Government Effectiveness and Good Governance Index: The Case of Indonesia Ihyani Malik

Abstract

Good governance is a critical aspect of organizational culture, especially in the public sector. This article explores the relationship between government effectiveness and good governance, focusing specifically on the Indonesian context. Understanding this relationship is crucial for organizational culture studies, as it highlights the impact of leadership, policy-making, and administrative competence on the overall functioning of an organization. The primary aim is to assess how the effectiveness of government institutions in Indonesia impacts the broader dimensions of good governance. The author obtained data through the UN, World Bank, WJP, and CGGI websites, and visualized them for easy understanding.  The findings indicate a significant correlation between government effectiveness and the quality of governance. Improved bureaucratic efficiency, policy implementation, and service delivery are closely linked with higher scores on the governance index. However, challenges in combating corruption and ensuring consistent rule of law remain notable hurdles. The study concludes that enhancing government effectiveness is crucial for the advancement of good governance in Indonesia. While progress has been made, sustained efforts are required to address ongoing challenges. The findings of the study provide lessons on how organizational culture in government institutions can be improved or reformed.

Abstract

Agricultural land conversion is a crucial issue in facing the challenges of food security and natural resource conservation. Sidrap District, as one of the agricultural regions in Indonesia, faces significant pressure related to agricultural land conversion. Therefore, the implementation of local government supervision policies is very important. This research aims to analyse the implementation of local government supervision policies on agricultural land conversion in Sidrap Regency. This research uses a qualitative method with data sources from interviews, documentation, and observation. The data of this study used Nvivo 12 Plus to obtain relevant analyses. The findings of this study show that in the implementation of the policy to monitor the conversion of agricultural land in Sidrap District, there are two main approaches, namely preventive and repressive approaches, which work together to maintain the integrity of agricultural land. The preventive approach focuses on prevention efforts, while the repressive approach aims to enforce regulations with appropriate sanctions. In addition, determinant factors such as communication, resources, disposition and bureaucratic structure also play a crucial role in this overall process. With a holistic effort involving effective coordination between relevant agencies and improvements to these determinant factors, Sidrap district has the potential to maintain agricultural sustainability and food security in the future.

Abstract

This study aims to how the collaboration of government organisations in controlling illegal parking in Makassar City. This type of research uses qualitative methods. The results of this study indicate that Collaboration carried out by the Department of Transportation, Head of the Pamung Praja Police Unit for Makassar City, and PD Parking Makassar Raya, such as joint meetings held 2-3 times a month, still needs to be improved because we can see there are still many problems that often occur in the field, such as the number of vehicles which are parked on the side of the road, apart from that the joint operations carried out between these agencies have still not been resolved because of the related parties who have not maximized their operating schedules and the lack of signs on the road and the process of implementing management and evaluation between these agencies has been effective, but this authority has not run smoothly, such as the regulation of parking lots and prosecution of motorists has not yet become a deterrent effect for the community, so the Department of Transportation must be more assertive in dealing with this problem and supporting factors in coordination between government agencies in dealing with illegal parking in the city of Makassar, the aspect is cooperation between institutions, communities and well-established communication between related institutions in handling illegal parking cases. The inhibiting factors in coordination between government agencies in dealing with illegal parking in Makassar City are inadequate facilities, infrastructure and human resources which are one of the inhibiting factors in controlling illegal parking in Makassar City.

Abstract

Increased numbers of beggars and homeless people can lead to a decline in the quality of life in urban areas, as well as increased social tensions and inequality. This situation can also lead to social stigmatisation of this vulnerable group, which then worsens their condition and complicates efforts to reintegrate into society. The purpose of this research is to analyse the role of the Pinrang Regency government in handling vagrants and beggars. The type of research used is a qualitative approach with a qualitative description research type. The results showed that the Social Service and Satpol PP collaborated in handling vagrants and beggars in Pinrang Regency. However, the findings are that the cooperation has not been effective. The results of the research conducted revealed that the role of the Social Service in handling vagrants and beggars in Pinrang Regency still has not reached the expected level of effectiveness. Although planning has been carried out by Satpol PP and the Social Service of Pinrang Regency, the results obtained do not meet expectations.

Abstract

The purpose of this study is to ascertain how the Department of Population and Civil Registration in the Pangkep district has improved public services through the use of e-government core. Qualitative research using a descriptive research design is the method employed. Techniques for gathering data include documentation, interviews, and observation. The study's findings include 1) Components of Support, Since the icore application's formal introduction, the government is stated to have offered excellent support for the development of e-government implementation, and this support has only increased. 2) Components of capability, The Pangkep Regency Population and Civil Registration Office's capacity to implement e-government core and improve public services has been deemed ideal in terms of financial, infrastructural, and human resources. This is derived from the APBD and has to do with the accessibility of financial or budgetary resources. 3) Valuable Components (advantages) Because of the many conveniences provided, the community has experienced the value or benefits of the icore application.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan Reformasi Birokrasi 4.0 berdasarkan prinsip-prinsip tata kelola yang gesit (Agile Governance) di Pusat Pelatihan dan Pengembangan dan Kajian Manajemen Pemerintahan (Puslatbang KMP) LAN Kota Makassar. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pengumpulan data melalui observasi, wawancara, dan studi dokumen yang kemudian data dianalisis serta divisualisasi dengan software Nvivo 11 Plus. Hasil penelitian menunjukkan bahwa Agile Governance di Puslatbang KMP LAN Kota Makassar sudah terimplementasi dengan baik berdasar pada prinsip-prinsip Agile Governance. Prinsip pertama yaitu good enough governance; pelaksanaan reformasi birokrasi 4.0 sudah menyesuaikan konteks dan kapabilitas organisasi. Prinsip kedua adalah business-driven; pelaksanaan reformasi birokrasi sangat berorientasi pada proses. Prinsip ketiga yaitu human focused; reformasi birokrasi sudah melibatkan seluruh pegawai serta peserta pelatihan untuk berkontribusi. Prinsip selanjutnya yaitu based on Quick wins; inovasi dan program kegiatan dalam reformasi birokrasi dapat dengan cepat dilakukan dan mencapai target dalam Quick wins tahunan. Kemudian systematic and adaptive approach; reformasi birokrasi dilakukan secara sistematis, adaptif pada masa pandemi Covid-19, terukur serta dapat dinilai dalam monitoring dan evaluasi. Prinsip terakhir yaitu simple design and continuous refinement; pelaksanaan reformasi birokrasi dilakukan secara gesit dan memiliki peningkatan pada 8 area perubahan dengan pemanfaatan teknologi serta penerapan budaya kerja yang dinamis. Sehingga reformasi birokrasi dapat menjadi faktor pengungkit menuju tata kelola pemerintahan yang gesit.

Abstract

This research is to analyze dynamics of collaboration in poverty alleviation in Bone Regency. The method used is descriptive qualitative with a phenomenological approach. Results of interviews as primary data and secondary data through documents and literature related to the topic. The results of the study show that in principle movement, motivation and ability to act together goes through coordination meetings which are held at least 4 times a year or quarterly. Collaborative actions through community empowerment, establishment of licensing processes, human resources and a new management system are also ongoing with the existence of the District Coordination Team which directly monitors the process of distributing aid in the field. Another thing is intended to avoid the occurrence of multiple KPM recipients, by using the NIK identity through the SIKS-NG application to make it easier to check beneficiary data. The main supporting factor is the synergy of stakeholders to overcome poverty. However, the obstacles are the people's mindset which is still difficult to change and the network is less stable in some areas.

Abstract

The objective of this research to determine the institutional coordination in improving the effectiveness of the Regional Disaster Management Agency (BPBD); factors that can improve the effectiveness of BPBD; and obstacles and efforts to overcome obstacles in institutional coordination to improve BPBD. The research method used is a qualitative approach. The data source consists of primary data and secondary data. Data collection tools through observation, interviews and documentation studies. Technical analysis of data in this study using triangulation techniques as a technique to check the validity of the data. Institutional coordination in disaster management carried out by BPBDS with other agencies/Agencies (Department of Health, Social Services and Public Works Department of Spatial Planning and land), has been implemented quite well. Similarly, the observation shows that some indicators of coordination have been implemented well, but some are still lacking and some have not been implemented such as guidance, consultation and direction through official and routine meetings. Factors that influence coordination in improving the effectiveness of BPBDS are: differences in ways, work attitudes, duties, commitments, procedures, financing, inventory of infrastructure and supporting facilities, and abilities/skills. Obstacles encountered in coordination to improve the effectiveness of BPBD is the lack of communication and the intensity of the meeting, the persistence of egosectoral attitude and the ability of implementers in disaster management.

Abstract

This research aims to determine the ethics in e-KTP making services at the Pinrang Regency Population and Civil Registration Service Office. This research uses a research method with a qualitative approach using data obtained through observation, interviews and documentation at the Pinrang Regency Population and Civil Registration Office. This research was conducted for approximately 2 months. It is hoped that the results of the research will provide an in-depth understanding of ethics in e-KTP making services at the Pinrang Regency Population and Civil Registration Service Office in terms of 4 (four) aspects of research observation which include efficiency, impersonal, personal system, responsibility. It is hoped that this research can be used as input for government officials in efforts to improve bureaucratic ethics in serving the community and provide a contribution of knowledge for future researchers.

Abstract

Supervision or controlling, namely an activity that aims to ensure that the implementation of an activity can run as planned. Supervision indicators are standard setting, assessment or evaluative, corrective action and work measurement. The aim of this research is to describe and explain the influence of supervision on the productivity of Civil Servants in the General Bureau at the South Sulawesi Regional Secretariat. This research is quantitative research using a survey method which aims to determine the effect of supervision on the work productivity of civil servants in the general bureau at the South Sulawesi regional secretariat. The research population was civil servants in the general bureau at the South Sulawesi governor's office, totaling 67 people with a sampling technique using random sampling. Data collection techniques use data prerequisite tests and simple linear regression. Based on the research results of the linearity test, the F value of the output obtained the calculated F value = 1.534 while the F table = 4.02. If F count F table, H0 with a value of 1.534 4.02 can be stated that there is a significant influence of supervision (X) on productivity (Y).
