Abstract

The spread of juvenile street illegal car races among teenagers has raised the attention and then delinquency aspects as well, which stems from weak social reinforcement (control) factors, interpersonal communication defect in the family and missing fields for good interests. This research seeks to examine the kinds of social interaction among illegal street racers, investigate their motivations for involvement and uncover the symbolism underlying the interactions of the community of outlaw street racers. The research method is descriptive qualitative approach with phenomenology pattern and using Max Weber's Social Action theory as an analysis model. Data were collected from direct observation, in-depth interviews, documentation of the participants and their families and surroundings as well as garage owners’ sources. The study’s findings suggest that illegal street racing is not only deviant behaviour, but it also serves as a symbolic means of communication where teenagers establish and present their identity, voice membership in society, group loyalty. This is adolescents’ “deprivation of social existence” and VIP room of self-realization. Thus, moves to combating this must be through mutually sympathetic and educational communication and for it ever to work: long enough sticks and comfortably placed legal outlets for these interests of automotive controversy.

Abstract

This study examines the effectiveness of MSME competitiveness enhancement policies implemented by the DKUKMPP of Cirebon City in the context of accelerating digital transformation. Using Thomas R. Dye’s public policy theory as the analytical framework, the research employs a descriptive qualitative case study method with data collected through in-depth interviews, field observations, and documentation of officials and MSME actors involved in the digitalization program. Findings show that policies such as digital marketing training, e-commerce assistance, and licensing digitization have generated positive administrative outputs, yet substantive outcomes—including improved digital behavior, technological literacy, and market expansion—remain uneven. Key challenges include unequal access to resources, low digital literacy, limited bureaucratic competence, and communication strategies that lack inclusivity. The study concludes that policy effectiveness depends on multi-actor collaboration, equitable resource distribution, strengthened implementer capacity, and adaptive implementation models aligned with local social contexts.

Abstract

The election of the Cirebon Mayoral Candidate and the Cirebon Deputy Mayoral Candidate in 2024 provides an important picture of the implementation of political communication strategies in regional head election campaigns. Choosing the right communication strategy plays a vital role in attracting public sympathy and determining their political choices. This study aims to explore how Candidate Pair 03 Effendi Edo and Siti Farida Rosmawati design and implement communication strategies that can build emotional connections with voters and influence the political preferences of Cirebon residents. Political communication theory is used to analyze media selection, narratives, and the relevance of messages conveyed to the public. A qualitative research method with a case study approach was chosen to obtain data through interviews with the campaign team and analysis of social media content and campaign materials. The results of the study show that Candidate Pair 03 Effendi Edo and Siti Farida Rosmawati succeeded in establishing emotional closeness with the community through a local-based approach that focuses on community empowerment, thus impacting voters' political choices.

Abstract

Background. This research is based on the problem of teacher and student discipline at Madrasah Tsanawiyah Ma'had Al-Zaytun, which, despite having strict rules and a clear vision, still shows low participation and awareness of intrinsic discipline. Aims. This research aims to examine how school principals apply the four dimensions of Transformational leadership: influence, idealized-inspirational motivation, intellectual stimulation, and individual consideration. Methods. In fostering a culture of discipline and increasing school residents' involvement, using descriptive qualitative methods such as observation, in-depth interviews, and documentation. This study analyzes the leadership practices of school principals in the natural context of madrasas. Result. The results of the study show that examples of leadership, visionary communication, support for learning innovation, a humanistic approach, and an educational and restorative disciplinary system can create an orderly, supportive, and motivating learning environment. Transformational leadership has been shown to work in an integrated way to foster discipline as an internal value, not just formal compliance. Conclusion. The conclusion of the research is that transformational leadership is an effective strategy to strengthen the culture of educational organizations. Implementation. It is recommended that schools continue to develop affirming two-way communication, continuous character development, and pedagogical innovation to maintain the quality of discipline and motivation to learn.

Abstract

Divorce is a complex and sensitive process in Indonesian family law. Therefore, the quality of service in filing divorce applications at the religious court office plays an important role in ensuring justice and welfare for the parties involved. The study aims to evaluate the quality of service in filing divorce applications at the Cirebon City religious court office. The research method used is a qualitative approach, with data collection techniques in the form of direct observation, and interviews with officers and service users. Secondary data in the form of journal books related to research. The informant selection technique used by researchers in this study was the purposive sampling technique. The purposive sampling technique was three key informants, the informants were selected by the researcher to selectively select informants who were relevant to the research objectives. The results showed an evaluation of service quality, there are still obstacles including employees who are less friendly and the process is quite long which affects the quality of service.

Abstract

The growing digital era, the role of influencer marketing has become one of the most effective marketing strategies and one of the important aspects in influencer marketing is the involvement of Global Ambassadors and Brand Ambassadors. This study aims to explore the implementation of the role of Global Ambassadors and Brand Ambassadors for Young People in Indonesia and Malaysia. The research methodology was carried out through the first stage, namely observation, development and use of the theory of global ambassadors and brand ambassadors ranging from providing testimonials, providing encouragement and reinforcement (Endorsement), acting as actors in the advertising topics they represent. The second stage is to test the theory through interviews to get feedback, visual representations, and problem-solving creativity that can identify opportunities that exist and be applied in business. The results of this study show that Global ambassadors play a major role for Indonesian and Malaysian youth, especially in shaping their lifestyle image and identity, encouraging consumption of international products, and shaping global trends. However, young people retain local cultural values that influence their perception of products and brands.

Abstract

This study examines the effectiveness of complaint handling for BNI Emerald priority customers at Bank BNI KCU Cirebon, where high service expectations contrast with ongoing issues such as slow resolution, inconsistent service quality, and limited follow-up communication. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation involving priority customers, relationship managers, and customer service officers. Analysis was guided by service effectiveness indicators (Gibson et al.) and complaint handling criteria (Johnston & Mehra). The findings show that while complaint handling follows established procedures, its effectiveness remains suboptimal, particularly in resolution timeliness, information transparency, and customer satisfaction. Staff competence and accessible complaint channels support service delivery, whereas layered escalation, limited personnel, and inconsistent communication hinder optimal performance.

Abstract

Waste management is a crucial issue in urban environmental governance, particularly concerning the effectiveness of transportation systems to final disposal sites (FDS). This study aims to examine the implementation of waste management policies by the Cirebon Regency Environmental Agency, focusing on a case study of waste transportation vehicles at the Gunung Santri FDS. The approach used is qualitative, with a case study method to deeply explore the dynamics of policy implementation in the field. The analysis is conducted using George C. Edward III’s policy implementation theory, which includes four main variables: communication, resources, implementer disposition, and bureaucratic structure. Data is collected through in-depth interviews, participatory observation, and document analysis. The research findings indicate that the implementation of waste transportation policies still faces various challenges, such as limited fleet capacity, suboptimal distribution of transportation schedules, and weak coordination among technical departments within the DLH bureaucratic structure. However, there are also improvement efforts, including updates to transportation standard operating procedures (SOPs), procurement of new fleets, and the involvement of village officials in the transportation system. The conclusion of this study emphasizes the importance of strengthening resources and cross-sector communication, as well as the need to reformulate the operational system of transportation based on regional mapping and the frequency of waste generation. This study contributes in the form of technical policy recommendations for local governments and enriches the literature on the implementation of environmental policies at the local level.

Abstract

Background. Building Approval (PBG) is an official permit from the government that replaces the IMB, which must be obtained by building owners to build new, alter, expand, or maintain buildings, ensure compliance with technical standards and regional spatial planning for safety, comfort, health, and ease of use, and is managed through the SIBG online system. Aims. This study analyzes the implementation of the Building Approval (PBG) policy in Cirebon City using George C. Edwards III's theory. Method. This qualitative study seeks to capture the realities of the field through the voices of policymakers in DPMPTSP and DPUTR, as well as the experiences of community permit applicants. In addition, budget limitations and the number of personnel are 'sticking points' that hinder the speed of service. Results. There is a research gap indicating that PBGs offer a new approach to building licensing that focuses on meeting technical standards and professional responsibilities, in contrast to IMBs, which are administrative in nature. Conclusion. Coordination between institutions still feels complex and has not been fully integrated. Implementation: As a step forward, this research encourages strengthening human resource capacity, simplifying the digital system, and more grounded socialization to ensure that this policy is truly effective for the residents of Cirebon City.

Abstract

Kuningan District, as an agricultural area, still faces problems of price stability and food affordability, especially ahead of religious holidays when food prices surge. To address these issues, the local government, through the Kuningan District Food Security and Agriculture Agency, has implemented the Cheap Food Movement program as part of the national policy to control inflation and strengthen food security. This study aims to analyze the effectiveness of the implementation of the Cheap Food Movement in improving food security, with a focus on accessibility, price affordability, and public perception. Data analysis refers to J.P. Campbell's (1970) theory of effectiveness, which includes five indicators: program success, target success, program satisfaction, input-output suitability, and overall goal achievement. This study uses a qualitative descriptive method with data collection through direct observation, interviews, and documentation, as well as applying source and method triangulation to test data validity. The results of the study indicate that the Cheap Food Movement program contributes to improving food access and affordability and encourages an increase in the Food Security Index (IKP), although there are several aspects that need improvement, such as target data integration, funding consistency, and budget sustainability to optimize program effectiveness.
