Abstract

Wadas Village in Purworejo faces environmental destruction due to planned andesite mining for the Bener Dam, threatening local resources and the community's socio-economic life. Muhammadiyah and NU play key roles in supporting residents' efforts to protect the environment and social justice. This study examines their involvement in maintaining environmental sustainability and social justice in Wadas Village, focusing on their contributions to organizing the community. A qualitative approach with a case study method was used in this research. Data were collected through in-depth interviews with residents, Muhammadiyah and NU members, and observations of advocacy activities and actions carried out by both organizations. The data were analyzed thematically. The findings show that Muhammadiyah and NU are actively involved in legal advocacy, scientific research, and religious activities, such as mujahaddah at local mosques, to build social awareness and strengthen the residents' resistance to harmful policies. The struggle of Wadas residents is closely linked to the active roles of Muhammadiyah and NU in fostering social solidarity, collective awareness, and environmental sustainability advocacy. This study highlights the significant contribution of religious organizations in social and environmental movements and their influence on public policies favoring the community.

Abstract

This study investigates the relationship between various factors and e-government adoption in Uganda, employing a case study approach. The results of hypothesis analysis reveal mixed findings. Hypotheses concerning the relationship between Culture (BUD) and E-Government (EGOV) (0.168), as well as between Infrastructure (INF) and E-Government (0.151), are both rejected, indicating an absence of significant associations. Similarly, the hypothesis regarding the relationship between Human Resources (HR) and E-Government (0.066) is rejected, suggesting a lack of substantial correlation between the two variables. However, the hypothesis concerning Information and Communication Technology (ICT) and E-Government(0.006) is accepted, indicating a significant relationship between ICT and E-Government adoption, The discussion highlights the nuanced relationship between cultural factors and e-government adoption, suggesting that while cultural norms may influence citizen engagement with digital governance platforms, the impact varies across contexts. Conversely, the robust positive coefficients associated with infrastructure underscore its critical role in facilitating e-government initiatives. This emphasizes the importance of investing in ICT infrastructure to overcome barriers to e-government adoption in Uganda. The interplay between cultural factors and infrastructure underscores the need for a comprehensive approach addressing both aspects to foster effective e-government implementation in the country. R square in this result is 0.874. An R-squared value of 0.874 indicates that 87.4% of the variance in e-government adoption is explained by the model's predictors, suggesting a strong relationship and high explanatory power. This implies that the model effectively captures key factors influencing e-government adoption in Uganda.

Abstract

Good University Governance (GUG) is very relevant to the internationalization of any university and its department. This study compares the strategy of Department of Government Science - Muhammadiyah University of Yogyakarta (UMY), and the Department of Public Policy and Management - Gadjah Mada University (UGM). The research method used is a qualitative approach with the process of collecting data using interview techniques, documentation, observation and Focus Group Discussion (FGD). The results of this research can be seen, the variation of GUG results in encouraging internationalization, namely: focus on international reputation, focus on international networking, and focus on global branding.

Abstract

Stunting adalah masalah gizi kronis yang memiliki dampak luas terhadap kualitas sumber daya manusia dan keberlanjutan pembangunan desa. Untuk mengatasi masalah stunting, diperlukan implementasi intervensi kesehatan yang dipadukan dengan pendekatan kolaboratif lintas sektor yang berfokus pada penguatan institusi dan pemberdayaan komunitas. Pengabdian masyarakat ini bertujuan untuk menganalisis model keberlanjutan Program Inovasi Pengelolaan Stunting Berbasis Kolaborasi Antar Sektor di Desa Selopamioro, Imogiri, Bantul. Pengabdian masyarakat ini dilaksanakan pada periode bulan Desember 2025 sampai dengan Februari 2026 dengan menggunakan metode pengabdian masyarakat melalui empat tahapan yang berurutan, dengan dimulai dari tahapan persiapan, pelaksanaan, tahapan evaluasi melalui diskusi dengan mitra program, penyebaran kuesioner serta melihat indikator ketercapaian program pengabdian. Hasil kegiatan pengabdian dengan melibatkan 45 masyarakat yang hadir, menunjukkan adanya peningkatan kapasitas kader dalam pengetahuan dan keterampilan pemantauan pertumbuhan balita, penguatan pola koordinasi lintas sektor, serta meningkatnya komitmen kelembagaan dalam penanganan stunting di tingkat desa. Evaluasi terhadap 45 peserta menunjukkan bahwa mayoritas peserta menilai kegiatan sangat baik (53,3%) dan baik (26,7%). Selain itu, hasil pre-test dan post-test menunjukkan peningkatan pemahaman peserta, di mana kategori pemahaman tinggi meningkat dari 22,2% menjadi 66,7%, sedangkan kategori pemahaman rendah menurun dari 44,5% menjadi 6,6%. Temuan ini menunjukkan bahwa pendekatan kolaboratif berbasis desa mampu meningkatkan kesadaran masyarakat, memperkuat kapasitas kelembagaan lokal, serta mendorong integrasi program stunting dalam perencanaan desa. Dengan demikian, model yang dihasilkan menunjukkan transformasi dari pendekatan berbasis proyek menuju sistem yang lebih terinstitusionalisasi dan berkelanjutan berbasis pemberdayaan masyarakat.

Abstract

In Indonesia’s contemporary political landscape, mass media plays a pivotal role in shaping public opinion through constructed narratives and representations. This study examined how two major online news outlets– CNN Indonesia and Detik.com, framed coverage of Gibran Rakabuming Raka as vice president of the Republic of Indonesia. Using a descriptive qualitative method and Entman’s (1993) framing theory, the research analyses articles published from January 2024 to June 2025. Data were collected from official websites and processed using NVivo 12 Plus to identify framing elements—problem definition, causal interpretation, moral evaluation, and treatment recommendation. Findings reveal that Detik.com frames Gibran positively, highlighting personal branding, electability, and grassroots engagement, while CNN Indonesia focuses on dynastic politics, democratic ethics, and legal controversies. These framing differences reflect each outlet's editorial stance and affirm the media's role in constructing political realities that influence public perception.

Abstract

Indonesia is one of the first nations to formally acknowledging Bangladesh's independence that is in February 1972. However, there is lacking scientific study on both government relations. To solve the Rohingya crisis in Bangladesh from Myanmar. This study analyzes the roles of alliances in government relationships between Bangladesh and Indonesia in the epoch of prime minister Shaikh Hasina and President Joko Widodo, the Rohingya refugee (2017-2020). This qualitative research operates secondary data; Qualitative Descriptive (QD) is a form used in the qualitative study for comprehensive thoughts, expressly regulating the relevant phenomena. The research questions, what kind of challenges Indonesia and Bangladesh friendship faced on the Rohingya issue? How did both nations overcome, and what are the roles in their governmental alliances played? The study found that both countries have effective diplomatic administrative regulations. Indonesian government's efforts in the case of Rohingya are very active compared to other Asian countries. In reply to the Rohingya emigrant crisis and the maintaining of reciprocal settlement with the Bangladesh government in focusing of Indonesia diplomacy, is to find the arrangement of the refugee dilemma by approaching the root elements of the puzzle and intensifying the collaboration in determining the crisis. In short, the Bangladesh government appreciated the efforts of the Indonesian authority by mutual relationships even the friendship is upon the reciprocal agreement. It suggests that both governments should maintain an equal or more friendly bilateral settlement to keep these diplomatic relations effective and fruitful for both nations.

Abstract

The phenomenon of the politicization of the bureaucracy is nothing new in politics in Indonesia, the politicization of the bureaucracy has long been the case ever since the implementation of the general elections in Indonesia for the first time in 1955. The entire regime that once ruled in Indonesia has ever put through the politicization of this bureaucracy even up regime power today because by utilizing the existing positions in the bureaucracy, it can pave the way for political purposes. The application of the merit system policies to achieve good governance and clean is a step taken by the Government as a system of monitoring the implementation of transfer, promotion, and demotion conducted by political officials. This study uses qualitative research using reference data from many previous studies used as a literature review and a national online media news concerning the application of the merit system and bureaucracy politicization pressure that occurs. Based on the analysis using the software NVivo 12 Plus, it can be deduced that to realize good and clean government in the middle of bureaucratic politicization needed policy on the application of the merit system in personnel management, which aims to encourage the government bureaucracy to become more competent in solving the problems of public-oriented towards public service.Fenomena politisasi birokrasi bukanlah hal baru dalam politik di Indonesia, politisasi birokrasi telah lama terjadi sejak penyelenggaraan pemilihan umum di Indonesia pertama kali pada tahun 1955. Seluruh rezim yang pernah berkuasa di Politisasi birokrasi ini pernah dilakukan Indonesia bahkan sampai kekuasaan rezim saat ini karena dengan memanfaatkan posisi yang ada di birokrasi dapat membuka jalan bagi kepentingan politik. Penerapan kebijakan merit system untuk mewujudkan good governance dan clean merupakan langkah yang diambil oleh Pemerintah sebagai sistem pengawasan terhadap pelaksanaan mutasi, promosi, dan penurunan pangkat yang dilakukan oleh pejabat politik. Penelitian ini menggunakan penelitian kualitatif dengan menggunakan data referensi dari berbagai penelitian sebelumnya yang digunakan sebagai tinjauan pustaka dan pemberitaan media online nasional mengenai penerapan sistem merit dan tekanan politisasi birokrasi yang terjadi. Berdasarkan analisis dengan menggunakan software NVivo 12 Plus, dapat disimpulkan bahwa untuk mewujudkan pemerintahan yang baik dan bersih di tengah politisasi birokrasi diperlukan kebijakan penerapan merit system dalam pengelolaan kepegawaian, yang bertujuan untuk mendorong agar birokrasi pemerintahan menjadi lebih kompeten dalam menyelesaikan masalah-masalah yang berorientasi pada publik menuju pelayanan publik.

Abstract

This article Aim to analyze bureaucratic reform in the West Pasaman district government, which is related to the last stage of the 2020-2025 bureaucratic reform grand design. This projection is an opportunity to demonstrate the dedication of the bureaucracy to good governance. On the other hand, there is one thing that cannot be denied, such as the fact that the government still leaves a lot of work that has not been completed according to the target and public services that are not yet community-oriented. The performance of the West Pasaman district government’s bureaucracy is still considered low. This study uses a descriptive research method that is supported by a literature study approach by tracing the actual data for this research material. The results of this study discuss two aspects of bureaucratic reform, namely reform of mindset and work culture. Improving the mindset is used to improve the performance of the bureaucracy in order to think in a visionary direction to create a productive, innovative, and competitive bureaucracy, for this reason, the mindset is adapted from the concept of dynamic governance (Thinking ahead, Thinking Again, Thinking Across. While the work culture is aimed at creating bureaucracy agile and fast, considering the West Pasaman bureaucracy consists of two ethnicities (Mandahiling, Minang) so that it affects the work culture of each. Artikel ini bertujuan untuk menganalisis reformasi birokrasi di pemerintahan Kabupaten Pasaman Barat terkait tahapan terakhir grand design reformasi birokrasi 2020-2025. Proyek ini merupakan peluang untuk menunjukkan dedikasi birokrasi terhadap tata kelola pemerintahan yang baik. Di sisi lain, ada satu hal yang tidak bisa dipungkiri, seperti masih banyaknya pekerjaan yang belum diselesaikan pemerintah sesuai target dan pelayanan publik yang belum berorientasi pada masyarakat. Kinerja birokrasi Pemerintah Kabupaten Pasaman Barat dinilai masih rendah. Penelitian ini menggunakan metode penelitian deskriptif yang didukung dengan pendekatan studi pustaka dengan menelusuri data aktual untuk bahan penelitian. Hasil penelitian ini membahas dua aspek reformasi birokrasi, yaitu reformasi pola pikir dan budaya kerja. Perbaikan pola pikir digunakan untuk meningkatkan kinerja birokrasi agar berpikir secara visioner untuk mewujudkan birokrasi yang produktif, inovatif, dan berdaya saing. Pola pikir tersebut diadaptasi dari konsep tata kelola yang dinamis (berpikir ke depan, berpikir ulang, berpikir melintas). Adapun budaya kerja ditujukan untuk menciptakan birokrasi yang gesit dan cepat, mengingat birokrasi Pasaman Barat terdiri dari dua suku (Mandahiling, Minang) sehingga memengaruhi budaya kerja masing-masing

Abstract

The discourse on the policy of a three-term presidential term raises pros and cons in the political circles of the government and the people of Indonesia. The narrative can be seen through the opinions of policy actors, government, political parties, Non-Governmental Organizations (NGOs), and the community. This study uses a method with a Q-DAS (Qualitative Data Analysis Software) approach. The data in the study were taken through four national online news media with a high level of credibility. This research will conduct a study using the Narrative Policy Framework (NPF) which can explain the structure of the political narrative in the policy-making process of changing the President's term of office. This study aims to examine the role of the media in shaping public narratives in formulating policies for the Presidential General Election in Indonesia. The results of this study indicate that the votes in the group that is against the narrative of the presidential term policy are more dominant for three periods. President Joko Widodo's firm refusal was able to influence the intensity of the discussion on the policy to increase the President's term of office.Wacana kebijakan masa jabatan presiden tiga periode menimbulkan pro dan kontra di kalangan politik pemerintah dan masyarakat Indonesia. Narasi tersebut dapat dilihat melalui pendapat dari aktor-aktor kebijakan, pemerintah, partai politik, Lembaga Swadaya Masyarakat (LSM), dan masyarakat. Penelitian ini menggunakan metode dengan pendekatan Q-DAS (Qualitative Data Analysis Software). Data pada penelitian diambil melalui empat media berita online nasional dengan tingkat kredibilitas yang tinggi. Penelitian ini akan melakukan studi menggunakan Narrative Policy Framework (NPF) yang dapat menjelaskan bagaimana struktur narasi politik pada proses pembuatan kebijakan perubahan masa jabatan Presiden. Penelitian ini bertujuan untuk melihat peran media dalam membentuk narasi publik dalam penyusunan kebijakan Pemilihan Umum Presiden di Indonesia. Hasil pada penelitian ini menunjukkan bahwa suara pada kelompok yang kontra terhadap narasi kebijakan masa jabatan presiden menjadi tiga periode lebih dominan. Penolakan secara tegas yang disampaikan oleh Presiden Joko Widodo mampu mempengaruhi intensitas pembahasan wacana kebijakan penambahan masa jabatan Presiden.
