Abstract

Penelitian ini berfokus pada analisis dan perancangan tata kelola Teknologi Informasi (TI) di Perpustakaan MTsN 4 Langkat menggunakan kerangka kerja Information Technology Infrastructure Library (ITIL) V3, khususnya pada domain Service Design. Penelitian ini bertujuan untuk meningkatkan efektivitas dan efisiensi pengelolaan TI serta kualitas layanan perpustakaan. Melalui analisis kebutuhan, pengumpulan data dari pimpinan, pengguna dan staf perpustakaan, serta penerapan best practice ITIL V3, penelitian ini menghasilkan Tata Kelola TI yang menerapkan best practice ITIL V3, rancangan Standar Operasional Prosedur (SOP) dan pengelolaan Service Level Agreement (SLA) yang sesuai. Hasil penelitian menunjukkan bahwa penerapan ITIL V3 di perpustakaan ini dapat membantu dalam perbaikan berkelanjutan dan meningkatkan kepuasan pengguna.

Abstract

The development of an academic information system to support the Smart Campus concept at STAI Raudhatul Akmal requires an effective enterprise architecture approach. This study adopts the TOGAF ADM method to design an enterprise architecture that can accommodate evolving academic and technological needs. The focus is on applying TOGAF ADM to analyze academic business processes and develop an integrated system implementation plan. Primary data sources include analyses of academic business processes at STAI Raudhatul Akmal, covering student admissions, teaching and learning, research, community service, graduation, and alumni services. Using TOGAF ADM’s eight phases—including vision architecture, business architecture, information system architecture, technology architecture, and change management—this study aims to develop a blueprint aligned with institutional needs. The analysis results indicate that the architectural blueprint includes a web-based information system, e-learning system, online grading system, and library system. The technology design covers network infrastructure and servers. The implementation governance and change management phases highlight the importance of systematic change management to ensure a smooth transition. This study recommends assessing institutional readiness and implementing all aspects of TOGAF ADM for a comprehensive design to effectively support the Smart Campus implementation at STAI Raudhatul Akmal.

Abstract

Pajak Bumi dan Bangunan (PBB) merupakan salah satu sumber pendapatan daerah yang signifikan dalam mendukung pembangunan berkelanjutan. Namun, pengelolaan dan penagihan PBB sering kali menghadapi berbagai tantangan, termasuk keterbatasan dalam analisis data dan pengambilan keputusan yang efektif. Penelitian ini bertujuan untuk mengimplementasikan solusi Business Intelligence (BI) menggunakan Apache Superset untuk mendukung sistem pendukung keputusan terkait kebijakan penagihan PBB di Kota Tebing Tinggi. Metode penelitian ini melibatkan analisis data PBB yang mencakup target, realisasi, ketetapan, dan piutang pada berbagai tingkatan, mulai dari kecamatan hingga jenis bumi. Data tersebut diolah dan divisualisasikan menggunakan Apache Superset untuk memberikan wawasan yang lebih mendalam dan berbasis data. Hasil penelitian menunjukkan bahwa teknologi BI mampu meningkatkan efisiensi, transparansi, dan akuntabilitas dalam pengelolaan PBB. Realisasi penerimaan PBB pada tahun 2024 melampaui target dengan capaian 100,2%, yang mengindikasikan keberhasilan pendekatan berbasis data dalam mendukung kebijakan penagihan. Penelitian ini memberikan kontribusi signifikan terhadap pengembangan literatur terkait peran BI dalam sektor publik dan menawarkan solusi praktis untuk meningkatkan pengelolaan pajak di tingkat daerah. Namun, penelitian ini menyadari keterbatasan dalam kualitas data yang digunakan, sehingga penelitian lanjutan diperlukan untuk mengembangkan sistem yang lebih terintegrasi dan adaptif

Abstract

Until now, the problem of theft of motorbikes and livestock in North Sumatra is still quite high.  Locations for motorbike theft can occur in many places such as schools, homes, parking lots, offices and so on, while for livestock it can occur on pastures and in pens during the day or night and the perpetrators are men. To make this theft a success, various modes are used in varying human positions, from sitting, squatting to standing. To help overcome this, several object detection methods have been developed such as Background Subtraction, Template Matching, Histogram Oriented Gradient (HOG), Deformable Part-based Model (DPM) and Viola Jones (VJ).   Of the many methods that have been used, there are still shortcomings, namely in terms of time, accuracy and various human positions.  For this reason, research was carried out with the aim of improving the time and level of accuracy in detecting human objects using the YOLO method. The research stages carried out in this research include literature study, collecting data, determining training and test data, creating programs, training, and testing. From the trials carried out, it is known that YOLO can detect humans in various positions with a mAP value of 0.99 and an average detection time of 810.01 ms.

Abstract

Consumer demand for fast, accurate, and precise information has accelerated the adoption of information technology (IT) as a strategic tool in this era of globalization. The implementation of IT governance in public services plays an important role in improving efficiency, productivity, and service quality, by meeting community needs effectively. This study aims to evaluate IT governance in the public service sector through the implementation of international standards such as COBIT, ITIL, and ISO/IEC 20000 which focus on risk management, information security, and service efficiency. This research method uses a qualitative approach by analyzing related frameworks and regulations, and identifying factors that support and hinder effective IT governance. The results of the study indicate that the implementation of IT governance in public services faces significant challenges, including resistance to change, limited resources, and lack of readiness to adapt to changes in community values. The success of IT governance depends on the synergy between organizational policies, information strategies, and information architecture standards applied. In addition, the ITIL-based service model that emphasizes the integration of People, Process, Products, and Partners (4P) components has proven effective in improving the quality and satisfaction of public service users. This study recommends increasing inter-agency collaboration, improving technology infrastructure, and increasing digital literacy to ensure responsive, accountable, and sustainable IT governance in the public service sector.

Abstract

The integration of IT Governance and expert system design offers transformative benefits for enhancing library user services. This research employs the COBIT 5.0 framework to align IT strategies with library objectives while developing an expert system tailored for personalized recommendations. The findings indicate that the expert system significantly improves operational efficiency, service accuracy, and user satisfaction by using user profiles to recommend relevant materials and streamline the borrowing process. Testing revealed high user satisfaction levels, with 96.6% finding the system effective and 100% confirming its efficiency. Additionally, IT Governance ensures strategic integration between technological infrastructure and service quality objectives, enabling data-driven decision-making. The study also highlights challenges, such as the need for robust data management and user training, suggesting areas for future improvement. Recommendations include incorporating machine learning to enhance system intelligence, conducting regular evaluations to maintain system relevance, and testing the scalability of this approach across various types of libraries. By integrating IT Governance with an expert system, this research sets a strong foundation for modernizing library services to better meet user expectations in the digital era.

Abstract

Sekretariat Daerah Kota Tebing Tinggi merupakan salah satu Organisasi Perangkat Daerah (OPD) di jajaran Pemerintah Kota Tebing Tinggi yang mempunyai kedudukan sebagai unsur staf. Permasahan yang sering terjadi sistem pelaporan dalam bentuk hardcopy yang nantinya akan di rekapitulasi oleh Bagian Administrasi Pembangunan dan dilakukan evaluasi terhadap setiap Laporan Realisasi Anggaran (LRA). Penulis melakukan penelitian yang bertujuan untuk merancang dan membangun sebuah sistem informasi pelaporan dan evaluasi pembangunan pada bagian administrasi pembangunan Sekretariat Daerah Kota Tebing Tinggi. Metode yang digunakan dalam merancang sistem ini menggunakan perancangan UML (Unified Modeling Language), yang terdiri dari Use Case Diagram, Activity Diagram dan Class Diagram.Penggunaan java spring boot memudahkan penulis dalam mengembangkan aplikasi berbasis java berbasis web dengan dukungan editor NetBeans. Hasil implementasi yang telah dilakukan, penulis berhasil membangun sistem informasi pelaporan dan evaluasi pembangunan pada bagian administrasi yang dimanfaatkan oleh bagian sekretariat daerah kota Tebing Tinggi.

Abstract

Penelitian ini membahas pengujian algoritma C4.5 untuk mengevaluasi kinerja pegawai di Klinik Lulu. Evaluasi kinerja pegawai merupakan aspek penting dalam manajemen sumber daya manusia untuk meningkatkan produktivitas dan efisiensi operasional. Algoritma C4.5 digunakan untuk membangun pohon keputusan dari data kinerja pegawai, memungkinkan identifikasi pola dan hubungan antara faktor-faktor yang memengaruhi kinerja. Dengan pendekatan berbasis data mining, diharapkan penilaian kinerja pegawai menjadi lebih akurat dan objektif. Hasil penelitian menunjukkan bahwa algoritma C4.5 dapat membantu manajemen Klinik Lulu dalam meningkatkan efektivitas evaluasi kinerja pegawai.

Abstract

As we know, Diesel fuel or also called Solar is a fuel used for diesel-engined motor vehicles, which are generally used in public transportation vehicles or commercial vehicles. In addition, it is also used in diesel for industry. Solar energy is obtained from petroleum refining. In addition to being a fuel, diesel also functions as a lubricant in diesel engine components. In managing the fuel budget for companies or agencies that have high operational needs, decisions regarding the allocation of funds and fuel purchases are very important. Inefficient or unplanned fuel purchases can result in waste and reduce profitability. Therefore, an optimal decision-making system is needed at PT. Deztonindo, which can accurately predict fuel needs and adjust the budget according to the company with the right price and market demand. This study uses a literature review method with the Deep Q-Network (DQN) method. The number of samples in this study is 2559 data with 10 test data. With a reduction in idle time of up to 50%, idle fuel consumption is reduced by 18 liters, increasing efficiency from 0.88 km / liter to 1.28 km / liter, or an increase of 45.5%. After optimization, there was a decrease in average fuel consumption of 20%, which had a direct impact on saving operational costs in a year for the diesel fuel purchase budget. The existence of this decision system can overcome the obstacles to obtaining accurate results for the diesel fuel purchase budget, to minimize the level of conditions that occur

Abstract

Fenomena putus kuliah merupakan tantangan serius di perguruan tinggi, termasuk di STMIK Triguna Dharma. Masalah ini dipengaruhi oleh berbagai faktor demografi dan sosial ekonomi, seperti keterbatasan ekonomi keluarga, kurangnya dukungan lingkungan, serta persoalan internal mahasiswa. Penelitian ini bertujuan mengidentifikasi faktor-faktor tersebut dan membangun model prediktif menggunakan pendekatan data mining, khususnya algoritma Support Vector Machine (SVM) dan Decision Tree. Metode yang digunakan adalah kuantitatif. Data diperoleh melalui wawancara dan sistem akademik, kemudian diproses melalui tahapan preprocessing untuk pembersihan dan normalisasi. Algoritma SVM digunakan untuk membangun hyperplane yang memisahkan mahasiswa berisiko dan tidak berisiko putus kuliah, sedangkan Decision Tree menghasilkan model pohon keputusan yang mudah dipahami untuk analisis faktor penyebab. Evaluasi model dilakukan dengan tiga rasio pembagian data: 90:10, 80:20, dan 70:30. Hasil menunjukkan bahwa SVM memiliki akurasi tertinggi sebesar 58,54% dengan presisi 75% dan recall 83,33% pada rasio 90:10. Sementara itu, Decision Tree mencatat recall 100% pada rasio 80:20 dan 70:30, namun dengan presisi lebih rendah (50–57%) dan akurasi maksimum 56,10%. Temuan ini menunjukkan bahwa SVM lebih baik dalam keseimbangan akurasi dan presisi, sedangkan Decision Tree unggul dalam mendeteksi kasus putus kuliah. Model ini diharapkan dapat membantu kampus melakukan intervensi dini untuk mencegah putus kuliah.
