Abstract

This research discusses the leader in village The leader is essentially a person who has the ability to influence the behavior of others in his work with the use of power. Sokokidul village is one of the villages that has a leader who has the ability to successfully build the village to be developed. The research aims to explain the leadership of the village head in order to build Sokokidul village into a growing and achieving village with various potential village. Both from natural resources and human resources. The research was conducted using qualitative method. Technique of collecting data is done by interview, documentation and literature study. Validity and data reliability are tested using the source triangulation technique. The author uses the leadership and the government leader. The result show tha H. Sudiarto’s leadership is good, because he has innovations to develop the village as well as the many awards received by Sokokidul village. He can also perform his role well as; The role of generating spirit, the role of social relationships and the role of information delivery. He is also a democratic leader proven by good communication between leaders and subordinates and repect the opinions of subordinates and include subordinates of each decision-making.Key Word : Leadership, Village Head, Development

Abstract

Tujuan negara Indonesia, sebagaimana diamanatkan dalam Pembukaan Undang-Undang Dasar 1945 antara lain adalah memajukan kesejahteraan umum dan mencerdaskan kehidupan bangsa. Kesejahteraan umum atau kesejahteraan rakyat dapat ditingkatkan kalau kemiskinan dapat dikurangi, sehingga untuk meningkatkan kesejahteraan umum dapat dilakukan melalui upaya penanggulangan kemiskinan.Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif karena permasalahan belum jelas, holistik, kompleks, dinamis yang dimaksudkan untuk memahami secara mendalam situasi sosial. Adapun metode pengumpulan data dalam penelitian ini menggunakan observasi participant, wawancara, dan studi dokumentasi dan gabungan ketiganya atau trianngulasi.Hasil penelitian menunjukkan bahwa komunikasi agar implementasi berjalan efektif, siapa yang bertanggungjawab melaksanakan sebuah keputusan harus mengetahui apakah mereka dapat melakukannya. Sesungguhnya implementasi kebijakan harus diterima oleh semua personel dan harus mengerti secara jelas dan akurat mengenahi maksud dan tujuan kebijakan. Jika para aktor pembuat kebijakan telah melihat ketidakjelasan spesifikasi kebijakan sebenarnya mereka tidak mengerti apa sesunguhnya yang akan diarahkan. Sumber Daya. Faktor sumber daya mempunyai peranan penting dalam implementasi kebijakan, karena bagaimanapun jelas dan konsistennya ketentuan-ketentuan atau aturan-aturan suatu kebijakan, jika para personil yang bertanggung jawab mengimplementasikan kebijakan kurang mempunyai sumber-sumber untuk melakukan pekerjaan secara efektif, maka implementasi kebijakan tersebut tidak akan bisa efektif. Dukungan dari pimpinan sangat mempengaruhi pelaksanaan program dapat mencapai tujuan secara efektif dan efisien. Wujud dari dukungan pimpinan ini adalah Menempatkan kebijakan menjadi prioritas program, penempatan pelaksana dengan orang-orang yang mendukung program, memperhatikan keseimbangan daerah, agama, suku, jenis kelamin dan karakteristik demografi yang lain. Struktur birokrasi sangat menentukan efektif dan efisiensi dalam pengentasan kemiskinan. Suatu kebijakan seringkali melibatkan beberapa lembaga atau organisasi dalam proses implementasinya, sehingga diperlukan koordinasi yang efektif antar lembaga-lembaga terkait dalam mendukung keberhasilan implementasi.

Abstract

Jamkesda Jamkesmas health program and a health program for the poor people afford the government. But in Indonesia there is the fact that they are often discriminated against and got poor service even if the payment is guaranteed by the government. Found many gov-ernment hospitals provide services that are not fair to the participants Jamkesmas and Jam-kesda. Based on the background of the researchers interested in examining the quality care of Jamkesmas and Jamkesda in RSUD Prof. Dr. Margono Soekarjo Purwokerto Kabupaten Banyumas Central Java Provincial Government owned.The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and the data obtained from these reports, books, jour-nals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray the quality of services and programs Jamkesmas Jamkesda Hospital Prof. Dr. Margono Soekarjo Navan.In this research it was found since 2011 the government launched the program Jam-persal and treatment of Thalassaemia Major as one of the tangible evidence of improved quality of care Jamkesmas, while Jamkesda not. Cause groove referral patterns that do not work well due to the lack of clear regulations regarding patient referral grouping and no so-cialization about it. The government is not transparent about the data base Jamkesmas and Jamkesda participants. Special Jamkesda, Central Java Provincial Government and Regency/City Government lacks transparency regarding the availability of funds for participants Jam-kesda claims and a weak distribution system because it is only through an agreement. How-ever, the Hospital Prof. Dr. Margono Soekarjo able to be professional in providing services Jamkesmas or Jamkesda and do not discriminate. Terms administration service that is easy to understand, clearly, not berbelli the bush, cleanliness is always awake, officers were friendly and tolerant, and sophisticated equipment is a testament to the quality of service in hospitals Jamkesmas and Jamkesda Prof. Dr. Margono Soekarjo.The conclusion of this research is Jamkesmas servicesSome regency/city in Central Java providing health facilities vary in Jamkesda. These3programs should apply to the whole people of Indonesia if it holds the principle of justice. Recommendation in this research is the Government needs to empower the participants Jam-kesmas or Jamkesda regarding referral patterns is good and true healthy living to the partici-pants Jamkesmas and Jamkesda be more concerned because it can reduce the cost of claims and considering high occupancy room space for class III participants Jamkesmas and Jam-kesda.Keywords : Jamkesmas, Jamkesda, Government Hospital

Abstract

At first, the concept of CSR is motivated by the company in its motivation charity. Its implementation in the form of assistance to the poor communities surrounding the company in the form of money or the manufacture of means of transport. Then the CSR concept evolved with emphasis on community empowerment program or better known as community development (CD). In the context of CSR, the CD's success is measured by the increase in quality of life in sekitarnya. One of the activities is to involve local communities to work within the company. Or by creating a new business in accordance with the capacity of local communities. In contrast to the condition of Indonesia, here the corporate social responsibility activities began only in recent years. The demands of society and the development of democracy as well as the swift currents of globalization and the free market, which raises awareness of the industry on the importance of implementing corporate social responsibility.            As this study aims to determine the model partnership what exists between the Ministry of Youth and Sports Kudus and Djarum Foundation and aid delivery mechanisms Djarum Foundation Corporate Social Responsibility (CSR). In partnership awakened Djarum Foundation was incorporated as a private institution providing assistance to the pattern of Corporate Social Responsibility (CSR) or Corporate Responsibility Social. Factor of production area which is in the PT Djarum Kudus Regency is the key factor why Djarum Foundation focuses of development in the area of origin in order to compete with other regions. Where one is to optimize development efforts in the field of vocational education on the level of cooperation with the Ministry of Youth and            So the results of this partnership can be felt directly by the school as an educational space that will provide learning to students in order to become a vocational school graduates are ready to use. In the course of this partnership, both private public institutions is equally have an important and strategic position and serve to complement the needs of each other. Ministry of Youth and Sports Kudus Regency serves as a mediator and facilitator to provide information about SMK needed Djarum Foundation, as well as Djarum Foundation serves as the provider and the owner of the resource which can make a significant contribution to the advancement of education in vocational shaded by the Ministry of Youth and Sports Kudus District.

Abstract

ABSTRACTProgram of active standby village and active standby urban village are development from active standby program that is launched by The Ministry of Health Republic of Indonesia. The core idea of this project is empowering society so they want and be able to solving health problem. The aims of this research is to describe the difference in successful implementation of active standby village and urban village program in Nyalembeng and Gambuhan Village, Pulosari Sub-district, Pemalang Regency of the year 2015. Beside that, this research also aims to identify any factors that causing difference in successful implementation active standby village and urban village program in Nyalembeng and Gambuhan Village in 2015.The method of the research that be used is qualitative approach with collecting data technic consist of observation, interview, and documentation. Informants in this research are Head of Section of Health Promotion and Health Care Insurance of Public Health Pemalang Health Department, Head of Nyalembeng and Gambuhan Village, Midwife of Nyalembeng and Gambuhan Village, Head of FKD (Village Health Forum) Nyalembeng and Gambuhan Village, Health Cadre of Nyalembeng and Gambuhan Village, and also society of Nyalembeng and Gambuhan Village.The result of the research showed that the implementation of active standby village and urban village program in Nyalembeng Village of the year 2015 have been running optimally. The implementation that have been optimally running was supported by existing resources whom have already adequate to supporting the implementation of active standby village and urban village program in Nyalembeng Village. While, the implementation of active standby village and urban village program in Gambuhan Village have not optimally running yet caused by less adequate resources which hamper the implementation of active standby village and urban village program in Gambuhan Village.Keywords: Active Standby Village, Comparison, Implementation

Abstract

Initially, the concept of CSR was motivated by the motivation of Charity companies. The goal is to look for negative ones that come from the community like destroying the environment and only pursue short-term profits on that day. There are now many companies that carry out social responsibility through various programs. One of them is PT Djarum through the Djarum Foundation Division. The Djarum Foundation carries out various types of CSR programs, one of which is the conservation of muria slopes (KLM).This study uses the Theory of the Principles of implementing CSR programs to find out how the Muria Slope Conservation program is implemented by the Djarum Foundation and uses policies on the types of CSR Programs to determine the objectives and benefits of the Muria Slope Conservation Program. The research was conducted with qualitative research methods. Data collection is done through interviews with resource persons and based on findings in the field.The results of the research that has been done are, in this study it is known that in implementing the CSR program Slope Conservation Muria Djarum Foundation applies the principles of implementing CSR. It is also known that the Muria Slope Conservation program is included in the type of socially responsible business practice program because it encourages social problems to improve the community and the environment by using plant seeds and planting on critical land. In implementing the KLM Djarum Foundation and PKPLH Service programs because they have data and information relevant to the environmental conditions in Kudus. The benefits that can be accessed by the PKPLH Office are that they are greatly helped by the KLM program. Then another benefit that is gained is that in carrying out the work program, the PKPLH Service can request assistance from the Djarum Foundation. The benefits that can be accessed by the community are those who can help them and can access the conditions around the slope of the muria to be normal. The Djarum Foundation and PKPLH Office have carried out more than 70,000 seeds from 15 types of plants and have planted in 7 (seven) villages on the slopes of the muria.Keywords: CSR, Muria Slope Conservation (KLM), partnership

Abstract

Family Hope Program is a conditional cash transfer program which has theprimary objective is to break the chains of poverty on very poor family (KSM) bychanging the way of life very poor family (KSM) to be more concerned withhealth and education where education and health are the two aspects that canimprove the quality of Human Resources. The purpose of this study was todetermine the results of the implementation of the Family Hope Program inBrebes, whether the program is in accordance with the theory of policyimplementation by George C. Edward III as well find out if PKH able to reducepoverty in Brebes and see what are the factors that influence in theimplementation of PKH in Brebes.The method used in this research is descriptive qualitative. The study wasconducted in Dinsosnakertrans Kab. Brebes, UPPKH Kab. Brebes, Kec.Bulakamba and Kec. Kersana with sources as many as 13 people coveringDinsosnakertrans Head of Social Assistance, Operator Coordinator PKH,Coordinator Assistants District, Companion PKH, Waiter Education, Healthwaitress and PKH participants. And to techniques of data collection is done byinterviews, documentation and literature.Based on the research results, the implementation of the PKH in Brebes are inaccordance with the theory of policy implementation by George C. Edward III inwhich almost all the variables of implementation have been met. However PKHhas not been able to reduce poverty in Brebes because it was influenced by thelow quality of very poor family (KSM) and the misuse of the aid committed bysome participants PKH.The results of this study are expected to provide benefits both the community andthe parties involved (UPPKH and Government). Based on these results, theauthors propose recommendations are expected in their sustainability programswith empowerment very poor family (KSM) to create a standalone program;increased participation of all parties involved; fulfillment facilities related toUPPKH UPPKH district and sub-district; the use of basic data in accordance witha program that does not happen misplaced.

Abstract

The inter-religious harmony established in Salatiga City is inseparable from the role of civil society. The respect for each other, which has become a habit for the community since the beginning, made Salatiga one of the most populous cities in Indonesia according to SETARA Institute. So this study aims to determine the benchmark of the success of religious tolerance according to Salatiga City itself, the reality of intertwined religious tolerance, and the factors that support religious tolerance.The research method used is descriptive qualitative where data collection techniques in the form of interviews, documentation, and direct participation. The data is then analyzed using data source triangulation.The results of the study indicate that the success of Salatiga as one of the most populous cities in Indonesia from 2015 to 2018 due to the habit of the Salatiga City people who have always been conducive to conducting various interfaith activities, supported by the Religious Harmony Forum (FKUB). The obstacles encountered were awareness of illicit organizations that caused intolerance.Keywords: Civil Society, religious tolerance, FKUB

Abstract

According to UU No. 32 of 2004 on Regional Government is expected to further enhance the ability of all levels of government together to manage and utilize the potentials and resources that exist, whether the potential social-economic communities, natural resources and government assistance. Kudus is one district that pro-investment in Central Java, by having as many as 13.659 UMKM in 2014UU No. 20 of 2004 on UMKM, the empowerment of UMKM itself was an attempt by the government, local government, businesss and society synergilistically. Conceptually UMKM mainly to do with the system itself is empowering UMKM. Empowerment success relies heavily on the participation of UMKM as actors and other stakeholders who as well and was intrumental in this development.

Abstract

The implementation of the street vendors’ regulation policy in Johar Market, Semarang is a policy regulated by the government that is the Local Regulation No. 11 (2000) on regulating and fostering more street vendors carried out in depth. The understanding of the traders regarding the layout of the city is absolutely necessary. Thus, to solve the street vendors’ problems in Johar Market in Semarang is not only from the government, but also made up of the participation of the people in Semarang.This is a qualitative study with the main purpose to describe in depth the implementation of the street vendors’ regulation policy in Johar Market, Semarang. This uses deep interview, documentation and analysis of documents technique in collecting the data. The data analysis in this study includes data reduction, data presentation, and data verification stage or conclusion.It can be concluded that the implementation of the street vendors’ regulation policy in Johar Market, Semarang has run optimally in the implementation. Department of the Municipal Market Semarang and Semarang municipal police and its related agencies have been monitoring and regulating the street vendors in Johar Market, Semarang properly and according to the procedure. The socialization of the implementation of the street vendors’ regulation policy in Johar Market, Semarang has been submitted through the coordination meeting by the related government institutions to the people, especially for the street vendors in Johar market, Semarang.Nevertheless, there are still some deficiencies such as; the quantity and quality of human resources that need to be improved; lack of resources methods (the work without Standard Operating Procedures is still a lot). The characteristics of the implementing organization, policy environment like social and economic, political, public support and cultural community provides an enormous influence on the success of the implementation of the street vendors’ regulation policy in Johar Market, Semarang. Keywords: implementation; regulation; street vendor
