti banjir. Disimpulkan bahwa efektivitas penanganan sangat bergantung pada kesadaran dan konsistensi partisipasi masyarakat. Oleh karena itu, diperlukan peningkatan edukasi lingkungan dan kerja sama berkelanjutan antara pemerintah dan masyarakat.
