Abstract

Digital transformation is a strategic necessity for improving the quality of health services in the modern era. This study aimed to analyze the implementation of digital transformation at Rumah Sakit Jiwa (RSJ) Tampan, Riau Province, which has adopted various innovations such as the Hospital Management Information System (SIMRS), the SITAMPAN online registration service, and employee attendance based on electronic signatures, as well as to examine their contribution to the realization of excellent health services. A descriptive qualitative approach was employed through interviews, field observations, and document analysis with informants comprising healthcare workers, administrative staff, and management. The findings show that digitalization has accelerated the registration process, facilitated access to information, improved data accuracy, and strengthened transparency and work efficiency, which in turn has enhanced patient satisfaction through faster, more accurate, and more responsive services. However, the study also identified obstacles, including unstable internet connectivity, limited devices, and varying levels of employees’ digital literacy, which hinder optimal system utilization. Overall, digital transformation at RSJ Tampan has made a positive contribution to realizing excellent health services and strengthening accountability and public trust, with implications for the need to improve technological infrastructure and provide continuous training programs so that digitalization can proceed more optimally and sustainably in the future.

Abstract

The tourism development of Tanjung Punak Tourism Village, which won 1st Place at the Indonesian Tourism Village Award (ADWI) at the Riau Province level in 2023, faces serious challenges regarding sustainability post-award. This sustainability is highly dependent on the effectiveness of the Penta Helix Actor Network Model (Government, Community, Academia, Business, Mass Media), which serves as the foundation for Collaborative Governance. This study aims to analyze the model, actor roles, and network dynamics that influence the village's tourism sustainability. Using a descriptive qualitative method, the research identified that all Penta Helix elements are structurally complete. The findings indicate a disparity between strong resource support and governance dysfunction. The Facilitator role (Pertamina Hulu Rokan/Business and STP Riau/Academia) proved highly effective in providing CSR funding and capacity building. However, network effectiveness was paralyzed by a Critical Dysfunction in the Coordinator role (Bengkalis Regency Tourism Office). The Coordinator's failure to resolve the Tanjung Lapin management conflict between Primary Actors (the Office and Village Government/POKDARWIS) severed trust and the flow of routine support. This triggered implementor fatigue and the Implementor's failure to maintain facilities, marked by the poorly maintained condition of facilities. It is concluded that the effectiveness of the Actor Network in Tanjung Punak functions partially; the failure of the Coordinator role within the Government pillar is the fundamental obstacle that sabotaged the goal of tourism sustainability.

Abstract

This study is based on a policy innovation introduced by the Siak Regency Government related to village economic growth, particularly in Sungai Apit Sub-district. Through Law No. 6 of 2014, the government provides opportunities for each village to establish a business entity that can meet community needs—especially basic needs—while utilizing untapped local natural resources. These entities are expected to be managed as strategic assets that drive the local economy. Inclusive economic growth refers to efforts to ensure that the benefits of development are distributed across all segments of society, including rural communities. With the presence of small and medium enterprises (SMEs), creative industries, and agribusiness, local residents are no longer required to migrate to urban areas in search of employment. Empowerment programs—such as education, skills training, and community capacity building—can enhance their ability to actively participate in economic and social development. This study applies the Community Capitals Framework (CCF) developed by Emery and Flora (2006), which consists of seven dimensions. A qualitative method is employed to explore and identify patterns in how different forms of capital operate within the Sungai Apit Sub-district community in Siak Regency. The findings indicate that the condition of each type of capital shows an increasing trend in both quantity and quality. By effectively utilizing these various forms of capital—through educational programs, cultural initiatives, financial resources, and environmental conservation—Sungai Apit Sub-district is projected to improve its long-term well-being, resilience, and prosperity. Through collaboration, participation, and capacity building, communities can create a virtuous cycle in which different forms of capital reinforce one another, leading to sustainable and positive development outcomes.
