Abstract

This analysis synthesizes scholarly literature to explore the significant link between participatory leadership enacted by school principals and the enhancement of educational quality. Participatory leadership, characterized by the distribution of control in decision-making, emerges as a unifying framework for fostering positive change within schools. The analysis reveals that this leadership style cultivates a supportive, collaborative, and inclusive environment, valuing the contributions of all stakeholders. Key dimensions of enhanced educational quality include teacher empowerment and effectiveness, the development of trust-based school climates, the promotion of innovation and adaptability, and the improvement of student engagement and achievement. By actively involving teachers, staff, and students in decision-making processes, participatory leadership creates a positive feedback loop that benefits the entire school community and aligns with established leadership theories emphasizing empowerment and collective intelligence. While challenges to implementation exist, the literature underscores the potential of participatory leadership to drive meaningful improvements in education.

Abstract

Teacher performance is one of the most important indicators in determining educational quality. Various studies have shown that principal leadership significantly influences teacher performance. However, this influence does not always occur directly but may operate through psychological factors, one of which is work engagement. This study aims to analyze the role of work engagement in mediating the influence of principal leadership on teacher performance through a literature review approach. The method used was a literature review by examining 10 scientific articles from SINTA-indexed national journals and reputable international journals published between 2021 and 2026. Data were collected through Google Scholar and Scopus databases using keywords relevant to the research variables. Data analysis employed content analysis by identifying, classifying, comparing, and synthesizing findings from the selected studies. The results indicate that principal leadership has a positive effect on teacher performance through increased work motivation, commitment, quality of the work environment, and learning effectiveness. Furthermore, work engagement was found to play a significant mediating role in strengthening the relationship between principal leadership and teacher performance. Teachers with high levels of work engagement tend to demonstrate greater dedication, enthusiasm, and involvement in carrying out their professional responsibilities, leading to improved performance. Therefore, strengthening work engagement should become a strategic priority for school principals in enhancing teacher performance and improving educational quality sustainably

Abstract

This study examines the effectiveness of the teacher certification policy aimed at improving educational standards at SMP Negeri 47 in Surabaya, with a focus on how it affects teacher’s competence, welfare, and skills. The certification policy is hypothesized to play a pivotal role in elevating the quality of education offered. Employing a qualitative approach, this study examines the implementation and outcomes of the policy since its introduction. Data was collected through various qualitative methodologies and analyzed to ascertain the policy’s contribution to enhancing teacher welfare, competence, and professionalism. The findings reveal that the teacher certification policy at SMPN 47 Surabaya has been significantly instrumental in advancing educational quality aligning with the policy’s prime objectives. These insights hold wide implications for educational policy optimization at a broader level.

Abstract

Artikel ini mengkaji dinamika perubahan kebijakan pendidikan tinggi yang berlangsung cepat dan menuntut dosen untuk beradaptasi di tengah kompleksitas tugas tridharma. Penelitian ini bertujuan menganalisis strategi pengembangan karier dosen, mengidentifikasi hambatan struktural, serta merumuskan strategi adaptif dalam konteks Universitas Negeri Surabaya (UNESA). Penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam terhadap 43 dosen dengan berbagai jenjang jabatan akademik, yang dianalisis secara tematik dan dilengkapi dengan analisis kebijakan serta tinjauan literatur kritis. Hasil penelitian menunjukkan bahwa perubahan kebijakan menuntut adaptasi disampaikan oleh 72,1% informan, tuntutan publikasi ilmiah oleh 67,4% informan, dan beban tridharma/administrasi oleh 62,8% informan sebagai tantangan utama, sementara digitalisasi melalui SISTER dan reformasi jabatan akademik dinilai membuka peluang efisiensi meski implementasinya belum optimal. Kesimpulannya, pengembangan karier dosen memerlukan pendekatan holistik yang mencakup perencanaan karier individual (Individual Career Development Plan), mentoring terstruktur, simplifikasi administrasi, penguatan riset kolaboratif, serta sistem informasi karier yang terintegrasi. Kata Kunci : Pengembangan Karier Dosen, Kebijakan Pendidikan Tinggi, Analisis Tematik, Jabatan Akademik, Publikasi Internasional, SISTER
