Abstract

Indonesia's commitment to achieving Net Zero Emission (NZE) by 2060 requires the active involvement of all sectors, including the financial sector. Islamic banking has a strategic role through the implementation of green financing that aligns with sustainability principles and the maqashid of Sharia. This study aims to analyze the implementation of green financing in Bank Syariah Indonesia in supporting the national net zero emission target. The research method used is qualitative descriptive with a case study approach. The data obtained in this study consisted of documentation studies of annual reports, sustainability reports, sustainable financing policies, and official publications available on the BSI website for the period 2023-2025. The results of the study indicate that Bank Syariah Indonesia has implemented green financing through the provision of sustainable financing in the renewable energy sector, eco-efficient products, sustainable land management, as well as financing for environmentally-oriented micro, small, and medium enterprises. This study concludes that the implementation of green financing at Bank Syariah Indonesia plays an important role in supporting national net-zero emission targets, although there are still various challenges in its implementation.

Abstract

This study aims to analyze the effectiveness and efficiency of Motor Vehicle Tax (PKB) management and to formulate strategies for increasing PKB revenue at the Pangkalan Brandan Samsat Technical Implementation Unit (UPT). Motor Vehicle Tax is a source of Locally-Generated Revenue (PAD) that plays a crucial role in funding regional development. However, implementation faces various obstacles—such as tax arrears, low taxpayer compliance, and limitations in service facilities and human resources—that can hinder the optimization of PKB revenue. This study employs a descriptive method using both quantitative and qualitative approaches. Secondary data were utilized, comprising PKB revenue targets and realized figures, as well as routine expenditure data for the Pangkalan Brandan Samsat UPT from 2020 to 2025. Data analysis techniques included effectiveness ratio analysis, efficiency ratio analysis, and SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. The results indicate that the effectiveness of PKB revenue collection fluctuated between 2020 and 2025 but generally fell into the "highly effective" category. The effectiveness rates were 124.6%, 102.8%, 113.5%, 84.9%, 87.2%, and 121.5%, respectively. Meanwhile, the efficiency of PKB collection fell into the "efficient" category, with ratios of 24.7%, 25.6%, 26.4%, 28.4%, 31.2%, and 37.6%. The SWOT analysis reveals that the Pangkalan Brandan Samsat UPT possesses strengths—specifically a clear legal basis and a sound service system—but faces weaknesses regarding limited facilities and human resources. Available opportunities include the utilization of digital technology and collaboration with relevant agencies, while threats include low public awareness and high levels of tax arrears. Therefore, a strategy comprising increased outreach, the optimization of digital services, and strengthened inter-agency coordination is required to sustainably boost Motor Vehicle Tax (PKB) revenue.

Abstract

This study aims to analyze the Hajj portion financing policy at Pegadaian Syariah from a regulatory and sharia perspective. The Hajj pilgrimage requires istitha'ah (ability), but in practice, not all people are financially prepared to meet the initial BPIH (Islamic Pillars of Hajj) deposit. This situation encourages the emergence of rahn-based financing with gold as an alternative solution. This study uses a normative juridical method with a qualitative approach through analysis of literature, regulations, and field data. The results show that Hajj portion financing has a strong legal basis through the DSN-MUI Fatwa on rahn and gold rahn, and is reinforced by MUI Fatwa No. 004 of 2020, which permits financing of the initial Hajj deposit as long as it complies with sharia principles. This scheme is considered more in line with the principle of prudence because it is supported by real assets. From a sharia perspective, this financing provides benefits in the form of easy access for the public to obtain Hajj portion numbers amidst the long queues. However, there is a potential shift in the meaning of istitha'ah because financial capability does not entirely stem from independent readiness. Therefore, its implementation must continue to adhere to the principles of prudence, repayment capacity, and freedom from usury. Going forward, adjustments to collateral values are needed to make them more proportional and regulations must be strengthened to maintain alignment with the maqasid of sharia.

Abstract

This study examines the implementation and effectiveness of risk management in organizing Umrah pilgrimage services amid global economic uncertainty through a case study of Travel Maha Tour. Global economic challenges, including exchange rate volatility, inflation, rising international transportation costs, and changes in cross-border policies, have significantly influenced the Umrah travel industry and increased operational risks. A qualitative case study approach was employed, with data collected through in-depth interviews, observation, and documentation. The informants consisted of the Operational Manager and Financial Manager of Travel Maha Tour, who were directly involved in managing operational and financial risks. Data were analyzed using descriptive techniques involving data reduction, data presentation, and conclusion drawing, while validity was ensured through source and method triangulation. The findings reveal that Travel Maha Tour has implemented comprehensive risk management by identifying key operational and financial risks, including currency fluctuations, flight schedule changes, visa delays, rising operational costs, and challenges related to pilgrims’ Umrah savings programs. To mitigate these risks, the company adopted several strategies, such as prudent budget management, reserve fund allocation, diversification of business partners, flexible payment policies, and strengthened internal communication and coordination. The implementation of these measures proved effective in maintaining service quality and operational sustainability. During the period of economic uncertainty from 2022 to 2024, Travel Maha Tour consistently fulfilled its departure quotas without imposing additional costs on pilgrims despite significant Rupiah exchange rate fluctuations. These findings indicate that effective risk management plays a crucial role in ensuring business resilience and protecting pilgrims’ financial interests during periods of global economic instability.

Abstract

This study aims to examine Generation Z's preferences in choosing financial risk management strategies, with a focus on comparing the use of emergency funds and Islamic insurance. Generation Z, known for their adaptability to technology and information, faces complex financial challenges amidst global economic uncertainty. Using a descriptive qualitative approach, data were obtained from in-depth interviews with a number of Generation Z respondents in urban areas. The results show that although the majority of respondents understand the importance of emergency funds as a form of short-term protection, there is increasing interest in Islamic insurance as an alternative that is considered more systematic and in line with religious values. The main factors influencing this preference include the level of financial literacy, trust in Islamic financial institutions, and perceptions of long-term benefits. These findings are expected to contribute to the development of more relevant financial education strategies for the younger generation. In Press, Journal Pre-proof.
