Abstract

Terrorism that occurs both in the world and in Indonesia is a crime that cannot be classified as an ordinary crime, academically categorized as an extraordinary crime. Actions of terrorism in Indonesia can already be classified as a military threat, namely threats that use armed force, are organized and are considered to have capabilities that endanger state sovereignty. The role of The Indonesian National Army task in overcoming these acts of terrorism has not been effective. The research objective is to provide government input on the importance of The Indonesian National Army role in overcoming the threat of terrorism. Research using qualitative methods is aimed at understanding social phenomena from the perspective of the participants. The results achieved were that legally, the military could also be deployed to combat terrorism both from the aspect of domestic law and in the provisions of international law.

Abstract

Sistem Pertahanan Negara adalah sistem pertahanan yang bersifat semesta yang melibatkan seluruh warga negara, wilayah, dan sumber daya nasional lainnya. Menjaga kedaulatan negara tidak hanya bertumpu pada kekuatan militer, tetapi juga menggunakan kombinasi kekuatan ekonomi (kemakmuran) dan pertahanan. Ekonomi kerakyatan berbasis kewirausahaan merupakan salah satu upaya dalam membangun perekonomian dengan mengikutsertakan seluruh komponen dari setiap lapisan masyarakat untuk meningkatkan kesejahteraan dan keadilan sosial masyarakat pada sebuah negara. Tujuan dari penelitian ini untuk menganalisis pembangunan ekonomi rakyat berbasis kewirausahaan dalam upaya meningkatkan pertahanan negara Indonesia. Metode penelitian kualitatif dan teknik pengumpulan data berupa Studi Literatur dan Library Research. Hasil penelitian menunjukan korelasi yang kuat antara pembangunan ekonomi rakyat berbasis kewirausahaan dengan peningkatan pertahanan negara di Indonesia.

Abstract

This article investigates the effectiveness of policies in Fulfilling the Minimum Essential Force in Indonesia through Defense Budget Allocations based on Law Number 3 of 2002 concerning National Defense. One of the targets of the Indonesian Government in the defense sector is the independence of the defense industry to produce defense equipment without relying on other countries through the Minimum Essential Force (MEF). The fulfillment of the Minimum Essential Force (MEF) target is to reach 100 percent by the end of Minimum Essential Force (MEF) III by the end of 2024. But, Indonesia's defense budget for the 2009-2018 period is still below 1 percent of GDP, or below the average defense budget. ASEAN's countries. Our findings suggest that budgetary support is required from the Government to meet the Minimum Essential Force (MEF) by increasing the defense budget by at least 1.5 percent on the target

Abstract

The fundamental problems in economic development in Indonesia are the low level of welfare, unsustainable economic growth, and the inadequate development process of economic sectors. Defense economics is a branch of science that applies economics to national defense issues. Defense economics as a multidisciplinary study discusses resource allocation, income distribution, economic growth, and political stability as applied to topics related to defense. According to the defense economy, the impact of the use of the defense budget on the economy can be viewed from the demand or consumption and supply or production approaches. From the consumption side, the defense can protect national resources against various threats, so that national consumption becomes stable and even increases. This research uses role theory according to Biddle and Thomas, among others, Expectation, Norm, Performance, and Evaluation. The research objective is to provide government input on the importance of the economic role of defense in economic growth in Indonesia. Research using qualitative methods is aimed at understanding social phenomena from the perspective of the participants. The result that has been achieved is that the defense economy plays a role in improving security stability, so it is recommended that the government pay attention to defense-security spending budgeting, in particular the adequacy of its allocation, priority level, and linkages between other components

Abstract

Joint Defense Regional Command I (Kogabwilhan I) is the Operation Main Command (Kotamaops) of the Indonesian National Armed Forces (TNI or Tentara Nasional Indonesia) which is directly under the Commander of the Indonesian National Armed Forces. Kogabwilhan I’s task is to act as an initial follower and restorer in the event of a conflict in its territory, both for War Military Operations (WMO) and Military Operations Other Than War (MOOTW) as well as a deterrent in the event of a threat. The current phenomenon is that the organizational readiness of units in the Natuna area is not yet ideal, the readiness of human resources, especially the Indonesian National Armed Forces units in the Natuna area, is still limited, and the support for facilities and infrastructure of the Indonesian National Armed Forces units in the Natuna area is not adequate, and the implementation of operational activities in the Indonesian National Armed Forces units in the Natuna area. Natuna is not optimal. The purpose of this study is to provide government input on the implementation of Joint Defense Regional Command I (Kogabwilhan I) policies in supporting the national defense. This study uses a qualitative method which is an understanding of social phenomena from several participant perspectives. The results achieved are by the theory of Policy Implementation related to Resources, Communication, Disposition, and Bureaucratic Structure, a strategy is needed to revamp the bureaucratic structure and recalculate budget resources.

Abstract

The structure of defense spending in Indonesia State Budget consists of three types of spending, which are routine expenditure, goods expenditure, and capital expenditure. It shows the changes in consumption expenditure contribution, direct investment expenditure, and indirect investment from the government. According to The Global Competitiveness Report 2016-2017, Indonesia presents a low level of security stability among 138 countries. Due to the terrorism threat, Indonesia is ranked 115 (Global Competitive Index or GCI=4,2) for business cost, at the 102nd ranking (GCI=3,9) for the business cost caused by crime and violence, and 108th ranking (GCI=4,1) for organized crime. This study aims to examine the impact of military expenditure on security stability in Indonesia. The analytical method used in this study is explanatory, it aims to explain the causal relationship between variables and hypothesis testing. This study employs the time series data with per semester data series through 2000-2018. The research model is formulated as a recursive linear model in the form of a Cobb-Douglas production function and analyzed using multiple linear regression analysis with the Ordinary Least Square method. The result reveals that both military expenditure and security expenditure have impacted simultaneously on security stability. The integration of all components of military expenditure synergistically can increase Security Stability. The components of spending that have a partially significant positive effect on Security Stability are expenditures on goods and capital expenditures.

Abstract

Indonesia is currently facing the same problem, namely the COVID-19 pandemic. As a result of the COVID-19 pandemic in Indonesia, it has had a major impact on various sectors, one of which is in terms of the economy. The Indonesian government has made every effort to accelerate the handling of Covid-19 and restore the national economy. In accelerating the handling of Covid-19 and recovering the national economy, a strategic leadership figure is needed, namely the national leadership/TNI. In an effort to realize the optimization of the national strategic leadership/TNI in accelerating the handling of Covid-19 and the current national economic recovery, there are several obstacles, including limited planning capabilities, limited ability to implement strategies and limited evaluation capabilities. This research focuses on national/TNI strategic leadership. The methodology used is a descriptive qualitative research method through a literature study approach. The research uses optimization theory, strategic leadership and human resource management to analyze this study. The results of the analysis show that the optimization of the national strategic leadership/TNI is manifested in a number of fields such as the health sector, the social-economic sector and the security sector in an effort to accelerate the handling of COVID-19 and the national economic recovery

Abstract

Indonesia as a developing country, has good awareness of the importance of national development in many aspects. The national development process includes the developments of micro, macro, monetary and fiscal sectors. These factors have affected the allocation of resources, distribution of income, economic growth, and stabilization related to military defense. This paper aims to describe the Indonesian economic condition in 2022 from the defense economics perspective. The method used in this paper is a qualitative literature study with a descriptive and narrative approach. The conclusion is that the Indonesian economic current condition from the micro and macro sectors shows a good development. Furthermore, the policies taken by the government in the monetary and fiscal sectors are considered to be able to stimulate economic recovery. From the defense economics point of view, this condition must be accompanied by conducive country security so the public welfare can be stable

Abstract

In Indonesia, poverty is a very crucial problem, therefore, poverty alleviation must be a top priority in economic development, both in the short and long term. In order to reduce the level of poverty in Indonesia, the Government from 2017 until now has distributed social assistance for basic food programs in 514 regencies/cities throughout Indonesia with different target recipients and aid values ​​each year. The problem of the number of target recipients of social assistance and the value of assistance received by the community is not based on the poverty rate in Indonesia in the 2017-2022 period. This shows that the ineffectiveness of providing social assistance is due to the declining poverty rate, but the value of the assistance provided is increasing. The research approach used is using qualitative research methods using literature studies. This research is aimed at understanding meaning, understanding particular contexts, anticipating unanticipated phenomena and influences, and understanding processes. Based on the results and discussions that can be done in order to increase the Strength of the Social Assistance Program for the Sembako, it is to ensure the fulfillment of the objectives of the program, namely balanced nutrition and preventing stunting. , there are problems related to the aid received by the poor that is not timely, the basic food materials received by the community are not suitable for consumption (low quality). From the Opportunities side of the Social Assistance Program, the Sembako Program is that the basic food assistance program has not become one of the aids that contribute directly to poverty reduction, and the Threats are that there is no regulatory update related to the criteria for the poor, so that the regions have their own criteria, policies have not accommodated special conditions , as well as changes to regulations that change the policy for distributing social assistance programs
