Abstract

Although the Ombudsman of the Republic of Indonesia (ORI) is legally authorised to supervise public services and issue recommendations to address maladministration, the implementation of those recommendations remains inconsistent, revealing a gap between their normative binding force and their practical enforceability. This study aims to analyse the normative construction and weaknesses of the legal framework governing the implementation of ORI recommendations under Law No. 37 of 2008 on the Ombudsman of the Republic of Indonesia, Law No. 25 of 2009 on Public Services, and Law No. 23 of 2014 on Regional Government, and to formulate policy directions for strengthening ORI's authority. This research employs normative juridical research using statute, conceptual, and comparative approaches. The study employs primary, secondary, and tertiary legal materials, supplemented by official Ombudsman reports, and examines them through argumentative legal reasoning and norm–implementation gap analysis. The findings show that the main weakness lies not in the absence of legal recognition of ORI recommendations, but in the weak executorial design, indirect sanction mechanisms, fragmented follow-up responsibilities, and defensive bureaucratic culture that undermine compliance. Lawrence M. Friedman's legal system theory reveals that these weaknesses arise from problems in legal substance, structure, and legal culture. At the same time, Institutional Reputation Theory shows that concerns over credibility, trust, legitimacy, and symbolic exposure also influence compliance. This study concludes that strengthening ORI requires clearer executorial follow-up mechanisms, harmonised inter-institutional responsibilities, stronger sanction activation, and reputationally responsive compliance strategies. Although limited to normative analysis, this article offers originality by integrating legal system analysis and institutional reputation to explain the enforcement gap of ORI recommendations.

Abstract

Kemiskinan merupakan permasalahan multidimensi di Kabupaten Mamuju Tengah yang memerlukan perencanaan strategis dan sinkronisasi kebijakan antara pemerintah pusat dan daerah. Namun, keterbatasan kapasitas sumber daya manusia dalam melakukan analisis akar masalah dan pemetaan data sering kali menjadi kendala dalam penyusunan dokumen perencanaan yang implementatif. Kegiatan pengabdian ini bertujuan untuk mendampingi Tim Koordinasi Penanggulangan Kemiskinan (TKPK) Kabupaten Mamuju Tengah dalam menyusun dokumen Rencana Penanggulangan Kemiskinan Daerah (RPKD) periode 2025-2029 yang berbasis bukti (evidence-based policy). Metode yang digunakan adalah sosialisasi teknis melalui ceramah dan Focus Group Discussion (FGD), serta asistensi intensif baik secara daring maupun luring. Hasil kegiatan menunjukkan adanya peningkatan pemahaman aparatur terhadap regulasi Permendagri No. 53 Tahun 2020 dan penguatan kemampuan teknis dalam mengintegrasikan data mikro ke dalam analisis kebijakan. Luaran konkret dari kegiatan ini adalah tersusunnya draf dokumen RPKD yang terdiri dari enam bab sistematis, mencakup profil kemiskinan hingga rencana aksi yang terukur. Meskipun terdapat hambatan berupa ego sektoral dan keterbatasan data mutakhir, pendampingan ini berhasil mengorkestrasi sinergi antara kepakaran akademisi dan birokrasi untuk menciptakan dokumen perencanaan yang transparan dan akurat

Abstract

This study aimed to develop and validate a three-tier multiple-choice diagnostic assessment instrument to identify misconceptions related to osmoregulation and the excretion system among Indonesian high school students. A total of 281 students from West Sumatra and Jambi Province participated in the research. Employing a quantitative approach, the psychometric properties of a 20-item test were analyzed using Rasch modeling. The analysis revealed that the instrument had strong item reliability (0.84), though person reliability was relatively low (0.55), indicating variability in students’ response consistency. Despite this, the test demonstrated high internal consistency, as shown by a Cronbach's Alpha of 0.90. The mean student ability level (-2.37) was significantly lower than the item difficulty level (0.00), suggesting widespread conceptual gaps among participants. All items met the model’s expectations, with average Outfit Mean Square (MNSQ) at 1.02 and Z-Standard at 0.1. The findings highlight the diagnostic tool’s effectiveness in detecting prevalent misconceptions in biology education. This study contributes to the field by offering a structured and psychometrically sound instrument, supporting more targeted instructional strategies to enhance conceptual understanding in science education.
