Abstract

This study examines the complexity of governance in maritime security surveillance conducted by the Gorontalo Regional Police's Water and Air Police (POLAIRUD). Maritime security surveillance involves multiple institutions with overlapping authorities, making effective coordination essential to address increasingly dynamic maritime threats. Drawing on Governance Complexity Theory, this study explores six dimensions shaping the maritime surveillance system: interdependence, actor diversity, uncertainty, dynamic interactions, network coordination, and adaptation and learning. A qualitative case study approach was employed through in-depth interviews, field observations, and document analysis involving relevant stakeholders. The findings indicate that maritime surveillance operates within a complex governance environment where information, authority, and operational resources are distributed across multiple actors. The effectiveness of surveillance is influenced not only by organizational capacity but also by the ability to establish collaborative networks, manage uncertainty, share information efficiently, and adapt to evolving maritime conditions. Furthermore, successful maritime security governance depends on continuous communication, institutional flexibility, and collective learning among stakeholders to respond to emerging security challenges. The study demonstrates that maritime security governance is inherently relational and adaptive, requiring collaborative arrangements that extend beyond conventional hierarchical structures. These findings contribute to the development of governance complexity literature by providing empirical evidence from the Indonesian maritime security context and emphasizing the importance of network-based, adaptive, and integrated governance mechanisms in strengthening maritime surveillance and supporting sustainable maritime security management.

Abstract

This study aims to analyze digital information technology-based public service innovation through the Tolopani All-in-One application at the Ministry of Religious Affairs Office of Gorontalo City. The focus of this research is the innovation attributes according to Rogers, which are examined through several aspects, namely relative advantage, compatibility, complexity, trialability, and observability. This study employed a qualitative approach with a descriptive research design. Data were collected through in-depth interviews with the head of the office, application administrators or managers, Tolopani coordinators, service officers, and community members as service users, supported by observation and documentation. The results indicate that the Tolopani All-in-One application has contributed to the digitalization of public services at the Ministry of Religious Affairs Office of Gorontalo City. The application offers relative advantages in terms of easy access to information, faster service delivery, and the integration of multiple services into a single system. In terms of compatibility, the application aligns with organizational needs and the demands of digital transformation, although its utilization still requires adjustments to the public's service habits. However, several challenges remain, including user adaptation, technical limitations, network and server disruptions, and difficulties in accessing the mobile application through the Play Store. The application can also be gradually adopted through socialization programs, user guidelines, and tutorial videos, while its outcomes can be observed through the transition from manual to digital service delivery. The study concludes that the Tolopani All-in-One application fulfills the characteristics of public service innovation as proposed by Rogers. Nevertheless, its implementation has not yet been fully optimized due to factors such as human resource readiness, technical conditions of the application, public preferences, and the need to align with centralized systems.

Abstract

This study aims to examine the influence of the role of the Community Empowerment Institution (Lembaga Pemberdayaan Masyarakat/LPM) on village development, particularly village road development in Lompotoo Village, Suwawa District, Bone Bolango Regency. The study employed a survey method with a quantitative approach. The quantitative approach was used to address the research problem by describing and presenting the findings objectively. A questionnaire was utilized as the primary data collection instrument, and its validity and reliability were tested prior to analysis. The study involved a sample of 51 respondents. Data were analyzed using simple linear regression analysis. The results indicate that the role of the Community Empowerment Institution (LPM) has a significant effect on village road development, with a coefficient of determination (R²) of 0.625. This means that 62.5% of the variation in village road development (Y) can be explained by the role of the LPM (X), while the remaining 37.5% is influenced by other factors not examined in this study. Furthermore, the correlation coefficient (r) of 0.791 indicates a strong positive relationship between the two variables.

Abstract

ABSTRAK Penelitian ini bertujuan untuk mengkaji peran pemerintah desa dalam mewujudkan tata kelola pemerintahan yang baik (Good Governance) serta mengidentifikasi berbagai tantangan yang dihadapi. Metode yang digunakan adalah pendekatan kualitatif dengan studi literatur. Hasil kajian menunjukkan bahwa pemerintah desa memiliki peran strategis dalam menerapkan prinsip transparansi, akuntabilitas, partisipasi, efektivitas, dan supremasi hukum. Namun, terdapat berbagai kendala seperti keterbatasan kapasitas aparatur, rendahnya partisipasi masyarakat, serta lemahnya sistem pengawasan. Oleh karena itu, diperlukan upaya peningkatan kapasitas aparatur desa, penguatan partisipasi masyarakat, serta optimalisasi sistem pengawasan untuk mewujudkan tata kelola pemerintahan desa yang baik.

Abstract

This study critically evaluates the School Operational Assistance (BOS) policy in enhancing inclusive and quality education in North Bolaang Mongondow Regency. The objective is to assess the policy’s effectiveness in improving educational access, quality, and equity, particularly in bridging gaps between urban and rural schools. Employing a qualitative descriptive method, the research analyzes participation and retention rates in BOS-funded schools, as well as compares access to education before and after the program’s implementation. Findings show that the BOS program significantly contributes to increasing student enrollment, enhancing school performance, and reducing educational disparities. However, challenges persist, including delayed fund disbursements, burdensome administrative processes, and weak monitoring and accountability mechanisms, which hinder optimal utilization of resources at the school level. Despite these limitations, the BOS policy remains a vital tool for promoting educational equity. The study recommends policy refinement through strengthened school management capacity, strategic planning, and evidence-based monitoring and evaluation systems. The proposed roadmap—comprising analysis, corrective action, and continuous learning—is essential for sustainable policy improvement. This research highlights the need for further longitudinal studies with mixed methods to evaluate long-term impacts and support the development of more responsive education policies. Ultimately, improved BOS governance is key to fostering inclusive, equitable, and high-quality education across the region.

Abstract

This study analyzes the effectiveness of public service in the Complete Systematic Land Registration (PTSL) program in Pohuwato Regency. The background highlights the need to evaluate service quality to ensure public satisfaction and smooth program implementation. The study employs a mixed-method approach with an explanatory sequential design, including SERVQUAL questionnaires, in-depth interviews, focus group discussions (FGD), and participatory observation. Findings reveal that the service effectiveness of PTSL is fairly good, yet all SERVQUAL dimensions show negative gaps between public expectations and perceptions. The largest gap is found in the tangible dimension (-0.94), while the smallest is in assurance (-0.56). Institutional factors are the most dominant in influencing service effectiveness (β=0.724), followed by human resources (β=0.689), technological infrastructure (β=0.567), and public participation (β=0.445). The main recommendations call for a holistic improvement approach emphasizing institutional strengthening, capacity building for human resources, upgrading physical facilities and technological infrastructure, and increasing public participation, including special programs for vulnerable groups. This study offers practical contributions by presenting a model to enhance public service effectiveness based on community participation and theoretical contributions by enriching the understanding of key factors influencing public service effectiveness in the context of the PTSL program.

Abstract

This study aims to evaluate the effectiveness of the community-based drinking water supply and sanitation program (PAMSIMAS) in Telaga Biru District, Gorontalo Regency, focusing on three villages: Modelidu, Ulapato A, and Ulapato B. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results show that the effectiveness of the program varies in each village, namely Modelidu and Ulapato A villages, the program has not been fully effective due to weak institutional management, low community participation, and limited infrastructure maintenance. Meanwhile, Ulapato B village shows successful program implementation with routine maintenance, good water quality, and active community participation. These findings indicate that the sustainability of the program is highly dependent on community participation, strengthening village institutions, and ongoing technical and policy support. This study recommends revitalizing management institutions and increasing community capacity as keys to the effectiveness of the community-based drinking water supply and sanitation program (PAMSIMAS) in rural areas.

Abstract

Penelitian ini bertujuan untuk menganalisis peran fungsi kepemimpinan yang meliputi perencanaan, pemrakarsaan, pengendalian, dan pengevaluasian terhadap motivasi kerja pegawai di Kantor Camat Sipatana Kota Gorontalo. Metode yang digunakan adalah kuantitatif dengan teknik sensus terhadap 31 responden. Data diperoleh melalui kuesioner yang telah diuji validitas dan reliabilitasnya, dan dianalisis menggunakan metode analisis jalur (path analysis) dengan bantuan perangkat lunak SPSS. Hasil penelitian menunjukkan bahwa keempat fungsi kepemimpinan berpengaruh signifikan, baik secara parsial maupun simultan, terhadap motivasi kerja pegawai. Fungsi perencanaan dan pemrakarsaan berperan penting dalam meningkatkan partisipasi dan kreativitas pegawai, sedangkan fungsi pengendalian dan pengevaluasian berkontribusi terhadap peningkatan disiplin dan kinerja individu. Secara keseluruhan, kepemimpinan yang efektif terbukti mampu menciptakan lingkungan kerja yang produktif, harmonis, dan berorientasi pada pelayanan publik yang optimal di Kantor Camat Sipatana Kota Gorontalo.

Abstract

Penelitian ini bertujuan mengembangkan model tata kelola Badan Layanan Umum Daerah (BLUD) rumah sakit berbasis public value melalui pendekatan “BLUD Plus” yang mengintegrasikan fleksibilitas keuangan dengan nilai transparansi, partisipasi, dan keadilan akses layanan. Pendekatan kualitatif digunakan untuk memperoleh pemahaman mendalam mengenai dinamika tata kelola dan implementasi nilai publik di tiga rumah sakit daerah yang mewakili kinerja tinggi, menengah, dan rendah. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumen, kemudian dianalisis secara tematik. Hasil penelitian menunjukkan bahwa penerapan BLUD Plus mendorong pergeseran orientasi akuntabilitas dari birokratis menjadi publik, memperkuat partisipasi pegawai dan masyarakat, serta meningkatkan kepuasan layanan dan legitimasi institusi. Keberhasilan implementasi BLUD Plus ditentukan oleh kombinasi faktor kepemimpinan transformasional, transparansi sistem keuangan, kapasitas sumber daya manusia, partisipasi masyarakat, dukungan kebijakan daerah, dan infrastruktur teknologi. Kesimpulannya, BLUD Plus berpotensi menjadi model reformasi tata kelola rumah sakit daerah yang lebih adaptif, akuntabel, dan berorientasi pada penciptaan public value.

Abstract

Di tengah keterbatasan anggaran publik, model pengambilan keputusan yang bersifat spekulatif tersebut tidak lagi dapat ditoleransi. Di sinilah pentingnya adopsi paradigma baru melalui Evidence-Based Policy (kebijakan berbasis bukti) dengan lima indikator yakni: (1) Program assessment, (2) Budget development, (3) Implementation oversight, (4) Outcome monitoring, dan (5) Targeted evaluation. Pendekatan ini menuntut agar setiap kebijakan, strategi, dan alokasi anggaran pembangunan ekonomi lokal didasarkan pada data yang valid, hasil riset yang kuat, serta fakta-fakta empiris di lapangan. Penelitian ini bertujuan untuk menganalisis bagaimana penerapan evidence-based policy dalam Percanaan Pembangunan Ekonomi Lokal di Kecamatan Batudaa. Dengan Menggunakan metode kualitatif, dengan pendekatan deskriptif analitis. Hasil penelitian menunjukan bahwa Proses perencanaan pembangunan ekonomi lokal di Kecamatan Batudaa sudah sesuai dengan Undang-Undang No 25 tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional (SPPN), namun dalam hal substansi dokumen perencanaan pembangunan RPJM dan RKP Desa belum didukung sepenuhnya dengan (analisis) data dan informasi yang memadai. Substansi dokumen perencanaan pembangunan desa masih cenderung sama dengan isi dokumen perencanaan periode sebelumnya. Selain itu kurangnya inovasi perangkat desa dalam proses perencanaan sehingga membutuhkan dukungan dari pemimpin perangkat daerah, perlunya penguatan sistem (tata kelola) perencanaan pembangunan yang lebih partisipatif dan berbasis pada bukti (evidence).
