Abstract

Perdebatan mengenai kekebalan hukum bagi kejaksaan kembali mengemuka setelah terbitnya Putusan Mahkamah Konstitusi No. 15/PUU-XXIII/2025 yang menguji ketentuan perlindungan hukum bagi jaksa saat menjalankan tugas penuntutan. Putusan ini menjadi relevan dalam konteks negara hukum karena memunculkan pertanyaan tentang bagaimana konstitusi mengatur batas-batas kewenangan kejaksaan dan sejauh mana perlindungan tersebut dapat dibenarkan. Kajian ini berupaya menganalisis secara mendalam dasar konstitusional kekebalan kejaksaan, terutama yang berkaitan dengan prinsip persamaan di hadapan hukum serta independensi lembaga penuntutan dalam sistem peradilan pidana. Penelitian menggunakan metode yuridis normatif yang bertumpu pada interpretasi terhadap UUD 1945, Undang-Undang Kejaksaan, serta putusan-putusan Mahkamah Konstitusi yang relevan, disertai penelaahan literatur ilmiah mengenai asas negara hukum, akuntabilitas pejabat publik, dan teori kekuasaan penuntutan. Hasil analisis menunjukkan bahwa Mahkamah Konstitusi menempatkan kekebalan jaksa sebagai bentuk perlindungan fungsional yang diberikan agar proses penuntutan dapat dilaksanakan secara independen tanpa tekanan eksternal. Namun, perlindungan tersebut tidak bersifat tanpa batas. MK menegaskan bahwa kekebalan tidak berlaku bagi tindakan yang melampaui kewenangan, penyalahgunaan jabatan, atau perbuatan yang memiliki unsur kesengajaan melanggar hukum. Dengan demikian, konsep kekebalan kejaksaan dipahami sebagai mekanisme perlindungan yang tetap beroperasi dalam koridor prinsip negara hukum dan sistem pengawasan yang berlaku. Putusan ini juga memiliki implikasi penting terhadap penguatan akuntabilitas institusi kejaksaan dan kebutuhan reformasi kelembagaan untuk memastikan perlindungan hukum tidak menjadi celah bagi penyimpangan kewenangan.

Abstract

Penelitian ini mendiskusikan tentang permasalahan kekeringan yang dihadapi oleh masyarakat petani sawah irigasi yang ada di sekitar Danau Dendam Tak Sudah (DDTS), serta bentuk resiliensi yang mereka lakukan dalam menghadapi permasalahan tersebut. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data berupa wawancara, observasi dan studi kepustakaan. Hasil penelitian menunjukkan bahwa ada berbagai faktor yang menyebabkan terjadinya permasalahan berkurangnya debit air dan kekeringan di sekitar DDTS mulai dari, perubahan lingkungan/tata ruang untuk kepentingan pembangunan infrastruktur dan pengembangan ekonomi, hingga faktor kondisi cuaca yang tidak menentu. Untuk tetap bisa eksis, para petani dengan latar belakang sosial-ekonomi dan budaya yang berbeda melakukan berbagai bentuk resiliensi sebagai upaya strategi adaptasi. Ada beragam bentuk strategi adaptasi yang dilakukan oleh para petani dalam merespon permasalahan kekeringan di antaranya yaitu: 1) Melakukan penyedotan air dan pembuatan sumur bor. 2) Merubah jenis varietas bibit padi. 3) Merubah sawah menjadi ladang/merubah jenis komoditas dari padi ke palawija. 4) Melakukan transformasi mata pencaharian.

Abstract

This study aims to look at: (1) the effect of organizational citizenship behavior on teacher performance, and (2) the imbalance effect on teacher performance, (3) finding the teacher performance model the influence of organizational citizenship behavior and mismatches on teacher performance. The research subjects were teachers of public high schools in Banda Aceh with a total sample of 240 people who were taken by proportional stratified random sampling, the data were analyzed using path analysis after continuing to monitor all the research variables in the form of a matrix. The findings were obtained from the performance of public high school teachers in Banda Aceh City directly by the behavior of organizational citizens, and the imbalance. Based on testing the hypothesis it can be rejected: (1) there is a direct influence on the behavior of organizational citizens on teacher performance, and (2) there is a direct effect of imbalance on teacher performance. The results of the study provide an illustration that the relative direct influence of organizational citizenship behavior (X1) on teacher performance (X3), namely: ?31 = 0.233, and the relative direct influence of imbalance (X2) on teacher performance (X3), namely: ?32 = 0.055.

Abstract

This research aims to explore the implementation of multicultural education in the education system in Indonesia, as well as its impact on character formation and tolerance among students. In this research, a qualitative approach was used with a case study method in several schools that implemented a multicultural education curriculum. Data was collected through in-depth interviews with teachers, students, as well as analysis of curriculum documents and school activities. The research results show that multicultural education plays an important role in increasing students' understanding of cultural, racial and religious diversity, as well as strengthening attitudes of tolerance and mutual respect between each other. However, challenges in its implementation include a lack of in-depth understanding of the concept of multiculturalism among educators, as well as limited facilities that support optimal implementation of the program. This research suggests the need for more intensive training for teachers and the development of supporting resources in order to create a more inclusive and harmonious educational environment.

Abstract

This community service program was carried out in Liyu Village, Halong District, Balangan Regency and lasted for 57 days, from July 17 to September 11, 2025. This activity aims to address the main issues in village tourism development, namely the lack of a shared vision among stakeholders, including the village government, business actors, and the community. This difference in perception has resulted in low community participation, economic inequality, and weak coordination in tourism management. The technique used in this study is qualitative descriptive, using the live-in method and the pentagonal asset concept. The pentagonal asset concept was used to solve the problems that arose and create goals that would later be processed into programs according to the village's needs. The activities of this program included field observations, village discussions, and socialization on the importance of synergy among all elements of the village. Through open dialogue forums, the community was invited to express their aspirations, explore local potential, and formulate directions for sustainable tourism development. The results of the activities showed an increase in the collective awareness of the community regarding the importance of cross-sector collaboration, the formation of a shared vision for tourism management, and the creation of a communication forum between stakeholders as a platform for ongoing coordination. The obstacles encountered included the limited time available for residents to attend and a culture of reluctance to express opinions. Nevertheless, this activity succeeded in strengthening the community's sense of ownership of their village's potential and encouraged the formation of a collective commitment to manage tourism in a fair, transparent, and sustainable manner. In conclusion, the alignment of vision through a participatory approach has proven to be effective as a foundation for strengthening sustainable tourism governance in Liyu Village.

Abstract

This study aims to develop a learning media in the form of the QuiverVision application based on an interdisciplinary art and science approach in the IPAS subject for third-grade students at SDN 064983 Medan Helvetia and to determine the feasibility, practicality, and effectiveness of the developed learning media. This research employed a Research and Development (R&D) method using the ADDIE development model, which consists of the stages of analysis, design, development, implementation, and evaluation. Data collection techniques included observation, interviews, questionnaires, and tests. The results showed that the developed learning media was categorized as highly feasible based on expert validation, with a material expert score of 92% and a media expert score of 93.3%. In terms of practicality, the evaluation from the educational practitioner (third-grade teacher) obtained a score of 93%, while student responses reached 96.42%, indicating that the media is highly practical for use in the learning process. Furthermore, in terms of effectiveness, the results of the pretest and posttest analysis showed an average N-gain score of 0.841 with a percentage of 84.07%, which falls into the effective category. Therefore, the Quivervision-based learning media with an interdisciplinary art and science approach is considered highly feasible, highly practical, and effective as an alternative learning media for IPAS in elementary schools.

Abstract

This study aims to determine the obstacles experienced by fifth-grade students in performing forward roll floor gymnastics at SD 104241, Kampung Syahmad Village, with a total of 49 students as subjects. This study uses a qualitative descriptive method. Data collection techniques were carried out through questionnaires, interviews, and observations, then analyzed through the stages of data reduction, data presentation, and drawing conclusions. Data validity was obtained through source and method triangulation techniques to ensure the validity of the research findings. Based on field findings, learning obstacles include physical, psychological, material, teacher, facilities and infrastructure, as well as environmental and time aspects. The results of the analysis show that the most dominant obstacles are in the facilities and infrastructure aspect, especially limited facilities such as inadequate mattresses, thus hampering the implementation of optimal and safe learning for students. In addition, environmental and time aspects are also classified as having quite high obstacles, such as the condition of the learning place that is less supportive and limited allocation of learning time. Physical, psychological, material, and teacher aspects have relatively lower levels of obstacles. Thus, it can be concluded that the main obstacles in learning forward roll floor gymnastics are more influenced by external factors. Therefore, efforts are needed from schools and teachers to improve learning facilities and create more effective, innovative, and enjoyable learning conditions so that learning objectives can be achieved optimally.

Abstract

This study aims to examine conflict resolution in marriage, both before conflicts arise and when they occur, from the perspective of Helmi Basri. This research employs a descriptive qualitative method, with data sources consisting of recorded lectures delivered by Helmi Basri in programs organized by Islamic Family Solution, as well as relevant books and academic journals related to family conflict studies. The findings indicate that family conflict management consists of two stages: prevention before conflict occurs and resolution when conflict takes place. Conflict prevention is carried out by building a marital life based on piety to Allah, enhancing understanding of the rights and obligations of husband and wife, maintaining communication and family closeness, fostering mutual acceptance of each other’s shortcomings, and cultivating an attitude of qana’ah (contentment). Meanwhile, conflict resolution during disputes is implemented by reminding one another of the spouse’s virtues, addressing problems wisely without being driven by emotion, improving the quality of worship and increasing supplication, and striving to adapt to the situations faced. This study is expected to contribute to the development of Islamic family studies, particularly in relation to strategies for preventing and resolving marital conflicts, in order to realize a harmonious family characterized by sakinah, mawaddah, and rahmah.

Abstract

Abstract: The reconstruction of Indonesian legal theory, which is dominated by positivism and legal formalism, creates a gap between legal certainty and substantive justice. This dominance ignores the moral and social dynamics of society and presents the law as a tool for legitimizing power. This study uses doctrinal law research methods to analyze the synthesis of rationalism, empiricism, and pragmatism within the framework of national legal theory. The findings show that rationalism provides a structural foundation through Joseph Raz’s conception of legal authority; empiricism catalyzes harmony among Indigenous law, Islam, and the West, grounded in social realities; and pragmatism encourages flexible reforms, such as the Omnibus Law, but risks reducing democratic principles in Indonesia. New Legal Realism (NLR) is proposed as an integrative framework that combines normative, empirical, and realist analysis to produce responsive legal findings. This paper is expected to contribute to the development of dynamic legal theory through a double movement: the extraction of the universal meaning of norms, accompanied by empirical contextualization, and the emphasis on the need for interdisciplinary legal education reform and the strengthening of democratic institutions.

Abstract

This study employed the ADDIE development model to develop an Augmented Reality-based Interactive Map learning media on the topic of biodiversity of flora and fauna in Indonesia for Grade V students at SD Negeri 104204 Sambirejo Timur in the second semester of the 2025/2026 academic year. The research subjects consisted of 20 fifth-grade students, 2 expert validators to assess the validity of the media, and 1 classroom teacher to evaluate its practicality in IPAS learning within the Merdeka Curriculum. The validation results from material and media experts indicated that the Augmented Reality-based Interactive Map learning media was categorized as highly feasible, with high percentages based on content, design, and language aspects. The practicality test conducted by the teacher and students also showed that the media was highly practical for use in learning, as reflected in students’ positive responses with assessment percentages above 90%. The evaluation results revealed a significant improvement in students’ learning outcomes, as evidenced by the comparison between pre-test and post-test scores. The average pre-test scores were in the low category, while the post-test scores increased to the very good category after the implementation of the learning media. Therefore, it can be concluded that the Augmented Reality-based Interactive Map learning media is highly feasible and practical to be used in IPAS learning and is effective in improving students’ understanding of biodiversity of flora and fauna in Indonesia.
