Abstract

Seorang guru sebagai seorang pendidik merupakan komponen penting dalam proses pendidikan. Penelitian ini bertujuan untuk (1) menganalisis profil guru SLTP Komwil 05 Kabupaten Tegal, (2) menganalisis prioritas kebijakan dalam meningkatkan kompetensi guru di daerah penelitian, (3) menentukan strategi untuk meningkatkan kompetensi guru melalui prioritas kebijakan yang dapat diterapkan di daerah penelitian. Respondennya adalah 33 guru SLTP Komwil 05 Kabupaten Tegal. Mereka dipilih dengan menggunakan simple random sampling. Selain itu 15 orang dipilih untuk menjadi keyperson. Statistik Deskriptif dan Analisis Hierarchy Process digunakan untuk menganalisis data dalam penelitian ini. Hasil penelitian menunjukkan bahwa kompetensi pedagogik dan kompetensi profesional guru adalah moderat dan guru memiliki kepribadian dan kompetensi sosial yang tinggi. Hal yang harus ditingkatkan adalah kompetensi guru. Prioritas utama dalam meningkatkan kompetensi guru di Kabupaten Tegal adalah (1) memilih moralitas calon guru 2) menyaring kualitas guru (3) mengirim guru untuk mengikuti berbagai pelatihan untuk meningkatkan karakter mereka.A teacher as an educator is an important component in the educational process. This study aims to (1) analyze the teacher profile of SLTP Komwil 05 Kabupaten Tegal,  (2) analyze the policy priorities in improving the competence of teachers in the study area, (3) determine the strategies for enhancing the competence of teachers through the policy priorities that can be applied in the study area. There are 33 junior high school teachers of SLTP Komwil 05 Kabupaten Tegal as the respondents. They were selected by using simple random sampling. Then, there are also15 key persons. Descriptive Statistics and Analysis Hierarchy Process were used to analyze the data in the study. The results show that pedagogical competence and professional competence are moderate and the teachers have high personality and social competence. The thing that should be improved is teacher competence. The main priorities in improving the competence of teachers in Tegal regency are (1) selecting the prospective teacher morality 2) filtering the quality of teachers (3) sending teachers to join some trainings to build their characters.

Abstract

This study aims to analyze the level of Willingness to Pay of the community around TapakTugurejo Village, TuguSubdistrict, Semarang City in pollution prevention efforts on the Tapak River. This study offers a water purification model with the slow sands filtration method to improve water quality on the Tapak River. The analysis used was hypothetical market, Contingent Valuation Method (CVM), and multiple linear regression analysis to determine the Willingness to Pay relationship with other influencing factors, such as income, education, and age. Data was obtained from 30 respondents who were residents in RW04 TapakTugurejo Village, Semarang. Sample collection used in this study was the strategic random sample method. Hypothetical Market Value of respondents determines the willingness to pay for river pollution prevention efforts. The results found that the average cost of willingness to pay (WTP) of respondents for river pollution prevention activities from 30 respondents was Rp. 14,000.00. The total cost of WTP per year must be paid by the community from the loss of mangroves in the Tugurejo Village with a population of 6,941 people, was Rp 97,174,000.00.

Abstract

Tingkat keberhasilan kepala desa dilihat dari perspektlf gender (perempuan dan laki-laki) akan dianalisis pada penelitian ini. Daerah penelitian yang dipilih adalah  Kabupaten Kendal (mewakili daerah pesisir) dan Kabupaten Klaten (mewakili daerah pedalaman). Metode sampling purposif telah dipakai untuk memilih 8 sampel kepala desa/ kelurahan dan  173 sampel dari masyarakat (wakil rakyat).Statistik deskriptif dan uji beda rata dipakai sebagai alat analisis pada penelitian ini. Gaya keµemimpinan kepala desa/ kelurahan yang dipersepsikan oleh masing-masing  responden menunjukkan bahwa sebagian besar masyarakat berpendapat  bahwa kepala desa/kelurahan mereka cenderung bertindak demokratis dalam gaya kepemimpinannya (rating I). Sedangkan untuk rating II adalah dipersepsikan bahwa  banyak para pemimpin pemerintahan desa mereka bergaya kepemimpinan campuran antara demokratis dan otoriter. Secara umum dapat dikatakan bahwa tipe hubungan dari tangga kepemimpinan yang terbanyak adalah pada tangga kepemfmpinan yang ke-7: memberikan empati (42,0 persen) diikuti dengan tangga ke-6: suka melibatkan diri (32,4 persen) dan tangga ke-8: dapat menggerakkan masa  (12,5 persen).     Berdasarkan uji perbedaan rata-rata yang telah dilakukan terhadap efektivitas keberhasilan kepemimpinan dari kepala desa/ lurah dilihat dari perspektif gender nampak bahwa ternyata secara statistik tidak memberikan perbedaan yang signifikan (berarti)  dari kesemua komponen (ada lima faktor) yang diuji. Dari hasil temuan tersebut dapat diinterpretasikan bahwa sebenarnya kompetensi manajerial dari kepala desa atau kepala kelurahan laki-laki adalah tidak berbeda dengan kompetensi manajerial dari kepala desa atau kepala kelurahan perempuan. Sehingga sebaiknya peluang untuk menduduki jabatan sebagai pimpinan (baik politis maupun tidak politis) sudah selayaknya untuk diberikan kepada pihak yang mempunyai kompetensi manajerial dan strategi dengan tidak bias jepada masalah gendernya.

Abstract

Surakarta has a concept of “Eco Cultural City” which has been realized by performing efforts to increase the quality and quantity of green open space, especially in high density residential. Development of a green open space in high-density residentials are an interesting phenomenon to study with raised a research questions: how does the development concept of green open space in high density residential? Purpose of this study is to develop the development concept of green open space in high density settlements. The objects of this research are assessing the characteristics in high density residential, examines the characteristics of  green open space in  high- density residential, analyze green open space typology in high density residential, and analyzes development concept of green open space in high density residential through the “human settlement” concept. This research was conducted using a quantitative approach. The development concept of green open space, in the concept of “human settlement”, geared towards the function development of green open space in achieving “nature” and “society” elements on each green open space typology formed. One form of the development concept of green space is done by optimizing land through planting medium pots of plants.

Abstract

Community Based Forest Management (CBFM) program is implemented so that forest resource benefit and management can be functioned according to optimal and proportional contribution. Randublatung  forest  in Blora  Regency  represents  forest  area  region  applying  the  CBFM program. Due to constraints in CBFM implementation and policy in Randublatung, an evaluation study is conducted, and Jegong village is chosen as a sample area. The mix approach using less quantitative more qualitative method  is depicted to describe the phenomenon and justify the reasons behind the situation. Evaluation is conducted using four important aspects namely CBFM management, sharing procedure, implementation stages and institutional system. Result shows  that  CBFM  implementation  in  Jegong  village  is  suitable,  although  it  is  found some constraint in the implementation process. To conclude, four strategies are created to respond for better application of CBFM Randublatung. There are developing the implementation stages in  CBFM, institutional  development  strategy,  multistakeholders  collaboration  strategy  and sharing contribution strategy.

Abstract

Pekalongan is one of the city in Indonesia where can develop it’s batik industry. In 2011, the number of IKM pekalongan’s batik achieves 631 units. However, this industry brings the negative impact of waste pollution and it affects so many complex problems for the environment surrounding. The objective of this research is for: (1) to identify profile or condition of the river in Pekalongan, (2) to analyze the damages of river’s environment in Pekalongan, and (3) to set a clean river management strategy in Pekalongan. This research uses primary and secondary data. Primary data is obtained from 48 respondents which consist of the households, entrepreneurs, and key persons whereas the secondary data is obtained from Badan Pusat Statistik Provinsi Jawa Tengah, BLH Kota Semarang and DPKLH Kota Pekalongan. Sample taking technique which is used for this research consists of Purposive and Snowball sampling. The analysis tool which is used to answer the first objective applies the institutional analysis and to answer the second purpose applies the economical valuation analysis, simultaneously to answer the third purpose applies the qualitative analysis method. The result of this research is that the river in Pekalongan has been polluted and based on the field, it is found that societies lack of awareness toward the river’s environment. In addition, the batik’s entrepreneurs have no awareness too for the river’s environment thus it makes the river worse. On the other hand it was found that the allocation of government funds for the restoration of the river's share is USD. 440 million, 00 of the WTA is Rp. 57208.05 while the WTP of employers only Rp. 0, 00

Abstract

This study examines the role of widows in the coastal area of Semarang city. Widows were low in education level and limited economic access are found in the study area. They obtained survive to fight for their household economy limitation.  The objectives of the study are to determine the role of the widows with low income level who are responsible to finance their households. Besides that, this study have objective to formulate the strategies of their empowerment.  This study employed mixed method of combination between qualitative and quantitative approach to analyze the data. Snowballing sampling had has been involved to select the informants while purposive sampling was applied to select 100 respondents (widows) in the study area. The descriptive statistics and triangulation were used as the tools of analysis for this study.  The results found that the level of powerment in economic, political, and social access were far from complete. The study outline the strategy to empower those widows through improving the productivity of respondents, extention the education access, provide trining to improve their skills and family advocation management.

Abstract

Rawa Pening swamp like is a natural resource which is located in Semarang district, also has a strategic role in various fields. The purpose from this research to answer the problems that occur in the preservation of Rawa Pening. The problem is; (1) Rawa Pening swamp like Lax management by communities,  governments, the private sector and academia, (2) the decrease in resource capacity Rawa Pening swamp like, Rawa Pening resulting Rawa stop providing benefits, and (3) the lack of community participation, in maintaining and preserving the Rawa Pening swamp like. So that appropriate strategies are needed to preserve the Swamp. The method of analysis used; cost - benefit ratio, co-mangement and analysis hierarchy process.Valuations of Rawa Pening swamp like is Rp16.291.392.000. Covering costs; stocking fish grascap, pengakatan peat, floating islands and outreach. Costs are calculated based on interviews with leading agents and surveys, BC ratio is 1.2.Prospects and community participation is considered good enough, of the 50 respondents can be described with the already good value in every indicator co-mangement. Although still in its feel some lack of communication between each - each stakeholder.Rawa Pening swamp like preservation strategies can be started with cleaning water hyacinth, reduce waste pollution (eutrophication), developing into the Rawa Pening swamp like as attractions  nature tourism, and organsasi established within the government's control.

Abstract

Background: Conditional Cash Transfer (CCT) or known as Program Keluarga Harapan (PKH) in Indonesia is a potential program to improve health outcomes, especially reproductive health. This program targeted women from the poor as its beneficiaries. The beneficiaries of this program should visit selected the primary health care to have antenatal care as if they are pregnant. Also, they have to do the growth monitoring regularly if they have children under six. Some studies have found that poor people have a higher risk of unmet need compared to the group with better economies. Could this poor group have a high level of unmet need?. Method:  A Cross-sectional study of 172 women which all CCT beneficiaries interviewed using a structured questionnaire. We gathered socio-demographic data and the using of contraception from the respondent. The data were analyzed using descriptive method. Results: Contraceptives practice among CCT beneficiaries is relatively high (89.6%) and unmet need for limiting childbirth was 4.1% higher than Indonesia unmet need in 2017.  Most respondents preferred using pills and injection than any other method and procured it from primary healthcare centre and local/village midwife for free. Conclusion: Pills and injection method were mostly chosen by the respondent. The total unmet need (for limiting) was slightly lower than Indonesia unmet need in 2012. It seems that these CCT beneficiaries don’t meet an obstacle to access contraception. The unmet need for spacing somehow needs further investigation.

Abstract

The emergence of sustainable tourism has led to a new tourism concept called ecotourism. Ecotourism has the principle of environmental preservation and the local communities’ welfare produces a significant impact on indigenous people in the area. This is because the local community is involved in managing sustainable tourism. Women who are part of the community have the same opportunities as men in accessing opportunities from ecotourism activities. Based on empirical research results, tourism activities create alternative jobs for women to be more independent economically, including the fact that the participation of women in tourism activities has a positive impact on them socially. Empowering women is an important part of community welfare efforts in the scope of tourism, so that women’s empowerment is important in the tourism development process. This study aims to analyze the ongoing empowerment of women and what factors are the drivers and barriers to empowerment in Indrayanti Beach as one of the leading destinations in Gunungkidul Regency as seen from four dimensions (economic, social, political, and psychological). The mixed-method approach has been used in research. It was found that the level of women’s empowerment in Indrayanti Beach had shown a good enough score with the highest average score in the economic dimension, namely 7.64, where women economically have received a positive impact from Indrayanti Beach. The lowest average score is on the political dimension, with a value of 5.82. Women politically still do not have awareness if their role is important for the sustainability of Indrayanti Beach tourism. For the social dimension, the average is 6.81, and the psychological dimension on average is 7.47, where women feel socially and psychologically empowered quite well. The main driver of women’s empowerment is the opportunity and permission from their families to participate in tourism activities. The main obstacle to women’s empowerment is the low self-confidence due to skills that have not been maximized.
