Abstract

The use of digital technology in the modern era provides significant opportunities for strengthening local democracy, including in the context of Regional Head Elections. This study aims to analyze the role of social organizations in strengthening local democracy in Enrekang Regency in the 2024 Pilkada. This study uses a qualitative approach with a case study design, involving 10 key informants consisting of representatives of social organizations, community leaders, and digital media managers who are active in the Pilkada process. Data were collected through in-depth interviews, participant observation, and document analysis. The results of the study indicate that social organizations are able to increase public political awareness, expand access to information through digital media, and facilitate inclusive political discussions. However, challenges such as the digital divide and the spread of misinformation are significant obstacles in this process. This study concludes that collaboration between local governments, social organizations, and the community is crucial to maximize the potential of digital technology in creating inclusive, transparent, and sustainable political participation. The findings of this study provide a practical contribution to strengthening technology-based democracy at the local level and offer a novelty in a collaborative model for strengthening digital-based local democracy

Abstract

In the era of globalisation, the Indonesian government has promoted digital transformation through the Electronic-Based Government System (SPBE), as outlined in Presidential Regulation No. 95 of 2018. This study aims to evaluate the implementation of SPBE in Sukabumi Regency using a qualitative case study method. The evaluation is conducted using the maturity level model based on the Ministry of PAN-RB Regulation No. 59 of 2020, which includes four key domains: internal SPBE policies, SPBE governance, SPBE management, and SPBE services. The results of this study show a notable improvement in the SPBE index of Sukabumi Regency, which increased from 1.56 in 2021 to 3.08 in 2023. This indicates substantial progress in the local government's efforts to implement digital governance. The evaluation highlights various strengths and weaknesses in each of the four domains, showing which aspects have improved and which still require development. Furthermore, this study incorporates feedback from multiple stakeholders, including local government officials, SPBE managers, and service users, to gain a more comprehensive understanding of the implementation process. These insights are used to formulate recommendations aimed at enhancing the effectiveness, efficiency, and quality of public services through SPBE. The findings are expected to support Sukabumi Regency in achieving a higher SPBE index rating and contribute to broader national e-government goals.

Abstract

This study analyzes the capacity of the Satuan Polisi Pamong Praja (Satpol PP) and Pemadam kebakaran (Damkar) of Sukabumi City in enforcing regulations Pedagang Kaki Lima (PKL) trading in prohibited areas, as stipulated in Sukabumi City Regional Regulation No. 10 of 2013, Pasal 21. Employing a qualitative descriptive approach, data were gathered through interviews with officials (Cikole, Diskumindag), PKL, residents of R. Syamsudin SH Street, observations, and documentation. Policy capacity was measured using five dimensions from Horton et al. (2003): human resources, infrastructure-technology-financial resources, strategic leadership, program management and implementation processes, and collaboration networks. Findings reveal limitations in human resources (personnel shortages, multifunctional rotations, short operational hours); outdated infrastructure (aging vehicles, limited CCTV, reliance on e-lapor); adaptive strategic leadership via daily briefings and school socialization despite flexible relocations; phased management (persuasion, tiered warnings, UMKM coaching); and inter-agency networks (with Dishub, Police, sub-districts) requiring enhanced joint sweeps in high-risk zones like Ahmad Yani and seven prohibited streets. Key challenges include vendor resistance (high relocation costs), banner damage, budget constraints, and low e-lapor awareness. Recommendations emphasize training enhancements, infrastructure renewal, consistent evaluation cycles, monthly meetings, and digital socialization for sustainable enforcement.

Abstract

This study investigates the implementation of the Social Welfare Implementation Policy on the handling of vagrants and beggars in Sukabumi City by referring to the six perspectives of successful policy implementation according to Van Metter and Van Horn which include Policy Standards and Objectives, Utilization of Resources, Communication between Organizations that play a role, Characteristics of Implementing Agents, Attitudes of Implementers, Economic, Social and Political Environment in creating success. The method used was a qualitative study by conducting interviews with 3 informants from the Sukabumi City Social Service and then the results of the interviews were written descriptively in the form of words in accordance with the problems studied and the situation that was happening. The results showed that the implementation of this policy was considered quite good. Policy standards and objectives were followed in accordance with the Minimum Service Standards (MSS), while resource utilization, especially funding sources, still required more attention. Inter-organizational communication, characteristics of the implementing agents, and attitudes of the implementers are considered positive, with maximum support from the economic and social environment of the community. Nonetheless, communication complexity and some constraints, such as multiple commitments and program complexity, became barriers to implementation. The conclusion states that a supportive external environment can contribute greatly to successful implementation.

Abstract

This study analyses the institutional design in the governance of slum-settlement management in Sukabumi City, a strategic issue which, despite showing progress, continues to advance slowly in comparison with the scale of the problem. The designated slum area of 260.53 hectares in 2021 was successfully reduced to 162.78 hectares in 2024; however, the rate of reduction remains uneven and has not reflected the ideal acceleration. This study employs a qualitative method with a descriptive approach to examine how rules, actors, interaction patterns, and institutional performance influence the effectiveness of handling efforts. The findings indicate that the slow progress is not caused by a lack of programmes, but by weaknesses in institutional design that result in suboptimal coordination among local government units. The prevailing rules do not possess strong binding power due to the absence of comprehensive local regulations, whilst the dominance of the physical sector causes cross-sectoral programmes to be misaligned with needs in the field. Interactions among actors tend to strengthen only when integrated programmes are present, and weaken again once the programmes conclude, thereby undermining the sustainability of handling efforts. Supporting factors such as experience from national programmes, cross-sectoral coordination, and initiatives from urban villages and the community have not been sufficient to overcome major obstacles including limited land availability, low economic capacity of residents, weak participation, and the suboptimal role of the private sector. This study asserts that accelerating slum management depends greatly on strengthening institutional design so that cross-sectoral collaboration can operate consistently and sustainably.

Abstract

One effort to empower a woman with a special to woman head family is the PEKKA program. The PEKKA program began with many activity themes, including microfinance institutions, micro, small businesses, and strengthening the law for justice, lifelong education, the right to strengthen a political position, and the right to public health. In implementing family development policies by implementing efforts to eradicate poverty, especially for women heads of families, empowerment of women is carried out, one of which is the holding of a program for women heads of families or commonly called PEKKA. The purpose of this study was to determine how far the effectiveness of the Women Heads of Family Program in Sukabumi City has been. There are 4 dimensions in the theory used, namely the accuracy of program targets, program socialization, achievement of program goals, and program monitoring. the method used in this study is a qualitative method using a descriptive approach. With interview data collection techniques, observation and documentation. The results showed that the effectiveness of the women-headed household empowerment program was not yet effective because it had not yet maximally achieved the success objectives of the female-headed household empowerment program (PEKKA), it was still not optimal in achieving program targets, and the socialization carried out to the wider community was not evenly distributed. Lack of improvement in the behavior of both knowledge and ability in-group members.

Abstract

This study focuses on evaluating the city program policy without slums (kotaku) in Sukabumi City. In evaluation theory there are indicators to regulate the course of the program or program implementation in a good and comprehensive manner by producing programs for reducing slums in cities without slums in the city of Sukabumi. The results of the study show six indicators, namely effectiveness, efficiency, adequacy, responsiveness, and accuracy in solving the problems of the city program without slums in Sukabumi City. In implementing the city program without slums in Sukabumi City, this program policy has not been fully realized 100% considering that the overall progress of implementing activities in Sukabumi City still has slum areas remaining. Economic, social and political environmental conditions have a significant effect on the performance of the KOTAKU program. High participation can increase the effectiveness of program implementation and support strong public policy sustainability related to the KOTAKU program which is the most important factor in program implementation so that it can produce significant changes.

Abstract

Penelitian ini bertujuan untuk menganalisis kapasitas Balai Latihan Kerja (BLK) Kabupaten Sukabumi dalam upaya menurunkan tingkat pengangguran di Kabupaten Sukabumi. Tingginya tingkat pengangguran terbuka, khususnya pada kelompok usia produktif dan lulusan SMA/SMK menunjukkan masih adanya kesenjangan antara kompetensi tenaga kerja dengan kebutuhan pasar kerja. Fokus penelitian mencakup lima aspek kapasitas organisasi, yaitu sumber daya manusia, infrastruktur dan sumber daya keuangan, kepemimpinan strategis, manajemen program dan proses serta jejaring kerja sama. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi dengan informan yang terdiri atas Kepala UPTD BLK, Kepala Sub Bagian Tata Usaha serta instruktur pelatihan. Hasil penelitian menunjukkan bahwa kapasitas BLK Kabupaten Sukabumi telah berjalan cukup baik dalam mendukung peningkatan kompetensi tenaga kerja melalui berbagai program pelatihan berbasis kebutuhan pasar kerja. Dukungan kepemimpinan strategis, kerja sama dengan dunia usaha dan industri serta penyelenggaraan pelatihan yang beragam. Namun, penelitian ini juga menemukan beberapa kendala, seperti keterbatasan jumlah peserta pelatihan dibandingkan jumlah pencari kerja, belum optimalnya sistem monitoring alumni, dan keterbatasan informasi terkait kompetensi instruktur. Kapasitas BLK memiliki kontribusi dalam mendukung upaya penurunan pengangguran meskipun masih diperlukan penguatan pada aspek manajemen pascapelatihan, pengembangan sumber daya manusia, dan perluasan jejaring kerja sama agar pelaksanaan program pelatihan lebih efektif dan berkelanjutan.

Abstract

This study aims to analyze the effectiveness of the Supplementary Feeding Program (PMT) for undernourished toddlers at the Karangtengah Public Health Center, Sukabumi City, for the 2025–2026 period. Utilizing a descriptive-inductive qualitative method combined with the effectiveness theory of Mutiarin and Zaenudin (2014), data were gathered through in-depth interviews with four key informants, field observations, and documentation. The results demonstrate a duality in program effectiveness. Operationally, the program was effective, as evidenced by smooth door-to-door distribution, high parental satisfaction, and a physical recovery rate of approximately 80% among the reached toddlers, measured by anthropometric indicators of weight gain and improved nutritional status. However, in terms of macro-effectiveness, the program was not fully optimal due to limited program coverage, which stagnated at 36.78% by the end of 2025 due to delayed budget realization, alongside clinical barriers such as comorbidities (Tuberculosis and congenital heart disease) in toddlers. The study concludes that while the program succeeded in distribution execution and direct recovery of the reached targets, it requires broader program coverage and integrated medical intervention in the upcoming period to achieve comprehensive macro-effectiveness.

Abstract

This study aims to analyze the implementation of the Government Internal Control System (SPIP) supervision by the Inspectorate of Sukabumi Regency and identify the factors influencing its implementation. The study was motivated by the persistence of irregularities in regional financial and asset management, the limited number of auditors, and the SPIP maturity level of Sukabumi Regency, which remains at Level 3. A descriptive qualitative method was employed, with data collected through observation, interviews, and documentation. Data were analyzed using the Miles and Huberman model, while the policy implementation analysis was based on the framework of Van Meter and Van Horn, which includes policy standards and objectives, resources, characteristics of implementing agencies, interorganizational communication, environmental conditions, and implementers’ disposition. The findings indicate that SPIP supervision has been implemented in accordance with existing regulations; however, it has not yet been fully optimized due to limited human resources, extensive supervisory coverage, and a high auditor workload. Therefore, strengthening APIP capacity, improving coordination, and increasing resource support are necessary to enhance supervisory effectiveness and promote accountable and transparent governance.Penelitian ini bertujuan untuk menganalisis implementasi pengawasan Sistem Pengendalian Intern Pemerintah (SPIP) oleh Inspektorat Kabupaten Sukabumi serta mengidentifikasi faktor-faktor yang memengaruhi pelaksanaannya. Latar belakang penelitian ini didasarkan pada masih ditemukannya penyimpangan dalam pengelolaan keuangan dan aset daerah, keterbatasan jumlah auditor, serta capaian maturitas SPIP Kabupaten Sukabumi yang masih berada pada Level 3. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan menggunakan model Miles dan Huberman, sedangkan analisis implementasi kebijakan mengacu pada teori Van Meter dan Van Horn yang meliputi standar dan tujuan kebijakan, sumber daya, karakteristik organisasi pelaksana, komunikasi antarorganisasi, kondisi lingkungan, serta disposisi pelaksana. Hasil penelitian menunjukkan bahwa pengawasan SPIP telah dilaksanakan sesuai ketentuan yang berlaku, namun belum optimal karena keterbatasan sumber daya manusia, luasnya objek pengawasan, dan tingginya beban kerja auditor. Diperlukan peningkatan kapasitas APIP, penguatan koordinasi, dan dukungan sumber daya untuk meningkatkan efektivitas pengawasan serta mewujudkan tata kelola pemerintahan yang akuntabel dan transparan.
