Abstract

Permasalahan sengketa hak atas tanah merupakan isu yang kompleks dan mendasar di Indonesia, terutama dalam konteks pengalihan hak melalui balik nama sertifikat tanah. Dalam beberapa kasus, keberadaan penjual tanah yang tidak diketahui (afwezigheid) memicu ketidakpastian hukum dan memperumit proses administrasi. Penelitian ini bertujuan untuk mengkaji pertimbangan hakim dalam menyelesaikan sengketa balik nama hak atas tanah, dengan fokus pada Putusan Nomor 3/Pdt.G/2024/PN.Kla. Penelitian ini didukung oleh kajian pustaka yang mendalam tentang pengertian tanah, hak atas tanah, serta regulasi terkait yang diatur dalam Undang-Undang Pokok Agraria dan peraturan lainnya. Selain itu, konsep afwezigheid dibahas sebagai landasan teoritis untuk memahami dampaknya terhadap hak kepemilikan dan administrasi pertanahan. Penelitian ini juga menyoroti pentingnya sertifikat tanah sebagai alat bukti hukum yang kuat dalam menyelesaikan sengketa. Metode penelitian menggunakan pendekatan yuridis normatif dan empiris, dengan data primer dan sekunder yang dikumpulkan melalui studi pustaka dan lapangan. Analisis dilakukan secara kualitatif untuk mengevaluasi relevansi dan efektivitas regulasi serta praktik dalam menyelesaikan sengketa pertanahan. Hasil penelitian menunjukkan bahwa penyebab utama sengketa tanah dalam kasus ini adalah kelalaian dalam pendaftaran dan balik nama sertifikat setelah transaksi jual beli, ditambah dengan ketidakhadiran penjual yang tidak diketahui keberadaannya. Penelitian ini menyimpulkan bahwa perlunya peningkatan pemahaman hukum masyarakat, penguatan regulasi, dan efektivitas implementasi kebijakan pertanahan. Diharapkan pemerintah, khususnya Badan Pertanahan Nasional, dapat mempercepat proses administrasi tanah serta meningkatkan aksesibilitas informasi bagi masyarakat.

Abstract

Religious education plays a fundamental role in shaping students’ moral and spiritual values, especially in Madrasah Aliyah Negeri, which integrates both general and religious education. This study explores holistic approaches to religious education management, focusing on strategic planning, implementation, evaluation, and community participation. A qualitative research approach using a case study method was employed, involving interviews, observations, and document analysis to assess the effectiveness of religious education management. The findings indicate that effective religious education requires a combination of a well-structured curriculum, extracurricular activities, community involvement, and the use of technology. The main challenges in managing religious education include resource limitations, a lack of educators proficient in modern pedagogical methods, and external influences from social environments and digital media. To address these challenges, schools must develop teacher training programs, strengthen collaboration with parents and communities, and integrate technology as a learning tool. This study emphasizes the importance of continuous evaluation to ensure that religious education is theoretical and contributes to students’ character formation and behavior. By adopting a holistic management approach, Madrasah Aliyah Negeri can enhance the effectiveness of religious education, strengthen students’ religious identity, and prepare them to navigate modern challenges with strong moral foundations.

Abstract

This study aims to determine the form of managerial competence of school principals in following up curriculum changes at SMP Negeri 4 Palopo; To find out the managerial steps of school principals in following up curriculum changes at SMP Negeri 4 Palopo. The type of research used is qualitative research. The subjects of this research were principals and teachers. The research data were obtained through interviews, documentation, and observation with data analysis using processing/organizing raw materials, sorting data based on the results of rewriting, coding data according to the characteristics of the information, analytically extracting data coherence, identifying meaningful relationships between data with one another, transposing data in the form of charts, describing meaning and rewriting about the explanation of meaning. The results of this study explain that the form of managerial competence of principals at SMP Negeri 4 Palopo in following up curriculum changes is reflected in the application of data-based planning, collaboration through learning communities, and the use of technology such as e-performance systems and ARKAS applications to support transparency and data-based evaluation. Managerial steps that include planning, organizing, directing, and supervising are carried out with reflective, collaborative, and transformational approaches to empower teachers and ensure readiness for the Merdeka Curriculum.

Abstract

This study aimed to determine the effect of service quality on customer satisfaction in the Regional Water Company (PDAM) in providing clean water in Sinjai District. Research methods used a quantitative survey method (survey reseach) using explanatory approach or explanatory research to determine the effect between variables. This research used incidental Sampling technique (accidental sampling). Data collection techniques used questionnaires and documentation. Data analysis techniques used descriptive statistical analysis and inferential statistical analysis to explain the influence between variables descriptive. The results obtained the level of service quality is at category either with indicators Tangible (tangible), Reliability (reliability), Responsifines (responsiveness), Assurance (assurance), and Empathy (empathy).Community satisfaction is in the category of very satisfied with the indicators Service procedures, terms of Service, clarity of service personnel,Discipline of service personnel,responsibility of service personnel, Ability of service personnel, speed of Service, fairness of Service,Politeness and friendliness of officers, fairness of service fees, certainty of costs Service, Certainty of service schedules, environmental comfort, and security service. Based on data analysis shows the quality of Service have a significant influence on customer satisfaction of water users clean drinking water company in Sinjai district with the level the percentage of influence of 40.5%. This shows that the importance quality of service for the implementation of services to provided results in accordance with what customers expect

Abstract

This study  aims to determine  the quality of e-Samsat in realizing public services at the Samsat Office in Gowa Regency and to determine the quality of public services from the e-Samsat public service system in the Samsat Office in Gowa Regency.  This research uses a qualitative approach with descriptive methods. Data collection was carried out by field observations, interviews and documentation.  Data analysis techniques use data condensation,  data  presentation  and conclusion.  The results of this study indicate that the success  of e-Samsat  in realizing  public services  at the Samsat Office in Gowa Regency has not been optimally successful. This can be seen through three research  indicators. The successful indicator is Accountability with a clear type of service when using the e-Samsat  service.  Responsiveness  and Responsibility indicators that have not been successful in implementing this e -Samsat service system. The e-Samsat service  system at the Gowa Regency  Samsat office  has not been able to create quality services.

Abstract

This paper aims to determine the Implementation of Digital Archives in Supporting Accountability of Accountable ASN Data in the Information System at the BKPSDMD Makassar City. This research uses a qualitative approach and produces descriptive data. Data collection is done by observation, interviews and documentation. Data is processed using interactive model analysis, namely data condensation, data presentation and conclusion testing. The results showed that the implementation of the State Civil Apparatus (ASN) data information system at the Makassar City BKPSDMD in this case regarding digital archives has been implemented but is still not optimal. There are 4 indicators that are taken into consideration in looking at the implementation of the policy, namely in terms of communication, resources, disposition and bureaucratic structure. Of the four indicators, the obstacles in implementing and implementing digital archives are resources because first, the availability of staff within the scope of the BKPSDMD Makassar City is still very lacking and indeed until now there are several contract and honorary workers employed at the BKPSDMD Makassar City Office because of the many jobs that are the main duties and functions of employees,  and secondly regarding the facilities and infrastructure in the BKPSDMD Makassar City office is still very minimal due to the lack of supporting devices in applying digital archives for staff and complete equipment is only provided in certain parts.

Abstract

This study aims to determine how the implementation of the information service and complaint system policy in Pinrang Regency. This type of research is qualitative with data collection techniques carried out by observation, interviews, and documentation. The data analysis techniques used consist of data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of the information service and complaint system policy in Pinrang Regency has not been running well according to the policy theory variables by George Edward III with four variables, namely: Communication, resources, disposition, and bureaucratic structure. It is said that it has not run well because there are two policy variables that are not running well, namely the Communication and Resources variables, so that they affect the implementation of the information service and complaint system policy in Pinrang Regency which is not running well. The recommendation from this researcher, then there is a suggestion, namely to improve communication to the community such as even socialization so that people in Pinrang Regency can know what Pindu is. And so with resources, especially financial resources, there is a sufficient budget so that they can carry out socialization to the community or with promotion methods on social media so that people gradually know about the Pindu program.

Abstract

This study aims to determine the management of tourism objects in Wajo Regency. The type of research used is descriptive qualitative, while the data sources used in this study are primary data sources and secondary data sources with a total of 7 informants. Data collection techniques using observation, interviews, and documentation. The data analysis technique used in this study is data reduction, data presentation, and drawing conclusions. The validation of the data used is source triangulation and technique triangulation. The researcher uses George R Terry's theory of management elements, which is used to assess tourism object management at the Wajo Regency Youth Sports and Tourism Office. Based on the results of the study, the management of tourism objects in Wajo Regency with reference to George R Terry's theory of management elements has not been carried out optimally. The human and financial elements are one of the inhibiting factors that the management of tourist objects has not been maximized. Likewise human resource management has not been maximized in terms of quality and quantity possessed, because the average existing human resources based on their educational background on human resources are not in accordance with the education and skills of the field of work where they are placed. In terms of quantity, the number of human resources has not been sufficient. This can be seen from the number of tourist destinations visited, which are still short of employees. Financial management cannot be said to be good because the available funds or budget are very limited and cannot meet needs, also very dependent on the regional budget so that they cannot support all tourism object management activities.

Abstract

This research includes descriptive qualitative research with data collection techniques through observation, interviews, and documentation. Data analysis techniques consist of data collection, data condensation, data presentation and conclusions. The results showed that the Effectiveness of Rental Flats Management carried out by the Rusunawa Regional Technical Implementation Unit has not been effective. The management of Rental Flats in Mariso District, Makassar City has not been effective in terms of the dimensions of goal achievement, integration, adaptation and can be seen from the aspects of planning, organizing, implementing and supervising. In the aspect of planning the management of Rusunawa, good management effectiveness is needed so that the objectives of Rusunawa Development are in accordance with the designation of development. Related to the aspect of organizing still requires awareness from the manager regarding their respective duties and functions. The implementation aspect still requires coordination between the management of Rusunawa and residents of Rusunawa related to handling problems and complaints of each occupant unit. The supervision aspect of Rusunawa requires improved management related to security conditions, improving the physical condition of buildings and physical conditions of the environment, so that the purpose of Rusunawa Development is in accordance with the designation of its development.

Abstract

This study aims at the Role of Information Management and Documentation Officers (PPID) in Assuring Access to Information Disclosure at the Office of the General Election Commission (KPU) of North Luwu Regency. To achieve this goal, the researchers used data collection techniques through observation, interviews and documentation. The data that has been obtained from the research results are processed using qualitative analysis with data collection techniques, namely observation, interviews, and documentation. The data obtained from the results of the study were processed using data analysis techniques, data reduction, data presentation and conclusion. The results of the study show that the Role of Information Management and Documentation Officers (PPID) in Assuring Access to Information Disclosure at the Office of the General Election Commission (KPU) of North Luwu Regency is seen from the Role of Heroepoetri (2003), namely: (1) Role as Policy, (2) Role as Strategy, (3) Role as Communication. Assessment of the Role of Information Management and Documentation Officials (PPID) seen from the observations of researchers and the results of interviews between researchers and informants, it can be concluded that Open Access to Information can be said to be good. This is evident from the policies made in information services, strategies achieved and coordination with regional apparatus to provide public information services.
