Abstract

A typical organizational change management issue is organizationalresistance to change. This paper looks at literature on sources of resistance basing it on individual, group and organizational factors. At individual level, the following variables were found to be the reasons for resistance; perceived risk by not knowing what to expect next in the course of implementing change, insecurity of their jobs, and perceived that leaders cannot be trusted. Other factors include: The interaction between people in as group since this leads to peer pressure and maintaining of standards that have been set, therefore leading to resistance of change. Institutional factors such as ineffective communication, inadequate resources and rather more set organizational culture also contributeto resistance. The recommendations are derived from a review of the coping strategies with clear directions of invoking communication, engaging the employees, leadership involvement, and procuring more competent training and support. Lacking proper attention to the concerns and requirement of the employees at the workplace can be the major hurdle in the path of proper implementation of change management. Indeed, the outcomes show that resistance cannot be regarded as an only negative factor, but it is the possibility to discuss and develop. By adopting and applying all these points, an organization can therefore learn how to manage change and embed change in order to bring about the Right Change successfully and sustainably.

Abstract

This study aims to analyze the role of information technology management in improving public services in Sesumpu Village. With a qualitative approach, data were collected through interviews, observations, and document analysis. The results of the study indicate that the application of information technology has accelerated the administrative process, increased communication efficiency, and strengthened coordination between village officials. Supporting factors include government support, enthusiasm of village officials, and community participation. However, obstacles such as limited human resources, inadequate infrastructure, and low digital literacy are still major challenges. The recommended strategies include developing online service applications, increasing internet network capacity, continuous staff training, and educating the community to improve the use of technology. These findings demonstrate the importance of a strategic and inclusive approach to information technology management in order to create more efficient and transparent public services.

Abstract

This study aims to analyze management strategies in the implementation of the Legal Documentation and Information Network (JDIH) System at the Regional Secretariat of Penajam Paser Utara Regency. JDIH plays a crucial role in providing accurate, transparent, and easily accessible legal information for the public and local government. However, its implementation faces various challenges, such as limited socialization, inadequate technological infrastructure, and low public legal literacy. This study employs a qualitative approach. Data were collected through in-depth interviews, observations, and documentation. The results indicate that the main obstacles include the public's lack of understanding of JDIH, insufficient technological infrastructure, and difficulties in data synchronization across agencies. Based on the findings, this study provides recommendations to enhance human resource training, update technological infrastructure, and expand JDIH socialization. With effective management strategies, it is expected that the quality of legal information services in Penajam Paser Utara Regency can be improved, supporting transparency and openness of legal information.

Abstract

This study aims to analyze the role of the local government in implementing the farmer empowerment program for rice farmers in Sumber Sari Village, Babulu District, Penajam Paser Utara Regency, and to assess the effectiveness of the program in improving farmers' productivity and welfare. Additionally, this study identifies and analyzes the challenges and obstacles faced by the local government in implementing farmer empowerment policies and seeks to understand how these factors influence the success of the program. This study employs a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation, and then analyzed thematically. The findings indicate that the local government plays an active role in empowering farmers through the distribution of granular organic fertilizer funded by the DIPA APBD 1 of East Kalimantan Province. This program aims to enhance agricultural productivity by involving 28 farmer groups in Babulu District, including Sumber Sari Village. Although the program provides benefits to farmers, its effectiveness is still affected by limited access to water, a lack of technical extension services, and suboptimal agricultural infrastructure. The primary challenges in farmer empowerment include dependence on rainfall, land-use conversion, limited training opportunities, market price fluctuations, and the impacts of climate change. To improve the program’s success, this study recommends that the local government, particularly the Penajam Paser Utara Agricultural Office, expand farmers' access to subsidies and modern agricultural tools to enhance productivity. Additionally, future research could focus on the effectiveness of irrigation systems in strengthening food security.

Abstract

This study examines the interference of competency, discipline and workload on the performance in a regulated professional services organization namely the Public Appraisal Services Office (KJPP) Satria Setiawan dan Rekan located in Indonesia. With the current performance expectations in service settings being more complex than ever before, it is important to spell out the dynamics behind the forces of productivity. Based on that, quantitative method, structural equation modelling using Smart PLS 4.0 and the study sample containing 75 certified appraisers registered in the Indonesian Ministry of Finance were employed. Findings show how competency, discipline and workload are having significant effects towards job satisfaction and significantly to the extent that the employee performance is affected positively. More importantly, competency plays a full mediatorship role through job satisfaction, which is not manifested in the case of discipline and workload. These data indicate that technical skills and structure of tasks are not enough to determine the outcome of a performance, rather there is another central psychological process job satisfaction that mediates or diminishes the effect of the foregoing processes. Therefore, on the managerial level, the strategy of human capital will have to go beyond the functional training and adherence protocols to invoking embodied experience and emotional commitment in the employees. Job satisfaction should be viewed as an organizational strategic priority by the organizations trying to ensuring sustainable performance through use of job satisfaction in competency development, work load design and cultural reinforcement.

Abstract

This community service activity aimed to improve the capacity of Micro, Small, and Medium Enterprises (MSMEs) in Paropo Village, Panakukang District, Makassar City, to face the challenges of the digital era. Training and education are focused on two main aspects: digital marketing strategies and business financial management. The implementation method included a participatory approach through interactive training sessions, simulations, group discussions, and direct mentoring. The results demonstrated an increase in participants' understanding and skills in using social media and other digital platforms for product promotion and marketing. Furthermore, participants gained practical knowledge in simple financial record keeping, cash flow management, and short- and long-term financial planning. Evaluation of the activity, conducted through pre- and post-tests, demonstrated significant improvements in participants' knowledge and skills. It is hoped that this activity will have a sustainable impact on the development of participants' businesses and strengthen the competitiveness of MSMEs in the region. This activity also opens up opportunities for further collaboration with the local government and related institutions in digital-based MSME development.

Abstract

The given research examines the extent to which the system of human resource management (HRM) enables the adaptation of employees to systemic changes in work in the state enterprise Perum BULOG, Bone Branch Office which is faced with reforms in its functioning organization. Following quantitative research design and census sampling pool consisting of 21 employees, the paper assesses the effect of four HRM strategies, which include training and development, communication, performance management and employee involvement. The data transacted using a structured questionnaire and analyzed using multiple linear regression. The findings suggest that training and development, the communication and employee involvement have a statistically significant impact on adaption of the employees, but the performance management does not. This evidence indicates that employee adaptation cannot occur through the simple effect of organizational change but a developed reaction developed through critical HR facilitating tactics. This paper thus notes that the contribution of the employees to the change processes, continuity of capacity-building opportunities, and free and two-way communication would ensure alignment and engagement. In addition to this, it shows that performance systems limited to evaluation and not involving developmental feedback is unable to help adaptation. Since 60 percent of the variance in adaptation was attributed to the chosen HRM strategies, the research confirms the focus of HR in the transformation of the public sector.

Abstract

This study aimed at investigating and discussing the effect of transformational leadership style on employee performance with the view of establishing whether organizational culture had an effect on employee performance and whether organization culture and transformational leadership style jointly had significant impact on employee performance at the Makassar Region V Airport Authority Office. The authors employed a quantitative approach in this study since the questionnaires were distributed to the employees in the Makassar Region V Airport Authority Office. The purposive method was used to select the research sample whereby 50 respondents would pass a questionnaire that was valid and reliable. Findings of this research point to the fact that: (1) transformational leadership style does not significantly and positively influence employee performance at Makassar Region V Airport Authority Office. (2) Organizational culture positively and significantly influences the performance of employees, and influences the performance of employees in part at the Makassar Region V Airport Authority Office. (3) At the same time, the organization culture and the style of leadership, transformational leadership style, significantly influence the employee performance at the Makassar Region V Airport Authority Office.

Abstract

This study aims to analyze the influence of service quality and the implementation of a digitalization system on the effectiveness of motor vehicle inspection services in Makassar City. The background of this research is based on the local government's efforts to improve transparency, efficiency, and accountability in the vehicle inspection process, in line with developments in information technology. The research method used is a qualitative approach with a descriptive method applied to users of vehicle inspection services, as well as interviews with technical officers.  The results show that service quality comprising reliability, responsiveness, assurance, empathy, and tangible aspects has a significant impact on user satisfaction. In addition, the implementation of digital systems, such as online registration and integration of vehicle test data, has had a positive effect on time efficiency, ease of access, and the reduction of potential illegal levies. The conclusion of this study affirms that improving service quality and digitalization systems simultaneously supports the development of better, more transparent, and accountable public services in the motor vehicle inspection sector.

Abstract

This study discusses human resources development in improving the performance of the regional secretariat apparatus in the Maros Regency. This descriptive research provides an overview and explanation of human resource development strategies to enhance apparatus performance at the Regional Secretariat Office of Maros Regency. The results of the Human Resource Development Strategy research were carried out through 3 steps: employee recruitment, Placement, education, and training (Training). These three steps are well implemented, even though they could be better in that action needs to be taken toward Improvement. And the factors that influence Human Resource Development, namely Leadership, Work Environment, and Budget.
