Abstract

The Family Expectation Program is Conditional Cash Transfer program to accelerate poverty alleviation and development of the social security system provided to RTSM/KSM in an effort to improve human resources especially in education and health. Implementation of The Family Expectation Program in Pekanbaru began in 2013 to include 8 sub-districts, one of it is Rumbai. According to directly observation, the problem is implementation of The Family Expectation Program in Rumbai Sub-district is not optimal, especially in Sri Meranti Village. The purpose of this research is to knowing how the implementation of The Family Expectation Program in Sri Meranti Village Rumbai Sub-district and to knowing the obstacle factor implementation of The Family Expectation Program in Sri Meranti Village Sub-district Rumbai.The theory used is management by George R. Terry starting from planning, organizing, actuating and controlling. This research uses a qualitative descriptive method. In collecting the data researcher uses the method of observation, interview and documentation.The result of this research gets conclution that implementation of The Family Expectation Program in Pekanbaru is not optimal. There is still a shortage especially in planning and organizing implementation of The Family Expectation Program. And then, the obstacle factor in implementation of The Family Expectation Program in Pekanbaru (the case studies in Sri Meranti Village Rumbai Sub-district), that is socialization, budgetting, completness requirement and lack of awareness RTSM/KSM.Keywords: The Family Expectation Program, Health, Education, Poverty

Abstract

Conflicts in oil palm plantation companies cannot be separated from land problems with the community. This conflict occurred due to the existence of community land within the PT. Surya Bratasena Plantation due to an error in the previous shaving. The purpose of this research is to see and understand how the company strategy in its efforts to settle land with the community and to find out what factors are the obstacles to the implementation of the Land Conflict Resolution Strategy made by PT. Surya Bratasena Plantation. The theory used in this research is conflict resolution theory with three indicators, namely negotiation, mediation and arbitration. To answer this research problem, researchers used qualitative methods using data collection techniques such as interviews and documentation, then analyzed and looked for conclusions about these problems. The results of this study indicate that the strategy that has been made by PT. Surya Bratasena Plantation and offered to the community can solve the problem without involving a third party in its resolution. The inhibiting factor in carrying out this strategy is the presence of outsiders as provocateurs to make people not want to make peace.

Abstract

The government is trying to find a way in terms of data collection that is evenly distributed throughout Indonesia so that conflicts do not occur. thereby creating a Complete Systematic Land Registration Program (PTSL). The program was created with the aim of accelerating the provision of legal certainty and legal protection of community land rights in a definite, simple, fast, smooth, safe, fair, equitable and open and accountable manner, so as to improve the welfare and prosperity of the community and the country's economy, as well as reduce and prevent land disputes and conflicts. In addition to a thorough land mapping, this program provides free land certificates to the community. The method in this study uses a qualitative research method with a descriptive approach. The results of the study indicate that the Complete Systematic Land Registration Program in Pekanbaru City has not been realized effectively due to the untimely implementation of the program, the lack of appropriate program measurements and the absence of appropriate program targets in the Complete Systematic Land Registration Program in Pekanbaru City. This is caused by several inhibiting factors including: Human Resources, Facilities and Infrastructure, the network during the program implementation process.

Abstract

This writing aims to find out the performance of the Riau Provincial Social Service in handling the problem of repatriation of displaced people in the city of Pekanbaru to create social welfare for displaced people. Abandonedness is experienced due to the mobility of residents from one area to another with the aim of achieving a better life. Pekanbaru is one of the destinations because it is the capital of riau province that has promising jobs. Riau Provincial Social Service accommodates the repatriation of displaced people to their hometowns. This research aims to find out how the performance of riau provincial social services (case study: repatriation of displaced people in pekanbaru city). The research method used is a qualitative research method with a case study approach that is descriptive analysis. Research is conducted by collecting various information, processed and analyzed based on existing data based on how the organizational performance piercing used in this study. The result of this study is the creation of social care and welfare for displaced people.

Abstract

Economy is one of the things that have an impact due to Covid-19 pandemic. This has caused not a few people to experience layoffs due to the impact of the Covid-19 pandemic. The solution to this problem by supporting and assisting the affected communities to rebuild. Therefore, the government provides various types of assistance that are presented during this pandemic. The Pekanbaru City Communication, Informatics, Statistics, and Encryption Service has a role in conveying information related to city government, including disseminating information regarding Covid-19 social assistance to public. Information related to social assistance during this pandemic is very much needed for affected communities. Therefore, this study aims to find out how performance of the Pekanbaru City Communication, Informatics, Statistics, and Encoding Office in conveying information related to Covid-19 social assistance and what factors are supporting the performance of the Pekanbaru City Communication, Information, Statistics, and Encryption Service. in conveying information. The theoretical concept used in this research is the performance measurement indicator by Agus Dwiyanto (2006). The research method used is a qualitative research method with a descriptive approach through interviews, observation, and documentation. The results of this study are that the performance of the Pekanbaru City Communication, Informatics, Statistics, and Encoding Office is good and skilled but needs to improve coordination with each OPD so that the delivery of information related to COVID-19 social assistance becomes clearer and the factors that affect the performance of the office are the ability of employees, work motivation, work environment, networking, and coordination.

Abstract

Development in the industrial sector also causes negative impacts that can threaten the preservation of the surrounding environment, the importance of monitoring companies that may have negative impacts. Environmental pollution carried out by PT Toba Pulp Lestari which occurs in the Toba Regency area shows that the supervision carried out by the Toba Regency Environmental Service has not been optimal. The purpose of this research is to see how the supervision carried out by the Environmental Office of Toba Regency in supervising environmental pollution by PT Toba Pulp Lestari and what factors are hindering the supervision carried out by the Environmental Office of Toba Regency in overcoming environmental pollution by PT Toba Pulp Lestari.

Abstract

Penelitian ini dilatarbelakangi oleh rendahnya kualitas Pelayanan Publik dalam pembuatan E-KTP pada bagian Kependudukan dan Pencatatan sipil di Kantor Camat VIII Koto Sungan Sarik. Jangka waktu pelayanan yang lambat, kurangnya keramahan oleh petugas, masih banyaknya E-KTP yang belum terselesaikan, serta rendahnya kehandalan petugas dalam pelaksanaan pembuatan E-KTP. Tujuan penelitian ini untuk menjelaskan kualitas pelayanan public serta faktor-faktor yang mempengaruhi dalam pembuatan E-KTP pada bagian kependudukan dan pencatatan sispil di kantor Camat VII Koto Sungai Sarik. Jenis penelitian yang dipilih adalah penelitian kualitatif dengan pendekatan studi kasus yang bernilai deskriptif. Teknik pengumpulan data dilakukan melalui wawancara observasi dan dokumentasi. Penelitian ini menetapkan informan sebagai sumber informasi untuk memperoleh data yang dibutuhkan. Informan dalam penelitian ini adalah orang yang mengetahui permasalahan penelitian secara mendalam. Adapun jumlah informan dalam penelitian ini sebanyak 8 orang. Hasil dalam penelitian ini menunjukkan bahwa kualitas pelayanan public dalam pembuatan E_KTP pada bagian kependudukan dan pencatatan sipil di kantor Camat VII Koto Sungai Sarik ditinjau dari 2 indikator responsivences (daya tanggap) dan assurance (jaminan) sudah berjalan cukup baik, sedangkan 3 indikator yaitu reability (kehandalan), empaty (empati), tangibles (bukti fisik) menunjukkan kualitas pelayanan masih rendah. Adapun yang menjadi faktor penghambat yaitu sumber daya manusia, koordinasi dengan pemerintah desa, serta sarana dan prasarana.

Abstract

The customary village is a government unit that is managed by the customary community and has the right to manage the territory (ulayat rights) and the life of the community in the environment of the customary village. Kampung Kuala Gasib was chosen to be one of the traditional villages in the Siak distric. The socio-cultural life of Kampung Kuala Gasib is heterogeneous, where there are many different tribes who live side by side, in the economic life of the people of Kuala Gasib Village, the majority of which are in the oil palm plantation sector and make oil palm the main commodity in this area. The purpose of this research is to see the socio-economic correlation with the level of social welfare based on the level of employment, level of education, social groups, and assets that the community owns to support their socio-economic life. This research method uses a descriptive qualitative approach, and the validity of the data uses the census method. The results showed that the welfare level of the community was still mostly in the middle to lower class, with the dominant occupation rate being farmers at 11% and those who did not work at 37%.

Abstract

Implementation of the Prosperous Rice Program. The purpose of this study was to find out and analyze the implementation of a prosperous rice program in Talang Gedabu Village, Rakit Kulim District, Indragiri Hulu Regency. This study uses a qualitative descriptive research method. The sources of data in this study were the Village Literature Implementation Team, Inner Board, Hamlet Head, and several Beneficiary Families (KPM) in Talang Gedabu Village. And data analysis is done through data reduction, data presentation and drawing conclusions. The results of the implementation of the prosperous rice program are inaccurate, in the sense that the free rice assistance provided by the government is still inaccurate and not in accordance with those who really have the right to receive it. This can be said because of the five indicators as the success of the prosperous rice program based on TNP2K, only one indicator is right.

Abstract

Non-Medical Staff Competence and Public Satisfaction Level. This study aims to determine the influence of non-medical staff competence on the level of public satisfaction in hospitals Arifin Achmad Pekanbaru. The method used is descriptive and quantitative method. The sample is outpatient by 2016 at Arifin Achmad Hospital Pekanbaru as many as 100 people. Data collection techniques questionnaire, observation and interview. The types and sources of data used are primary and secondary data. The result of research has been done, then the conclusion that is t value is 6,400 while t-table is (0.05,99) = 1.6603 because t count (6,400)> from t table (1.6603) hence Ho significant. Thus variable employee competence (X) effect on the variable level of public satisfaction in hospitals Arifin Achmad Pekanbaru. From the calculation results obtained R2 value of 0.956 it shows 95.6% changes to employee competence factors to the level of public satisfaction in hospitals Arifin Achmad Pekanbaru while the other 4.4% is determined by other factors not observed in this study.
