Abstract

The objectives of this study are to analyze to what extent the factors affect the performanceof guidance teachers/counselors and to find the factors that greatly influencethe performance of guidance teachers/ counselors. The population consistedof 239 guidance teachers/counselors of Junior High Schools in Semarang. Thesample consisted of 200 guidance teachers/ counselors, selected by using a proportionalrandom sampling technique. The data were collected by using closed selfassessmentquestionnaires. The result of the try-out of the questionnaires showedthat 144 items were valid and reliable. Structural Equation Modeling Applications(SEM) through LISREL was used to analyze the data. The findings showed that 1)pedagogical competence, work motivation, supervision and school culture affectthe performance of the guidance teachers or counselors, and 2) pedagogical competenceand school culture have great effect on the performance of the guidanceteachers/counselors

Abstract

The development of new trade theory which incorporates the interaction between trade and international capital flows indicates if the possibility of changes in a countrys comparative advantage due to the opening of international capital flows. International capi tal flows allow for changes in the industrial structure of a country depends on the composition of the products produced in that coun try. More capital-intensive types of products produced by a country, the greater the need for capital and the higher marginal rate of capital that can be given to attract greater international capital flows. Therefore, a comparative advantage should be seen as dynamic rather than static. As a country with large population, Indonesia tends to specialize in labor -intensive products. The other hand, efforts to attract foreign direct investment are very intensively conducted. The estimation results indicate if there was a shift in the pattern of industrial specialization Indonesia, from labor –intensive tends toward capital intensive.

Abstract

This paper describes the rate of return to education in Indonesia. The purpose of this paper was to determine how the trend of return to education from 1993 to 2007. By using Mincer equation, we analyzed return to education in Indonesia with using Indonesia Family Life Survey (IFLS) data collected in 1993, 1997, 2000, and 2007. Mincer specification linked between income and education. Income used in this paper was real income of a person who works. The estimation of the rate of return to education started by separating each year data. Then, it used pool data by adding year variable and multiplication variable between year and education. Estimation was also carried out by comparing between men and women. Further, estimation was divided into two age cohorts, young cohort and old cohort. All the results of estimation indicated a decreasing rate of return, the greatest decrease occurred on men with old cohort.Keywords: education, return to education, Mincer equation, trendJEL codes: I26, J30

Abstract

National Examination (UN) is one of the mandatory requirements that must be passed by students both elementary, junior high, or high school / vocational level to be able to continue to a higher level of education. Students will learn as best they can to pass the National Examination. Therefore researchers are interested in developing a National Examination (UN) simulation application that can be accessed at any time using a computer and internet network so that it can be an alternative means of student learning. This system also implements the Fisher-Yates Shuffle Algorithm  as a randomization technique on exam questions so that the questions done by students will always be different and varied. This application can be tested in accordance with the design and can be a means of learning or try-out for students who will take the UN

Abstract

There are many historical events in this country that is still laden with controversy, some of them are; G 30 S, the events surrounding Surat Perintah Sebelas maret, General Offensive March 1, 1949, the birth of Pancasila, the birth of the New Order, and integration of East Timor. Based on these facts, history learning should not only limit to narrative that is "metanarative", history should be a narrative history that historicist which relies on this day in the life of students. The method is by telling story about the past and projecting into the future, because the dimension of time in history is not just a while ago. Therefore, the lessons of history should be directed at learning by doing and learning how to learn that, in turn that a wise teacher of history should make history as the teacher of life.   Keywords: controversial history, history learning Banyak peristiwa sejarah di negeri ini yang masih sarat dengan kontroversi, untuk menyebut beberapa diantaranya; peristiwa G 30 S, peristiwa seputar Surat Perintah Sebelas Maret (Supersemar), Serangan Umum 1 Maret 1949, lahirnya Pancasila, lahirnya Orde Baru, dan Integrasi Timor-Timur. Berdasarkan fakta tersebut di atas, maka hendaknya pembelajaran sejarah jangan hanya sebatas narasi yang bersifat “metanaratif”, sejarah harus menjadi narasi yang historistik yang bertumpu pada hari ini dalam kehidupan siswa. Metodenya adalah dengan berkisah tentang masa lalu dan berproyeksi ke masa depan, sebab dimensi waktu dalam sejarah adalah bukan hanya waktu lalu. Oleh sebab itu, pembelajaran sejarah harus diarahkan pada learning by doing dan learning how to learn yang pada gilirannya bahwa seorang guru sejarah yang bijak harus menjadikan sejarah sebagai guru kehidupan.   Kata kunci: sejarah kontroversial, pembelajaran sejarah

Abstract

Pelayanan publik ini menjadi semakin penting karena senantiasa berhubungan dengan khalayak masyarakat ramai yang memiliki keanekaragaman kepentingan dan tujuan. Penelitian ini ditulis dengan pendekatan kualitatif deskriptif. Data diperoleh melalui wawancara mendalam, data dokumentasi dan observasi. Hasil penelitian, maka dapat disimpulkan bahwa pelayanan Sub Bagian Umum dan Pepegawaian di RSUD Sukadana yakni: (1) Terkadang terdapat pegawai yang lain kurang puas akan kinerja yang telah diberikan. (2) Dapat menjalin rasa keadilan artinya terdapat keterbukaan dalam memberikan pelayanan tidak membeda-bedakan dan memberkan perlakuan terhadap individu atau sekelompok orang dalam keadaan yang sama. (3) Dapat mengerjakan dengan waktu yang cepat, tepat waktu, menyenangkan dan dapat diandalkan. (4) Pelayanan yang efisien ekonomis dan efisien, dapat dijangkau dengan tarifdan pajak yang dapat diterima pada semua lapisan pegawai di RSUD Sukadana Kabupaten Lampung Timur.

Abstract

The development of information and communication technology could not be separated from the development of computer network and interconnected network (internet). On the other side, there are people who try to access the information illegally, even try to disturb and destroy the flow of information. These people are called hacker or cracker. Because of that reason, it is needed tools to prevent this information. Those tools are like firewall, IPS (Intrusion prevention system), IDS (intrusion detection system), anti-virus, and other tools. This research does literature review by analyzing one of IDS tools that is honeypot using a method of data analyzing using secondary data from Honey net Project Research at January 7th until 29th 2003. The result published by those researchers is a DDOS attack was happen at January 18th and 19th 2003 that caused one of the computer servers with IP (internet protocol) 10.1.1.101 went down at January 19th 2003. A computer with IP 10.1.1.101 at January18th 2003 started to get over packets, that is 293 packet or 41.1% from 707 packets, but the computer had not gone down yet. However, at January 19th 2003 the computer got more packets, that was 795 packets or 58% from 1,370 packets, that cause the computer became down. The evidence was unconnected computers at January 20th 2003. Based on these analyzing we concludes that honeypot is very effective to be a supporting tool to detect a network intrusion, especially DDOS. And the addition value of honeypot implementation is a log which gives information for network administrators to know any activities on the network, both normal activities, or disadvantage activities.

Abstract

The problem of parking systems on the street is a classic problem that occurs from year to year, manysolutions are offered in solving the parking problem on the street. The problem is not only related to trafficjams due to in and out of vehicles from the parking spaces but also the parking management issues becomepolemic at this time. A prototype of parking management monitoring system tries to provide solution inmanaging parking by using image processing based smart camera. In a prototype the system test performedon day and night conditions, to anticipate the very contrast difference intensity of pixels during the day or night so as to develop vehicle detection program using adaptive brightness thresholding. The results showthat the program has been running quite well to identify vehicles during day and night timeframe
