Abstract

Department of Communication and Information Kediri (Diskominfo) is a government institution authorized in the field of ICT management had problems in the delivery and support of information technology services, contained in the field of E-Government Organization. Hence, IT governance evaluation is required using the COBIT 4.1 framework on Deliver and Support (DS) domains, especially the problems found in DS1 defined and managed service levels, DS5 ensured system security, DS7 educated and train users and DS10 managed problems. The purpose of this research was aimed to know the state of existing IT governance by defined RACI Chart, calculated maturity level and gave recommendation in the form of document design such as procedure manual, work instruction, form and report to achieve the expected state of IT governance. The data itself was collected with several methods such us the assessment sheets, interviews and observations. From the maturity level calculation results obtained average results on DS1, DS5, DS7 and DS10 of 2.00 and gap analysis of 1.00. In order to achieve the maturity level 3.00, the recommendation was made with Standard Operating Procedure (SOP) in every existing IT process and completed documentation of standard format which will be implemented by field of E-Government Organization, so that management of IT services can be stable and controlled.

Abstract

Department of Population and Civil Registration (Dispendukcapil) Malang is a government agency that perform data related to population and civil registration in Malang city. Dispendukcapil has a population administration information system (SIAK) to facilitate the process of data collection and reduce the errors that occur because of human (human error). SIAK is the most important part of Dispendukcapil. There are three problems found in Dispendukcapil Malang, one of them related to the management of resources to SIAK. The process assessment model on COBIT 5 is appropriate to evaluate the management of SIAK resources by focusing on the subdomain of EDM04 ensure resource optimization to determine the current capability level and gap. Based on the results of capability assessment level EDM04 is at level 1 and there is a gap 2. The gap results obtained from the difference between the targeted level of 3 and the existing level is 1. In order for EDM04 ensure resource optimization on SIAK can reach the targeted level ie 3, the recommendation is given establishing principles for protecting existing resources, defining those responsible and authoritative for a process undertaken and defining the resources and information necessary to carry out a process

Abstract

In the software development industry, calculating software development cost estimation was an important activity. Many software development projects have failed due to inaccessibility limits, cost and time. CV Gumcode Indonesia was experience in similar problems, where there were many projects delayed and cost overrun so that an evaluation of how they estimated the cost was performed. This study described the cost, time and resource estimation needed for development by referring to Work Breakdown Structure and scheduled it into Gantt Chart using Advance Use Case Point and Revised Use Case Point methods. Data collection was done by interview technique to Project Manager and observation on the software, which processed into use case diagram and use case scenario. Advance Use Case Point method produced an estimation of hours of effort for 2.229,4 working hours with total cost Rp 110,558,733.00 and worked by 26 people. Revised Use Case Point method produced an estimation of hours of effort for 1.679.8 hours working with total cost Rp 83.303.382,00 and worked by 26 people. Based on the results of comparison analysis, Advance Use Case Point method was recommended because it covered the End-User Development features required in the Sistem Reservasi Online Gedung Serbaguna PT GHL Peninsula.

Abstract

Pertamina (Persero) RU VI Balongan focused on operational management which included service delivery and asset management. To maximized the capability, operational management in the company should be evaluated to saw the capability of process that supported the company's business activities. One of the framework that used to evaluate IT Governance is COBIT 5. Where this aimed to evaluated related process like APO09 for manage service agreement, BAI09 for manage asset, and DSS01 for manage operation. By Used COBIT 5 framework, company knew how far the base practice had done and also supported documents that already applied from each process. And company are knew the capability levels of each process. Supported by qualitative method, where this research used interview technique, triangulation and observation, it helped for validated data from evaluation process and determined of the capability level in each process could be accurated with the condition in the company. From the evaluation of assessment capability level from each process, it would created a recommendation and solution to made improvement to achieved the expected level.

Abstract

PT. Infomedia Nusantara is a company engaged in the field of CRM and BPM. PT. Infomedia Nusantara utilizes information technology to help companies achieve their goals. Because there are still deficiencies in the management of IT assets, as well as the management of human resources that support IT operations, therefore the capability level analysis with qualitative method using the COBIT 5 framework uses process EDM04 (asset resource optimization), APO07 (manage human resources), BAI09 (manage assets), and DSS01 manage operation). The data were collected using data triangulation technique by observation, interview, and assessment with assessment sheet. After the assessment with respondens, general manager network and IT infrastructure, deputyGM human resource, dan manager IT operation which choosen based on RACI Chart in COBIT 5,it can be seen that the level achieved by PT. Infomedia Nusantara on process EDM04, APO07, BAI09, and DSS01 is at level 3. There is a GAP of 1 level from each sub-domain because the desired level of the company is level 4. The recommendation that will be given is focused on making process measurement documents from each sub-domain and control limits

Abstract

PT Tirta Investama (AQUA) Pandaan is one company that has been utilizing information technology (IT) to support its business process. All activities are managed directly by the division of Danone Information Systems (DAN'IS) as the responsible for the provision and development of technology facilities and corporate information systems. The existence of such utilization, certainly raises the evaluation material in order to maintain the functionality of technology to keep stable. This study aims to evaluate the process of ensure risk optimization, manage security, and manage security services. Two of the three processes are examples of processes related to information security. Information security is selected as an audit object, since the company has a policy on the IS Security Policy document managed by the DAN'IS Security Analyst. This study uses the COBIT 5 framework as the main reference. The research method is doing by observation, interview, and analysis through assessment sheet to describe the condition of Base Practices (BP), Work Product (WP), Generic Practices (GP), and Generic Work Product (GWP) of EDM03 (Ensure Risk Optimization), APO13 (Manage Security), and DSS05 (Manage Security Services). So it is known the capability level of the three processes are at level 3. Each process has different gap levels. Therefore, a recommendation is given as a guide improving the quality of risk optimization and information security so as to reach the targeted level of achievement.

Abstract

Drinking Water Company (PDAM) of Malang City was a water supply company that applied information technology in carrying out all its activities. Almost all integrated systems and applications between divisions are managed by the center of the Management Information System (SIM) or known as the IT division. Therefore, to increase employee as a user and customer satisfaction with services provided by IT division, PDAM needs performance measurement in IT division to know the contribution of IT division in achieving company's vision and mission. Compiling of IT Balanced Scorecard was an appropriate method to determined how well the performance of IT division in supporting decision making in vision, mission and corporate objectives based on 4 domains. The purpose of the researcher was to developed the target of Key Performance Indicator (KPI) and strategic initiatives for each strategy's target on 4 IT Balanced Scorecard domains. The data itself are collected with interview and observation. From the interview result got 6 strategy's target and 8 KPI for target achievement 3 years ahead. Strategic initiatives gained based on target size are increasing IT costs and user satisfaction with services and improving IT governance and competence of Human Resources (HR) IT division.

Abstract

Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) DKI Jakarta had a vision to be a Jakarta citizens licensing solutions with the several missions that indicated that DPM PTSP provided a quick response services. It indicated that DPM PTSP must had sufficient and capable human resources, the application of optimal information technology and operational activities that run smoothly. In order to measure the optimal value of information technology resources, human resources and operational activities, a capability level assessment carried out in EDM04 (Ensure Resource Optimization) process, APO07 (Manage Human Resource) process and DSS01 (Manage Operations) process using the COBIT 5 framework. The capability level assessment carried out sequentially from level 0 Incomplete Process to level 5 Optimizing Process, analyzed the gap between capability level and targeted level, and provided the recommendations as an improvement of organizational's quality. The assessment carried out through several methods of interview, observation and assessment sheet. The capability level of the EDM04, APO07 and DSS01 process get capability level in level 3 with the targeted level in level 5 which is the same in each process, obtained the gap amount 2 and produced some recommendations that performed activities and made the documents related to each process.

Abstract

The development of e-government is one form of government efforts to create an open, clean and accountable bureaucracy by utilizing information technology. Commitment on e-government development is stated in Presidential Instruction No. 3 of 2003 on National Policy and Strategy of E-government Development. As part of government agencies in Indonesia, Batu City Government began implementing e-government to maximize the performance of its government. This study aims to assess the application of e-government in the Batu City Government by studying three Batu City Government division, which are Communications and Informatics Service, Regional Development Planning, Research and Development Agency and Agricultural Service. The Assessment was conducted by using the Indonesia e-Government Ranking Framework (PeGI) which focuses on policy dimensions and planning dimensions. The research methodology used is qualitative descriptive by using questionnaire for data collection, interview, and observation. Based on the results, it was found that the implementation of e-government in the policy dimension in Communications and Informatics Service is in the good category, Regional Development Planning, Research and Development Agency is in very less category and the Agricultural Service is in very less category. While in the planning dimension, the Communications and Informatics Service is in the less category, Regional Development Planning, Research and Development Agency is in the less category and the Agricultural Service is in the less category. From the results of the study then prepared recommendations for improvement of e-government services to achieve conditions of implementation with very good category based on the PeGI framework.

Abstract

Companies competition that engaged in the field of online trading was increasing especially in the development of e-commerce in Indonesia, they were competing to provide the best service and quality of the website for users to feel satisfied. Blanja.com is an online marketplace of e-commerce type. Blanja.com had aspect related issues of usability, information quality, service interaction quality. The purpose of this research is to show the scale of the priorities that appear then conducted research using quantitative approach. The population of this study is the total number of users who already have Blanja.com account (registered member) of 1.700.000 people and then selected a sample of 109 people by using convenience sampling. Data were collected by questionnaire. Conditions on variable usability, information quality, service interaction quality, and user satisfaction are in high categories at both performance and importance levels. Transaction and information security indicators are in quadrant A (concentrate here). Performance, timeliness, purchase satisfaction, and experience satisfaction indicators are in the C quadrant (low priority). The recommendations given for this research are to improve the quality of transaction and information security, performance, purchase satisfaction, and experience satisfaction.
