Abstract

The development of Human Resources (HR) in Regional Government (Pemda) is crucial for effective and responsive governance. This study delves into government policies on HR development for local government apparatus from a professionalism perspective. Using a qualitative approach and case study method, the research analyzes field data, documents, and interviews with decision-makers like regional apparatus heads. Data was collected through in-depth interviews, policy document analysis, and direct observation. The findings reveal that despite supportive policies, the professionalism of local government officials remains below expectations. Challenges such as budget constraints, limited managerial capacity, and employee resistance to change hinder the effectiveness of HR development policies. The gap between HR development programs and work professionalism highlights the need for better policy supervision, evaluation mechanisms, and increased stakeholder participation in decision-making. This study underscores the necessity of strong political commitment and a holistic approach to achieve desired HR development outcomes in Regional Government.

Abstract

Digital population identity is a government innovation for the digitization of population documents as stated in the Minister of Home Affairs Regulation No. 72 of 2022 concerning standards and specifications for hardware, software and electronic identity card forms as well as the implementation of digital population identity. This study describes the quality of population activation services through the IKD application. The type of research used is empirical which is descriptive with a qualitative approach, primary data research data sources and secondary data. Data collection techniques through observation, interviews and documents. Data analysis techniques use data reduction, data recitation and conclusion research. The quality of service in this study uses the theories of Parasuraman, Zeithaml, and Berry (2013:23), namely tangibles, reability, responsivess, assurance and empathy. The result of this research is that the quality of IKD services is not optimal, as seen from the tangibles dimension (realized) in the infrastructure and facilities of IKD services and there are still obstacles, namely in the IKD activation procedure due to limited public knowledge.

Abstract

The government is responsible for providing various aspects of state life, including services to meet health and education needs. The importance of this research is to determine how Perumdam Tirta Darma Ayu uses digital platforms to improve the capabilities of its human resources and solve unsolved problems. The headquarters of the Tirta Darma Ayu Regional Public Company for Drinking Water is the location of this qualitative research. This research collects data through interviews, documentation, and observation. Instead, this study uses the dimensions of strategy, human resource capacity, and service quality. Three suboptimal aspects: reliability, responsiveness, and empathy are the things that many customers complain about. experiencing problems with the complaint service information system that uses digital platforms. According to this study, public service human resources are still less able to use digital platforms. Therefore, the researcher suggests several methods, such as automating quality, building and developing a Service Information system, adding qualified technicians, providing instructions on how to communicate customer wishes, and providing clear and accurate information.

Abstract

Kemiskinan di Kabupaten Indramayu, dengan tingkat tertinggi di Jawa Barat, mendorong pemerintah mengimplementasikan Program Bantuan Pangan Non-Tunai (BPNT) untuk meringankan beban ekonomi keluarga miskin melalui bantuan saldo elektronik. Penelitian ini menganalisis pengaruh BPNT terhadap efektivitas pengeluaran konsumsi rumah tangga menggunakan metode kuantitatif dengan analisis Propensity Score Matching (PSM). Data Susenas 2023 dari 1.040 rumah tangga dianalisis menggunakan perangkat lunak STATA versi 17. Hasil penelitian menunjukkan bahwa Program Bantuan Pangan Non-Tunai (BPNT) berhasil menjangkau rumah tangga rentan, khususnya keluarga dengan kepala rumah tangga yang berpendidikan rendah, memiliki jumlah anggota keluarga yang besar, serta merupakan pemegang Kartu Keluarga Sejahtera (KKS). Fleksibilitas penyaluran uang tunai meningkatkan efektivitas, meskipun masih terdapat tantangan seperti ketidaktepatan data dan koordinasi antar-lembaga. Program ini efektif dalam meringankan beban rumah tangga miskin, tetapi memerlukan perbaikan pengawasan dan penyesuaian kebijakan untuk hasil yang optimal

Abstract

Enjoying coffee in coffee shops has become an increasingly widespread culture in Indonesia. Oksigen Coffee is one of the manycoffee shops in Cirebon City. It was established in 2020 with a unique marketing style. Providing a variety of various variants of coffee, it is a place that many young people visit to adults and even families. This research aims to find out how Oksigen Coffee implements Integrated Marketing Communication (IMC) to increase brand awareness of Indonesian coffee in coffee shops. In this study, the author uses a descriptive qualitative approach that conducts direct interviews with the owner, marketing team, managers, baristas, and consumers of Oxygen Coffee. The theory used in this study is the theory of Integrated Marketing Communication. There are a few obstacles in marketing at Oxygen Coffee, namely fierce competition with other brands due to the rise of Coffee Shops in Cirebon City. Oksigen Coffee implements Advertising, Sales Promotion, Event and experience, Public Relations and publicity, Direct Marketing, Interactive Marketing, and Personal Selling successfully in creating an attractive environment for customers, thus strengthening its position in the local coffee industry in Cirebon City.

Abstract

This study aims to find out the role of leadership in supervising employee discipline located in the Cirebon Class II KSOP Office. The method used is qualitative, including observation, interviews, and documentation studies as research data sources. This article discusses the analysis of leadership supervision oriented toward employee discipline and reveals the driving and inhibiting factors of the supervision process in the field. The conclusion obtained from this study is that leadership supervision is carried out through monitoring employee attendance administration, periodic discipline evaluation, personal employee coaching, and coordinating with the personnel department in improving employee discipline, which is already optimal, but still found employee discipline that is not per the rules. The informal leadership communication style is a supporting factor in supervision, but on the other hand, this does not cause a positive change in the attitude of discipline in employees.

Abstract

This study aims to determine the implementation of traditional market revitalization policies in Kuningan Regency. Revitalization of traditional markets is a form of public policy carried out by the government to improve the competitiveness of traditional markets amid the existence of modern markets as regulated in Kuningan Regency Regional Regulation Number 11 of 2011 concerning Arrangement, Development of Traditional Markets and Modern Stores. In addition, to find out the obstacles in implementing traditional market revitalization. The research method uses qualitative. Data collection techniques used are interviews, observation. Data analysis uses triangulation techniques. This research uses Merilee's theory. S. Grindle, that the successful implementation of public policy is influenced by two fundamental variables, namely the content of policy and the context of implementation. Based on the results of research on policy content, it shows that the desired changes from the policy have not been implemented optimally, the lack of communication carried out by program implementers, while from the context of implementing the traditional market revitalization policy is not optimal because there is a conflict of interest of the ruling regime. The obstacles in market revitalization are the lack of guidance on traditional market arrangements, and the lack of public awareness in the cleanliness of the market environment.

Abstract

Retirement is the condition of an employee after passing the productive phase at work. This study discusses the analysis of local government regulations that regulate employee rights in preparation for retirement. This study aims to analyze the Regional Government Regulations regulating retirement employees and review their implementation. Korten's theory of the model of policy implementation suitability is the knife of this research analysis conducted at SMPN 16 Cirebon City. This research uses a qualitative approach with a case study design. The research locus at SMPN 16 Cirebon City by taking research data through interview methods to the Personnel and Human Resources Development Agency (BKPSDM), the Cirebon City Education Office (Disdik), and the Principal, documentation and observation studies. The study results show that regulations for preparing retired employees, such as administrative ones, have been set.

Abstract

This research aims to explore the behavioral patterns and political culture of novice voters in determining their preferences in the 2024 Regional Leader Election (Pilkada). Novice voters are interesting subject to study because they are an important target for candidates in winning votes. Using qualitative research methods supported by relevant literature and data analysis carried out descriptively using cognitive response theory. This research provides insight into how rationality and social context shape voter behavior. The research results show the enthusiasm of students at SMAN 1 Sindang, Indramayu Regency in participating in the general election. As voters, they show opportunistic political behavior which is characterized by a tendency to change and choose to follow their parents’ choice, and they focus more on practical considerations such as giving money and candidate’s background. However, they will still participate in casting their votes for the candidate they like. In hope is that, the novice voters will become more involved in political activities while managing time for their education and political participation. Abstract

Employee discipline refers to attitudes and behaviors that are in accordance with the rules, policies, and procedures that have been established by the organization. Research This discusses the analysis of leadership in agency government And How it affects disciplined employees. Purpose study: To identify the effect of discipline on employees as a consequence of the implementation of leadership by agency government. Theory Adair about role leadership And Rivai Veitzhal discipline employee become knife analysis research conducted at the Cangkuang Village Office, Babakan District, Cirebon Regency. Research This approach is qualitative with design studies case. Locus research at Cangkuang Village Office, Babakan District, Cirebon Regency with take research data through observation, study documentation, And method interviews with the Head of Village Office, Secretary of Village Office, and Employee of Cangkuang Village, Babakan District, Cirebon Regency. Research results show that leadership in agency government is run by the Head Village through the planning, initiating, controlling, supporting, informing, and evaluating indicators. However, in its implementation, violations of disciplined employees in the form of unexpected arrivals​ at appropriate times were still found, and the fulfillment performance of the employee was hampered because online services sometimes​​ find constraints at the level center. Based on the condition above, there is function supervision for the leader who has not walked in the Village Office coconut shell Cirebon Regency, and the indicators are Not listed in the theory used in the research. However, in reality, they play a role in the enforcement of discipline, as do employees at the Village Office Cangkuang Cirebon Regency.
