Abstract

Penelitian ini membahas mengenai upaya perluasan infrastruktur teknologi informasi di Provinsi Papua kaitannya dengan peningkatan eksistensi ekonomi digital berdasarkan indikator infrastruktur teknologi informasi. Upaya ini didahului dengan melakukan klasterisasi wilayah di Provinsi Papua guna mengetahui kemiripan karakteristik infrastruktur setiap kabupaten/kota. Analisis klaster ini menggunakan pendekatan K-Means dan K-Medoids. Indikator infrastruktur teknologi informasi yang digunakan berupa variabel persentase keberadaan BTS, persentase kekuatan sinyal yang baik, persentase penerimaan sinyal internet, IPM, dan rasio produktivitas informasi dan komunikasi. Hasil analisis klaster menunjukkan terbentuknya dua klaster yaitu klaster 1 dengan infrastruktur teknologi informasi yang baik dan klaster 2 dengan infrastruktur yang kurang baik. Kabupaten/kota yang berada pada klaster 1 memiliki nilai rata-rata keberadaan BTS, kekuatan sinyal baik, penerimaan sinyal internet, IPM, dan rasio produktivitas informasi dan komunikasi yang jauh lebih tinggi daripada kabupaten/kota pada klaster 2. Dengan adanya perbedaan ini tentu pemerintah di Provinsi Papua tetap harus konsisten untuk melaksanakan pemerataan pembangunan infrastruktur sekaligus sebagai bentuk pemerataan ekonomi dan perluasan ekonomi digital.

Abstract

Abstract: Libraries function not only as information centers but also as literacy spaces that require an orderly and communicative service environment. One supporting service in fostering such an environment is the delivery of literacy greetings to visitors. In practice, greetings are commonly delivered manually or through conventional bells, leading to inconsistency and dependence on staff availability. This study was conducted at the Amir Machmud Library, Ministry of Home Affairs, Jakarta, Indonesia, aiming to design and evaluate a Python-based scheduled audio alarm system for automated literacy greetings. An applied experimental method was employed, including system design, Python script development, scheduling configuration using Windows Task Scheduler, and direct system testing on a library computer connected to ceiling speakers. The system requires initial execution via Command Prompt (CMD) when the computer is powered on, after which it operates automatically according to predefined schedules. Testing results demonstrate that the system performs scheduled audio playback accurately and operates stably without further manual intervention. The findings indicate that the proposed system provides a practical and efficient solution to enhance service consistency and support a structured and conducive literacy environment in the library. Abstrak: Perpustakaan tidak hanya berfungsi sebagai pusat informasi, tetapi juga sebagai ruang literasi yang memerlukan suasana layanan yang tertib dan komunikatif. Salah satu bentuk dukungan layanan tersebut adalah penyampaian sapaan literasi kepada pengunjung. Dalam praktiknya, penyampaian sapaan masih dilakukan secara manual atau menggunakan bel konvensional sehingga kurang konsisten dan bergantung pada petugas. Penelitian ini dilaksanakan di Perpustakaan Amir Machmud, Kementerian Dalam Negeri, Jakarta, Indonesia, dengan tujuan merancang dan menguji sistem alarm audio terjadwal berbasis Python sebagai media penyampaian sapaan literasi. Metode yang digunakan adalah metode eksperimental terapan melalui tahapan perancangan sistem, pengembangan skrip Python, konfigurasi penjadwalan menggunakan Windows Task Scheduler, serta pengujian langsung pada komputer perpustakaan yang terhubung dengan speaker plafon. Sistem bekerja dengan mekanisme inisialisasi awal melalui Command Prompt (CMD) saat komputer dinyalakan, kemudian selanjutnya berjalan otomatis sesuai jadwal yang telah ditentukan. Hasil pengujian menunjukkan bahwa sistem mampu memutar audio secara konsisten dan stabil pada waktu yang telah diatur tanpa intervensi lanjutan dari petugas. Dengan demikian, sistem ini dapat menjadi solusi sederhana dan efisien untuk mendukung terciptanya suasana literasi yang lebih terstruktur dan kondusif di lingkungan perpustakaan. Abstract

Flight Data Recorder (FDR) classification in civil aviation is currently performed manually, requiring operators to interpret complex multi-page regulatory documents. Manual Flight Data Recorder (FDR) classification in civil aviation compliance is a time-consuming, error-prone process that becomes increasingly complex when operators must meet requirements across multiple jurisdictions. This research aims to develop an automated web-based FDR classification system using a rule-based Decision Tree algorithm capable of classifying FDRs under multiple regulatory frameworks, with current implementation covering Indonesia’s Civil Aviation Safety Regulation (CASR) Part 91 and Philippine Civil Aviation Regulations (PCAR) Part 7. The system integrates with the Express Readout Worksummary Database via REST API and automatically processes aircraft parameters Maximum Take-Off Weight (MTOW), manufacturing date, and aircraft type to determine the appropriate FDR type and recording-parameter requirements. Exact-match rules are applied when aircraft data fall within defined regulatory date ranges; MTOW-based approximation is employed for cases outside those ranges. Testing on 742 aircraft from 80 operators yielded 97.5% classification accuracy compared with manual expert methods, reducing per-aircraft processing time from 30 minutes to under 1 second. The system also generates automated compliance reports in Microsoft Word format and provides a customer analytics dashboard for operational insights. These results confirm that the proposed system offers an efficient, consistent, and scalable solution for multi-regulation aviation compliance management, supporting both CASR and PCAR regulatory frameworks.

Abstract

Capacity Building of Local Public Service Instance Employees for Non CivilServants (Case Study in Public Hospital of Sidoarjo). Capacity building through education has not yet to be implemented affectively, especially for Non Civil Servants employees because of the regulations. The Regulations which is indicates that only the Civil Servants Employees who have the rights to obtain education facilities are covered by Government. While for Non Civil Servants employees can obtain rights equal to using financial from the Public Hospital of Sidoarjo. Capacity building also constrained in stage of training evaluation; there is the evaluation of benefits applies has not been able to run properly.

Abstract

This paper examines the relationship of good governance and management planning iron sand mine in Kulon Progo. Planning iron sand mining management in Kulon Progo views of the role of the main elements in the perspective of good governance, that the role of the private sector in this matter PT. JMI is more dominant. The role of PT. JMI management planning iron sand mine in Kulon Progo include: (a) general investigation such as engineering studies, economic studies and environmental studies (including social); (b) Exploration iron sand mine; (c) Construction mine;(d) mining; (e) processing, processing and refining; (f) Transportation; (g) Sales; and (h) reclamation. The government's role in planning the management of iron sand mining in Kulon Progo include: (a) permits; (b) Environmental Feasibility; and (c) Supervision. The role of the community in planning the management of iron sand mining in Kulon Progo very small only as a transmitter suggestions and opinions on the EIA.

Abstract

This paper analyze the performance of Bappeda Banyuwangi Regency in making Local Development Action Plan 2015. Performance measurement of public sector organizations is relatively more difficult to do then the privat sector that having profit oriented. Value for money concept can be used for perfomance measurement in public sector. This research use economic measurement as one of the three subjects in value for money concept. It is consider about the cost of input procurement. Data taken from documentations and interviews. Result of the research show that performance of Bappeda Banyuwangi Regency in using of fund has fulfilled the economic criteria.

Abstract

This research was motivated by Civil Servant Apparatus regulation whichdemanded changes in the bureaucratic system. The purpose of the research is to plan employee core capability in the skill and knowledge dimensions towards the ASN era. This type of research uses a description method with a qualitative approach. The results show that planning of employee core capability is done by analyzing organizational objectives, internal and external environment of Human Resources, forecasting Human Resources needs, and planning development strategies by merit system and knowledge management.

Abstract

Public service is one of the important things that becomes a benchmark in the implementation of government administration as a manifestation of creating quality public services. The problem in public service is a burden for the government because many complaints are received by the government on the implementation of public services, especially in the field of land, services about land services that seem convoluted and require a long time. Head of Land Agency Regulation No. 1 of 2010 as an effort to respond to poor service by the National Land Agency of the Republic of Indonesia through accelerated public service programs in the land sector, one of which is One Day Service for Land Services or one-day service that can be carried out throughout the Agency's work area National Land all over Indonesia. It is expected that this program can improve thequality of public services in the field of land so that public services in the land sector become a quality and effective and efficient service.

Abstract

In the case of the development of public services, it is not merely an administrative problem or merely fulfilling the physical needs of service quality and customer satisfaction, especially considering that both of them have a major influence on the sustainability and development of an organization's mission. Such services must be accessible to the community without exception, regardless of socioeconomic status, race, ethnicity, religion and other subjective characteristics. As a service provider for citizens, the government is required to further optimize and be able and able to fulfill all its responsibilities to the community, both in terms of quality and quantity of service. Problems that occur in the Bondowoso District National Land Office are problems of poor service quality, good service quality will produce good output for the community and for the Land Office itself. The services available at the Land Office are a bit complicated and difficult for the public. The service of land certificates will make people's lives better with clear legal certainty.

Abstract

This study was aimed to investigate the satisfaction level of students with disabilities toward the educational services provided by Brawijaya University based on indicators of Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The popilation was students with disabilities at Brawijaya University, while the sample included 16 respondents determined by the Purposive sampling technique. The result demonstrated the average score of the tangibles (X1) variable, reliability (X2), responsiveness (X3), assurance (X4), and empathy (X5) were 4.40, 4.04, 4.11, 3.97, and 3.76, respectively. This showed that respondents gave a positive response (agree) to the indicators of the quality of education service. In addition, the score of the customer satisfaction index (CSI) obtained was 81.26%. Therefore, it is concluded that students with disabilities have so far been “satisfied” with the educational service provided by the university. However, university is expected to improve the quality of education service quality and students’ expectation.
