Abstract

The replanting process is done to replace the unproductive plants with new plants gradually and thoroughly. This process uses a one-stop management pattern. This pattern is more secure to run a better replanting program.This study aims to inform the farmers that the replanting program is important for the future prosperity of farmers. PT Buana WiraLestari Mas itself has been 25 years partners with farmers in improving their palm products. And the benefits of replanting this results can be enjoyed by farmers in the long run. Because the program is run well by the PT and the Village Government so it will not disappoint the farmers.From the results of research shows that PT Buana WiraLestari and KUD really do their job well. During the replanting process they are responsible for the fate of the farmers who lost their income while PT Buana WiraLestari Mas tries the Cost of Living Gang for farmers in the form of replacement money during replanting of 500,000 per hectare per month.Keywords: Implementation, Partnership, replanting of oil palm.

Abstract

This research shows sensational, Riau Province as an area that sells pertalite with highest price in Indonesia. This high proce of pertalite is due to the pegging of 10% (ten percent) pertalite tax rate set out in regional regulation number 8 of 2011, the highest percentage set by presidential regulation number 191 of 2014. Even though as a Riau producer or petroleum, it must pay dearly to get it. This is people’s demand to reduce the pertalite tax rate. The purpose of this study is to see how the determination of pertalite tax in Riau Province and what influences the determination. The theoretical concept used in this reasearch is the theory of the policy setting process by Nugroho (2017) with stages namely : determining policy issues, forming a policy formulation team, pre-policy process, first public process, second public process, special focused group discussion forum, and the policy authorization stage. Through this process the latest regional regulation was formed, namely regional regulation Number 8 of 2011 stating that the pertalite tax was 5%.  *Key word : tax determination process, pertalite prices, people’s demands.

Abstract

The performance of Penanaman Modal Pelayanan Terpadu Satu Pintu Kampar in improving the advertisement permit service in Kampar district, it is an effort to ensure that all billboards in the Kampar district have a permit. The purpose of this research is to describe the performance used by the Penanaman Modal Pelayanan Terpadu Satu Pintu To improve the advertising clearance in Kampar and to describe the factors affecting the service performance Penanaman Modal Pelayanan Terpadu Satu Pintu To improve billboards permits in Kampar. Focus study in this study is performance service Penanaman Modal Pelayanan Terpadu Satu Pintu To improve billboards permits in Kampar. Informant in this research is the management of Perzinan services, licensing services Staff, business owner that take care of the permission of billboards, business that do not take care of permits. The methods used in this study included in qualitative and data collection techniques are interviews and observations. Based on the results of known research service Penanaman Modal Pelayanan Terpadu Satu Pintu In improving the service of billboards permit is not optimal. Due to the lengthy process of advertising permit management, the duration of the licensing process is not due to the constraints of facilities and its main process but due to pending approval from the main manager of the advertising licensing service Penanaman Modal Pelayanan Terpadu Satu Pintu.  Licensing constraints by the community actually does not lie in its main procedure but from the authorities in the management and approval of the licensing to be published. There are several factors that affect the service performance Penanaman Modal Pelayanan Terpadu Satu Pintu It is work satisfaction, efficiency, effectiveness and the awareness of the billboard owner. Keywords: performance, service, billboards

Abstract

UPTD SAMSAT Bukittinggi is the public services delivery unit in the motor vehicle tax administration, improve services UPTD SAMSAT In Bukittinggi innovation in the management of motor vehicle tax is to use SAMSAT kiosk machine. The purpose of this study was to determine how service innovation and determine the factors that affect service delivery innovations in the management of motor vehicle tax on UPTD SAMSAT Bukittinggi.This study uses the theory of Everett M. Rogers (2003) in Suwarno (2008: 17), In application of innovation have the attributes that are inherent in such innovations. Attributes innovation in question is as follows Relative Advantage, Compatibility), Complexity, Triability, observability. The method used is qualitative data collection through interviews, observation and documentation.These results indicate that innovation in public services in the management of motor vehicle tax on UPTD SAMSAT Bukittinggi is to use the machine kiosk SAMSAT greatly benefit the community, but much remains encountered obstacles like the community who can not operate a machine and not a serving officer operating the machine kiosk SAMSAT, other barriers such as broken network, and electricity shut off, so that people could not use the SAMSAT kiosk machine.Keywords: Innovation, Service, Motor Vehicle Tax

Abstract

Tourism has an important role in the development of the country. In addition, tourism also has an influence on Regional Original Income (PAD) for Local Governments. Kampar Regency is one of the regencies in Riau Province which has a variety of tourism objects. One of the attractions in Kampar Regency is the Lontiok House tourist attraction. This Lontiok House tourism object has the potential to be developed. Therefore, a strategy is needed for the development of this Lontiok House tourism object so that it can develop and increase the interest of tourists to visit.The theory used is SWOT Analysis in the Strategic Management book by Sondang P. Siagian to determine the right strategy to overcome the problem. The research method uses qualitative methods with data collection carried out by interview, observation, and documentation with purposive sampling and accidental sampling techniques. The data analysis technique used was descriptive qualitative.The results of this study are the implementation of the Development Strategy of the Lontiok House Tourism Object by the Tourism and Culture Office of Kampar Regency but it is still not optimal in its implementation. Based on the results of the SWOT Analysis Strategy for the Development of Lontiok House Tourism Object that can be done is the synergy or cooperation of all components related to the development of tourism objects. Furthermore, there is a socialization of guidance and to the community on the importance of tourism awareness and allocating funds for the construction of facilities and infrastructure with the aim of increasing the number of tourist visits.Keywords: Lontiok House, Strategy, Tourism Object Development.

Abstract

Smoke haze happened in Riau in 2015 result in losses in sveral aspect, one of which in the field of transportation. Loss the most truth is air transport. Flight for smoke haze many tha were cancelled because of the smoke haze very thick so many a flight that in schedule it again. Airline Garuda Indonesia is air line so known as air line best in Southeast Asia so that PT. Garuda Indonesia have some strategy in serve the passengers for smoke haze so that right customers could be met. The purpose of this research is want to see how service the right customers PT. Garuda Indonesia in the case of disaster smoke haze in Pekanbaru Riau and know factorc anything influence it.Researches used the theory leach which states that service criteria that right customers that is the right to obtain good services, a right to know how decisions on the services certain made and the right to heard and be noticed opinionts. This research uses the method descriptive qualitative, techniuque data collectin through observation and interview where parties involved in this research as informants.The results ogf this study indicate that the right care customers right PT. Garuda Indonesia in case of Disaster Haze in Pekambaru in Riau have not done everything well where there are still some strategies from Pt. Garuda Indonesia is yet to be done. Abstract

Street vendors are economic activities that operate in the informal sector which have a negative and positive impact. Pekanbaru City Government overcomes the problem of street vendors who sell on the shoulder of the road by carrying out fostering. At present, fostering of street vendor is being carried out in stages, one of which is by building the Teratai Higienis Madani. The purpose of this research was to find out the fostering management of street vendors by Trade and Industry Agency in Teratai Higienis Madani Market Area Pekanbaru City and the inhibiting factors of management of street vendors. The research uses the theory of management function concepts according to Terry dalam (Torang, 2016) which has an indicator of Planning, organizing, actuating, and controlling. This research method uses a qualitative method of case study approach, with data collection techniques including: observation, interviews, and documentation. The research informants were selected through purposive sampling and snowball sampling techniques. Research results show that the fostering management of street vendors is not optimal so that traders do not last long selling in the Market. The inhibiting factors in the Management of Coaching of Street Vendors are public policy, control, participation of traders, facilities and infrastructure, budget. Suggested as the government can optimize the management of the management of street vendors by more assertive and active in controlling and fostering.Keyword: Management, Fostering, Street Vendors

Abstract

Land is one of the most basic state assets. Land for human life has a very important role, because all activities are carried out on the ground. Therefore, land is very much needed by every community, so it is not surprising that there are so many conflicts. One of which is the conflict between PT. Alam Sari Lestari with Sekip Hilir Village in Indragiri Hulu Regency. Starting from the uncertainty of the location of the PT. Alam Sari Lestari which is written in the Minutes of the Land Inspection Committee B Riau Province with what is written in the Measurement Letter and also the Certificate. This study aims to determine the inhibiting factors for conflict resolution and how the role of the government in conducting conflict resolution at PT. Alam Sari Lestari in Indragiri Hulu Regency. Then using the data analysis technique model of Miles and Huberman in Yusuf (2017). This research is a descriptive qualitative research where the data collection uses observation, interview, and documentation techniques. This study uses the theory of resolution proposed by Fisher in (Tisa, 2017), namely Negotiation, Mediation, and Arbritation. The research result show that of the entire existing resolutions, the government as a third party that has no interest in the stage of finding the results, because one of the parties in the conflict did not follow the process. So that the next stage has not been carried out and the efforts made by the local government of Indragiri Hulu Regency have not been able to run optimally.Keyword: Resolution, Conflict, Land Conflict

Abstract

One of problem that happened in Kuantan Tengah district, Kuantan Singingi regency is problem in order of gold mining publishing without permission, where until now there are still many people who do mining activity and more difficult to overcome as for the parties the authorities in handling this problem which is the integrated team which is a decision from the regent of Kuantan Singingi Number 13 of 2013. There are several obstacles in the implementation of coordinating the integrated team in controlling gold mining conducted by this community, among others, lack of commitment and responsibility of the team in the implementation of tasks that will cause many people still do so that will have adverse impact on environmental damage. Theory concept that used by researcher is coordination concept. Coordination consists of planning, communication, division of tasks and supervision. This research used qualitative method with and assessment of descriptive data in collecting the data, researchers used interview techniques, observation and documentation, using key informants and informant as a supplementary source of information. These result indicate that not maximal implementation between related parties (integrated team curbing illegal) in the control, is evident from the persistence of people who do gold mining activities in the Kuantan Tengah district Kuantan Singingi regency. Coordination can be seen from a good indicator of the lack of planning, communication, division of tasks and field supervision, coordination implementation is not achieved yet.Key Words: Coordination, Curbing, Gold Mining

Abstract

The purpose of this study was to determine disease control Dengue Hemorrhagic Fever conducted by the Department of Health in the District of Pangkalan Kerinci, Pelalawan and to mengetaui factor of any factor that inhibits disease control Dengue Hemorrhagic Fever by Public Health Service, the concepts used in the theory proposed Lubis (2000 : 105), which expresses the control is a function that regulates and directs how the implementation of a planned program and other administrative activities, either in the form of management of the arrangements, procedures and through action to intervene to allow the optimization of the implementation of a program plan. The results of this study indicate that the development of mass media and outreach to the community about the disease Dengue Hemorrhagic Fever (DHF) in the District of PangkalanKerinci is still not good it is in because of less intensive DHO Palalawan in propagating his program, Investigations Epidemiology conducted by PHC Berseri District of Pangkalan Kerinci is good, Mobilization society through Pemberantasan mosquito nest (PSN) in the District of Pangkalan Kerinci somewhat less than effective this is due to lack of participation, Abatesasi performed by PHC Berseri District of Pangkalan Kerinci still not effective, this is due to lack of education about the use of abate to the public, Fogging is carried out by the District Health Office Palalawan still less than optimal because it is a new Pelalawan District Health Office will conduct fogging after reports an epidemiological survey conducted by Radiant Health Center District of Pangkalan Kerinci.Keywords: Control, of Dengue Haemorrhagic Fever (DHF)
