Abstract

Literacy and numeracy skills are core competencies in determining students' acade-mic achievement and lifelong learning. Elementary schools in Tegalrejo District have implemented literacy and numeracy strengthening programs for the past two years. However, an evaluation of the program has not been conducted. Based on this, this study aims to evaluate the implementation of the literacy and numeracy strengthening program in nine elementary schools in Tegalrejo District using the CIPP evaluation model. Data collection was conducted through surveys, interviews, observations, and document analysis. The results of the study indicate that the strengthening program is effective in strengthening students' literacy and numeracy skills in general, aligned with school needs, supported by appropriate policies, and strengthened by the active involvement of stakeholders, especially principals and teachers. Investments in teacher training and the provision of facilities such as reading corners and numeracy materials have contributed to a more effective learning environment, despite minimal parental involvement. Literacy and numeracy activities are also supported by collaborative innovation and consistent monitoring by the relevant schools. The product evaluation also showed improvements in student competency, a more dynamic school literacy and numeracy culture, and increased publication of student and teacher work. The findings of this study have highlighted the importance of (1) careful planning of numeracy literacy strengthening programs, (2) ongoing professional development for teachers, (3) collaboration between stakeholders such as principals and parents, and (4) systematic evaluation to measure the effectiveness of literacy and numeracy strengthening programs in primary education.

Abstract

Abstract: The study aims to examine the role of repatriation programs in improving the quality of education in Community Learning Centers (CLCs) in Sabah, Malaysia. The main focus of the research is to investigate the aspects of education quality in CLCs, identify obstacles to improving the quality of education in CLCs, understand the implementation of repatriation, and identify the role of repatriation programs. This research is expected to provide strategic recommendations to improve the quality of education in CLCs in Sabah, Malaysia. This research was descriptive research with a qualitative approach. The location of this research was CLC in the Sabah, Malaysia, region. The subjects in this study were the principal of the Indonesian School of Kota Kinabalu (SIKK), CLC teachers, and CLC alumni. Data collection in this study was carried out by technical observation, documentation, and interviews. The validity of the data was checked using a triangulation technique. Meanwhile, data analysis used qualitative data analysis techniques (Miles and Huberman), with the stages of data collection, data reduction, data presentation, and conclusion drawn. The study shows that each CLC seeks to meet the eight national education standards set by the Indonesian government. Because the SNP has not been implemented optimally, SIKK as the parent school of CLC carries out internal standardization through monitoring and evaluation. Obstacles to improve the quality of CLC education are mostly in terms of administration. Besides that, each CLC has different challenges and obstacles. The repatriation program is one of the efforts to improve quality in the form of repatriation of students to continue their education, which is divided into the ADEM repatriation pathway, which is fully financed by the government, and the Foundation repatriation pathway, which the Foundation or partner schools finance. The role of the repatriation program in improving the quality of education in CLC, Sabah, Malaysia, includes increasing students' motivation to learn, increasing parents' awareness of education, improving the quality of CLC graduates, and improving the quality of the educational service process at CLC. Abstract

Educational leaders increasingly face complex professional pressures that demand not only managerial competence but also strong adaptive and emotional capacities. This study examines how internal and external factors contribute to principals’ resilience by integrating quantitative and qualitative evidence through a mixed-methods approach. Survey data were used to identify shared perceptions regarding resilience resources, while in-depth interviews explored how principals interpret challenges and sustain leadership effectiveness in practice. The findings reveal that resilience is shaped through the interaction between adaptive meaning-making, spiritual faith, and organizational support. Emotional regulation and a clear sense of professional purpose emerged as important internal resources, while collegial collaboration and family support functioned as reinforcing external mechanisms. Spiritual practices were found to play a significant role in stabilizing emotional responses and supporting reflective decision-making during demanding situations. Rather than operating as isolated factors, these elements interact dynamically to sustain leadership stability under pressure. The integration of quantitative and qualitative findings suggests that resilience should be understood as a relational–spiritual process embedded in everyday leadership experiences. The study highlights the importance of developing leadership support systems that integrate emotional, relational, and spiritual dimensions. These findings provide practical implications for leadership development programs by emphasizing holistic resilience training that strengthens emotional regulation, collaborative organizational culture, and value-based leadership practices to support sustainable educational leadership.
