Abstract

Perubahan Undang-Undang No. 25 Tahun 2009 tentang Pelayanan Publik merupakan langkah penting untuk meningkatkan kualitas pelayanan yang diberikan kepada masyarakat. Permasalahan yang dihadapi dalam implementasi Undang-Undang ini antara lain ketimpangan pelayanan di berbagai daerah, rendahnya kapasitas sumber daya manusia, serta keterbatasan dalam penerapan teknologi informasi. Tujuan dari penelitian ini adalah untuk menganalisis urgensi perubahan Undang-Undang tersebut, mengevaluasi implementasi yang telah dilakukan, serta menggambarkan dampak perubahan ini terhadap masyarakat dan birokrasi. Penelitian menggunakan metode studi literatur dengan menganalisis berbagai referensi yang relevan. Hasil penelitian menunjukkan bahwa meskipun perubahan ini diharapkan dapat meningkatkan kualitas pelayanan publik, masih terdapat tantangan dalam penerapannya di lapangan. Kesenjangan antara tujuan regulasi dengan kondisi nyata dilapangan masih menjadi masalah utama. Oleh karena itu, perubahan undang-undang ini perlu dioptimalkan agar dapat meningkatkan transparansi, akuntabilitas, dan kepercayaan masyarakat terhadap pemerintah. Kesimpulan penelitian ini adalah bahwa perubahan Undang-Undang No. 25 Tahun 2009 dapat memberikan dampak positif terhadap pelayanan publik, namun implementasi yang lebih baik dan penyesuaian dengan perkembangan zaman sangat diperlukan untuk mencapai tujuan yang diharapkan. The amendment to Law No. 25 of 2009 concerning Public Services is an important step to improve the quality of services provided to the public. Problems faced in the implementation of this law include inequality of services in various regions, low human resource capacity, and limitations in the application of information technology. The purpose of this study is to analyze the urgency of the amendment to the law, evaluate the implementation that has been carried out, and describe the impact of this change on society and bureaucracy. The study uses a literature study method by analyzing various relevant references. The results of the study show that although this change is expected to improve the quality of public services, there are still challenges in its implementation in the field. The gap between the objectives of the regulation and the real conditions in the field is still a major problem. Therefore, the amendment to this law needs to be optimized in order to increase transparency, accountability, and public trust in the government. The conclusion of this study is that the amendment to Law No. 25 of 2009 can have a positive impact on public services, but better implementation and adjustment to current developments are needed to achieve the expected goals.

Abstract

This research aims to understand the social construction of visually impaired students regarding the urgency of Arabic language education at the State Islamic University (UIN) Sunan Kalijaga Yogyakarta. Arabic plays an essential role in Islamic academic fields; however, accessibility for visually impaired students in learning the language remains challenging. Using a qualitative approach, this case study explores the experiences, challenges, and perceptions of visually impaired students in relation to Arabic language learning. Data were collected through in-depth interviews with several visually impaired students and the head and staff of the Disability Services Center (PLD) at UIN Sunan Kalijaga. The findings reveal that visually impaired students have a strong understanding of the urgency of Arabic, both for academic purposes and for enhancing future career opportunities. However, they also voiced various barriers, including limited support facilities and incompatible technology with their needs. This study is expected to provide insights for developing more inclusive policies in Arabic language education for visually impaired students in Islamic higher education settings.

Abstract

Background: Headache is one of the most prevalent neurological illnesses seen in emergency departments. Tension Type Headache (TTH) is the most prevalent type of headache, affecting up to 70% of people aged 18 to 65 globally. Risk factor of TTH often discussed include poor sleep quality and vascular control. According to studies, poor sleep quality increases the frequency and intensity of headaches, including TTH. Furthermore, vascular control, particularly Mean Arterial Pressure (MAP), is thought to be associated with TTH. Previous research suggests that high blood pressure may diminish the occurrence of TTH via a mechanism known as hypertension-induced hypoalgesia, while evidence on the link between MAP and TTH are sparse. Purpose: This study aims to evaluate the relationship between mean arterial pressure, sleep quality, and the occurrence of tension-type headache. Methodology: The study was conducted in Surakarta Boarding High School using a cross-sectional design. The sample approach used was simple random sampling. The data was examined using univariate and bivariate statistics. The chi-square and Fisher's exact tests were used to do bivariate analysis. Results: The bivariate analysis revealed that the p-value for the association between mean arterial pressure and the incidence of TTH is 0.694, and the p-value for the relationship between sleep quality and the occurrence of TTH is 0.992. Applications: The study's findings show that Mean Arterial Pressure and sleep quality had no relationship with the incidence of Tension Type Headache. Thus, further research is needed to explore this risk factor more deeply, enabling clinicians to educate about this risk factors.

Abstract

The everyday lives of people living with HIV/AIDS are often filled with challenges stemming from physical, mental, and socio-cultural aspects. Among them, many are able to face these challenges, while some struggle to do so. Women living with HIV face even greater challenges due to their gender roles in society, whether as single women, mothers, wives, or daughters-in-law. This study describes the dynamic challenges faced by women living with HIV in Bandung City in their daily lives. These challenges go beyond biological aspects and include the ways they confront them. The research employs a phenomenological method, with data collected through in-depth interviews and participant observation involving women with HIV/AIDS who are either housewives or workers. The findings reveal that the everyday lives of women living with HIV/AIDS in Bandung are marked by issues related to their physical, mental, socio-cultural, and economic conditions. After being infected, their physical health often deteriorates, requiring them to adapt to these conditions to maintain their daily activities. They also experience mental pressure due to the need to hide their health status because of societal stigma. Some women fail to manage these challenges and experience stress, while others successfully cope with them. Remarkably, some women manage to empower themselves and live fulfilling lives.

Abstract

The advancement of modern cryptography presents new challenges posed by quantum computers, necessitating the development of stronger encryption processes. One of the post-quantum cryptographic methods capable of providing protection against such threats is the Niederreiter cryptosystem based on binary Goppa codes. In this study, binary Goppa codes are utilized in the formation of public and private keys, as well as in the decoding process. The implementation employs a specific polynomial over a finite field of order sixteen, resulting in code parameters with a length of 12, a dimension of 4, and the capability to correct up to two errors. Goppa codes are applied in the error correction process through syndrome calculation, enabling the detection and correction of erroneous bits and accurate recovery of the original message. The results demonstrate that binary Goppa codes are effective in detecting and correcting errors, thereby ensuring message integrity. This research is expected to contribute to the development of more robust cryptosystems for maintaining information confidentiality in the rapidly evolving digital era.

Abstract

The importance of data security in the digital era is growing, particularly in the face of quantum computing threats against classical cryptographic algorithms. One of the main candidates for post-quantum cryptography is the McEliece cryptosystem, which employs error-correcting codes to enhance encryption strength. This study implements Goppa codes within the McEliece cryptosystem to increase resistance against quantum attacks. A degree-two polynomial over a finite field with sixteen elements was used, resulting in code parameters with a length of twelve, a dimension of four, and the ability to correct two errors. Encryption is carried out by multiplying the binary message with the public key and adding a random error vector, while decryption utilizes the private key to correct errors through syndrome calculation. The results demonstrate that employing Goppa codes enhances system security by complicating the ciphertext structure, thereby strengthening resilience against quantum-based attacks. This implementation confirms that classical coding techniques remain relevant and effective in supporting modern cryptography.

Abstract

Tujuan penelitian ini untuk menganalisis proses dan tantangan dalam Penyusunan Rancangan Peraturan Gubernur Jawa Barat Tentang Pajak Daerah dan Retribus Daerah yang dilakukan oleh Badan Pendapatan Daerah Jawa Barat. Metode Penelitian yang diguanakan yaitu deskriptif evaluatif dengan pengumpulan data melalui wawancara tidak tersruktur, observasi, studi literatur, serta menjadi Tim Penyusunan Rancangan Peraturan Gubernur. Hasilnya, peraturan gubernur yang dibentuk sudah menjadi rancangan yang utuh namun belum ditetapkan sehingga tidak memiliki sifat yang mengikat. Kesimpulan nya dalam penyusunan rancangan masih memiliki kendala serta masih bisa diatasi dan rancangan peraturan tersebut telah melalui 5 dari 6 tahapan proses penyusunan rancangan, namun sebagian besar tahapan sudah sesuai memenuhi ketentuan secara substansif dan prosedural. The purpose of this research is to analyze the process and challenges in the drafting of the West Java Governor Regulation on Regional Taxes and Regional Retribution conducted by the West Java Regional Revenue Agency. The research method used is descriptive evaluative with data collection through unstructured interviews, observation, literature study, and becoming a Governor Regulation Drafting Team. As a result, the governor's regulation that was formed has become a complete draft but has not been determined so that it does not have a binding nature. The conclusion is that the drafting still has obstacles and can still be overcome and the draft regulation has gone through 5 of the 6 stages of the drafting process, but most of the stages are in accordance with substantive and procedural provisions.

Abstract

Tuberculosis (TB) is an infectious disease and has a strong stigma, but a group of women in East Kutai Regency, have decided to become TB cadres for dozens of years. The TB Cadre's actions are not only to provide counseling to various groups of people, but they also conduct contact investigations and accompany patients until they recover. This study uses a qualitative approach with ethnography method by first conducting a census of 67 TB cadres. After that, conducting participatory observations in the field and in-depth interviews with several TB cadres to TB patients. This study aims to 1) Find out the formation of TB cadres in East Kutai, 2) See the socio-cultural aspects that play a role in the formation of the meaning of women becoming TB Cadres. The results of this study, of the 67 TB Cadres, all are women, dominated by the Bugis and Javanese tribes, and most are housewives. There is a paradigm shift, that East Kutai women currently do not limit their space for action and are more freedom to contribute to the progress of government programs, especially health. The results of observations and interviews also show that there are deep meanings and reasons why women become TBC Cadres, both in terms of religion, beliefs, and family. Factors that play a role in the formation of collective action meaning consist of cultural values, symbols, personal experiences, and gender construction. The formation of meaning is also a process between individuals and groups in interpreting and giving meaning to their experiences, symbols, and cultural practices.

Abstract

Introduction: Tooth eruption is influenced by various factors, one of them is nutritional factors. This study was aimed to obtain information regarding the relationship between the number of permanent teeth erupted with nutritional status in 6-7-years-old children. Methods: This research was cross-sectional and correlational data analysis. The study was conducted towards as much as 57 children aged 6-7 years old. The sampling method was the purposive sampling technique conducted in Tanjungsari 2 State Elementary School, Sumedang Regency. The nutritional status was calculated based on the Body Mass Index (BMI) according to age from the anthropometric measurements of body weight and height. Assessment of nutritional status was performed using the WHO Anthroplus® v1.0.4 application. Statistical analysis was performed using the Spearman correlation test and Mann-Whitney difference test. Results: The correlation test has obtained the value of ρ = 0.037, which showed a significant relationship between the number of permanent teeth erupted with nutritional status of 6-7-years-old children. The Spearman correlation coefficient has obtained the value of r = 0.277, thus showed the weak strength and positive direction of the correlation. Conclusion: There is a relationship between the nutritional status and the number of permanent teeth erupted in children aged 6-7 years old in the Tanjungsari Sub-district of Sumedang Regency. The higher the nutritional status of a child, the more number of permanent teeth erupted.

Abstract

Introduction: Angular cheilitis is one of the oral manifestations of iron, vitamin B12, and folate deficiency. This manifestation frequently seen in people at first and second decade. The purpose of this study was to obtain the prevalence of angular cheilitis and its classifications related to the nutritional intake level in 6-18 years old children. Methods: This research was a descriptive study with 53 children between 6-18 years old from Muhammadiyah Orphanage Bandung as the samples. The oral cavity was examined clinically and their food consumption in a week was noted in Food Recall 24 hours and Food Frequency Questionnaire (FFQ) in order to measure their nutritional intake level. Results: There are 23 children with angular cheilitis. 13% has iron and folate deficiencies, and 87% has iron, vitamin B12, and folate deficiencies. Angular cheilitis types that has been found are Type I (39%), Type II (48%) and Type III (13%). Conclusion: The prevalence of angular cheilitis in 6-18 years old children in Muhammadiyah Orphanage Bandung was moderately high, most of them were having iron, vitamin B12, and folate deficiencies. Type II angular cheilitis was the most frequently seen.
