Abstract

Law Number 1 of 2014 concerning Amendments to Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands, explicitly explains criminal sanctions for perpetrators of mining coral reefs. This research is Normative Juridical legal research. Criminal Application Against Defendant Mining Coral Reefs in Conservation Areas In Decision Number 73/Pid.B/2017/PN Sit the defendant was charged under Article 73 paragraph (1) letter a of Republic of Indonesia Law No. 27 of 2007 concerning Management of Coastal Areas and Small Islands. Decision Number 592/Pid.Sus/2019/PN Pdg defendant Risal Bin Olleng was proven to have jointly committed the criminal act of destroying coral reef ecosystems in a conservation area as well as defendant I. Usmanto PGL. Brother and defendant II. Muhammad Nur PGL. The act mentioned above has been legally and convincingly proven guilty of committing the criminal act of "participating in committing acts which result in pollution and/or damage to fish resources and/or the environment in the fisheries management area of the Republic of Indonesia." The judge's consideration in imposing a crime on the defendant in Decision Number 73/Pid.B/2017/PN Sit and Number 592/Pid.Sus/2019/PN Pdg is that it has the same elements of consideration, namely each person, and the element of deliberately mining coral reefs, taking coral reefs in Conservation Areas, using explosives and toxic materials, and/or other methods that result in damage to the coral reef ecosystem.

Abstract

As information technology rapidly changes workplaces and classrooms, the need for education has shifted from focusing on static skills to the ability to learn in a dynamic environment. Higher education institutions are looking for teaching practices to bridge performance gaps and meet the challenge of ensuring that students are prepared for careers after graduation. During this pandemic, more than 85% of jobs are computer-oriented, but a small percentage of students seek educated qualifications. The skills of the early twentieth century are essential to prepare students for these tasks. The purpose of this research is to determine a consensus on the composition of 21st century skills, measure the views of students and teachers, and determine the challenges students face in the learning process. This was a mix methods study. A perceptual survey accompanied by open-ended questions deepened analysis and understanding. The data was analyzed descriptively and open ended question responses were coded, categorized and analyzed using qualitative data analysis approach. The findings showed student’s the difficulties in developing 21st Century skills.

Abstract

ABSTRACT Modern education faces the challenge of globalization, which threatens to erode cultural roots and humanistic values in the learning process. This study aims to analyze trends and directions in the development of learning models based on educational philosophy and local wisdom during the 2020–2025 period. A Systematic Literature Review (SLR) with a descriptive qualitative approach was employed. Data were collected from 1,200 academic publications indexed in Crossref and Google Scholar using the Publish or Perish (PoP) application with search strings combining the terms “learning model,” “local wisdom,” and “educational philosophy.” The analysis identified three dominant research themes: (1) learning models based on local values, (2) educational philosophy and cultural context, and (3) curriculum innovation and character education. The first theme accounted for 45% of publications, followed by philosophical foundations (32%) and curriculum innovation (23%). The integration of educational philosophy and local wisdom produced the Philosophical-Local Wisdom Learning Model (PLWLM), which places cultural values at the core of the learning process. This model promotes reflective, humanistic, and character-oriented learning, aligning with UNESCO’s Education for Sustainable Development (ESD) and Indonesia’s Pancasila Student Profile. The findings highlight the urgency of developing an education system rooted in local culture while remaining adaptive to global challenges. ABSTRAK Pendidikan modern menghadapi tantangan globalisasi yang mengancam hilangnya akar budaya dan nilai humanistik dalam proses pembelajaran. Penelitian ini bertujuan untuk menganalisis kecenderungan dan arah pengembangan model pembelajaran berbasis filsafat pendidikan dan kearifan lokal pada periode 2020–2025. Kajian ini menggunakan metode Systematic Literature Review (SLR) dengan pendekatan kualitatif deskriptif. Data diperoleh dari 1.200 publikasi ilmiah yang terindeks di Crossref dan Google Scholar menggunakan aplikasi Publish or Perish (PoP) dengan kombinasi kata kunci “model pembelajaran,” “kearifan lokal,” dan “filsafat pendidikan.” Hasil analisis menunjukkan tiga tema besar dalam penelitian, yaitu (1) model pembelajaran berbasis nilai lokal, (2) filsafat pendidikan dan konteks budaya, serta (3) inovasi kurikulum karakter. Tema pertama mendominasi dengan 45% publikasi, diikuti oleh kajian filosofis (32%) dan inovasi kurikulum (23%). Integrasi antara filsafat pendidikan dan kearifan lokal menghasilkan model konseptual Philosophical-Local Wisdom Learning Model (PLWLM) yang menempatkan nilai budaya sebagai inti proses pembelajaran. Model ini mendorong pembelajaran yang reflektif, humanis, dan berorientasi karakter, sejalan dengan prinsip Education for Sustainable Development (ESD) UNESCO dan Profil Pelajar Pancasila. Temuan ini menegaskan pentingnya pengembangan pendidikan yang berakar pada budaya lokal namun adaptif terhadap tantangan global.

Abstract

Understanding what knowledge mathematics teachers develop during lesson study is crucial for improving teaching practices and student learning outcomes. Despite widespread use of lesson study as a professional development approach, limited research has explored the specific types of teacher knowledge that emerge through this collaborative process, especially in secondary education contexts. This study explores the types of knowledge developed by mathematics teachers during the implementation of Lesson Study. Using a qualitative case study design, data were collected from three Lesson Study cycles involving four junior secondary school mathematics teachers. Data sources included classroom observations, video recordings of planning and reflection sessions, and teaching documents. Transcript-based lesson analysis was employed to examine changes in teachers’ knowledge across three key domains: mathematical content knowledge, pedagogical content knowledge (PCK), and awareness of student thinking. Findings indicate that participation in Lesson Study encouraged deeper conceptual understanding, more deliberate instructional decisions, and greater sensitivity to students’ learning processes and misconceptions. These outcomes highlight the transformative potential of Lesson Study in fostering collaborative, practice-based professional growth. The study concludes by recommending the strengthening of school–university partnerships and the institutionalization of Lesson Study as an effective and context-responsive approach to mathematics teacher development in Indonesia.

Abstract

Pendekatan yang digunakan adalah pendekatan Yuridis Normatif yang didukung pendekatan Yuridis Empiris Implementasi pemenuhan hak mendapatkan pembinaan kemandirian bagi narapidana sebagai perwujudan sistim kemasyarakatan pada Lembaga Pemasyarakatan Kelas II B Muaro Sijunjung melalui berbagai program pelatihan dan pembinaan yang dirancang untuk meningkatkan keterampilan narapidana. Pembinaan kemandirian bagi narapidana dilakukan melalui berbagai tahap, mulai dari penilaian awal, perencanaan program pelatihan, pelaksanaan pembinaan, hingga evaluasi dan reintegrasi sosial. Hasil pelaksanaan pembinaan kemandirian bagi narapidana di Lembaga Pemasyarakatan Kelas II B Muaro Sijunjung menunjukkan perkembangan yang menggembirakan, khususnya dalam aspek pemasaran produk hasil karya warga binaan. Produk sandal hotel yang dihasilkan dari kegiatan pelatihan telah berhasil menembus pasar lokal dengan dipasarkan langsung ke beberapa mitra komersial, antara lain Fave Hotel dan Muaro Indah Hotel. Hambatan yang ditemui dalam implementasi pemenuhan hak mendapatkan pembinaan kemandirian bagi narapidana sebagai perwujudan sistim kemasyarakatan pada Lembaga Pemasyarakatan Kelas II B Muaro Sijunjung diantaranya secara hukum Kurangnya kerja sama dengan pihak eksternal, seperti dunia usaha dan lembaga pelatihan vokasi. Secara non hukum keterbatasan sarana dan prasarana yang tersedia untuk program pelatihan. Jumlah tenaga instruktur yang tidak sebanding dengan jumlah narapidana yang mengikuti program pembinaan. Kekurangan anggaran untuk program pembinaan kemandirian. Jumlah narapidana yang menghuni lapas ini sering kali melebihi kapasitas yang seharusnya. Overcrowding menyebabkan ruang untuk pelatihan menjadi sangat terbatas.

Abstract

Penelitian ini merupakan penelitian hukum dengan spesifikasi yang bersifat deskriptif analitis. Pendekatan keadilan restoratif oleh Satuan Lalu Lintas Kepolisian Resor Solok dalam penyelesaian perkara kecelakaan lalulintas yang mengakibatkan korban luka berat dilakukan dengan menyeleksi kasus-kasus kecelakaan lalu lintas yang tidak mengandung unsur kesengajaan, tidak menimbulkan keresahan di masyarakat, dan terdapat kesediaan dari keluarga korban untuk berdamai dengan pelaku setelah dilakukan mediasi. Pendekatan dilakukan dengan manifestasi dari nilai-nilai lokal masyarakat Minangkabau yang mengedepankan musyawarah, mufakat, dan perdamaian dalam menyelesaikan konflik. Polres Solok memanfaatkan prinsip ini dalam membangun forum musyawarah yang tidak hanya mengedepankan penyelesaian hukum, tetapi juga mengembalikan harmoni sosial yang rusak akibat kecelakaan. Hambatan Yang Ditemui Satuan Lalu Lintas Kepolisian Resor Solok Dalam Pendekatan Keadilan restoratif Guna Penyelesaian perkara Kecelakaan Lalulintas Yang Mengakibatkan Korban Luka berat adalah kurangnya pemahaman masyarakat mengenai konsep keadilan restoratif. belum semua penyidik memiliki pemahaman yang utuh tentang teknis pelaksanaan RJ dalam konteks hukum lalu lintas. Penyidik justru memilih jalur formal demi menghindari risiko penilaian negatif dari atasan atau masyarakat yang mungkin menilai proses damai sebagai bentuk kelalaian penegakan hukum. keterbatasan dalam hal dukungan administratif dan logistik. Proses mediasi membutuhkan tempat yang netral, waktu yang cukup, dan pendampingan dari berbagai unsur masyarakat.

Abstract

Legal issues in a multiethnic society lie in the implementation of Article 2 of the Regulation of the Chief of Police Number 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice. One form of restorative justice is Palanta Baselo Nagari Sungai Duo which is used to resolve criminal cases in a multiethnic society in the jurisdiction of the Sitiung Police, Dharmasraya Police. This study aims to analyze the challenges faced by Palanta Baselo in handling criminal cases based on restorative justice. This research is empirical legal research with analytical descriptive specifications. The findings of the study conclude that the resolution of criminal cases through Palanta Baselo Nagari Sungai Duo in a multiethnic society in the jurisdiction of the Sitiung Police, Dharmasraya Police has been implemented. However, in practice, there is still a lack of facilities and infrastructure to support mediation. In addition, traditional figures who act as mediators also lack the skills to reconcile the disputing parties. Although the penghulu (traditional figure) is a respected and revered figure, they have not been equipped with the knowledge and skills to carry out mediation efforts effectively.

Abstract

Penelitian ini merupakan penelitian hukum dengan spesifikasi yang bersifat deskriptif analitis. Sinergitas antara pemerintah Kota Padang Dengan Kepolisian Resor Kota Padang dalam upaya penanggulangan tawuran adalah dalam bentuk pelaksanaan program bersama yakni program Polisi Masuk Sekolah, kepolisian juga bekerja sama dengan pihak sekolah dalam melakukan pendataan terhadap siswa yang pernah terlibat tawuran, lalu dilakukan pendekatan secara lebih intensif melalui konseling dan bimbingan khusus. Pembentukan Satgas Anti Tawuran yang terdiri dari berbagai elemen, termasuk aparat kepolisian, Satpol PP, guru, tokoh masyarakat, serta perwakilan dari organisasi kepemudaan. Bertugas untuk melakukan pemantauan di lingkungan sekolah dan tempat-tempat umum yang berpotensi menjadi lokasi tawuran, serta berperan sebagai mediator dalam menyelesaikan konflik antar kelompok remaja sebelum berkembang menjadi aksi kekerasan. Pemerintah Kota Padang memiliki beberapa kebijakan untuk mengatasi tawuran, termasuk pembentukan satuan khusus "Dubalang Kota". Selain itu, Pemkot Padang juga melakukan patroli rutin, kerjasama dengan Kepolisian, dan sosialisasi kepada masyarakat, terutama pelajar, mengenai bahaya tawuran dan balap liar. Salah satu langkah strategis yang diambil adalah meluncurkan Program Unggulan (Progul) Padang Siaga Pengamanan Kota (Sigap) dengan membentuk pasukan khusus Dubalang Kota. Kendala pada sinergitas antara Pemerintah Kota Padang dengan Kepolisian Resor Kota Padang dalam upaya penanggulangan tawuran diantaranya secara internal kurangnya koordinasi yang optimal dalam penerapan kebijakan pencegahan tawuran. Meskipun terdapat berbagai program yang telah dirancang untuk menekan angka tawuran, sering kali implementasi di lapangan tidak berjalan secara efektif akibat perbedaan pendekatan dan prioritas antar instansi. Kurangnya anggaran bagi pemerintah daerah dan keterbatasan personal, Keterbatasan pelaksanaan sanksi dan rehabilitasi. Secara eksternal Kurangnya partisipasi masyarakat. Tantangan dalam menindak provokasi dan ajakan tawuran yang berkembang di media sosial.

Abstract

A comfortable learning climate plays a crucial role in improving the quality of instruction and students’ learning outcomes in elementary schools. This study aims to analyze how a supportive, safe, and engaging learning environment contributes to instructional quality and enhances students’ academic achievement. Employing a qualitative case study approach, the research was conducted at an elementary school in Banda Aceh. Data were collected through classroom observations, in-depth interviews with teachers and school principals, and analysis of instructional documents. The findings indicate that a comfortable learning climate characterized by positive teacher–student interactions, inclusive classroom management, adequate learning facilities, and emotional support significantly improves teachers’ instructional practices and students’ learning motivation. Furthermore, students demonstrated higher participation, better understanding of learning materials, and improved learning outcomes. The study concludes that creating a comfortable learning climate is a strategic effort to enhance instructional quality and optimize students’ learning outcomes in elementary education. These findings provide practical implications for teachers and school leaders in designing learning environments that support effective and meaningful learning.

Abstract

Mathematics learning poverty remains a pressing challenge in Indonesia, where a substantial proportion of students fail to attain curriculum-level conceptual understanding. Although national and international large-scale assessments have documented the scope of this problem, comparatively little research has examined how mathematics learning poverty manifests at the classroom level in terms of students’ conceptual thinking, instructional practices, and teachers’ professional learning needs. Addressing this gap, the present study conducts a classroom-based needs analysis to investigate mathematics learning poverty and to explore how a school–university partnership mediated through lesson study (SUPER-LS), informed by principles of slow pedagogy, may offer a context-sensitive response. A convergent mixed-methods design was employed. Quantitative data were collected through diagnostic assessments administered to 336 Grade 8 students, while qualitative data were obtained from structured observations of 12 mathematics lessons and semi-structured interviews with six mathematics teachers. Quantitative results indicate substantial conceptual deficits (M = 32.57 out of 100, SD = 17.45), particularly in fractions and algebraic expressions. Analysis of student responses reveals systematic misconceptions and fragile conceptual understanding rather than random error. Classroom observations further show predominantly teacher-centered and fast-paced instructional practices, with limited opportunities for student questioning, reasoning, and reflective engagement. Teacher interviews highlight a strong commitment to improving student understanding, alongside constraints related to instructional time, workload, and examination pressures. Taken together, these findings demonstrate that mathematics learning poverty emerges from the interaction of student-level misconceptions, instructional practices, and structural conditions. The study provides an empirical foundation for designing diagnostic-informed professional learning. Within this context, SUPER-LS and slow pedagogy function as context-responsive frameworks to support deeper mathematical learning, collaborative teacher inquiry, and more reflective instructional practices aimed at mitigating mathematics learning poverty.
