Abstract

The Ombudsman has an important role in creating public justice through supervision of public services, but the effectiveness of this supervision is still hampered by various factors such as limited human resources, lack of public understanding, and resistance from some public service providers. Strategic steps are needed to improve the quality of human resources, expand socialization regarding the role of the Ombudsman, and strengthen cooperation with related agencies so that supervision of maladministration can run better and have a positive impact on the quality of public services in Gorontalo Province. This article aims to analyze the extent to which the Ombudsman's bias in supervising maladministration in Gorontalo Province influences the creation of public justice. This study uses a qualitative descriptive approach with an analytical method. The results of the study show that: 1) supervision of maladministration by the Ombudsman of Gorontalo Province is still hampered by several factors that affect its effectiveness in creating public justice. The main obstacle found is the limited human resources with only 12 staff which reduces efficiency in handling reports and cases of maladministration. Therefore, increasing the number of human resources and increasing capacity through routine training is important to improve the performance of the Ombudsman; 2) the lack of public insight regarding the role of the Ombudsman in supervising public services requires more intensive socialization to increase public understanding and participation; 3) although most public service providers respond positively to the existence of the Ombudsman, there is still a less than supportive attitude from several parties regarding maladministration. Therefore, there needs to be better coordination with local governments and strengthening understanding regarding the independence and neutrality of the Ombudsman to increase accountability and transparency in public services.

Abstract

PLUT-KUMKM plays a strategic role in strengthening the capacity and empowering MSMEs through business mentoring, business consulting, legal facilitation, and marketing network development. Community service through a student internship program at PLUT-KUMKM Gorontalo Regency is a collaboration between universities and the local government to increase the capacity of MSMEs while providing practical experience for students. This activity aims to support business strengthening through administrative assistance, legal facilitation, and product promotion and marketing. The method used is a participatory approach by directly involving students in services and mentoring. Data was collected through observation, direct involvement, business administration management, and documentation. The results of the activity show a real contribution, namely mentoring approximately 25 MSMEs, facilitating NIB and halal certification for approximately 15 MSMEs, as well as support for entrepreneurship training, marketing, and MSME talk shows. This collaboration has had a positive impact and needs to be strengthened continuously.

Abstract

The Legal Counseling and Community Empowerment Socialization Program in Pinomontiga Village, Bulawa District, was part of a student internship program conducted by students of the Faculty of Social and Political Sciences, Universitas Gorontalo, from September 22 to November 5, 2025 at the Activity Management Unit (UPK) of the former PNPM Mandiri Perdesaan. This program aimed to enhance community understanding of legal issues, particularly the new Criminal Code (KUHP), and to provide information on access to free legal aid for underprivileged communities. This study employed a qualitative descriptive method with a participatory approach through direct observation, active involvement, and the implementation of legal counseling activities. The results indicate that the legal counseling program effectively increased community legal awareness, improved understanding of legal rights, and encouraged community empowerment in addressing legal issues independently. In addition, the program was supported by other internship activities, such as improving UPK office facilities and conducting community service activities, which contributed to community development. However, the implementation faced several challenges, including limited time, budget constraints, and insufficient internal coordination. Therefore, it is recommended that future programs be supported by better planning, adequate funding, and improved coordination among stakeholders. Furthermore, continuous and periodic legal counseling programs are necessary to ensure sustainable community empowerment outcomes.

Abstract

The digitalization of public services in the tax sector, particularly through the Link Samsat innovation in Gorontalo Province, aims to improve the convenience, efficiency, and compliance of motor vehicle taxpayers. However, the implementation of this system still faces various obstacles, such as low public understanding, technical issues, and low adoption rates that impact tax reporting compliance. This study aims to analyze the level of satisfaction of Link Samsat users and its relationship with compliance of motor vehicle tax reporting at the Gorontalo Samsat, as well as to identify the factors that influence it. The study used a qualitative approach with a case study type. Data collection was conducted through observation, interviews, documentation, and literature review, with informants consisting of Samsat officers and taxpayers. Data analysis used an interactive model that includes data reduction, data presentation, and drawing conclusions. The results show that the level of satisfaction of Link Samsat users is influenced by product or service quality, service quality, and security quality. This service is considered effective and efficient because it can speed up the tax payment process and reduce queues. However, the main obstacles include a lack of socialization, network limitations, and the lack of integration of services between regions. User satisfaction has been shown to contribute to increased tax compliance, although not optimally. Therefore, improving the quality of services, wider socialization, and improving the technical system are needed to optimize the use of this service and increase compliance of motor vehicle taxpayers.

Abstract

The increasing number of motor vehicles in Gorontalo City has led to various transportation problems, one of which is the widespread practice of illegal parking that disrupts traffic flow and potentially reduces Regional Original Revenue (PAD). To address this issue, the Gorontalo City Government enacted Regional Regulation Number 1 of 2024 concerning Regional Taxes and Retributions as the legal basis for parking regulation and control. This study aims to analyze government policies and assess the effectiveness of the implementation of Regional Regulation Number 1 of 2024 in controlling illegal parking and increasing PAD in Gorontalo City. This research employs a qualitative approach with a descriptive method. Data were collected through observation, interviews with officials of the Transportation Agency and the community, as well as documentation. The results indicate that the policy on controlling illegal parking has been implemented through stages of problem identification, policy formulation, policy adoption, implementation, and evaluation. Policy implementation is carried out through the designation of official parking locations, field supervision, and guidance for parking attendants. However, the implementation still faces several constraints, including limited parking space, low public awareness, and inadequate security at parking locations. Overall, the implementation of Regional Regulation Number 1 of 2024 is considered relatively effective in reducing illegal parking practices, but it still requires strengthened supervision and continuous socialization to achieve optimal policy outcomes. Based on these findings, this study recommends that the Government of Gorontalo City increase the provision of adequate parking facilities, strengthen technology-based monitoring systems, and intensify public socialization for the community and parking attendants. In addition, cross-sectoral synergy and consistent enforcement of sanctions are needed to improve compliance with the regulation and optimize the contribution of the parking sector to Local Own-Source Revenue (PAD).

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan Sistem Merit dalam proses promosi pegawai di Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) Kota Gorontalo, khususnya ditinjau dari aspek perencanaan, pelaksanaan, dan penilaian. Sistem Merit merupakan prinsip pengelolaan kepegawaian yang berbasis pada kualifikasi, kompetensi, dan kinerja pegawai, sehingga diharapkan menghasilkan promosi yang objektif dan adil. Penelitian ini dilaksanakan di Kantor BKPP Kota Gorontalo yang berlokasi di Jalan 23 Januari, Kelurahan Biawao, Kecamatan Kota Selatan, Kota Gorontalo, Provinsi Gorontalo. Teknik pengumpulan data yang digunakan meliputi observasi, wawancara mendalam dengan aparatur dan pemangku kepentingan terkait, serta studi dokumentasi terhadap kebijakan dan prosedur promosi pegawai. Data dianalisis dengan pendekatan kualitatif untuk mendapatkan gambaran mendalam terhadap pelaksanaan kebijakan tersebut. Hasil penelitian menunjukkan bahwa implementasi kebijakan promosi di lingkungan BKPP Kota Gorontalo belum sepenuhnya mengacu pada prinsip Sistem Merit. Berdasarkan teori implementasi kebijakan dari George C. Edward III yang mencakup variabel komunikasi, sumber daya, disposisi, dan struktur birokrasi, ditemukan bahwa terdapat sejumlah kendala. Salah satu kelemahan utama adalah belum tersusunnya Standar Kompetensi Jabatan (SKJ) yang seharusnya menjadi acuan dalam promosi. Selain itu, tidak adanya proses asesmen dalam menilai kompetensi pegawai menjadi hambatan dalam pelaksanaan promosi yang objektif dan transparan. Hal ini menunjukkan perlunya perbaikan kebijakan promosi agar sejalan dengan prinsip meritokrasi.

Abstract

Permasalahan sampah perkotaan menjadi salah satu tantangan utama dalam penyelenggaraan pelayanan publik dan pembangunan berkelanjutan di daerah. Meningkatnya jumlah penduduk, aktivitas ekonomi, dan pola konsumsi masyarakat menyebabkan volume sampah di Kota Limboto terus bertambah setiap tahun. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan publik dalam pengelolaan sampah perkotaan di Kota Limboto, Kabupaten Gorontalo, serta mengidentifikasi faktor-faktor yang mendukung dan menghambat pelaksanaannya. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi. Analisis data menggunakan model Miles, Huberman, dan Saldaña, sedangkan kerangka analisis implementasi kebijakan mengacu pada teori George C. Edwards III yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan sampah di Kota Limboto telah berjalan cukup baik, terutama pada aspek struktur birokrasi dan komitmen pelaksana. Namun, pelaksanaan kebijakan belum optimal karena masih menghadapi kendala berupa keterbatasan sumber daya manusia, sarana dan prasarana, anggaran, serta rendahnya partisipasi masyarakat dalam pengelolaan sampah. Faktor pendukung implementasi kebijakan meliputi adanya regulasi yang jelas, komitmen pemerintah daerah, dan dukungan masyarakat. Oleh karena itu, diperlukan peningkatan kapasitas kelembagaan, penyediaan sarana pendukung, serta penguatan partisipasi masyarakat guna mewujudkan sistem pengelolaan sampah yang efektif dan berkelanjutan.

Forestry regulations, which are intended to provide a strong legal foundation for sustainable forest governance, instead reveal a growing disconnect between centrally issued norms and their implementation at the local level. Overlapping authorities, regulatory disharmony, and unclear institutional roles between different levels of government have created persistent legal and administrative challenges, undermining effective forest management and environmental protection. This article examines these dynamics and highlights the need for harmonization between central and regional regulations. Using a normative juridical approach, the study analyzes constitutional provisions, statutory regulations, and legal doctrines governing the distribution of authority in the forestry sector. The findings affirm the urgency of restructuring legal authority and aligning sectoral norms with the principles of decentralization, legal certainty, good governance, and environmental sustainability. Strengthening regulatory coherence and clarifying institutional responsibilities are essential to improving the effectiveness of forestry governance and ensuring sustainable forest management in Indonesia.

Abstract

Population administration services are a fundamental aspect in the implementation of transparent and accountable governance. In Gorontalo Regency, the increasing need for population document services encourages the Population and Civil Registration Office to develop various innovations, such as pick-up services, document digitization, and the Independent Dukcapil Pavilion. The main problems faced include low public awareness, limited facilities, and geographical challenges that hinder the equitable distribution of services. This study aims to analyze the implementation of population administration service innovations and the factors that affect them. The method used is a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. Data analysis was carried out using the interactive model Miles, Huberman, and Saldaña (2014), which included condensation, presentation, and drawing data conclusions. The results of the study show that service innovations in Gorontalo Regency have increased public access to population documents, although they are still constrained by limited infrastructure and public administration literacy. The research findings confirm the importance of collaboration between individuals, organizations, and society in the success of innovation. The implications of this study show that the sustainability of public innovation requires strengthening the capacity of human resources and technological support. This research is important as an empirical contribution to the development of public service innovation in the regions, as well as opening up opportunities for further research on the effectiveness and social impact of population innovation in Indonesia.
