Abstract

Increasing number of people who have a personal vehicle, but not matched by thedevelopment of an adequate road infrastructure, so that in large citiessuch as Semarang obviouscongestion that resulted in less effective and efficient in doing activities. In general, there are threedimensions that determines the mobility of public transport, namely the dimensions of evaluation ofservices, which will be determined by the user, the dimensions of service performance that is more interms of the owner (operator) public transport, and the dimensions of government policy (regulator ).This study suggests the quality of services Trans Semarang BRT corridor I andII, as both the corridoris a corridor crowded passenger of the other corridors.Methods of data analysis used in this research is to use a qualitative method with purposivesampling. In this research, data collection techniques used were observation or observation, interviewand documentation. The location of research is shelter in the corridors I and II.In this study covers two related, namely, the BRT Trans Semarang infrastructure and qualityof service on the corridor I and II. The discussion surrounding infrastructure on fleet size, condition ofthe fleet, the number of shelters and shelter conditions in the corridor I and II. Discussion on thequality of services includes about speed, convenience's security, and affordability of access to shelterandtravel expenses to be paid passengers.Conclusion The study shows First, the quality of service on the BRT Trans Semarang both interms of infrastructure as well as managing the BRT is good that the indicator can be seen from thenumber of fleets, accessto shelter, and concierge services. In addition, the number of passengers in thecorridor I and II increased. Second, On the condition of shelter BRT corridor I and II both in terms ofthe conditions of service and personnel, passengers give positive feedback. Only in rush hour full stopso that passengers crowded, so it needs the expansion of shelter in dense areas of passengers. As forequalization shelter in the corridor I and II has been uneven, which makes passenger access easier touse BRT.Keywords:Corridor, BRT Trans Semarang, Quality Service, Shelter.

Abstract

Abstract The wood craft industry is one of business that has a big contribution in Jepara’s economy. The wood craft industry GDP’s value higher than others make this industry has been choosen by majority of Jepara people. Moreover, because so strong products created on the national of international scene, Jepera City has a nickname “Carving Center”. In this case, researcher would try to investigate what is the role of Jepera’s Local Goverment in Keeping the continuity and existance of wood craft industry in “Carvung Center”.The goal of this research is to know the roles performed by Jepara local goverment in keeping continuance and the existance of wood craft industry. This research is a type of qualitative research. Than type of research used in this research is descriptive analytic research. The  data capture through interviews and and Departement of Industry and Comerce Jepara’s documents.Based on research result, it is known that the role of Jepara’s local goverment in keeping the existance of wood craft industry divided into 3 funtions, those are as regulatory policies, facilitatory, and motivator. As regulatory policies, the local goverment has published Perda No. 17 year 2013 about industry potection. Then as facilitators, the local goverment often has contribution to advance the wood craft industry enterprises. One of which is increas the quality of Human Resources. The activities of the local goverment in order to improve the quality of human resources are training, aid equipment and apprenticeship for craftsmen and entrepreneurs. Then, the last is motivator for wood craft industry, the local goverment has built cooperative relationship with institutions that take care of the wood craft industry.Research that has been done to provide information that in keeping the existance of wood craft industry in Jepara, local goverment have contribute and carry out takes according to their working area. But, one thing that needs to be underline that is basically the wood craft industry needs regulations that give special attention to wood craft industry. Because with the rules that focus in wood craft industry can walk up. Therefore, when there issue and problems that arise and threaten the survival of the wood craft industry in Jepara can be overcame well. Keywords: the role of goverment, wood craft industry

Abstract

Unemployment problem is a classical problem faced by the local government with no exception for Kudus Regency. The local Government of Kudus Regency has technical management unit of the vocational training center with many advantages compared to training center in the surrounding regency. In 2014, up taking level of training participants go up 11,25 % from 49,12 % to 60,37 %, so it has implications on decreasing unemployment 3,04 %. However, in 2015 up taking level of training participants decrease to 43,32 % and open unemployment level get up even if only 0,1% from 5,03 % to 5,04 %. This data show there is paradox,  unemployment level in surrounding Regency decrease but in Kudus Regency precisely increase. Kudus regency through Technical Implementation Unit of Training Center (UPTD BLK) also implement 3 in 1 program form Ministry of Employment for revitalization training center but until 2017 that program run into stagnation.  Therefore, this research intend to analyze management of UPTD BLK for realize objective of Local Government to decrease unemployment and the factors can affect implementation 3 in 1 program. This research use natural qualitative method with observation, interview, and documentation technique then presented through analyze and interpret data.  The result of research show open unemployment level in Kudus Regency fluctuate because it is brought on inconsistent performance from UPTD BLK Kudus Regency. It occur because short of alignment between planning, coaching, organizing, until monitoring. While the instability because of UPTD BLK in Kudus Regency doesn’t has visionable and concrete objective, there is no principle of good governance are excecuted, there is no road map the startegical are formed to carry out 3 in 1 program maximally. Based on this research show if performance management is undertaken carelessly, too flexible, and it doesn’t has vision in the future so it aren’t growth wellKeywords: UPTD BLK, Unemployment, Public Management

Abstract

ABSTRACT Research about Implementation of EMAS (Expanding Maternal and Neonatal Survival) program as efforts to Decrease death rate of mother and newborn baby in Tegal aimed to review implementation of EMAS Program in Tegal regency. In addition, this research also has a purpose to review the obstacles appeared in implementation of EMAS Program in Tegal regency. This study using implementation theory of Donald S. Van Meter and Carl E. Van Horn, especially the factors affected the implementation of a program. Methods used in this Research is qualitative descriptive methods as data collection methods which are completed through an interview and observations. Informants engaged by researcher are the Secretary of the Working Group (WG) EMAS Tegal, Team Leader of EMAS Tegal, Secretary of Civil Society Forum (FMM) Tegal, Strengthening Civil Society Coordinator (CSSC) EMAS Tegal, Provincial Team Leader gold Central Java Province, Head of Budget Planning Department Of Regional Planning And Development Agency (Bappeda) Tegal regency , health worker at Tarub health center, dr. Soeselo Hospital And Islamic PKU Muhammadiyah Hospital and Tegal society as recipients of mother and newborn baby health service. Results showed factors affecting the implementation of EMAS Program in Tegal regency and restricted factors appearing in EMAS Program Implementation in Tegal regency. Based on result of this research, can be concluded that the implementation of EMAS Program in Tegal haven’t reached the targets to reduce mother and newborn baby death rate by 25%. From this facts, there are some aspects that need more attention. The result of this research expected to provide materials for government and stakeholder to evaluate implementation of EMAS program, so in the Future the death rate of mother and newborn baby in Tegal can be decreased.Keyword : Program Implementation, EMAS of Tegal Regency, Mother and Newborn Baby.

Abstract

ABSTRACT  In accordance with Law no.32 of 2004 article 126 and further enforced by Government Regulation 19 of 2008, present day camat hold specific roles that are different from what their predecessors had. This research aims to discover the responsibilities and functions of camat after they are made as SKPD as well as the obstacles they have to face while performing assigned tasks.Qualitative descriptive analysis is used in this research, meaning that the study provides descriptions about relevant circumstances and events and/or ongoing processes. Descriptive method is intended as solving mechanism for the observed problems by depicting condition of research subject or object.From this research, it is found that the role of kecamatan officials is to run governmental, developmental, and societal affairs. Moreover, it is also found that factors deemed to have influence on the enforcement of camat's main responsibilities and functions are camat's leadership capacity, facilities and infrastructures, and regional budget. Obstacles that are discovered in this research is brittle relationship between Camat and society which causes misunderstandings in decision making and lack of manpower to effectively run the organization.  Keywords: Camat, SKPD, Authority

Abstract

Nowadays,the level of citizens health in Indonesia is not good enough, that’shappened because difficulties of the access to get the health services. Thedifficulties of access are influenced by many factors, one of them is not having afinancials capability to pay the health services which are expensive. To cope thatproblem, the central government makes a program to allow the poor citizens toget health services free of charge through Nationals Health Assurance program(JKN). Although the Nationals Health Assurance program (JKN) has run well, inpractical it still has many weaknesses. The main weakness of the data of theprogram’s receiver isn’t precise and up to date, and it makes many region’scitizens who are proved that they don’t have the financial capability but they stillare not on the program receiver’s list. This research talks about the evaluation ofJepara Goverment’s program to cope the weakness of Nationals Health Service(JKN) implemented. Jepara region’s government has been implemented the PoorCitizens Health Service’s program or known as Regional Health Assuranceprogram (Jamkesda) which has a purpose to take care Jepara’s poor citizenswhose has not registered on National Helath Assurance Program (JKN).Therefore, Jepara’s poor citizens still get the health services for free. Thisevaluation used describtive qualitative method with George Edward III as a maintheory which focused on vital variables which have most influences for program’ssuccess, there are Communication, Resources, Dispotition, and BureaucracyStructure, also supported with Triangulation theory to make better data.Obstacles and settlements of the Regional Health Assurance program (Jamkesda)has also been explained. Result of this research shows that the implementation ofRegional Health Assurance (Jamkesda) is running quite well to give the freehealth service for Jepara’s poor citizens, so the purpose to make poor citizens feelsafe through health assurance’s program can be accomplished. The main obstacleof this program is the promotion hasn’t spreaded well through all citizens andbecause of that miss targeting of program’s participants oftenly happened, theweakness of monitoring also makes people who shouln’t get this free chargeservice can use this program. The advices from researcher for the main actor ofthis program Jepara Health Department (DKK) is DKK has to be more explicit inregulations to arrange people who deserve and who don’t get this healthassurance, and coordinate from the bottom to the top in order to that missedtargets never occurred again.

ABSTRACTThis study was conducted to explain the results of an evaluation The Development Program ofJohar’s market, Bulu’s market, and jatingaleh’s market which held by Semarang Government’s city,Semarang city council market, UPTD johar’s Market, UPTD Bulu’s Market and UPTD Jatingaleh’sMarket within period of 2009-2011. The Program motivation start by increasingly the poor quality oftraditional market in Semarang. The purpose of this program is to restore the functions of traditionalmarket into a modern semi market that clean, safe, comfort, and tidy.In order to explain the evaluation of implementation, management, and accountability fromthis development program of Johar’s market, Bulu’s Market and Johar’s market, the research is usingqualitative method. The subject of this study is semarang city council market, UPTD johar’s Market,UPTD Bulu’s market, UPTD Jatingaleh’ market, as well as consument and the owner of the stall/ kioskin each market. The data collection method such as interviews, observation, document investigation,and questionnaires using random sampling method.The result of this Research explained in 2009, Goverment city together with Semarang citycouncil market, UPTD Johar’s Market, UPTD Bulu’s market, and UPTD Jatingaleh’s market formedthe Development program for various traditional markets such as Johar’s Market, Bulu’s Market, andJatingaleh’s Market. This Development program increase positive results including Building renovationto previous functions. In line with the holding of this program, there are some obstacles in theimplementation of this program, they are lack of interest from the owner to support and participationfor this development program, moreover the constrained funding allocations intended for theconstruction of Johar market. Abstract

Implementation of discipline in the Bureau of Personnel, Central Java Regional Secretariat seen that there are still employees who do not carry out their duties according to established standards. In addition there's also an employee who came late, lack of discipline, playing games, eating his lunch before the specified hours, go home before work, and many employees were chatting during working hours, in addition to employees who often went out of the office during working hours for personal gain, so the effect on the performance of employees in the Bureau of Personnel Secretariat of Central Java province.Organization and Personnel Bureau has the function as in Article 194, among others, the task of policy formulation pelaksanaann area in the field of organization and staffing, and staffing, coaching and facilities in the field of local governance and staffing organization. The method used in this research is descriptive / qualitative qualitative outline of the implementation of the work discipline. The data collection was done by in-depth interviews to several informants representative and obtained documentation.The results of this study show that implementation of the discipline of civil servants under Regulation 53 of 2010 on the Organisation and Personnel Bureau is still considered quite necessary improvements, in terms of discipline comply with working hours is still not good, the sanctions imposed on the Bureau Orpeg it is still not up to the right target. It is based are still many employees who violate discipline and barriers that exist towards discipline in this Orpeg Bureau is a lack of awareness of each employee other than the individual or sanctions given also that the half-formed restrain discipline.Recommendations can be taken the following steps to implementation constraints Discipline Rule 53 of 2010 regarding the government's need for socialization to discipline employees, to make changes in the discipline necessary to re reshuffle the available sanctions in violation kedisiplian and well intesnsif approach between superiors and subordinates in order to create a conducive working atmosphere. Keywords: Implementation, PNS Discipline.

Abstract

Abstract-In efforts to achieve the vision ofSemarang City as the trade and cultural services tothe public welfare, the government implementSapta program, one of which is Gerdu Kemplingprogram (Integrated Movement in Alleviation ofPoverty in Health, Economy, Education,Infrastructure, and Environment Sectors), aprogram that focuses on the areas of povertyreduction. Although it has been carefully designed,but nature doing so, the program still encountersmany obstacles and shortcomings. An example is inthe District of West Semarang. In 2007 WestSemarang district representing as the urbanpoverty since the West Semarang district has themost impoverished families among existingdistricts. However, the people in this region inaverage did not know very well about the programand the program is less known by the public atlarge, whereas they are the main target of theprogram that was launched in March 2011. Thisstudy aims to determine the implementation of theGerdu Kempling program in the District of WestSemarang as well as to determine the supportingand inhibiting factors in the implementation of theprogram.This study is an evaluative research, whichundergo assessment studies for the implementationof government policy, particularly on the GerduKempling program in West Semarang District inaccordance with the goals, objectives, and theimpact of items desired by using a qualitativeapproach. Sources of data are primary data thatdirectly obtained through field observations andinterviews with the Local Government (LG) ofSemarang and West Semarang District. After thedata reduction, the results of evaluative researchwill be presented analytically.The results showed: 1) Kempling GerduProgram still not fully known and understood bythe public as an object of policy, it is caused by thelack of systematic program, less the maximumgovernment in fostering citizens to develop theirbusiness, especially in the capital for the businesscommunity; 2) The supporting factors that supportthe implementation of programs is Gerdu Kemplingprogram are good coordination and synergybetween Semarang City Government bureaucratswith stakeholders, the funding and businessfacilities of the CSR program of the business world(banks, state / local enterprises and private), aswell as quite effective guidance on education andtraining of Semarang City Government to theprogram implementers. While the inhibiting factorsare: the lack of response from the community ofinmates, the lack of understanding to the GerduKempling program, the limited funding andfacilities budget of Semarang City Government aswell as from the stakeholders and the lack ofsocialization of the program in Semarang cityresidents.Keywords: Sapta program, Poverty AlleviationProgram, the City of Semarang, Gerdu Kempling
