Abstract

Fisheries management area (FMA) 712 or the Java Sea is one of Indonesia's most extensively exploited waters and is renowned forits productivity as a fishing ground. The dynamics of fish resource utilization in these waters are indicative of the high complexityof the extant fisheries system, with small pelagic fish resources having been subject to exploitation through various changes in geartechnology thus increasingly competitive fishing grounds. Therefore, there is a need data on current distribution and catch trend ofsmall pelagic fisheries in the Java Sea through the use of fishery dependent data as an integral part of sustainable fisheriesmanagement. The present study utilizes fishing logbook data to analyze the status of small pelagic fish resource utilization in theJava Sea. The study utilized fishing logbook data downloaded from the database application of the Fishing Logbook InformationSystem of the Indonesian Ministry of Marine Affairs and Fisheries, covering the period from 2018 to 2022. The subsequentprocessing of catch data was conducted using Microsoft Excel software, whereas the distribution of fishing areas was analyzed usingQGIS tools. The analysis revealed a tendency for a decline in the catch of small pelagic fisheries for the Indian Mackerel(Rastrelliger kanagurta), Short Mackerel (Rastrelliger brachysoma), Fringescale Sardinella (Sardinella fimbriata) and ShortfinScad (Decapterus macrosoma). Only Yellowstripe Scad (Selaroides leptolepis) showed an increased catch trend in that period. Itwas further observed that the fishing grounds of all fish species remained consistent on an annual basis. The Shortfin Scad fishinggrounds were found to be uniformly dispersed within FMA 712, exhibiting a tendency to congregate along the Java Sea border withBorneo waters. Short Mackerel have been observed to be frequent in fishing grounds of the eastern to western Java Sea. In contrast,Indian Mackerel have been noted to be more prevalent in the waters of South Borneo and the western Java Sea. The distribution ofYellowstripe Scad fishing grounds appears to be uniform within FMA 712. Fringescale Sardinella fishing grounds have beenidentified as being predominantly concentrated in the western Java Sea and in Borneo waters.

Abstract

Mariculture, or the cultivation of aquatic organisms, holds the potential of enhancing food security, income diversification, and overall economic sustainability. To ensure its growth in the long run, it has to be sustainable particularly from the perspective of local communities, economically profitable, and environmentally friendly. The aim of this paper is to assess the acceptability for the feasibility of potential mariculture development in Mohéli, Comoros, a place with no existing mariculture activity, using Multi-Criteria Decision Analysis (MCDA), scenario planning, and stakeholder preference elicitation. Interviews and focus group discussions were conducted with key stakeholders, including local fishers, lawmakers, and environmental experts, to collect data. The results of the study show that economic gain is the main driving force behind the support for mariculture in the assessed communities, but acceptability is also a function of environmental aspects. Of the many mariculture options, seaweed farming was found to be the most recommendable because of its short harvest period, minimal impact on the environment, and low costs. The study shows that there is a need for specific awareness campaigns, collaborative decision making, and strategically changing management measures to solve ecological and socio-economic problems. The present research can be helpful in this regard as it suggests a method of integrating community interests with scientific decision-making tools to develop a roadmap for the growth of sustainable mariculture while ensuring that there is harmony between social, environmental and economic aspects of development in coastal areas.

Abstract

Title:Priorties for Coastal Ecosystem and Socio-Economic Management of Sebesi Island Based on the Oil Spill Environmental Sensitivity IndexSebesi Island is a coastal area characterized by high ecological diversity and a wide range of socio-economic activities, and it is located in a region with a significant risk of oil spills due to the intense shipping traffic in the Sunda Strait. The proximity of Sebesi Island to international shipping routes and the Indonesian Archipelagic Sea Lane I (ALKI I) increases its vulnerability to potential ship accidents and oil pollution. This study aims to (1) identify the types and characteristics of coastal ecosystems and socio-economic activities on Sebesi Island, (2) analyze the level of environmental sensitivity to oil spills using the Environmental Sensitivity Index (ESI) approach, and (3) determine management priorities for ecosystems and socio-economic activities that are most vulnerable to oil spill impacts. The study was conducted through field surveys, collection of ecological and socio-economic data, and spatial analysis. Ecological and socio-economic parameters were subsequently integrated into the Composite Environmental Sensitivity Index (CESI) to obtain a comprehensive assessment of environmental sensitivity. The results indicate that the coastal ecosystems of Sebesi Island consist of coral reefs, mangroves, and seagrass meadows, while the main socio-economic activities include coastal settlements, small-scale capture fisheries, dryland agriculture, jetties, and marine tourism. The ESI analysis shows that environmental sensitivity varies among analysis units, with CESI values ranging from moderate to very high sensitivity. Coral reef ecosystems exhibit the highest sensitivity levels, particularly in Analysis Units 10 and 18, which are classified as very highly sensitive due to their high ecological value, essential role as marine habitats, and strong linkages with fisheries and tourism activities. In contrast, mangrove ecosystems, seagrass meadows, and other socio-economic activities fall within the moderate to high sensitivity categories. Based on the spatial distribution of ESI values, areas with very high sensitivity are designated as top priorities for management and protection. These findings highlight that the ESI approach is effective in integrating ecological and socio-economic aspects and can serve as a scientific basis for coastal management planning and oil spill risk mitigation on Sebesi Island.
