Abstract

Science cannot directly influence policy without a process of knowledge transfer and integration into policy-making called the science-policy interface. On the other hand, not all scientists intend to use their knowledge and findings to influence policy-makers. This condition causes a gap between science and policy. The main objective of this study is to identify various "knowledge products" that have varying amounts of policy space, understand the power relations between actors, and identify and analyze the process of integrating knowledge products into the policy-making process for abandoned land in Bogor Regency. The primary method used in this study is the RAPID (Research and Policy in Development) analytical framework. The study indicates that policy-makers will adopt the scientific evidence if they follow their organization's Main Performance Indicators (KPI) or gain political or economic benefits. The role of the lower-level bureaucracy as the implementing agency is crucial in the policy adoption process. The people "behind the organization" and "policy intrapreneurs" have an essential role in integrating scientific knowledge and policy. Scientific products, such as modeling, are often more effective in convincing policy-makers. The scientific evidence will become good advice and have a more significant impact when they meet policy-makers' interests. The study concludes that it is challenging to integrate science into policy-making without mutual trust amongst formal and informal network actors who have access to policy-makers to utilize abandoned lands in Bogor Regency.

Abstract

Rencana Detail Tata Ruang (RDTR) merupakan salah satu dokumen digunakan dalam menyelenggarakan penataan ruang dan alat pengendali pemanfaatan ruang di Indonesia, serta dokumen yang digunakan dalam acuan perizinan pembangunan dan berusaha. Penelitian yang dilakukan oleh World Economic Forum pada 2020 menunjukkan bahwa inefisiensi birokrasi berupa minimnya ketersediaan RDTR di kabupaten/kota menjadi salah satu penghambat percepatan proses perizinan berusaha dan berinvestasi melalui sistem Online Single Submission. Berbagai intervensi kebijakan dan pelaksanakan program sudah dilakukan untuk mengatasi hambatan pencapaian kinerja realisasi RDTR, namun sampai 8 Januari 2024, progres RDTR hanya mencapai 399 RDTR Kabupaten/Kota atau sekitar 19,59% dari target Rencana Strategis Kementerian ATR/BPN sebanyak 2036 lokasi. Penelitian ini bertujuan untuk menentukan faktor yang berpengaruh dan besaran pengaruhnya terhadap percepatan penyusunan RDTR. Penelitian ini menggunakan data primer yang diperoleh dengan menyebarkan kuesioner   Analytic Hierarchy Process (AHP) kepada 80 target responden. Survei yang dilakukan pada medio 2023 terhadap 4 (empat) kelompok Ahli melalui metode Analytic Hierarchy Process, telah memberikan gambaran faktor pengaruh dan besaran pengaruhnya terhadap kebijakan tersebut. Hasil penelitian menujukkan bahwa prioritas faktor yang dapat mendukung kebijakan percepatan penyusunan RDTR adalah: 1) Komitmen pemerintah daerah; 2) Ketersediaan data; 3) Aspek manajerial; 4) Aspek kebijakan; serta 5) Aspek dukungan TIK. Selain itu, subfaktor paling utama yang dapat mempercepat penyusunan RDTR dengan bobot sebesar 11,4% adalah komitmen pemerintah daerah dalam penetapan Peraturan Kepala Daerah (Perkada) RDTR. Hasil penelitian ini dijadikan sebagai bahan pertimbangan bagi Pemerintah Daerah dalam merumuskan Readiness Criteria Index (RCI) penyusunan RDTR sekaligus mengidentifikasi hambatan dan tantangan yang dihadapi.

Abstract

Poverty is always synonymous with disadvantaged people in rural and urban areas. According to the OECD (2016) three billion people in developing countries, including Indonesia, live in rural areas, and the majority are poor. The government has made various efforts in Indonesia to alleviate poverty, including through the concept of "building from the periphery" by allocating considerable funds to strengthen rural development. This study aims to measure the effectiveness of village funds in alleviating poverty in rural areas (case study: Belitung Regency) using the Moran's Index Analysis and Geographically Weighted Regression (GWR) analysis methods. Based on the results of Moran's Index analysis on poverty levels in 42 villages in Belitung Regency, it can be seen that the distribution pattern of poverty in each village is random or unpredictable. At the same time, the effect on poverty shows that village funds in the field of government administration have not influenced poverty alleviation. Meanwhile, the fields of development implementation, community development, community empowerment, disaster management, and emergencies, and urgency affect poverty alleviation as indicated by a "negative" regression coefficient.

Abstract

ABSTRAK Kemiskinan dan ketimpangan pendapatan merupakan isu dimensi sosial strategis yang sering dihadapi oleh berbagai wilayah di Negara Kesatuan Republik Indonesia, khususnya di wilayah-wilayah yang baru saja mengalami pemekaran, seperti Provinsi Kepulauan Bangka Belitung. Salah satu isu pembangunan di Provinsi Kepulauan Bangka Belitung yang termasuk dalam Rencana Pembangunan Jangka Menengah Daerah (RPJMD) 2017-2022 adalah terkait dengan tingkat kemiskinan dan ketimpangan pendapatan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kemiskinan dan ketimpangan pendapatan di Provinsi Kepulauan Bangka Belitung dengan menggunakan metode panel statis selama periode 2007-2016. Hasil penelitian ini membuktikan bahwa pertumbuhan ekonomi telah efektif dalam menurunkan tingkat kemiskinan, tetapi belum pada ketimpangan pendapatan. Ketimpangan pendapatan akan menjadi penghambat atau mengurangi efektivitas pertumbuhan ekonomi dalam menurunkan tingkat kemiskinan. Sedangkan secara statistik sektor yang memiliki pengaruh positif dan signifikan dalam menurunkan tingkat kemiskinan dan ketimpangan pendapatan adalah sektor jasa dan pertanian. Tingkat Inflasi memiliki pengaruh negatif dan signifikan terhadap tingkat kemiskinan, tetapi berbanding terbalik pada tingkat ketimpangan pendapatan. Pengeluaran pemerintah berpengaruh positif dan signifikan dalam menurunkan tingkat ketimpangan pendapatan, tetapi belum pada tingkat kemiskinan. Selain itu, jumlah penduduk juga memiliki pengaruh negatif dan signifikan terhadap ketimpangan pendapatan. Kata Kunci: Data Panel, Kemiskinan, Ketimpangan Pendapatan, Pertumbuhan Ekonomi

Abstract

The city of Ternate has great potential in the field of tourism, with a strategic geographicallocation has a high level of tourist visits both local and foreign tourists, has a variety of touristobjects and attractions and has the characteristics of the city as a coastal city (waterfront city).However, currently the tourism potential along the coast of Ternate City has not been maximallyexplored. This study aims to 1) analyze beach tourism objects that have developed, those that havethe potential to be developed and those that have less potential to be developed; 2) analyze thefactors that attract tourists; 3) analyze the strategy of developing tourism objects. several methodsused include Multi-Criteria Evaluation (MCE), binary logistic regression, and AWOT combinedAnalytic Hierarchy Process (AHP) and Strenghts, Weakness, Opportunities, and Threats (SWOT).Based on the results of the assessment of physical parameters and institutional, socio-cultural andeconomic parameters, Of the nine identified beach tourism objects, five of them have beendeveloped, two tourism objects are included in the category of tourism objects that have thepotential to be developed and the other two have less potential to be developed. Factors drivingand attracting tourist interest in beach tourism objects in Ternate City consist of, Age; Visitfrequency; one-time visit fee and facilities. The priority strategy for developing beach tourismobjects in Ternate City consists of: developing tourism objects by taking advantage of theiruniqueness and increasing promotion; program upgrade community based tourism, improvemaintenance event-event related to tourism, improvement of accommodation facilities;development of the tourism sector as a leading sector, reinforces existing regulations in terms oflicensing of C minerals in tourist areas.

Abstract

Social Forestry has been implemented in Indonesia to address environmental conservation and poverty alleviation. However, the effectiveness of this initiative in increasing household income is often subject to scrutiny. This study examines the impact of Social Forestry on household income by comparing Social Forestry members and non-members in two mountainous villages on Java Island. Specifically, the analysis focuses on household surveys conducted in Tombo village in Central Java and Cibulao sub-village in West Java. A negative correlation between membership and household income is observed in Tombo, whereas a positive correlation between membership and farm income is observed in Cibulao. Considering these findings, we posit that pre-implementation land tenure and accessibility may affect the economic outcomes of the program.

Abstract

This study aims to identify and propose solutions to the obstacles faced in the study of Karacak Agropolitan Revitalization based on Mangosteen agroindustry in Bogor Regency as outlined in a structural model. The revitalization of agro-industry-based agropolitan areas is studied through science, technology, and innovation which are then formulated and analyzed with the Interpretive Structural Modeling Method. Primary data were collected through expert-based surveys and questionnaires from seven relevant and representative government agencies to formulate policy studies. This research resulted in a study of 9 sub-elements of constraints and found 1 key sub-element, arrange hierarchically based on its importance. At the most critical level, we identified the government's political will towards agro-industrial development incentives and disincentive programs in agropolitan areas. This study recommends the government start an integrated agropolitan area revitalization program by utilizing local biological resources. The systems model approach will facilitate sustainable development at the village level, promoting inclusive economic growth and resilience. Keywords: Agropolitan, Barriers, Interpretive Structure Modeling, Mangosteen Agroindustry.

Abstract

Indonesia merupakan negara agraris dengan ekosistem perdesaan yang masih relatif terjaga. Disisi lain, tekanan urbanisasi terhadap wilayah perdesaan semakin menguat. Di era desentralisasi kebijakan lokal dianggap sudah tidak lagi cukup sebagai instrumen pengelolaan kawasan perdesaan di sebagian negara. Oleh karena itu, seharusnya perspektif pengarusutamaan pembangunan perdesaan tersurat lebih kongkret dalam muatan kebijakan nasional. Konseptual kawasan perdesaan yang menjadi bagian kebijakan pemerintah Indonesia saat ini cenderung bias, karena operasionalisasi pengaturan di desa menggunakan batas administrasi. Abstract

The increase in urban transportation in the 2000s era was very high. The use of motorized vehicles during the pandemic has decreased slightly with the government's ban on traveling out of town, including the 2020 homecoming and 2021 homecoming. Most people who travel are in the city center, including the city of Bogor and Bogor district. The travel patterns are very diverse, but most use public transportation and private transportation in addition to freight transportation with a fairly high intensity, especially at night. The purpose of this study was to obtain the LoS value at the signalized intersection of the three arms of the Salabenda intersection. The three-arm Salabenda intersection is the border between Bogor regency and the city of Bogor, so this intersection is one of the busiest and most densely populated intersections beside the Ciawi intersection in the north. The Salabenda intersection has become more congested with the opening of the Section IIIA Toll Road so that the traffic load shifts from Jl. KH. Sholeh Iskandar to this toll road, so that the intersection will have a higher traffic intensity. From the three observations and data collection in the field, it can be seen that in the afternoon it has a very high LoS, namely E. Followed by a LoS D level in the afternoon and in the morning LoS is still in the form of C. So it is still safe to use in the morning with a recommended level. The LoS E condition is a condition where the intersection has a degree of saturation of 0.926, which is almost close to 1, exacerbated by high side resistance activity.

Abstract

The density of motorized vehicles, especially motorcycles on the highway, is getting higher. However, in line with the 2020 Covid-19 pandemic, it has an impact on the decrease in the number of motorized vehicles on the highway. The density of motorcycles has a significant effect on noise, from all analysis calculations, the largest equation is obtained on the fourth day of the study, the second point (Sound Level Meter 2), with a contribution of 32.42%. Obtained the calculation below, y = 63.36 + 0.002x1. This equation means that if there is no decrease in motorcycle density, the noise level in SLM2 is 63.36 dBA. If there is a motorcycle density also has a significant effect on noise. The second largest equation was obtained on the third day of research at the third point (Sound Level Meter 3) with a contribution of 36.21% based on the equation calculation below, y = 60.24 + 0.001x1. The meaning of the above equation is that if there is an increase in the density of the motorcycle, the noise in the SLM3 is 60.24 dBA. The Covid-19 pandemic that has hit the world, Indonesia is also getting its effects, especially the very large Bogor district. The rapid spread of Covid-19 has changed the pattern of life for the people of Bogor, especially students who initially go to school every morning, now go to school and study online.
