Passenger safety in ferry transportation is a crucial issue in Indonesia's sea transportation system, especially due to the high rate of accidents caused by the negligence of port managers. This study aims to analyze the form and limit of port manager's legal responsibility for passenger safety based on national regulations and international legal instruments. This research uses a normative method with the approach of legislation, legal doctrine, and court decisions. The results of the study show that port managers have administrative, civil and criminal responsibilities for passenger safety, including moral and social responsibilities. Failure to carry out these obligations can lead to legal sanctions. It is recommended that port managers strengthen safety management systems, improve inter-agency coordination, and adopt technology and good governance principles to ensure optimal legal protection for passengers. Regulatory updates and continuous supervision are also indispensable.

This paper discusses in depth the juridical review of the Draft Law on the Indonesian National Army (RUU TNI), by highlighting two key principles in the Indonesian constitutional system, namely civilian supremacy and the principle of the rule of law. Civilian supremacy places civilian authorities - especially the president and parliament - above military institutions in state policy-making, as a guarantee that military power does not become an autonomous force that can intervene in civilian political and governance processes. In this context, the role of the TNI must be placed proportionally and in accordance with the mandate of the constitution, especially Article 30 of the 1945 Constitution which affirms that the TNI as a means of state defence is subject to state policies and political decisions.Through a normative-analytical approach, this article examines the substance of the TNI Bill, including clauses governing the TNI's main tasks, its involvement in military operations other than war (OMSP), as well as authorities that could potentially have multiple interpretations if not accompanied by strict legal supervision and restrictions. Although this bill appears to respond to global dynamics in modern military governance, a number of provisions in it raise concerns about the imbalance between civilian and military power. If not anticipated with an effective civilian control system and transparent accountability mechanisms, the TNI Bill has the potential to deviate from the principles of the rule of law.

Law No. 18 of 2003 concerning Advocates emphasizes the status of Advocates as one of the law enforcers who have roles and functions that are equal to the Police, Prosecutor's Office and Judicial Power as law enforcement officers, but there is specialness given by the law to lawyers, namely the independence of advocates in carrying out their duties and profession. The independence of advocates aims to support the implementation of a justice system that is free from power and political intervention in law enforcement, and with that independence the Advocate Profession is said to be a very noble profession (offiicium nobile). As a noble profession, of course, advocates are bound by ethical values ​​that become the guidelines in the implementation of their duties and authorities, where those values ​​are posited as a Professional Code of Ethics. Talking about advocates, of course it cannot be separated from law enforcement, talking about law certainly cannot be separated from the state system or the political colors of certain countries and so on. This article wants to explain how the code of ethics of the advocate profession in upholding the law is how the role of advocates in providing justice to society based on applicable law. In conclusion, this article wants to explain that the code of ethics can compensate for the negative aspects of the profession and with the existence of a code of ethics, community trust in a profession can be strengthened, because every client has the assurance that his interests will be guaranteed, and the implementation of legal aid must be in line with the breath that becomes the goal is protection human rights and ideals of justice.

Adapun yang menjadi tujuan penelitian dalam penelitian ini yaitu untuk mengetahui pengaturan “Buatulo Toulongo” Pada Sistem Hukum Tata Negara Adat Gorontalo. Jenis penelitian yang digunakan yaitu penelitian hukum sosiologis empiris atau sosio-legal reseach yaitu penelitian lapangan yang terjadi dalam kelompok masyarakat yakni lembaga adat dan pemerintah. Pengaturan/konsep “buatulo toulongo” merupakan bentuk, model penyelenggaraan hukum tata negara adat kerajaan (“pohala-pohala”) di Gorontalo, sebelum abad ke-14 terbentuk dua lembaga yang dikenal dengan “buatulo dulongo”, pengaruh masuknya agama Islam di Gorontalo mempengaruhi pengaturan lembaga-lembaga kerajaan menjadi “Buatulo Toulongo” yaitu “Buatulo Bubato bertanggung jawab dalam urusan pemerintahan, “buatulo bala” melaksanakan urusan pertahanan dan keamanan kerajaan dan “Buatulo Syara’a” bertanggunjawab mengurus agama. Masyarakat etnik Gorontalo taat dan patuh terhadap bentuk dan model pengaturan ini walaupun belum dibuat dalam bentuk aturan secara tertulis. Saat ini sudah dibuatkan aturan tertulis dalam bentuk surat keputusan bupati, camat dan keputusan kepala desa.

Jenis penelitian yang digunakan yaitu penelitian yuridis normatif yang dimaksudkan sebagai suatu peneilitian dasar guna menemukenali bagaimana terjadinya suatu peristiwa atau masalah tertentu yakni berhubungan dengan masalah hukum. Pertimbangan geopolitik dan geostrategis juga dapat digunakan untuk memastikan bahwa pemindahan ibu kota negara didasarkan pada penyelidikan yang menyeluruh. Sebenarnya, geopolitik adalah bidang keilmuan yang melihat sistem politik yang terikat pada tempat Anda berada. Akibatnya, geopolitik juga dapat dipahami sebagai sistem politik atau regulasi berupa kebijakan dan strategi nasional yang dipengaruhi oleh letak suatu negara. Setiap negara, termasuk Indonesia, mengharapkan Urusan Internasional untuk memutuskan kerangka perbaikan politik publik, yang bergantung pada situasi dan kondisi geologis dalam mencapai tujuan negara. Akibatnya, geografi kepulauan Indonesia dikenal sebagai Wawasan Nusantara.

Sexual violence in the university environment is a significant challenge in creating a safe and supportive educational atmosphere. This phenomenon is influenced by unequal power relations, patriarchal culture, and lack of understanding and application of legal protection. Regulation of the Minister of Education, Culture, Research and Technology Number 30 of 2021 is presented as a legal framework to prevent and handle sexual violence in higher education, with strategic steps such as the formation of the Task Force for the Prevention and Handling of Sexual Violence (PPKS Task Force). This research aims to examine the juridical aspects of protecting students and teaching staff from sexual violence, analyze the implementation of regulations, and identify obstacles faced in their implementation. This research uses a normative-juridical method, which prioritizes the analysis of laws and regulations, legal documents, and related legal theories. The results show that although the regulation has provided quite detailed guidelines, its implementation still faces challenges in the form of social stigma, lack of resources, and gaps between policy and practice. The conclusion of this study emphasizes the importance of continuous evaluation and education to improve the effectiveness of regulations and encourage universities to become agents of change in the fight against sexual violence.

The Constitutional Court (MK) has a strategic role in maintaining the stability of the Indonesian constitutional system through its main function as a guardian of the constitution. This article aims to analyze the influence of the Constitutional Court on constitutional stability, both through legal testing of the 1945 Constitution, the resolution of authority disputes between state institutions, and through supervision of the implementation of elections. Using a normative juridical approach, this article reveals that the Constitutional Court has made a significant contribution in maintaining balance between state institutions, ensuring electoral justice, and upholding the supremacy of the constitution. Nevertheless, challenges such as the independence of judges and the implementation of judgments remain issues that require attention. This article recommends strategic steps to enhance the role of the Constitutional Court in strengthening the stability of Indonesia's constitutional system.

The purpose of the research is to know and analyze the application of diversion to victimless criminal acts (narcotics) committed by children in Marisa District Court and to know and analyze the factors that influence the application of diversion to minors in Marisa District Court, Pohuwato Regency. The type of research used is normative-empirical legal research which basically combines a normative legal approach with the addition of various empirical elements. The implementation of diversion for victimless crimes is still less effective because there are still obstacles such as the absence of a special diversion room at the Marisa District Court, even though diversion is an important step in handling narcotics cases involving children and there are several factors related to the diversion process including the lack of adequate regulations in regulating the implementation of diversion for victimless crimes in the examination process in court, in the case of handling children in conflict with the law it should not only be the police, prosecutors, or juvenile judges who must have special qualifications related to handling children in conflict with the law who can handle the case, besides that the lack of understanding of the parties about the implementation of diversion.

In accordance with Gorontalo Province Regional Regulation on Retribution of Fish Auction Place (TPI), the retribution is levied on the use of fish auction place along with facilities and infrastructure provided or organized by Gorontalo Province Regional Government which is called retribution object. The purpose of the study is to determine the effectiveness of the government's implementation of Gorontalo Province Regional Regulation Number 6 of 2018 concerning Port Service Levies on Fish Auction and to determine the impact and efforts taken in the government's implementation of Regional Regulation Number 6 of 2018 concerning Port Service Levies on Fish Auction. The type of research used by researchers is using normative and empirical legal research, which is basically a combination of normative legal approaches with the addition of various empirical elements. In this normative and empirical research method is also about the implementation of normative legal provisions (laws) in action in every certain legal event that occurs in a society. The effectiveness of the implementation of retribution collection shows that port service retribution in Tenda Village, Hulontahlangi Subdistrict is still less effective in retribution collection. There is a discrepancy between what is expected in Regional Regulation Number 6 of 2018 concerning Port Service Levies against Fish Auction Sites. So that the effectiveness of the application of port service levies on service rates at the fish auction site is less effective and efforts in implementing Regional Regulation Number 6 of 2018 concerning Port Service Levies on Fish Auction Sites, which consists of socialization, target achievement, and community participation.

The research aims at investigating he mechanism for impeaching the Vice Regent period for 2016-2020 Gorontalo district and factors that influence Vice Regent to be impeached. This research is empirical research or direct research. The research is used descriptive analysis method so that the comprehensive view picture can be obtained regarding the rules which related to applicable rules or norms. The impeachment process is starts begins with a report submitted by a society the Regional House of Representatives, which is the legislature's commissions. Then it was continued with the formation of a Special Committee to hold a plenary session of the impeachment process for the 2016-2020 Deputy Regent. From the final results of the process in the realm of the Regional People's Representative Council, it is submitted to the Supreme Court in Deciding and establishing an Opinion from the Regional People's Representative Council which is then validated by the Minister of Home Affairs and returned to the regional government to announce the decision on the dismissal. The legal basis for the process and prohibition of a leader is regulated in the 1945 Constitution in conjunction with Law number 23 of 2014 concerning regional government.
