Abstract

Abstract: Spatial planning in Batam, Bintan, and Karimun (BBK) areas is prioritized because it has an important impact on the national economy. This research aims to identify the potential leading sectors in the BBK areas as a reference in regional development. This study uses time series data on Gross Regional Domestic Product (GRDP) based on constant prices in the BBK areas from 2011 to 2021. The analytical tools used in this research are Location Quotient to identify basic and non-basic sectors, Shift Share Analysis to determine changes and shifts in sectors, and Klassen Typology to determine the classification of sector in each region. The three analytical tools combined results demonstrate that economic growth in Batam is supported by the processing sector. A growing sector in Bintan is related to the tourism. Economic potential in Karimun dominated by the agricultural, forestry, and marine sectors. Tanjungpinang’s economic potential is dominated by the service sector, which supports the city’s role as the capital of the Riau Islands Province. However, the fisheries sector has not developed optimally. As an archipelago, regional development policies in the BBK areas should develop other sectors to optimize the maritime economic potential. Abstract

The minapolitan concept aimed to accelerate Indonesian rural development and reduce the inequality of development between urban-rural and urban disparity. One of the cultivation-based minapolitan areas in Indonesia is in Pasir Sakti Sub-District, East Lampung Regency with the Vaname shrimp commodity. The problems in this minapolitan area are including the inefficiency of pond farming management, restrained land for pond farmers so it difficult to obtain labor for the community, limited market information, unstable production quantities sometimes fail to fulfill market demand, and microfinancing institutions aren't working properly. This research aims to evaluate the program and set the next development strategy in the Pasir Sakti Minapolitan Area. The research was undertaken through several questionnaire surveys of pond farmers and the experts, followed by discussions with some experts to analyze the factors that affect the development of this minapolitan area with Internal Factors Evaluation (IFE) and External Factors Evaluation (EFE) Analysis, and set development strategies using The Quantitative Strategic Planning Matrix (QSPM) analysis. This research results indicate that the minapolitan area program is 84.848% in synergy with existing regional policies, the environment evaluation of the minapolitan area is 85.82% feasible, the institutional support evaluation for minapolitan area is 75.42% feasible, and the IFE analysis results in a score of 2.63 and EFE results with a score of 3.03. These values exceed the average score of 2.5, which indicates that the internal condition of the region is not deteriorating and is ready to take advantage of opportunities and overcome threats. The strategic objectives for the development of the minapolitan area are to improve the quality and participation of stakeholders, increase supporting facilities, anticipate environmental damage planning and law enforcement, and improve cultivation systems.

Abstract

Each motor vehicle produces a variety of noise. For areas which directly intersects the highway this noise has a considerable impact. The volume of motorcycles and private as well as public vehicles all have a significant effect on noise. From all analytical calculations, the largest equation was obtained one the second day of research on the second point of Sound Level Meter 2 (SLM2). The calculation is that y = 0,0158x – 1,0176. This equation indicates that if there is no decrease in the volume of the motorcycle, the noise level on the SLM2 is 65.21 dBA. If there is an increase or decrease in the volume of a motorcycle, it will have a significant effect on noise. The second largest equation was obtained on the second day of the research at the third point from the Sound Level Meter 3 (SLM3) and the calculation of the equation is y = 0,01 – 6,074. The purpose of the above equation is that if there is an increase in the volume of a motorcycle, the noise on the SLM3 is 60.840 dBA. According to the findings, there was a reduction in the number of motorcycles during the Covid-19 pandemic, because schools were closed and students did not attend school.

Abstract

Background: Economic growth, while often viewed as a sign of development success, may not guarantee equitable income distribution, particularly in developing nations. The Inclusive Economic Development Index (IPEI) by the National Development Agency (Bappenas) gauges inclusivity in Indonesian development. In Central Java Province, regency/city-level IPEI varies, indicating uneven growth. Purpose: This study has two objectives: (1) to analyze the spatial distribution patterns of inclusive growth in regencies/cities within Central Java Province; and (2) to assess the relevance of the regional development system by considering the spatial interrelations of inclusive growth. Design/methodology/approach: The research utilizes secondary data. The same analytical methods are applied for both objectives with different data points Moran's Index Analysis, Moran’s Scatterplot, and Local Indicator of Spatial Autocorrelation (LISA). Findings/Results: The research findings indicate that (1) the spatial distribution pattern of the IPEI in the regencies/cities of Central Java Province from 2012 to 2021 tends to form spatial clusters, with three regencies/cities showing significant and consistent local IPEI spatial influence namely Surakarta City (High-High quadrant) and Banjarnegara and Wonosobo (Low-Low quadrant), and (2) alternative Regional Development (WP) spatial analysis reveals a high IPEI spatial correlation within each WP, with Surakarta City and Salatiga City consistently appearing in the High-High quadrant, while Pekalongan City is significantly positioned in the Low-Low quadrant. Conclusion: The spatial distribution pattern of the IPEI in Central Java Province tends to form spatial clusters with three regencies/cities showing significant and consistent local IPEI spatial influence namely Surakarta City, Banjarnegara, and Wonosobo. The spatial analysis of alternative WPs reveals a strong spatial correlation of IPEI values with Surakarta City and Salatiga City identified as significant local spatial influencers.Originality/value (State of the art): This study enables the identification of regencies, cities, and/or WP with lagging IPEI values, thereby allowing policymakers to design targeted interventions. Based on the findings, Banjarnegara and Wonosobo are identified as such areas. The alternative WPs proposed in this study can serve as important considerations for regional development planning in Central Java Province. Abstract

The development of transportation is increasing rapidly from year to year in accordance with existing technological developments, currently transportation plays an important role in human life, roads are the means of transportation that play the most role in this, along with the increasing volume of passing vehicles as well as road widening of course. Produces a new problem that may still be underestimated, that problem is noise. One of them is a place of education or a school that is right next to the main road, namely Wiyata Mandala Junior High School, Bogor Regency. The speed of private vehicles has a significant effect on noise. From all analysis calculations, the biggest equation is found in the first day of the third point of research (Sound Level Meter 3), with a contribution of 28.95%. The calculation below shows, y = 61.62 + 0.004x1 at a distance of 15.25m SLM. This equation means that if there is no decrease in motorbike speed, the noise level on the SLM3 is 61.62 dBA. The second largest equation was obtained in the first day of research at the second point (Sound Level Meter 2) with a contribution of 27.14% based on the calculation of the equation below, y = 64.23 + 0.007x1 with a distance of 3.44m SLM. The purpose of the above equation is that if there is an increase in motorbike speed, private vehicle speed and public vehicle speed, then the noise on the SLM2 is 64.23 dBA. During the Covid-19 pandemic, motorcycles at moderate speed often passed this school area. So based on the results of observations and calculations, it was found that the decrease in motorcycles was 45% which crossed the Wiyata Mandala Junior High School Bogor.

Abstract

Pandeglang Regency, Banten Province, is one of the regions on the island of Java that has great economic potential from a geographical perspective in the fisheries, agriculture, and tourism sectors to support the development and the economy in the area. However, since the tsunami hit this area in 2018, plus the non-natural catastrophe at the beginning of 2020, namely Covid-19, it has paralyzed the joints of the economy, which has an impact on hindering development in Pandeglang Regency. The purpose of this research is to discover the development of the Pandeglang rural area after the establishment of village funds and natural and non-natural disasters, to find out which locations are recommended and what steps are taken to accelerate economic recovery. This study uses analysis techniques of tabular and spatial data time series, descriptive analysis of tabular and spatial data comparisons, spatial pattern analysis using Moran's index value, and LISA method analysis. Based on the study results, three villages were recommended as centers for KPPNs, namely Teluk Village, Caring Village, and Sukacai Village. Based on the analysis results, Teluk Village and Caringin Village are villages affected by the tsunami, and Sukacai Village is a difficult village to develop in the 2015-2021 range.

Abstract

Rapid land cover changes, primarily driven by urbanization and deforestation, present critical sustainability challenges for rural landscapes, especially in developing regions such as Cianjur Regency, West Java. These transitions threaten ecological integrity, disrupt water resource systems, and compromise biodiversity, ultimately impacting land productivity and sustainable development goals. This research adopts an integrated spatial analysis framework to quantify land cover transitions and assess their impacts on local sustainability through a multi-dimensional Local Sustainability Index (LSI). The study evaluates economic, social, and environmental sustainability at the village level by utilizing overlay analysis, Local Indicators of Spatial Autocorrelation (LISA), and clustering techniques. Findings indicate a pronounced shift, with rice fields reduced by approximately 29,212.6 ha over a decade (2011-2021), while dry agricultural and residential lands expanded by 43,428.5 ha and 4,889.7 ha, respectively. LSI analysis reveals a decline in high-category environmental sustainability, contrasted by an increase in social and economic LSI scores. Southern development area (WP) exhibits high environmental sustainability, while northern development area (WP) has high social welfare and economic growth (Cianjur, Cipanas, dan Pacet Sub-District). Spatial clustering results highlight four distinct village typologies: urban village (Cluster One), developing village (Cluster Two), good environmental village (Cluster Three), and underdeveloped village (Cluster Four).

Abstract

This study analyzes the alignment of land use with the spatial planning pattern of the Regional Spatial Planning (RTRW) in Batang Regency, Central Java Province. The research utilizes the land use map of Batang Regency from 2021 and the Batang Regency spatial planning map for 2019-2039. The largest land use in Batang Regency is paddy fields, covering an area of 17,483.57 hectares or 20.39% of the total land area. The alignment analysis results reveal that 47,465.63 hectares or 55.36% of land use in Batang is consistent with the spatial planning pattern, 33,814.25 hectares or 39.44% is potentially consistent, and 4,462.25 hectares or 5.20% is not consistent with the spatial planning pattern or its designated purpose. The findings highlight the need for targeted policy interventions to enhance land use conformity with the spatial planning framework to promote sustainable development in Batang Regency.

Abstract

Indonesia is one of the largest archipelagic country in the world, with an area of 1,913,578.67 km2, and consists of 34 provinces, 415 regencies, and 93 cities. Since the end of centralistic governance under Soeharto's administration in 1999, Indonesia has adopted a decentralized governance system to deliver national and regional development. It has been noted that Indonesia has variations in social, economic, ecological, and institutional dimensions between a province to another province in Indonesia. This study aims to analyze the sensitivity of indicator and hierarchy of sustainability of province in Indonesia, using a scalogram method, and analyze the status of sustainable development of the regions, using cluster and flag analysis method. The research shows two most sensitive indicators, the ratio of paved road length to area width and the GDP per capita. Both of these indicators are very effective in increasing the sustainability of provincial development in Indonesia. Of the 33 provinces studied, 24 are at a moderate level of sustainability. Flag analysis showed that the SDG scenario is better than the NC-MEA and the BAU at Region I to III.

Abstract

Pangandaran District is a newly formed region in West Java Province. Effective and competitive regional development requires support from the potential leading sectors in a region. Prioritization is needed because of limited resources that cannot facilitate the development of all sectors simultaneously. This analysis aims to identify leading sectors, sector interconnections, and multiplier effects on the economy of Pangandaran Regency. The results are that there are 5 (five) sectors that are comparatively and competitively superior, namely: (1) Accommodation, Food and Drink Providers, (2) Agriculture, Forestry and Fisheries (3) Transportation and Warehousing, (4) Wholesale and retail trade , Repair and (5) Real Estate. The largest backward linkages are achieved by the "other services" sector. This sector becomes a lever for the development of its own sector. Meanwhile, the largest forward linkages are agriculture, forestry, and fisheries. The output from the agricultural sector is widely used as an input by other sectors. Agriculture, forestry and fisheries sectors are key sectors. This is because agriculture, forestry, and fisheries have the largest intersectoral linkages and dispersal index. The “Other services” sector is the largest output multiplier. The sector with the largest GRDP multiplier is agriculture, forestry and fisheries. Proper allocation of resources can be done by prioritizing the leading sectors to improve the regional development of the Pangandaran District.
