Abstract

Defense policies, traditionally focused on national security, have extensive implications for a country's socio-economic structure, influencing quality of life, poverty, and inequality. This research aims to explore the complex relationship between defense spending and these socio-economic outcomes across different contexts. Using a qualitative approach, the study utilizes secondary data from academic journals, government reports, and policy documents to analyze how defense policies impact various socio-economic groups. The findings reveal that in wealthier nations, defense spending can stimulate economic growth but often exacerbates social inequality due to the unequal distribution of benefits. In contrast, in less wealthy nations, high military expenditure typically comes at the expense of essential public services, leading to increased poverty and poorer health outcomes. The study also highlights the critical role of governance in mediating these effects, with strong institutions ensuring more equitable outcomes. In conclusion, defense policies have a profound impact on socio-economic conditions, and a context-specific approach is essential to ensure that national security investments do not undermine social welfare. Keywords: defense policy, inequality, poverty, quality of life, socio-economic impact

Abstract

Shipping safety is a crucial aspect in the maritime industry which faces various risks of accidents. This research aims to examine the innovative role of Big Data and the Internet of Things (IoT) in improving shipping safety through accident prediction and prevention. The research method used is qualitative using secondary data from industry reports, journal articles and related publications. The research results show that Big Data can improve the ability to predict and prevent shipping accidents by analyzing weather data, ship movements and sea conditions to produce accurate predictive models. In addition, IoT makes a specific contribution in real-time monitoring and risk mitigation through sensors and AIS systems that provide real-time data for fast and informed decision making. However, the integration of Big Data and IoT faces major challenges such as cybersecurity, implementation costs, and the need for adequate infrastructure. Nevertheless, the prospects for developing this technology are very promising with increased security protocols, reduced costs through innovation, and development of maritime telecommunications infrastructure. In conclusion, Big Data and IoT have great potential to improve shipping safety, but require attention to existing challenges to realize their full benefits.

Abstract

Mobile Health Services (MHS) have emerged as a crucial solution to address healthcare disparities in Papua, a region characterized by geographic isolation, inadequate infrastructure, and underserved communities. This study evaluates the effectiveness of MHS in improving access to and the quality of healthcare in remote areas of Papua, guided by Indonesia’s Minister of Health Regulation No. 90 of 2015. Using a qualitative research approach, the study analyzes secondary data from policy documents, implementation reports, and academic literature. The findings reveal that MHS has significantly enhanced access to essential services, including maternal and child health, vaccinations, and primary care, while alleviating travel burdens for isolated populations. However, the quality of care remains inconsistent due to resource limitations, workforce shortages, and inadequate medical equipment. Additional challenges, such as cultural barriers, logistical complexities, and financial instability, hinder the long-term sustainability of these services. Key strategies to address these issues include securing stable funding, enhancing workforce capacity, leveraging digital technologies, and fostering community engagement. Despite notable progress, systemic challenges must be addressed to ensure sustainable and equitable healthcare delivery in Papua.

Abstract

Machine learning (ML) is increasingly pivotal in shaping future defense strategies, offering advancements across critical domains such as cybersecurity, resource allocation, and autonomous systems. This research explores the multifaceted impact of ML in defense, focusing on three primary areas: enhancing threat detection and mitigation in cybersecurity, optimizing resource allocation and logistics in military operations, and navigating the ethical and strategic implications of autonomous defense systems. The study utilizes qualitative research methods, particularly through secondary data analysis from government reports, academic publications, industry white papers, and ethical frameworks. Findings indicate that ML algorithms significantly bolster threat detection by leveraging Anomaly Detection Theory and Game Theory, thereby enhancing responsiveness to cyber threats. In military logistics, ML models informed by Operations Research and Supply Chain Management Theory optimize resource distribution, improve operational efficiencies, and support mission readiness. Ethically, the deployment of ML in autonomous defense systems prompts considerations of moral responsibilities, biases, and strategic risks, necessitating comprehensive governance frameworks. In conclusion, while ML offers transformative potential in defense strategies, effective implementation requires robust ethical guidelines, strategic foresight, and interdisciplinary collaboration to mitigate risks and maximize benefits.
