Abstract

Bureaucracy reform within the Indonesian National Army (TNI) is a strategic step to improve good and clean governance in the face of the dynamics and demands of global environmental changes. Despite various efforts that have been made, the implementation of bureaucracy reform in the TNI still faces challenges related to inefficiency, internal resistance, and a bureaucratic culture that holds a strong hierarchy. The main problem raised in this study is how bureaucracy reform can encourage transparency, accountability, and increased efficiency in TNI institutions. This study aims to analyse the effectiveness of bureaucracy reform in realizing good and clean governance within TNI by using the institutional theory. The method used is a literature review by reviewing various policy documents, previous research reports, and relevant publications to understand the implementation of bureaucracy reform within the TNI. Institutional theory emphasizes three essential pillars, namely the regulatory pillar, normative pillar, and cultural cognitive pillar, where these three factors are the framework of analysis in this study. The results of the study show that these three factors significantly affect the efforts to change the institution carried out through bureaucracy reform. Increased transparency and accountability have been achieved in some parts of the Organization, but to realize good and clean governance as a whole, commitment and consistency are still needed in the implementation of sustainable bureaucracy reform.

Abstract

Rivalitas antara Quadrilateral Security Dialogue dan China di kawasan Indo-Pasifik semakin menguat dan membentuk arsitektur geopolitik baru yang berdampak langsung terhadap kepentingan strategis Indonesia.Penelitian ini bertujuan untuk menganalisis Bagaimana implikasi multidimensi dari rivalitas Quad dan China terhadap posisi strategis Indonesia di kawasan Indo-Pasifik, khususnya dalam aspek keamanan, ekonomi, politik luar negeri, serta pertahanan dan kepentingan nasional. Penelitian ini menggunakan pendekatan kualitatif berbasis analisis dokumen, studi ini menemukan bahwa posisi strategis Indonesia di kawasan menjadikannya rentan terhadap dinamika militerisasi di Laut China Selatan, ketergantungan ekonomi terhadap Belt and Road Initiative, dan tekanan diplomatik dari kekuatan besar dunia. Hasil penelitian menunjukkan bahwa Indonesia harus merespons rivalitas ini melalui penguatan diplomasi aktif, modernisasi pertahanan, peningkatan kapasitas intelijen strategis, dan diversifikasi mitra kerja sama. Temuan ini juga menegaskan pentingnya Indonesia memosisikan diri sebagai kekuatan penyeimbang di tengah rivalitas global, agar tidak hanya menjadi objek kontestasi geopolitik, melainkan juga aktor strategis yang dapat berperan dalam menjaga stabilitas dan perdamaian kawasan Indo-Pasifik. Penelitian ini memperkaya teori hubungan internasional Indonesia dan memberi kerangka analisis strategis bagi kebijakan luar negeri. Ke depan, disarankan pendekatan kuantitatif atau mixed-method untuk mengukur dampak rivalitas Quad dan China secara lebih terstruktur..

Abstract

Ketergantungan Indonesia terhadap batubara masih tinggi, sebagaimana tercermin dalam proyeksi RUPTL 2025–2034. Di tengah komitmen menuju Net Zero Emission 2060, diperlukan strategi transisi energi yang adaptif dan realistis. Penelitian ini mengkaji potensi penerapan teknologi Integrated Gasification Combined Cycle (IGCC) sebagai alternatif strategis untuk menjaga ketahanan energi nasional sekaligus mendukung agenda dekarbonisasi. Metode yang digunakan adalah deskriptif kualitatif melalui studi pustaka terhadap dokumen kebijakan, literatur ilmiah, dan data pendukung lainnya. Hasil analisis menunjukkan bahwa IGCC mampu meningkatkan efisiensi pembangkitan listrik hingga 48% dan mengurangi emisi CO₂ sekitar 10% dibanding PLTU konvensional, serta memungkinkan integrasi dengan teknologi Carbon Capture and Storage (CCS). Meskipun demikian, penerapannya menghadapi tantangan berupa tingginya biaya investasi, keterbatasan infrastruktur, dan ketidakpastian arah kebijakan. Analisis SWOT dan kerangka ketahanan energi 4A+1S (Availability, Accessibility, Affordability, Acceptability, dan Sustainability) menunjukkan bahwa IGCC berpotensi menjadi solusi transisi jangka menengah yang layak, khususnya dalam konteks energi berbasis batubara yang masih dominan di Indonesia. Diperlukan dukungan regulasi yang konsisten, insentif fiskal, dan penguatan kapasitas SDM agar teknologi ini dapat diimplementasikan secara nyata. Dengan pendekatan yang terarah, IGCC dapat menjadi jembatan penting dalam transformasi menuju sistem energi nasional yang lebih bersih, efisien, dan berkelanjutan.

Abstract

Konflik di Laut China Selatan terus menjadi isu krusial yang dipicu oleh klaim wilayah yang tumpang tindih dan kekayaan sumber daya alamnya, menjadikannya pusat perhatian geopolitik. Bagi Indonesia, sebagai negara kepulauan terbesar, menjaga keamanan maritim, terutama di perairan Natuna, adalah prioritas utama. Meskipun telah meningkatkan upaya militer, tantangan seperti penangkapan ikan ilegal, pelanggaran wilayah, dan keterbatasan sumber daya angkatan laut tetap ada. Artikel ini mengeksplorasi potensi teknologi Autonomous Vehicles (AV)—termasuk Autonomous Underwater Vehicles (AUV), Unmanned Aerial Vehicles (UAV), dan Unmanned Combat Aerial Vehicles (UCAV)—sebagai solusi transformatif untuk meningkatkan keamanan maritim. Melalui pendekatan deskriptif kualitatif, penelitian ini menyoroti bagaimana AV dapat mengoptimalkan pengawasan perbatasan, memastikan pemantauan yang berkelanjutan, dan mengurangi risiko operasional bagi personel. Artikel ini juga membahas pentingnya kolaborasi internasional dan alih teknologi untuk mengembangkan kapabilitas AV bagi pertahanan maritim Indonesia. Dengan memadukan teknologi canggih dan diplomasi strategis, Indonesia dapat memperkuat kedaulatannya sekaligus berkontribusi pada stabilitas kawasan di Laut China Selatan.

Abstract

Cooperatives in Indonesia play a crucial role as the main drivers of the people's economy, particularly in supporting the welfare of members and the community. However, in the current digital era, cooperatives face increasingly complex challenges, such as limited access to technology and low-quality human resources. This research aims to identify effective strategies to enhance cooperatives' contribution to national economic growth using Arthur F. Lykke's strategic theory framework, which consists of three main elements: Ways (methods), Means (resources used), and Ends (goals to be achieved). By using a literature study method and analyzing 15 relevant scientific journals, this research finds that innovation in digitalization, capacity building of human resources, and strategic collaboration are key for cooperatives to transform and strengthen their competitiveness in the global market. The research results show that with the right strategy, cooperatives can become a major driving force in creating inclusive and sustainable economic growth, strengthening local economic resilience, and empowering communities towards better welfare.

Abstract

Angkatan Laut Tiongkok mengalami peningkatan pesat dan diproyeksikan akan memiliki jumlah kapal yang lebih banyak dari Angkatan Laut Amerika Serikat berdasarkan laporan Congressional Research Service. Meningkatnya kemampuan Angkatan Laut Tiongkok merupakan bagian dari rencana pembangunan Blue Water Navy yang dipergunakan untuk melindungi kedaulatan teritorial dan juga kepentingan nasional Tiongkok. Ketegangan Tiongkok terkait batas wilayah laut seperti Nine Dash Line, sengketa Senkaku – Diaoyou, ketegangan dengan Taiwan membuat peningkatan kemampuan Angkatan Laut Tiongkok dilihat sebagai ancaman potensial bagi beberapa negara. Amerika Serikat sebagai negara yang memiliki hubungan kerjasama pertahanan dengan beberapa negara – negara yang bersengketa dengan Tiongkok seperti Jepang, Filipina, dan Taiwan juga memberi perhatian khusus terhadap peningkatan armada Angkatan Laut Tiongkok dan menyusun strategi untuk menjaga kemampuan Angkatan Laut mereka. Indonesia sebagai negara Indo Pasifik yang berada di posisi strategis harus mempersiapkan kemampuan pertahanan maritim yang memadai untuk mempertahankan kedaulatan dan kepentingan nasional ditengah perlombaan senjata tersebut. Keterbatasan anggaran pertahanan Indonesia dibandingkan dengan Tiongkok dan Amerika Serikat merupakan kendala dalam membangun kemampuan yang memadai dalam menghadapi perlombaan senjata Tiongkok dan Amerika Serikat, dalam Jurnal ini peneliti akan membahas tentang optimalisasi anggaran pertahanan dengan menggunakan berbagai cara seperti pengutamaan alutsista Multirole dan konsep Manned Unmanned Teaming untuk menghadapi ancaman di masa depan.

Abstract

The World Maritime Axis policy initiated by President Joko Widodo has become one of the government's main focuses in national development in collaboration with the Chinese government through the Belt and Road Initiative (BRI). But sometimes it is also necessary to have a strategy carried out by the government in stemming the threats that come to support the world maritime axis. This has the potential to cause various asymmetrical threats around the economic field and loss of sovereignty, Indonesia's entry into the debt abyss, and the entry of laborers from China to Indonesia which will reduce employment opportunities for indigenous people. The research method uses quantitative data. The basis for the state planning process needs to be carefully prepared. Given that defense is one form of a spectrum of uncertainty that can make a "threat". keep in mind the magnitude of the opponent's ability, and must prepare to overcome the threats that will be posed in the future.

Abstract

Defense budget is an essential component in a country's defense strategy. The selection of effective methods in managing and evaluating defense budgets can have a significant impact on national defense capabilities. Therefore, this study aims to critically analyze the methods of managing and evaluating defense budgets through relevant literature studies. The method used in this research is literature review, involving the collection and analysis of journals, books, government reports, and other relevant publications. This research involves an in-depth examination of the methods of managing and evaluating defense budgets that have been implemented by countries across the globe. The analysis results indicate that there is significant variation in the approaches to managing and evaluating defense budgets in different countries. Commonly used methods include top-down and bottom-up approaches, cost-benefit analysis, risk analysis, and strategic planning techniques. Furthermore, this research also identifies the challenges faced by countries in managing and evaluating defense budgets, such as political complexity, strategic uncertainty, and resource limitations. This study provides valuable insights into the methods that can be applied in managing and evaluating defense budgets. In the context of national defense planning, a profound understanding of these various methods can assist countries in optimizing their resource allocation, enhancing the efficiency and effectiveness of defense budget management, and strengthening national defense capabilities. Abstract

Objective: This Study aims to identify the current condition of the electric vehicle charging infrastructure in Indonesia and make predictions to achieve the 2030 Nationally Determined Contribution (NDC) target. Design/Methods/Approach: The method used in this research is literature review, where the author conducts a study of literature in a number of journals and articles related to the research theme which is Development of Electric Vehicle Charging Infrastructure in Indonesia to Achieve the Target of Nationally Determined Contribution by 2030. There are several stages conducted in this research such as data collection, data analysis and drawing conclusions. These stages are carried out to determine the development of the existing conditions of Electric Vehicle Charging facilities in Indonesia to achieve the target of Nationally Determined Contribution by 2030. Findings: Considering the target number of electric vehicles in 2030, which is 600 thousand electric cars and 2.45 million electric two-wheelers, and the charging time or battery exchange time for electric vehicles, it is estimated that Indonesia needs to build 76,562.5 Public Electric Vehicle Charging Stations (PEVCS) for electric two-wheelers and 18,750 Public Electric Vehicle Charging Stations (PEVCS) for electric cars to support the 2030 National Determined Contribution target. As for the battery exchange system for electric two-wheelers, 17,014 Public Electric Vehicles Battery Exchange Stations (PEVBES) are needed to support the 2030 National Determined Contribution target. Originality/Value: This study builds upon previous research that discusses the condition of electric vehicle infrastructure in Indonesia, by adding predictions regarding the amount of infrastructure needed to meet the 2030 Nationally Determined Contribution (NDC) target. Practical/Policy implication: The research findings have significant implications for management and business practices, as well as policy aspects. In developing Public Electric Vehicle Charging Station facilities, there are many things that stakeholders need to consider, such as; Expanding the coverage of Public Electric Vehicle Battery Exchange Station facilities in rural areas, Establishing battery standards for Electric Vehicles to become a specific type of battery for Electric Vehicles that use a battery exchange system, Create battery exchange facilities for 4-wheeled vehicles.

Abstract

Protracted Russia - Ukraine conflict that occurred from the beginning of February 2022 caused the world economy to falter. This condition is one of the reasons for the projection that the world economy will experience a recession. These conditions made the world shake given their dependence on Ukraine, especially on the wheat sector. Wheat farmers in Ukraine have difficulty harvesting wheat. This condition makes Russia and Ukraine have to survive, and one of the factors is the economic factor. The comparison of the strengths of these countries needs to be reviewed considering that these two countries are world players in each of the sectors that affect their defense. This paper uses the theory of national power which is narrowed down to aspects of geography, natural resources, human productivity, and industrial capabilities. This paper uses a qualitative method with a comparative study approach. The results and discussion of this paper provide an overview of the capabilities in each aspect. This paper concludes that Russia is superior in political economy to Ukraine
