Abstract

Regional Investment Board and One Stop Services (BPMD-PTSP) ofPayakumbuh as places that serve the public, in the service of licensing or nonlicensingis still getting concern by the public of payakumbuh. Convoluted andcomplicated service procedures, the services time often exceeds the provisions,speed and accuracy in providing services to the public. The aim of this researchwas to determine the quality of service and determine the factors that affect thebuilding license service at the Regional Investment Board and One Stop Services(BPMD-PTSP) of Payakumbuh.This research uses the theory by Parasuraman, Zeithhaml, and LeonardBerry in Harbani Pasolong (2007), which consists of Tangible, Reliability,responsivenes, Assurance, Empathy. The method used is qualitative research withdata collection technique through interview, observation and documentation.The results showed that, the quality of building license service at theRegional Investment Board and One Stop Services (BPMD-PTSP) of Payakumbuhis not good enough, there are several dimensions such as physical evidence,reliability, responsiveness, assurance and empathy is not good. From the fifthdimension is only on the assurance dimension that got good judgment, in thisdimension the service provider has been able to provide assurances that theiremployees have skill to take care of the public business, and also have theknowledge to answer and resolve any questions and complaints. As for the otherfour dimensions,the Regional Investment Board and One Stop Services (BPMDPTSP)of Payakumbuh still not meet the quality that public want.Key words: quality, service, building license (IMB)

Agency Service Integrated Investment (BPT-PM) is a Agency or a Organization technical for service permit and non-permit. In this activity publication permited. BPT-PM Pekanbaru City tried give priority to services they have implement with easy strategies, fast, transparently, and definitely, also development capability organization for service permit. Goal and target BPT-PM Pekanbaru city attempt to improving quality of services more prime for realize Pekanbaru city be investment gates with target BPT-PM. Inovation in service permit aim for facilitate, simplify, and improve access service so as be expected can push the community in business world for handle and have letter business trading.This results use theory of strategies innovation by Suwarno (2008) that innovation in public service born in form and initiative, also through metodh partnerships on delivery of public services, and procurement,or forming institution services for improve effectivity services.Outcome research strategies innovation in implementation services business trading at Pekanbaru city already going well so evidenced with accepted appreciations in public services of BPT-PM Pekanbaru city. But in improving and push business owner with scale addition capital with SIUP type mini doesn’t optimal yet, that be affected by culture factor or habits and character business owner (low exploite technology) at once as business they are doesn’t have and look after permit in operate business, low socialization and information publish permit business trading is directly, either through discussion or anything. Abstract

Children as creatures created by God Almighty have rights from birth, protection for children is not only carried out by government agencies but should be carried out by all stakeholders, both government, non-governmental institutions, and the community. Violence against children is a very complex issue that occurs in both developed and developing countries such as Indonesia. Pekanbaru City is one of the cities with a large number of cases of violence against children. In Riau Province, Pekanbaru City is also one of the active cities that implement child protection, development and empowerment programs.  The purpose of this study was to determine the efforts of the Office of Women's Empowerment and Child Protection (DPPPA) in the Prevention of Child Violence in Pekanbaru City and to see the inhibiting factors in the agency's efforts. The Office of Women's Empowerment and Child Protection (DPPPA) is one of the Regional Apparatus Work Units appointed to carry out the task of preventing violence against women and children, based on Pekanbaru Mayor Regulation Number 36 of 2016 concerning Protection of Women and Children from Violence. This type of research uses a qualitative approach. The results showed that in carrying out efforts to prevent violence against children by the Office of Women's Empowerment and Child Protection (DPPPA), there was an Integrated Service Unit for the Protection of Women and Children (UPT P2A) Pekanbaru City as a unit that served public complaints regarding violence against children. The inhibiting factor in efforts to prevent violence against children in Pekanbaru City is the budget for services for cases of violence against children in Pekanbaru City, including the lack of human resources that support the services.  Keywords: Violence Against Children, Efforts to Protect Violence Against Children and the Office of Women's Empowerment and Child Protection (DPPPA) Pekanbaru City.

Abstract

Implementation of Land and Building Tax Collection Rural and Urban have not yet reached the target and still less than optimal. This is because no accumulation of sources of property tax revenues by officers, still encountered taxpayers who do not comply with the obligation to pay taxes, a lack of socialization of property tax to rural and urban communities. Based on the researchers conducted research on Optimization of Land and Building Tax Collection Rural and Urban By UPTD Revenue Service Mandau sub Bengkalis. The problem in this research is How Optimization of Land and Building Tax Collection in District Mandau Bengkalis and any factors that inhibit Optimization of Land and Building Tax Collection in the District of Mandau Bengkalis. The study used the theory of optimization models Marihot Pahala Siahaan. This research method used is descriptive method of qualitative data collection techniques by observation and interviews in which the parties involved in the optimization of the collection as an informant. Research results Optimizing Collection of Tax on Land and Building Rural and Urban by UPTD Department of Revenue Mandau sub Bengkalis in the category less than the maximum it is due to the persistence of tax payers who are not registered as well as subject and object property tax rural and urban areas that should be recorded but in fact has not been recorded by the Regional Income UPTD in the process of making payment of taxpayer confusion and resulted in the payment is not made on time. The factors that can inhibit namely internal factors: lack of firmness or sanctions laws regarding taxation, lack of socialization and lack of human resources. External factors: lack of knowledge about the importance of tax payers taxes, and taxpayers are not enthusiastic in terms of tax payments. Abstract

Service is one that should get the attention of the government, until now, public complaints in the service that is still felt the news in various mass media. The aim of this study is (1) to find out the passport service and; (2) to find out what factors that influence the Passport Service. The theory used in this research is Widodo (2001:270-271) : (1) Service Procedures, (2) Completion Time, (3) Service Charge, (4) Service Product, (5) Facilities and Infrastructure, (6) Officer Competencies. This research methodology used is qualitative descriptive approach. Sources of this research are 3 (three) head divisions, 1 (one) office staff, and 5 (five) society. The technique of data collection in this research are interview, observation, and documentation. The result of this research shows that the Passport Service at Immigration Office Class II Dumai is not maximal yet, because there are some indicators such as facilities and infrastructures and competence of officers which considered not satisfying yet for society. While other indicators such as service procedures, completion time, service cost, and service product is already well. Factors that affect the services at the Immigration Office Class II Dumai are a network system problem and the response of officers who are still not good.Keywords: Public Service, Passport

Abstract

Job training ia a program carried out at the Pekanbaru City Manpower Office in collaboration with private training institutions. The phenomenon that occurs is the limited number of Human Resources at the Pekanbaru City Manpower Office, the inadequate time for the implementation of the training held at the Pekanbaru City Manpower Office, and the demands of the world of work which generally prioritize experience in a field of work, while most job seekers do not have work experience yet, with job training it is hoped that it can provide experience and knowledge and skills to training participants. The purpose of this study was to measure the effect of job training on the competence of participants at the Pekanbaru City Manpower Office. Where the population is 160 job training participants in 2018. The sample used in this study was 61 people. Job training has a significant effect on job competence  at the Pekanbaru City Manpower Office with the level of closeness of the relationship being in the strong category. Where the result of the correlation test obtained the probability figure of 0.000. Where 0.000 is less than 0.05 (0.000 < 0.05) then H0 is rejected, which means that there is a significant relationship between job training and job competence. The resulting correlation coefficient is 0.549. Hypothesis (Ha) is accepted and (H0) is rejected. Keywords : Training and Competency

Abstract

The Election Supervisory Agency (BAWASLU) of Riau Province is an institution that oversees the holding of the General Elections in the area of Riau Province. In the Election of the Governor of Riau Province in 2018, supervision conducted by the Riau Province Election Supervisory Body was still not optimal. Can be seen from the findings of cases of violations such as campaigns outside the schedule, installing APKs not in accordance with the Law, Black Campaigns and Money Politics. The purpose of this study was to see how the implementation of the Riau Province Bawaslu's duties in the Election of the Governor of Riau Province in 2018 as well as what factors hindered the implementation of the Riau Province Bawaslu's duties in the Election. This research is a descriptive study using qualitative methods. The selection of informants in this study uses incidental sampling techniques. Data collection is done through interviews, observations (direct observation) and documentation. The theoretical concept used in this study is the theory of task implementation by Suprihanto (1988: 102), with indicators of task mastery, ability to cooperate, finish work on time, and provide timely report results. Based on the results of the study it can be concluded that the implementation of the tasks of the Riau Election Supervisory Agency is still not effective. This is because some staff still find it difficult to understand their duties. In addition there is an unfavorable relationship with other parties involved in the election. And also the lack of transportation facilities in Bawaslu, Riau Province. *Keywords: Task Implementation, Cooperation

Abstract

Based on the duties and functions of the Transmigration and Manpower Office of Siak Regency, which regulates the implementation of the Siak Regency Regulation No. 11/2001 concerning the Placement of Local Workers, the limited use of local labor in companies located in Siak Regency is one of the problems faced in this research, where apart from these problems, the process of empowerment and the quality of Human Resources (HR) limited local workforce becomes one of the problems that become the authority or responsibility of the Transmigration and Manpower Office of Siak Regency, the purpose of this study is to determine the extent where is the role of the Transmigration and Manpower Office in empowering local workers in Siak Regency, as well as to find out what constraints are the inhibiting factors experienced by the Transmigration and Manpower Office in carrying out this role. The use of theoretical concepts in this research is to use the principles of Modern Organizational Principles, this study uses qualitative research types with descriptive studies, in data collection techniques used interviews and observation. The author uses the informant as information as the main source in the validity of the data. The results of this study indicate that the implementation of the empowerment has not been running optimally, this is because the process of implementing empowerment has not been carried out seriously, starting from the process of implementing competency-based training where the activities are not socialized so many workers local workers who are not aware of the program, the implementation of the Siak Job Fair which is also lacking in socialization and many workers from outside the Siak area who participated in the program, the enforcement of local regulations on empowering local workers that has not been carried out properly by the Siak Regency Government The inhibiting factors in this research are the lack of budget in carrying out the program and the lack of cooperation between the company and the Transmigration and Manpower Office of Siak Regency. Keywords: Role, Empowerment of Local Workers, Transmigration Office and Manpower.

Abstract

Social Security Administrator (BPJS) is a Public Legal Entity that is tasked with organizing National Health Insurance for all Indonesians. National Health Insurance (JKN) is a Government program that aims to provide a comprehensive guarantee of health insurance for all Indonesians to be able to live healthy, productive and prosperous lives. The low participation of National Health Insurance is recognized by BPJS. Because the number of participants is still low, a strategy is needed to increase the participation of the National Health Insurance. Theoretical concepts used is SWOT Analysis in the Strategic Management book by Sondang P. Siagian to determine the right strategy to overcome the problem. This study uses qualitative methods with descriptive data assessment. In collecting data, researcher used three types of activities in qualitative data analysis, namely : data reduction, data model, drawing/verification conclusions. The results of the study show that the Social Security Administrator (BPJS) in its entirety has not been able to increase number of participants the National Health Insurance in Siak Regency. Factors that influence are the economic condition and awareness of the society. It is expected that the BPJS of Siak Regency will apply more strategies to attract the interest of the society.Keywords: Strategy, Health Social Security, Program
