Abstract

This article analyzes risk mitigation in the implementation of the Free Nutritious Food Program (MBG) in Indonesia, focusing on its impact on food security and national defense, particularly from a non-military defense perspective. The program aims to improve the nutritional quality of the community through guaranteed distribution of nutritious food, but faces challenges related to operational, financial, governance and oversight risks. A desk-based exploratory qualitative approach was used to explore the ISO 31000:2018 risk management framework, and assess and manage these risks in the context of the MBG. The findings show that the success of the MBG is highly dependent on strengthening distribution infrastructure, transparency in budget management and inter-agency coordination. Dependence on food imports threatens domestic food security and social stability, making it an integral part of national defense. Source triangulation and thematic analysis were used to ensure the validity and credibility of the findings. The research suggests integrated mitigation measures, including surveillance technology and strengthening domestic food security, as key to program sustainability and state stability.

Abstract

Dakwah hijau merupakan pendekatan dakwah Islam yang menekankan pentingnya pelestarian lingkungan hidup sebagai bagian dari amanah khalifah fil-ardh. Di tengah percepatan era digital, komunitas Muslim milenial memiliki akses dan potensi besar dalam menyampaikan pesan-pesan ekologis berbasis nilai Islam. Penelitian ini bertujuan untuk mengeksplorasi tantangan dan peluang dakwah hijau dalam konteks media digital, dengan fokus pada komunitas Muslim milenial. Metode penelitian ini bersifat kualitatif deskriptif, menggunakan data sekunder berupa artikel ilmiah, laporan NGO, dokumentasi digital, dan hasil survei nasional. Temuan menunjukkan bahwa media digital memudahkan penyebaran pesan ekoteologis, namun menghadapi tantangan dalam bentuk misinformasi, keterbatasan literasi lingkungan, dan dominasi konten konsumtif. Di sisi lain, peluang muncul dalam bentuk jejaring komunitas online, kampanye sosial kreatif, dan dakwah berbasis visual. Studi ini merekomendasikan strategi dakwah yang lebih adaptif, kolaboratif, dan kontekstual dengan karakter generasi milenial digital. Abstract

This study aims to analyze the role of farmer corporate governance in agroforestry activities and its implications for strengthening food security in Indonesia. Data collection techniques included literature studies from books, national journals, articles, and previous theses related to this research. The results indicate a synergistic relationship between farmer corporate governance and agroforestry success. A strong relationship is believed to enhance cooperation, strengthen interactions, reduce transaction costs, and guarantee a stable market. Corporate governance fosters organized management, including the development of partnerships between farmers and downstream industries, thereby encouraging better market access and strengthening the bargaining position of agroforestry farmers. Well-managed farmer corporations typically include technical and managerial training for farmers, aimed at fostering the adoption of appropriate technology and effective business management, supporting agroforestry farmer independence in production, financing, and marketing. This, in turn, strengthens agroforestry business resilience and long-term prospects for success, both directly and indirectly.

Abstract

Pandemi COVID-19 telah menguji ketahanan kota secara global, membingkai ulang kesiapsiagaan kesehatan publik sebagai pilar pertahanan kota yang krusial. Penelitian ini bertujuan untuk menganalisis bagaimana manajemen krisis COVID-19 oleh Pemerintah Provinsi DKI Jakarta berfungsi sebagai bentuk pertahanan kota dan mengekstrak pembelajaran untuk kesiapsiagaan di masa depan. Menggunakan metode kualitatif dengan desain sintesis penelitian, studi ini menganalisis dokumen kebijakan pemerintah serta literatur sekunder melalui analisis perbandingan konstan. Hasil penelitian mengidentifikasi tiga pilar strategi utama Jakarta: (1) penerapan Pembatasan Sosial Berskala Besar (PSBB) yang dinamis untuk mengendalikan mobilitas; (2) integrasi teknologi melalui super-app JAKI sebagai pusat layanan publik dan komunikasi krisis; dan (3) adaptasi cepat sistem kesehatan melalui perluasan kapasitas faskes dan akselerasi program vaksinasi yang melampaui rata-rata nasional. Meskipun dihadapkan pada tantangan seperti keterbatasan SDM kesehatan dan kepatuhan publik, respons Jakarta secara konklusif merupakan wujud pertahanan kota yang komprehensif. Pengalaman ini menegaskan bahwa kesiapsiagaan pandemi harus diintegrasikan secara fundamental ke dalam kerangka pertahanan kota, menuntut sinergi antara kebijakan kesehatan, inovasi teknologi, dan stabilitas sosial-ekonomi.

Abstract

This study investigates the concept of administrative justice within algorithm-based decision systems used in distributing social assistance programs in Indonesia. The research aims to evaluate the extent to which digital transparency is upheld in these automated public service mechanisms. Employing a qualitative approach based on secondary data, the study analyses policy documents, regulatory frameworks, technical algorithm manuals, government reports, and investigative journalism from multiple regions. Data were examined through qualitative content analysis. The findings indicate that algorithmic opacity, limited public communication regarding eligibility criteria, and weak regulatory oversight hinder the realization of administrative justice. This article makes a significant contribution to public administration literature by integrating the ethical and administrative dimensions into the study of algorithmic governance. It offers a critical assessment of digital governance practices in an emerging economy and advocates for the ethical implementation of algorithms in the public sector.

Abstract

Employee performance is a key factor in organizational success, especially in dynamic industries such as shipping. This study aims to analyze the role of organizational commitment as a mediator in the relationship between transformational leadership, managerial support, and employee performance. This research adopts a qualitative approach based on secondary data, reviewing and synthesizing previous studies to gain a more comprehensive understanding of the relationships among the variables under investigation. The results indicate that transformational leadership enhances employee motivation and engagement, while managerial support plays a role in creating a stable and supportive work environment. However, the influence of these two variables on employee performance is mediated by the level of organizational commitment. Employees with high commitment are more motivated to increase productivity and demonstrate greater loyalty to the organization. Therefore, companies should strengthen leadership strategies, management policies, and create a work culture that supports employee commitment.

Abstract

Crowdsourcing has emerged as a transformative mechanism in public policy decision-making, enabling governments to leverage collective intelligence for more inclusive, transparent, and effective governance. This study explores the opportunities, challenges, and best practices of integrating crowdsourcing into policymaking. The research highlights how crowdsourcing enhances citizen participation, fosters transparency, and improves decision-making efficiency by providing diverse perspectives. However, key challenges such as misinformation, the digital divide, data security risks, and ethical concerns pose barriers to its effective implementation. To address these challenges, strategic frameworks are essential, including hybrid governance models, AI-driven data verification, and enhanced digital inclusivity policies. The study provides policy recommendations for optimizing crowdsourcing, emphasizing robust regulatory frameworks, stronger data protection laws, and equitable access to participation platforms. Furthermore, it identifies future research directions, including the potential of AI in refining crowdsourcing accuracy and cross-country comparative studies on best practices. As governments increasingly adopt digital governance models, crowdsourcing must be carefully managed to balance openness with accountability. By implementing structured strategies, policymakers can maximize the benefits of crowdsourcing while mitigating its risks, fostering a more democratic, transparent, and effective governance system.

Abstract

The maritime domain has become an area of increasing importance for global security and defense strategies. Maritime trade accounts for over 90% of global trade, and more than half of the world’s population lives within 60 kilometers of the sea. As such, the maritime domain has significant implications for national defense strategies, including potential threats, prioritizing defense programs, and maintaining a balance between defense and economic interests. The aim of this research is to examine the implications of maritime policy on national defense strategies. The research will address factors including assessing and prioritizing potential maritime threats, coordination and communication between various agencies and governments involved in maritime defense, maintaining a balance between defense and economic interests in maritime policy, the allocation of resources and investment in maritime defense programs, and the effectiveness of maritime defense strategies in achieving their intended outcomes. The research will also explore the changing nature of maritime threats and challenges, the relevance of a strong naval fleet in implementing a country's national defense strategy, the impact of maritime disputes, and the role of new technologies. A qualitative methods approach will be utilized, including a literature review, analysis of government policies and strategies, and interviews with government officials and experts in the field of maritime security. The study will focus on a range of countries with varying levels of maritime interests, including the United States, China, Japan, and Australia. The research findings will provide insights into the implications of maritime policy on national defense strategies and highlight key considerations for policymakers in assessing and prioritizing potential maritime threats, coordinating and communicating between various agencies and governments involved in maritime defense, and maintaining a balance between defense and economic interests in the maritime policy. The research will contribute to the understanding of the changing nature of maritime threats and the role of new technologies in national defense strategies. The limitations of this study are the limited scope of available data on maritime policy and the potential challenges to accurately measure and apply these policies to national defense strategies. In addition, the various interpretations and applications of maritime policy in different countries can further complicate the analysis and generalization of the findings.

Abstract

The Indo-Pacific region is a critical geopolitical arena, shaped by strategic competition, territorial disputes, and economic interdependence. This research examines the risks and opportunities for maintaining stability in the region, focusing on the implications of major stakeholders' strategies, such as China’s Belt and Road Initiative, the U.S. Indo-Pacific Strategy, and ASEAN’s regional policies. Using a qualitative approach based on secondary data, the study analyzes policy documents, reports, and academic literature to uncover key dynamics influencing regional security. The findings highlight significant risks, including rising tensions between major powers, fragmented ASEAN cohesion, and vulnerabilities to non-traditional threats such as cyberattacks and climate change. Conversely, opportunities exist through multilateral cooperation, economic integration, and technological innovations that enhance maritime security and sustainability. The research concludes that achieving stability requires balancing power dynamics, fostering inclusive dialogue, and addressing shared challenges collaboratively. By leveraging economic and technological tools while promoting transparency and trust, the Indo-Pacific can navigate its complexities to secure a stable and prosperous future. Abstract

Two decades after the implementation of Special Autonomy (Otsus), Papua remains one of Indonesia’s most underdeveloped regions. Although the policy introduced fiscal decentralization and recognized indigenous rights, it has failed to reform bureaucratic structures in ways that reflect local socio-cultural realities. This study explores the institutional disconnect between national administrative models and indigenous governance systems through a qualitative-descriptive analysis of secondary data. Findings show that the absence of structural integration, along with the symbolic role of bodies like the Majelis Rakyat Papua (MRP, undermines the legitimacy and effectiveness of governance. Meanwhile, customary logics based on restorative justice, consensus leadership, and clan-based redistribution remain active but excluded. The paper advocates a hybrid governance model that incorporates indigenous institutions as legitimate partners in public administration. Drawing from Melanesian practices and localized policy analysis, the study proposes a framework for partial institutional integration that balances formal state function with cultural legitimacy.
