Abstract

This study analyzes the capacity of the Satuan Polisi Pamong Praja (Satpol PP) and Pemadam kebakaran (Damkar) of Sukabumi City in enforcing regulations Pedagang Kaki Lima (PKL) trading in prohibited areas, as stipulated in Sukabumi City Regional Regulation No. 10 of 2013, Pasal 21. Employing a qualitative descriptive approach, data were gathered through interviews with officials (Cikole, Diskumindag), PKL, residents of R. Syamsudin SH Street, observations, and documentation. Policy capacity was measured using five dimensions from Horton et al. (2003): human resources, infrastructure-technology-financial resources, strategic leadership, program management and implementation processes, and collaboration networks. Findings reveal limitations in human resources (personnel shortages, multifunctional rotations, short operational hours); outdated infrastructure (aging vehicles, limited CCTV, reliance on e-lapor); adaptive strategic leadership via daily briefings and school socialization despite flexible relocations; phased management (persuasion, tiered warnings, UMKM coaching); and inter-agency networks (with Dishub, Police, sub-districts) requiring enhanced joint sweeps in high-risk zones like Ahmad Yani and seven prohibited streets. Key challenges include vendor resistance (high relocation costs), banner damage, budget constraints, and low e-lapor awareness. Recommendations emphasize training enhancements, infrastructure renewal, consistent evaluation cycles, monthly meetings, and digital socialization for sustainable enforcement.

Abstract

This study investigates the implementation of the Social Welfare Implementation Policy on the handling of vagrants and beggars in Sukabumi City by referring to the six perspectives of successful policy implementation according to Van Metter and Van Horn which include Policy Standards and Objectives, Utilization of Resources, Communication between Organizations that play a role, Characteristics of Implementing Agents, Attitudes of Implementers, Economic, Social and Political Environment in creating success. The method used was a qualitative study by conducting interviews with 3 informants from the Sukabumi City Social Service and then the results of the interviews were written descriptively in the form of words in accordance with the problems studied and the situation that was happening. The results showed that the implementation of this policy was considered quite good. Policy standards and objectives were followed in accordance with the Minimum Service Standards (MSS), while resource utilization, especially funding sources, still required more attention. Inter-organizational communication, characteristics of the implementing agents, and attitudes of the implementers are considered positive, with maximum support from the economic and social environment of the community. Nonetheless, communication complexity and some constraints, such as multiple commitments and program complexity, became barriers to implementation. The conclusion states that a supportive external environment can contribute greatly to successful implementation.

Abstract

This study analyses the institutional design in the governance of slum-settlement management in Sukabumi City, a strategic issue which, despite showing progress, continues to advance slowly in comparison with the scale of the problem. The designated slum area of 260.53 hectares in 2021 was successfully reduced to 162.78 hectares in 2024; however, the rate of reduction remains uneven and has not reflected the ideal acceleration. This study employs a qualitative method with a descriptive approach to examine how rules, actors, interaction patterns, and institutional performance influence the effectiveness of handling efforts. The findings indicate that the slow progress is not caused by a lack of programmes, but by weaknesses in institutional design that result in suboptimal coordination among local government units. The prevailing rules do not possess strong binding power due to the absence of comprehensive local regulations, whilst the dominance of the physical sector causes cross-sectoral programmes to be misaligned with needs in the field. Interactions among actors tend to strengthen only when integrated programmes are present, and weaken again once the programmes conclude, thereby undermining the sustainability of handling efforts. Supporting factors such as experience from national programmes, cross-sectoral coordination, and initiatives from urban villages and the community have not been sufficient to overcome major obstacles including limited land availability, low economic capacity of residents, weak participation, and the suboptimal role of the private sector. This study asserts that accelerating slum management depends greatly on strengthening institutional design so that cross-sectoral collaboration can operate consistently and sustainably.
